Preface
ChartHandler considerably simplifies loading, viewing and deleting electronic
charts as well as displaying chart information. This applies to SevenCs directENC
Units, charts in the S-57 / S-63 Exchange Set format, and in ARCS format.
This guide gives a brief description of the various functions of ChartHandler.
Note:
Due to the respective default settings your version of ChartHandler may not
be able to handle certain chart types (e.g. ARCS, VPF, BSB).

1 Introduction
Like the name suggests, ChartHandler is a tool that shall assist you in managing
your portfolio of digital charts. You can install new charts, update them, and
maintain the access licenses (permits).
ChartHandler acknowledges all standard chart types, like ARCS, ENCs in S-57
format, or encrypted ENCs in S-63 format.
ChartHandler also features a powerful function called Initial Fill. With this you
can upload large amounts of charts to your ECDIS system. Please see chapter 2.3
for more details.
We hope ChartHandler is a useful tool for navigators operating ECDIS, and for
software engineers that prefer to rely on a standardized user interface rather then
developing their own.

2.1 ChartHandler Wizard
The Wizard opens automatically whenever ChartHandler is started. If you closed
it you can reopen the Wizard by clicking on Start Wizard for Chart Actions at the
top of the ChartHandler interface.
The Wizard offers to comfortably
install new charts
update charts
remove charts
You will be guided step by step.
The Wizard can read all chart permits. It can read various chart CDs one after
another. Moreover, it is e.g. possible to read ARCS charts and directENC charts
alternately.
Note:
To ensure that the latest chart version is stored updates should always be read
last; see chapter 3.4.3, 5.4.3, 6.5.3, respectively, for more details on how to
update charts.

2.2 World Data Set
The shipment of Chart Handler includes the World Data Set, i.e. a set of
simplified charts (usage Overview) covering the whole world. However, these
charts should not be used for navigation but allow for better orientation.
The World Data Set is contained in a folder called worlddata. From this folder
the set can be installed just like any chart.
2.3 Initial Fill
When your ECDIS is operated for the first time it requires to be pre-filled with
charts to work efficiently. The Initial Fill function will handle the import of charts
automatically:
1. Upon entering into a chart service
agreement available from
ChartWorld or another chart
agent, you will be sent by courier
a USB hard disc filled with charts
updated to the latest notice to
mariners. You may receive the
chart permits on a separate media,
e.g. on CD. If you have a permit
CD, please insert the CD first and
import the chart permits (see
chapter 3.3, 5.3, 6.3,
respectively).
2. Please plug the USB hard disc
into the USB port of your ECDIS.
Start the automatic transfer of
charts to the ECDIS hard disc by
clicking on the Initial Fill button
in the Advanced Functions menu
of ChartHandler. Depending on
the amount of charts to be
transferred this process may take
approx. an hour.
Note:
The copying process can be interrupted at any time by clicking on Cancel in
the progress dialogue. Initial Fill can be restarted later.

3.1 Select Chart Type
After calling ChartHandler the dialogue window opens. Top left under Select
Chart Type the format of the charts to be displayed can be selected. This can be
S-57/S-63, directENC or ARCS.
For S-57 Exchange Sets and S-63 data select type S-57/S-63 Charts.

When ORCA is used the Chart Coverages window and Advanced Functions are
opened by default.
To close the Chart Coverages window simply deselect the Show Chart Coverages
box in the Select Mode section.
For installing S-57 Exchange Sets the mode View Importable S-57/S-63 Sets must
be selected.

3.2 View Importable S-57/S-63 Sets
View Installed Chart Units is always ticked by default. This lists all available
information on Charts of the respective chart format currently installed.
View Importable S-57/S-63 Sets lists all found S-57 Exchange Sets that can be
installed onto the system.
For ORCA users the CD-Rom/DVD drive is always the default drive.
If no S-57 Exchange Sets are found in that drive the following message appears:
In that case mount a CD/DVD with the required data, or select another directory
with the Browse button.
If a CD/DVD with a different chart data format is mounted e.g. the following
message will be displayed:
Confirm the message if you want to install this data format. Click on No if you
want to install S-57 Exchange Sets and select the path where the data is stored.
S-57 Exchange Sets and S-63 charts are delivered in a folder named ENC_ROOT.
That folder contains the chart files and a catalogue file named CATALOG.031.
If no CD/DVD is selected automatically please select the directory where all
Exchange Sets are stored.
Note:
Do not select ENC_ROOT directly! Always select the superior folder.

