ORDER

DIB SAFFRON ARMY has applied for Permission/ NOC for Religious Procession with the following details. Permission /
NOC For – Religious Procession

Permission / NOC No : 203/2025, PERIOD - 04:30 PM TO 08:30 PM ON 06-04-2025.

NOC has been given on the following condition:

1. Medical facility should be arranged with Doctors and Paramedical staff, Medicine etc. by the organizer.

2. The date, time and route stated above shall be strictly adhered to.

3. The participants (not more than one row) shall proceed continuously at a reasonable pace from its starting point to
ending point.

4. The programme will move in such a manner as not to interfere with the ordinary use of the street or roads by the public.
It will keep to the left hand side of the road and cease playing music and making other loud noise when passing
hospitals/schools etc

5. Organiser shall stick to the route as approved above.

6. The programme should take only one lane of the road and follow all the safety rules while riding.

7. There should not be any assault, criminal force, threat of any type or any other obstructions to the on duty Govt.
servant from discharging their lawful duty during the said programme.

8. The organizer shall obey the traffic rule and shall not cause any danger,obstruction or any inconvenience to the other
road users and hindrance to normal traffic flow at the nearby road during their programme.

9. The Organiser should ensure that there should not be any obstruction of free movement of the vehicles of emergency
services on the said route during the rally.

10. There should not be any speech/visible representation of any symbol etc. which may disturb communal and social
harmony, law & order and general peace in the society.

11. The applicant and organizers will be responsible for the conduct of the participants or any other unlawful activities
committed by them.

12. Arrangement for Ambulance should be kept by the organiser during the rally.

13. In case of indulgence in any unlawful activities or violation of the conditions of permission, the permission may be
withdrawn at any moment without assigning any reason thereof and any such violation will liable for prosecution as per
provision of law.

14. The permission accorded by this order shall always be subject to the maintenance of Law and Order and if any law
and order problem is apprehended as per the report of the local Police, the permission so accorded hereby shall be
withdrawn forthwith in the

16. In case of public complaint of inconvenience due to the conduct of the programme, the permission may be withdrawn
after verification of the complaint by local police.

17. The organizer should obtain NOC from the concerned authority of the venue.

18. They shall not block any public thoroughfare or public road during the programme.

19. Pandal and other construction should be made with fire retarded materials.

20. The organizer is directed to contact with local Police while constructing the pandal etc. at the venue.

21. They will ensure of orderliness in the programme and to take adequate measures to maintain peace and tranquility.

22. Organizer shall detail adequate number of volunteers / private security for maintenance of the parking/ entry gate/
seating areas to ensure orderliness in the programme.

23. Organizer shall ensure that vehicles used by the participants, visitors who come to the programme should be parked
in a manner so that they do not create any hindrance to the smooth flow of traffic.

24. The participant should follow all the rules and regulation for maintaining peacefully conducts of the programme.

25. The organizer shall keep uninterrupted power supply and provision of Generator at the venue.

26. Use/ Sale of any types of alcohol/ intoxicating/ narcotic/ psychotropic substance in any form during the programme
are strictly prohibited.

27. The permission accorded by the order shall always be subject to the maintenance of Law & Order and if any Law &
Order problem is apprehended as per the report of the local Police, the permission so accorded hereby shall be
withdrawn forthwith in

28. The organizer is directed to contact with local Police for smooth conduct of the programme.

29. In case of public complaint of inconvenience due to the conduct of the programme, the permission may be withdrawn
after verification of the complaint by local police.

30. The Use of loudspeaker will be in low volume (within 90 dB) without disturbing general public.

31. The Organizer is directed to obtain No objection Certificate from the local APDCL/ Fire and Emergency Service
Assam.

32. The organizer shall ensure that the participants of the programme shall not break law while coming to attend the
programme as well as during the returning time after the programme.

33. They shall take adequate precautions against the fire hazards and sufficient fire fighting equipments should be made
available at the programme site.

34. Any type of Rain Dance/Tomato Dance/ obscenity are not allowed.

35. Organiser are required to maintain decorum and decency during the programme. In case of any nuisance organizers
will be held responsible.

36. Pandals/Stage and other construction near Road side are not allowed STRICTLY.

37. No one shall beat a drum or tom-tom or blow a trumpet or beat or sound any instrument or use any sound amplifier at
night (between 10. 00 p.m. and 6.a.m.) except in public emergencies.
 38. Install sufficient number of CCTV cameras in around Programme Premises in consultation with local Police Station.

39. There should not be selling, hiring, distribution, exhibition, circulation of any obscene object or perform any obscene
act, utter any obscene songs, ballad or words during the programme.

40. Any type of Gambling/ dice/ lottery selling is strictly prohibited.

41. The number of participants should be restricted in order to cause minimum inconvenience to general public.

42. Organizer will be earmarked parking area for the invitees, guest, press & media personnel and ensure proper
guarding by deploying private security.

43. Pandals and other construction of this programme should be made with fire retarded materials.

44. They shall not sit on the road and roadside or block the normal traffic flow of the road in any circumstances.

45. The Organizer to ensure free flow of traffic by engaging volunteers addition to Traffic police in the programme.

46. Organizer are required to maintain decorum and decency during the programme. In case of any nuisance organizers
will be held responsible.

47. They shall adequate precautions on case of electrically fittings and wirings etc. to avoid any incident of short circuiting
and fire hazard.l
