Functional Scope for Layout Regularisation Scheme (LRS) Module

1. User Registration & Authentication

 Secure login for LTP, citizens, developers, and government officials.


 Role-based access control for applicants, and approving authorities.

2. Online Application Submission

 Step-wise application form for individual plot owners/ layout developers.


 Upload section for required documents (deed, layout plan, encumbrance certificate,
etc.).
 Map-based plot boundary selection/ marking tool for applicants to locate their
plots on a digital interface
 Auto-calculation of regularisation charges based on plot size, land value, and
location.
 Dynamic fee calculation as per G.O. MS No. 10 (penalization, open space, and
conversion charges).
 Integration with Payment Gateway
 Auto-generation of payment receipts and challans.

4. Application Processing & Workflow Management

 Automated workflow routing based on jurisdiction (Municipality, UDA, CRDA,


etc.).
 Document scrutiny workflow with checks for missing documents.
 Status tracking for both applicants and officers.
 Initial Submission to ULB: The applicant submits the LRS application to the Urban
Local Body (ULB), which performs the preliminary verification, including document
completeness and fee payment validation.
 ULB Scrutiny & Forwarding: If the application meets the initial criteria, the ULB
processes it and forwards it to the Urban Development Authority (UDA) or
Directorate of Town & Country Planning (DTCP) for further scrutiny based on
jurisdiction.
 UDA/DTCP Review & Decision: The UDA/DTCP conducts a detailed technical
review, including land use verification, and compliance checks with Master Plan
regulations. Based on findings, the application is either approved, rejected, or sent
back to ULB for clarification.
 Final Approval & Certificate Issuance: Upon successful verification, the
regularization certificate is issued by the competent authority, and the applicant is
notified. The ULB updates the records and ensures compliance with any conditions
set by UDA/DTCP.
6. Approval & Decision Making

 Auto-generation of scrutiny reports and checklists for reviewing officers.


 Option for field officers to upload geo-tagged site photographs during inspections.
 Workflow for seeking clarifications/re-submission from applicants.
 Auto-generation of regularisation certificates (proceeding) upon approval.

7. Communication & Notifications

 Automated SMS/Email/Portal notifications for application updates at each stage.

8. Reports & Dashboard

 Real-time analytics on applications received, approved, pending, and rejected.


 Revenue tracking dashboard for collected regularisation fees.
 Role-based reports for officers, showing workload and pending cases.
 Exportable reports in PDF, Excel, and CSV formats.
