6.5.1 Overview
Access to the Mall from almost all development will be via the E311 Sheikh
Mohammed Bin Zayed Road and E44 Al Khail Road. The external road network
relevant to the development is shown in
Figure 6 2. It is envisaged that the development traffic will access the mall
from the Jumeirah Village Circle and Triangle will be using the E311 Sheikh
Mohammed Bin Zayed Road and its extension Al Fay Road where it merges with
traffic from Victoria Heights and Sports City Development at the roundabout on Al
Fay Road. Traffic from these roads will enter the Mall development from the south-
eastern side. The rest of the traffic from IMPZ, Jumeirah Golf Estate and other
developments in the south may access the from the internal road network and
can enter the Mall plot from either the south east or proposed new south west
access point. Arrival routes are shown in Figure 6 8.
Departing traffic from the mall will mainly use the proposed new south west
access intersection which will allow the traffic to turn left in the eastern direction
leading to the Al Fay Road Roundabout via the internal roads or right in the
western direction leading to the E311/E44 interchange via the internal road
network and a newly proposed connection from the internal road to E311 service
road. The Departing traffic routes are shown in Figure 6 9.

Even though a full traffic Impact Study for the Mall has not been undertaken as
yet, and are waiting to receive the Traffic Impact Study for the IMPZ development
within which the Mall lies, assumptions have been made as to proportion of trips
that emanate from the adjacent catchment areas. These assumptions will need to
be validated when the traffic impact study is undertaken. Hence, this review has
highlighted the need for both of these access intersections.
Figure 6 10 and Table 4, below, Shows the assumed traffic area zones where the
majority of trip for this development will be generated and the traffic distribution
for the external zones in the critical PM peak hour period.

and western southern edge of the plot, the mall internal roads layout has been
planned to accommodate these intersection and the make provisions for all

The Concept Design Stage has considered a wide range of options in terms of

should be provided and their individual requirements catered for.

parking, taxis and public transport as shown in this report are taken forward for
development at the schematic and detailed design stage.

mall by allowing anchor buildings to be removed from the total GLA therefore

9.1 INTRODUCTION
EDP/Ecogreen will lead the approvals process with support from the involved
engineering disciplines.
Our site is within the IMPZ (International Media Production Zone) area of Dubai
and within the jurisdiction of DTMFZA (Dubai Technology and Media Free Zone
Authority). In this regard DTMFZA control all of the development approvals
such as land demarcation, soil investigation, preliminary and final design for
architecture, structural, roads and MEP engineering. Utility approvals remain with
DEWA and the Telecoms companies and the necessary civil defense approvals
will be obtained through DCD (Dubai Civil Defense).
The approvals process starts with the issuance of the ‘Site Plan’ to MAF. The
Site Plan is DTMFZA’s equivalent of the DM Affection plan. This document
establishes the coordinated site boundaries and the planning constraints placed
upon the development. Once in hand EDP will commence the approval process
sequentially and in line with the DTMFZA’s flow chart – refer section 9.2.0
DTMFZA Approvals Flow Chart.
In order to track the approvals activities and ensure that it remains in line with
the master programme, the Approvals Matrix, the Approvals Programme and the
Approvals Requirements documents are available in sections 9.3.0, 9.4.0 and
9.5.0 of this report. These documents are intended to give guidance to each team
member and ensure that they are aware of their submission responsibilities, the
programme constraints and the information that is required for each submission.
The approvals outside of the DTMFZA process which include DEWA, Telecoms
and Dubai Civil Defense are to be applied for in line with the well-established
criteria for these authorities. The programme dates for when these approvals
should be obtained by are highlighted in the approvals programme.
EDP will submit regular reports and update the matrix on the approval process to
ensure the team is fully briefed on progress.
