1. Belongs to OBC community.
2. Income max. limit Rs. 1.20 lakh per annum.
3. Not covered under Ayushman Bharat Scheme.
Supporting Documents:
1. As BMS is ration card based system, only (a) Clause above may be considered. System
will capture the RC no. and map beneficiary with RC member ID. No need to upload
document.
2. Following Documents required to be uploaded:
a) OBC certificate
b) Income certificate
c) Medical history (prescription from Govt. hospital, medicine bills) or referral to
outside State for better treatment.

1) Is the scheme open for all Citizens?
NO. This Scheme is especially for Poor Patient belongs to OBC category.
2) Is there any Income Criteria or Limit to avail this benefit under Nucleus Budget Scheme
for OBC Welfare?
YES. There is an Income max. Limit of Rs. 1.20 lakh per annum to avail this
benefit of the Nucleus Budget Scheme. And Financial Assistance from Rs.
1500 to upto Rs. 15000 will be granted under this Scheme.
3) Can the Citizen/Patient apply anytime during the year?
YES. Citizen/Patient can apply anytime any month in a year i.e. before last date of
application submission notified by the Department of OBC Welfare. They have to
apply through the Beneficiary Management System (BMS) Portal at
[Link] from the ‘Citizen’ link available on the home page.
4) Is Ration Card Number is Mandatory to apply on this Scheme?
YES. Ration Card number is mandatory to apply for this scheme to verify that the
Citizen/Patient is domiciled in Tripura. If auto-generated information fetched
from RC Number is wrong, the Citizen/Patient can edit and correct the
information like Guardian Name, Address, etc before applying for the scheme.
5) What are the Bank related provisions which are essential to avail the benefits of this
Scheme?
Citizen/Patient must check before applying for this scheme that his/her Bank
Account is Active/Not Frozen, KYC Document is updated for that account, the
proper IFSC should be given (as many Bank Merged into one and so IFSC also
changed), and Name as per Bank or not. If not then Citizen/Patient must visit their
particular bank branch and rectify their account-related error before applying to
this scheme.
6) What will happen if any application has Defected?
If any Citizen/Patient during apply provide any incorrect data or document Checker
may defect that application. In this case, a message with a link will come to the
registered mobile number and email with a subject/message on which data is to be
correct. Then Citizen/Patient will click on that link and provide the correct data as
per requirement.
7) What are the formats of Documents required to be uploaded for this scheme?
Photograph of the Citizen/Patient should be uploaded in JPG/PNG format. And
other required documents for this scheme should be uploaded in PDF format only.
8) Is there any need for uploading of “Medical History or referral to outside State for better
treatment” along with the online application form?
YES. Citizen/Patient has to upload Medical history (prescription from Govt.
hospital, medicine bills) or referral to outside State for better treatment.
9) Is Hospital Name is required to mention during applying on this Scheme by the
Citizen/Patient?
YES. It is required to mention the Name of the Hospital by the Citizen/Patient.
10) Is the Citizen/Patient who has covered under Ayushman Bharat Scheme considered
eligible for award of benefit?
NO. These categories of Citizen/Patient will not be considered for award of
benefit.
11) Does the Citizen/Patient have to select Assistance for Reimbursement/Referral during
the application on the Nucleus Scheme?
YES. Citizen/Patient have to select Assistance for either Reimbursement or
Referral to avail the benefit on Nucleus Budget Scheme for OBC Welfare
Department.
12) Does the Citizen/Patient have the option to Claim Amount under this Nucleus Budget
Scheme?
YES. Citizen/Patient has the option to Claim Amount under this Nucleus Budget
Scheme during application. The Claim Amount for a Citizen/Patient may
further modified by the Approver of the OBC Welfare Department as per
guidelines.
N.B: Citizen/Patient can also directly go to the OBC Welfare Department Head Office
along with all required Documents and submit the application under Nucleus Budget
Scheme through Offline where Section In-charge Officer at OBC Welfare Dept will apply
on behalf of Citizen/Patient in the BMS portal.

