A. BACKGROUND
The MWSS Information System Strategic Plan (ISSP) serves as the road map of the Agency in
maximizing the use of Information and Communications Technology (ICT) in pursuit of its
mission and vision. The Agency acknowledge the use of ICT to improve productivity and provide
an effective delivery of its mandated services. Thus, the ISSP will serve as the framework for
the organization’s effort to computerize its operations as well as shows the organization’s
intention to use ICT to help realize its vision, mission and goals.
As part of the Water Legacy Plan of MWSS, the proposal for the 2013-2015 Information System
Strategic Plan (ISSP) was developed in 2012 which was approved by the National Computer
Center (NCC) in August of 2013. The ISSP illustrates the strategic plan for development and
use of information systems. The first stage of the implementation of the 2013-2015 ISSP was
done in the year 2015 to 2016, by procuring up-to-date computers to replace the aging units.
However, implementation of the 2013-2015 ISSP came to a halt to give way to the infrastructure
projects. Development and updating of the ISSP started in 2017. Through the initiative of the
Office of the Administrator, the 2018-2020 ISSP was finalized and submitted to the Department
of Information and Communications Technology (DICT).
The Establishment of Network and IT Infrastructure Facilities (NITIF) is seen as the starting point
of MWSS in the process of moving to a digital business. MWSS network architecture and IT
infrastructure must be, as envisioned in the 2018-2020 ISSP, designed to optimize resources,
streamline operations, improve office productivity and support continued personnel professional
career growth.
The NITIF shall be designed to link all computers and all network related equipment in one
physical and virtual network. Construction of NITIF will include as minimum the following
equipment and services:
• Structured cabling
• Network Configuration
• IT Infrastructure Facility Civil Works
• Enterprise Network Switch
• Enterprise Firewall
• Storage Solutions
• Wireless Access Points
• Enterprise Router
• Server and Server Rack Cabinet

• Data cabinet
• UPS for Servers and Network Devices
• Stand-by electric power
• Temperature, security access, humidity and air quality control, and fire protection systems
The NITIF will support the following operational provisions but not limited to:
• repository of data from fixed and movable assets and facilities
• linkage to disaster recovery systems
• data repository of business operations of MWSS
• deployment to local systems of MWSS
• control of MWSS monitoring systems on dams and MWSS facilities
• repository of MWSS engineering data for projects and facilities

MWSS intends to apply the sum of THIRTY-EIGHT MILLION PESOS AND ZERO
CENTAVOS (PhP 38,000,000.00) being the Approved Budget for the Contract (ABC) of the
project inclusive of 12% VAT and other duties and taxes.
D. OBJECTIVE OF PROCUREMENT
E. CONTRACTOR’s QUALIFICATIONS
• Contractor must have at least five (5) years of experience in the supply, delivery,
installation, testing and commissioning of a DATACENTER, from the date of submission
and receipt of bids.
• Contractor must have completed at least three (3) similar projects in supply, delivery,
installation, testing and commissioning of a DATACENTER within the last 10 years.
This should be supported by a Certificate of Completion and Acceptance by the client.
• Contractor must have certified personnel who will undertake the installation of major
components such as network cable, server, PACU & stand by genset.

• Contractor must have a Project Manager who is a regular employee of the company
with at least 5 years’ experience in project management, design and implementation.
• The Contractor should have been operating in the Philippines for at least five (5) years
and is registered with SEC and/or DTI.

1. The Contractor shall submit Project Implementation and Management Plan (PIMP)
within ten (10) calendar days upon receipt of Notice to Proceed for the implementation
of the proposed solution that is subject for review and approval of the MWSS. The
PIMP shall include but not be limited to the following:
• Scope of Work
• Project Organization
• Implementation Methodology
• Project Timeline
• Communication and Deployment Strategy
2. The Contractor shall complete the delivery, installation, and testing of completed
work within One Hundred Twenty (120) calendar days from the date of receipt of
Notice to Proceed. A pre-construction conference shall be done 5 days upon receipt
of Notice to Proceed and shall be scheduled by the assigned Project Manager of the
contractor, to present how it intends to implement the project.

I. SERVICE LEVEL AGREEMENT
The Contractor shall render support services within the warranty period as follows:
a. Technical support will be provided through phone calls or email within regular working
hours from Monday to Friday, 8:00AM to 5:00PM.
b. Minimum of one full time and on-site technical support staff for one (1) year or within
the warranty period.
c. Support services shall be rendered within four (4) working hours after the problem has
been reported. For problems reported after 4PM, services shall be rendered at 8:00AM
of the following working day.
d. If the supplied equipment is found defective and need to be pulled-out, the contractor
shall provide a service unit with the similar or equivalent specifications within 24 hours,
and as agreed upon with contractor support team.
The Contractor shall guarantee one (1) year exclusive warranty on all installed materials
and equipment against factory defects and workmanship. Warranty provision on upgrades
and patches to be installed is free of charge during the warranty period. Conduct of an
annual preventive maintenance during the warranty period for all the components of the
solution. The Contractor shall be responsible for all costs related to the warranty period.
1. The Contractor must provide basic training for at least seven (7) IT Personnel for the
Network Equipment/switches, Server, Firewall and troubleshooting for the Structured
Cabling and Management of Data Center for at least three (3) days per module.
2. To ensure that proper maintenance and sustainment an appropriate training shall be
conducted by the Contractor as Essential part of Technology Transfer to prepare and
equip MWSS and its personnel in the overall operations and maintenance of its
Network Infrastructure and IT Facility.
3. The Contractor shall submit Program of Instruction (POI) detailing all the training
activities to be conducted for review, evaluation and approval of MWSS. Hands-on
training shall form part of the training program.
4. Operation and Training manuals shall be provided to each participant.
5. The Training shall be conducted and completed prior to the issuance of Certificate of
Turnover and Acceptance.
6. All expenses related to training (e.g. venue, meals, equipment, certificate.) shall be
borne by the contractor.
7. Venue of Training shall be determined by MWSS.
8. Certificate of Training/s shall be given by the contractor to all participants.
L. PROVISION OF DOCUMENTATION
1. The Contractor shall provide a complete documentation, one (1) soft copy and three (3)
printed copies, for every deliverable and at every end of each development stage and
milestone which must be submitted to the MWSS for approval. MWSS shall own any and all
documents and shall reserve the right to reproduce at no additional cost.

2. The documentation must be written in English with concise and high-quality presentation
to include but not limited to the following:
• Technical Manuals
- As built Document
- Infrastructure Diagrams and Topology
- Troubleshooting and Installation Guides
- Single Line Diagram
- System/Operation Manual
• Operations and Maintenance Manuals
M. PAYMENT SCHEME
The Contractor shall be compensated subject to the satisfactory completion and submission of
the required deliverables.
Note: To assure performance of the obligations in the Warranty clause, 10% will be deducted
from each billing pursuant to RA9184 section 62.1.
