DIRECT EFFECT

 Treaty of Rome- Traite Cadre (Framework Treaty- gaps were to be filled by CJEU & Secondary Legislation)

 Option 1 (CJEU) – Downside (CJEU is a tiny institution/Standing before CJEU/Reliance on MS & Commission)