[Link] Registration & Login:
There are 3 types of Login module in BMS portal, i.e., Citizen Login, Department
Login & Admin Login which Citizen/beneficiary will find after visiting the
URL: [Link] After visiting this URL, Citizen has to click
the Citizen Login option:
Now Citizen has to register by clicking Register here where new specific field of
registration will have to be filled up by them. They are:
1. Full Name 2. Email ID 3. Mobile Number
Now entering received OTP on registered Mobile Number the Citizen will register.
And then in Home Page they will have to Login either through his Mobile Number
or Email ID. They will have to enter the OTP received in registered Mobile No. or
email ID.
2. Apply on Departmental Schemes:
After Login, Citizen will view the Home Page of BMS portal where all list of on-
boarded Govt. DBT Scheme of OBC Welfare will appear in other section of the
available department. Citizen now from the list, have to select their particular
department Schemes i.e. “Financial Assistance to poor OBC patient under Nucleus
Budget Scheme” with scheme code “CLT6C” in which he/she will have to apply
and have to click the Enroll button.
N.B: Applicant can Click the “? View Group Rule” nearby Enroll button, which is
provided to clarify the Group Rule of different Schemes of various Department
where Citizen can apply maximum 1 Schemes from a particular Department
Scheme list if Department have such provision.
Now, after enrolling in the particular Scheme, Citizen will view the Scheme Basic
Info & Scheme Payment Info page & now Citizen will click the proceed button.

Now in the next new page the Citizen will have to enroll in that Scheme and
applicant needs to select his/her domicile status as shown below
Clicking on Yes, applicant has to enter the 12-digit Ration Card No. and Search.
System will search the Ration Card database and display the list of family
members found in the given Ration Card. The applicant needs to select his/her
name from the list of members.
If name is found then ‘Select’ the name which will display personal details and
address details fetched from Ration Card database.
Clicking on Save, below shown page will appear. Fill up all mandatory fields and
upload required documents.
After that, the existing page will redirect to the Profile update part where you
have to update your profile by filling up the required mandatory data field. And
then click save profile to complete the update profile .
Then after clicking the save profile button a message will come up successfully
save and then you have to click redirect me to apply to the Nucleus Budget
Scheme of OBC Welfare.
And then Citizen has to click again the Apply Online Button to apply for the
Nucleus Budget Scheme. And again Citizen has to click on Enroll button in the
other Section to enroll in the Nucleus Budget Scheme of OBC Welfare.
Then again a page will arrive with all the preview details of the above scheme.
And in that, Citizen have to click on Proceed Button.
Scheme Enrollment Form and its Submission
Now for “Financial Assistance to poor OBC patient under Nucleus Budget
Scheme” scheme, Citizen has to fill up some details like Basic Mandatory Info,
Address Area, and Bank Account Information. To apply on this scheme, in Scheme
Specific Document Area, applicants have to upload required following documents:
i) Photograph (Jpg format),
ii) Medical History (prescription from Govt Hospital/ medicine bills) or
Referral to Outside State,
iii) OBC Certificate
iv) Income Certificate from SDM/DCM
After filling Scheme Specific Information (Institutes/Colleges, Date of Admission,
Date of Commencement of the Course, Expected date completion of the Course,
Studying in Year) & Payment Related Information (Hosteller or not, Qualification),
applicants have to press “Next” button to proceed for final submission of
application in BMS portal.
4. Final Submission Page: Now after enrollment, a preview of the application
of that scheme will be visible to Citizen. Where Citizen will find all his/her details
which he/she filled up during enrollment on that particular scheme of the
department. By clicking the “view more” button applicant can also view his/her
uploaded documents.
Now after clicking the checkbox of applicant final confirmation, Citizen can go for
Final Submit or Previous (if any changes required on previous page) button.
Application submission will complete after clicking the Final Submit button.
5. View/Print Acknowledgement Slip:
After Final Submission Applicant can view a Dashboard where he/she can view or
print his/her Acknowledgement Slip.
6. Resubmission Process: This process is the option to resubmit
Documents/Details of Citizen requested by the Higher Authority Checker. If some
cases Citizen upload wrong data or documents, Higher Authority Checker can
raise query by marking Defected application. In that case a message will arrive at
registered applicant registered Mobile Number to resubmit their application.
When after applicant Login into their account, they will find the option to
resubmit the defected application with a proper reason/requirement from
Checker. Then they have to click the Proceed button there.
And then again the previous form of Scheme Enrollment page will appear where
applicant will again upload or provide the required Documents/Details for which
this application has been raised defected by the Checker. And after Upload of
correct Documents, he/she will press the Next Button to complete the
Resubmission Process.
