The true power of vision lies not merely in seeing the world as it is, but in imagining what it

can become. It is through the inquisitive minds and innovative spirit of the younger
generation that progress finds its voice and hope takes form. Their curiosity and creativity
light the way toward a brighter future.

At the heart of this transformative journey are our delegates—bold thinkers who question
the status quo, overcome challenges, and pave new paths for change. Their fresh
perspectives and fearless ideas are the foundation of a more inclusive, forward-looking
world.

The success of our previous VMUNC editions stands as a testament to the unwavering
dedication and passion of our Secretariat, supported by the wisdom and guidance of our
mentors. Their tireless efforts have elevated this conference to new heights and continue to
inspire excellence.

It is with great pride that I welcome you once again to the Venkateshwar Model United
Nations Conference. I am confident that this esteemed platform will foster engaging
dialogue, meaningful collaboration, and innovative solutions to the pressing global issues of
our time.

Let us embody the spirit of Audere est Facere—to dare is to do. May this conference
empower each of us to act with courage, conviction, and vision.

My heartfelt thanks to everyone who has contributed to the continued success of VMUNC. I
eagerly look forward to the thoughtful discussions and impactful resolutions that will
emerge from this distinguished forum.

Warm regards,
Dr. Namita Singhal
Principal

INTERNATIONAL COOPERATION IN THE PEACEFUL
USE AND EXPLORATION OF OUTER SPACE WITH A
FOCUS ON GEOPOLITICAL DYNAMICS

The rapid growth of space technologies has made outer space a key
arena for innovation, economic activity, and global connectivity. As
state and private actors increase, space is becoming crowded and
competitive, raising concerns about conflict and militarization.
Existing treaties are outdated and insufficient for today’s challenges.

There is an urgent need to update international legal frameworks to

reflect modern realities, ensure fair access for all nations, and prevent
geopolitical tensions. Delegates must promote responsible behavior,
transparency, cooperation, and the peaceful, sustainable use of space.
ANALYZING THE CONSEQUENCES OF BIRTHRIGHT
CITIZENSHIP AND ITS ALIGNMENT WITH
INTERNATIONAL HUMAN RIGHTS COMMITMENTS

Birthright citizenship, which grants nationality based on place of birth,

promotes inclusion and legal identity. However, its restriction in some
regions has raised concerns, leading to statelessness, discrimination,
and limited access to essential services for vulnerable groups.

This agenda calls for evaluating national citizenship policies in light of

international human rights standards. Delegates must address the
impact on marginalized communities and propose fair, inclusive, and
legally sound solutions that prevent exclusion and protect equal rights
for all.
DISCUSSION ON
CENTRE-STATE RELATIONS
UNDER THE NDA GOVERNMENT

The agenda “AIPPM: Discussion on Centre-State Relations under the

NDA Government” explores the balance of power between India’s
central and state governments. Critics claim that the NDA has
centralized authority, weakening state autonomy—especially in
areas like GST, COVID-19 response, and fund allocation.

Supporters argue that strong central leadership ensures effective

governance and national unity. This agenda invites debate on
whether the current federal structure supports cooperative
federalism or requires reforms for a more balanced power-sharing
model.
ACCESSION OF KASHMIR AND
PROPOSED SPECIAL PROVISIONS
(FREEZE DATE: 17 OCTOBER 1947)

The agenda “HCC: Accession of Kashmir and Proposed Special

Provisions” focuses on the events leading up to Jammu and Kashmir’s
accession to India. In October 1947, facing an invasion by Pakistan-
backed tribal forces, the Maharaja sought India's military help, which
was granted only after he signed the Instrument of Accession.

Given Kashmir’s unique context—a Muslim-majority state ruled by a

Hindu monarch—special provisions were considered to ensure its
autonomy, laying the groundwork for Article 370. The committee will
examine the situation strictly as it stood on 17 October 1947, allowing a
focused analysis of the pre-accession factors without influence from
later events.
