“Healing by Design: Developing a Regional Heart Center in Rizal for Holistic Cardiovascular
Care”

BACKGROUND OF THE PROJECT (250 words)

Cardiovascular diseases remain a leading cause of death in the Philippines, with ischemic heart disease,
neoplasms, and cerebrovascular diseases identified as the top causes of mortality in both 2022 and 2023
(Philippine Statistics Authority, 2024). In particular, Region IV-A (CALABARZON) reports a high incidence of
heart-related deaths, accounting for 5,924 out of 38,660 cases in 2021, highlighting the urgent need for
specialized cardiac care facilities. The region also has the largest population of aging Filipinos, a
demographic that is at higher risk of heart disease, further increasing the demand for accessible and
specialized cardiovascular healthcare services.

To address this growing health crisis, Senate Bill No. 2212, also known as the Regional Specialty Centers
Act, mandates the establishment of specialized medical centers across key regions to improve healthcare
accessibility and alleviate patient congestion in Metro Manila. Under this initiative, a Regional Heart Center
in Rizal is envisioned to provide advanced cardiac care, diagnostics, and surgical treatments for the growing
population outside Metro Manila.

The proposed facility will integrate state-of-the-art medical technology, sustainable building strategies, and
patient-centered design to create an efficient healing environment. Designed for efficiency, accessibility,
and future expansion, it will cater to patients, medical professionals, researchers, and the local community,
ensuring a comprehensive and sustainable approach to cardiovascular health in the region.

MAIN PROBLEM

“How can the design of a Regional Heart Center in Rizal enhance patient care, medical efficiency, and
sustainability while addressing the growing demand for cardiovascular treatment in the Cebu region?”

SUB-PROBLEMS

1. How can architecture influence patient perception of care and overall satisfaction?
2. What design elements can contribute to a calming and healing environment?
3. How can the layout optimize patient movement, minimize wait times, and improve overall hospital
workflow?
4. What spatial configurations enhance accessibility for emergency and outpatient services?
5. How can architecture influence patient perception of care and overall satisfaction?

GOAL OF THE THESIS

To develop a proposed architectural design for a Regional Heart Center in Rizal, providing a state-of-the-
art facility that enhances patient care, medical efficiency, and sustainability. This study aims to create a
functional and well-integrated building structure that meets the region's growing cardiovascular healthcare
needs while ensuring a healing environment, accessibility, and innovative medical spaces for future
development.

OBJECTIVES OF THE THESIS

1. To identify architectural features that enhance the overall patient experience and contribute to a
positive perception of care.
2. To determine the optimal room orientations that maximize natural light, airflow, and privacy for
improved patient recovery.
3. To identify design solutions that streamline the flow of patients, staff, and medical equipment for
improved hospital operations.
4. To establish clear zoning strategies that separate emergency, outpatient, and inpatient services for
better functionality.
5. To recommend design interventions that support patient autonomy, comfort, and engagement in
their healing process.

Novelty/Similar Project/What’s new they will introduce

This development will mark the establishment of the first-ever Heart Center in Rizal, addressing the critical
need for specialized cardiovascular care in the province. As Rizal continues to experience rapid population
growth and an increasing number of aging residents at risk of heart disease, the lack of a dedicated heart
facility has forced many patients to seek treatment in already congested hospitals in Metro Manila.

ITEM FOR EVALUATION Remarks

Proposed Project Title

“Healing by Design: Developing a Regional Heart Center in Rizal

for Holistic Cardiovascular Care”

Type of Occupancy

Healthcare and Wellness Occupancy

Expected Client

The Regional Heart Center in Rizal is expected to serve the

Department of Health (DOH) and the local government, which
are responsible for improving public healthcare services. It will
also accommodate private medical institutions, researchers, and
academic institutions seeking specialized cardiovascular
facilities. Additionally, NGOs and philanthropic organizations
may support the project by contributing to its development and
expanding access to quality heart care.

Project Beneficiaries

The Regional Heart Center in Rizal will benefit patients with

cardiovascular diseases, providing accessible and specialized
care. Medical professionals will work in well-equipped spaces
that enhance treatment and research while the local community
gains improved healthcare services. The facility will also support
government agencies like DOH and PhilHealth in strengthening
public health infrastructure. Additionally, researchers and
medical students will use the center for training and innovation.
Families and caregivers will experience a patient-friendly
environment, and private sector partners can contribute to
advancing sustainable healthcare in the region.

Tentative Objectives

This study aims to identify key architectural features that

enhance the overall patient experience and contribute to a
positive perception of care. It seeks to determine the optimal
room orientations that maximize natural light, airflow, and
privacy, ultimately promoting improved patient recovery.
Additionally, the research focuses on identifying design solutions
that streamline the movement of patients, staff, and medical
equipment, ensuring efficient hospital operations. To enhance
functionality, the study aims to establish clear zoning strategies
that effectively separate emergency, outpatient, and inpatient
services. Lastly, it intends to recommend design interventions
that foster patient autonomy, comfort, and engagement,
creating a healing environment that supports overall well-being.
