There is a major cry in east Africa mainly Uganda about their status as third world
countries despite the abundant resources in the region such as land, water, forests
and minerals. Many people are concerned why with all these resources the region
has remained under developed. There is need to explain the reasons as to why it is

like this. You have been invited to one of the radio station in your home area to
explain to these people.

EXPECTED RESPONSES

 Problem identified is many Ugandans do not why Uganda is still


underdeveloped despite the available resources.
 Underdevelopment refers to the state of inadequate economic, social and
infrastructure development in Uganda characterized by low standards of
living, limited access to basic services and lack of economic opportunities
resulting in widespread poverty, inequality and limited human development.
 Abundant resources refers to the plentiful and diverse natural resources
available in Uganda such as water, land, minerals, forests, oil, gas fisheries
and tourism attractions which provide opportunities for economic growth,
development and improved livelihoods.
 Uganda was colonized by Britain and later attained her independence in
1962.However, since independence, Uganda has faced with a number of
challenges as discussed below;
 Uganda is faced with a challenge of rapid population increase. High
population growth has led to conflicts over land and competition for jobs in
the civil service. This has caused social unrest. Therefore, Ugandans should
know that despite the abundant resources, Uganda has remained
underdeveloped in the region because of this challenge.
 There is a challenge of unemployment in Uganda. This is partly blamed on
colonial education that trains job seekers than job makers. As a result, many
people have finished their education but have no jobs to absorb them.
Therefore, Ugandans should know that despite the abundant resources,
Uganda has remained underdeveloped in the region because of this
challenge.
 Environmental challenge has been witnessed in Uganda. There is a challenge
of drought in north eastern Uganda especially Karamoja and other areas like
Kasese are often affected by floods. Such environmental challenge has

retarded the development of Uganda. Therefore, Ugandans should know that
despite the abundant resources, Uganda has remained underdeveloped in the
region because of this challenge.
 Uganda has faced rampant poverty in the post-colonial period. Ugandan
government has found it had to provide the badly needed social services to
the people of Uganda like education and health due to lack of enough
money. Therefore, Ugandans should know that despite the abundant
resources, Uganda has remained underdeveloped in the region because of
this challenge.
 Uganda has faced a challenge of a national debt burden. The weak economy
of Uganda has forced her to depend on loans from developed countries
which usually come with attached conditions. This has caused under
development in Uganda. Therefore, Ugandans should know that despite the
abundant resources, Uganda has remained underdeveloped in the region
because of this challenge.
 Uganda has faced a challenge of high levels of illiteracy and ignorance.
Many Ugandans can hardly read and write. This makes them unable to
implement government development programs leading to
underdevelopment. Therefore, Ugandans should know that despite the
abundant resources, Uganda has remained underdeveloped in the region
because of this challenge.
 Uganda has faced a challenge of diseases. A number of diseases have
claimed the lives of Ugandans such as HIV/AIDS, cholera, malaria, measles
dysentery and Covid-19 and from 1980s there emerged other incurable
diseases especially HIV/AIDS. These have undermined economic
development in Uganda.
 Uganda has faced a challenge of Neo-colonialism. Former British colonial
power and other super powers have continued to influence the political,
economic and social affairs of Uganda. This has rendered Ugandan leaders
powerless and unable to make independent decisions in Uganda. Therefore,
Ugandans should know that despite the abundant resources, Uganda has
remained underdeveloped in the region because of this challenge.
 Uganda has faced a challenge of civil wars. In 1971, Idi Amin overthrew
Obote and there have been a number of demonstrations in Uganda against
election malpractices like in 2006 and 2011 staged by opposition members

against the wining party NRM. Such civil wars and demonstrations
undermine development. Therefore, Ugandans should know that despite the
abundant resources, Uganda has remained underdeveloped in the region
because of this challenge.
 Uganda has a challenge of famine outbreak. This has been brought by the
poor government policies on land distribution, inadequate mechanization of
agriculture and drought hence some people have lost their lives. Therefore,
Ugandans should know that despite the abundant resources, Uganda has
remained underdeveloped in the region because of this challenge.
 Uganda has a challenge of over taxation of the citizens. In Uganda, every
financial year people expect to hear the introduction of new taxes or an
increment in taxes like Pay As You Earn, VAT and Rental tax. This has
made citizens to lose love for their nation. Therefore, Ugandans should
know that despite the abundant resources, Uganda has remained
underdeveloped in the region because of this challenge.
 Uganda has faced a challenge of brain drain. There has been frequent
movement of workers like teachers and doctors from Uganda to other
countries for better wages and salaries. This has left Uganda with less skilled
labor to develop Uganda.
 There has been a challenge of disunity among Ugandans. They segregate
themselves basing on tribes, gender and religion. This has left Uganda to lag
behind in development. Therefore, Ugandans should know that despite the
abundant resources, Uganda has remained underdeveloped in the region
because of this challenge.
 Uganda has a challenge of trade deficits. Uganda import more than they
export such as a lot of goods which are expensive like computers, phones
and cars are imported and on contrary, Uganda export coffee, maize and
‘Matooke’ which are sold cheaply. This has always affected the terms of
trade leading to low economic development of east Africa. Therefore,
Ugandans should know that despite the abundant resources, Uganda has
remained underdeveloped in the region because of this challenge.
 In conclusion, despite the abundant resources such as land, forest and water
Uganda has, Uganda has remained underdeveloped in the region due to
political, social and economic reasons as explained above.