In View Importable S-57/S-63 Sets mode the Chart List displays the following
information:
Permit Status The status of the permit for the respective chart unit
determining its validity period. For S-57 Exchange Sets
the status is Unprotected.
Data Type The type of the chart. S-57 Exchange Sets are displayed as
S-57 Base Set.
DS Data Server identifier of the Exchange Set (the logo and
Agency Token), and for the single S-57 charts the
Producer Code of the Agency is displayed.
Chart No. For S-57 Exchange Sets the Agency Token of the
producer is displayed, and for the single S-57 charts the
cell name is displayed.
Chart Title The descriptive name of the S-57 Exchange Set, e.g.
Dover Strait.
Charts The number of charts contained in the respective
Exchange Set.
Permits The number of permits contained in the respective item
(Exchange Set).
Updates The number of update files belonging to the respective
Exchange Set and the single S-57 charts.
Issue Date The date the S-57 chart was made available by the data
producer.
In View Importable S-57/S-63 Sets mode the container items are expandable.

3.3 Read Permit
Because S-57 Exchange Sets are not protected permit files are not required.

3.4 Install Charts
After at least one item in the list has been selected you can start the installation
process.
Installation of Base and Update Cells and application of updates is processed cell
by cell (i.e. chart file by chart file). This allows for cancelling without losing the
installation state already achieved.
After they have been loaded the charts can be used without any restriction.
In case an exchange set includes e.g. .doc or .pdf files (i.e. different from those
data allowed according to the S-57 standard) these files will be loaded
nevertheless.
3.4.1 Install All
Installs all listed S-57 Exchange Sets.
3.4.2 Install Charts
Installs only S-57 Exchange Sets which have been previously selected.
3.4.3 Update Charts
If at least one item in the list contains S-57 update files this button is used to start
the updating process.
Due to various reasons, e.g. a wrong update number, it may happen that updates
cannot be completely applied. In that case a warning message will be displayed
(see below).

3.5 View Installed S-57/S-63 Charts
After the successful installation of S-57 Exchange Sets all installed charts are
listed when View Installed S-57/S-63 Charts mode is selected.
The list displays the following information:
Permit Status The status of the permit for the respective chart unit
determining its validity period. For S-57 Exchange Sets
the status is Unprotected.
Data Type The type of the chart. S-57 Exchange Sets are displayed as
S-57 Base Set.
DS Data Server identifier of the Exchange Set (the logo and
Agency Token), and for the single S-57 charts the
Producer Code of the Agency is displayed.
Chart No. For S-57 Exchange Sets the Agency Token of the
producer is displayed, and for the single S-57 charts the
cell name is displayed.
Chart Title The descriptive name of the S-57 Exchange Set, e.g.
Dover Strait.
Charts The number of charts contained in the respective
Exchange Set.
Edition The edition of the S-57 Exchange Set has been entered by
the user before installing the data. The edition of a single
S-57 cell consists of 2 numbers. The first one is the S-57
edition number of the cell, and the second number shows
the number of applied updates.
Updated For the unit the date when it was last updated.
Msg Allows to open the disclaimer of the respective S-57
Exchange Set.
3.5.1 See Updates
This button is enabled only in View Installed S-57/S-63 Charts mode. It allows
viewing installed updates in a modified version of the overview window:

At first the respective chart has to be selected from this drop down list:
The list displays the following information:
Action Information about the respective object, e.g. whether it has
been inserted, modified, deleted.
Class S-57 Object Class.
Record ID ID of the feature object.
Update Info Information about the last update.
LAT Latitude of the position of the object.
LON Longitude of the position of the object.
Edition S-57 Edition of the cell.
Update Number of the update.

Applied Date when the file was installed (only for the base cell).
Issued Date when the file was first issued (only for the base cell).
When an object in the list is selected it will be focussed in the Chart Coverages
window.
Purge Cell List removes invalid update entries. I.e. for S-57 Exchange Sets that in
case charts have been removed before with Remove Charts the respective update
information will be removed, too.
Return to Chart Handling on the right hand side closes the update display and
returns to the previous view.
3.5.2 Remove Invalid Charts
This function removes all charts without a valid permit. Since S-57 Exchange Sets
do not require permits it is recommended to use the button Remove Charts
instead.
3.5.3 Remove Charts
With this button it is possible to delete one selected chart file (SENC Chart)
including all updates, or the complete Producer unit (ENC Unit) with all chart
files.

4.1 Select Chart Type
After calling ChartHandler the main windows opens. Top under Select Chart
Type the format of the charts to be displayed can be selected. This may be S-57/S-
63, directENC or ARCS.
For S-63 data the type S-57/S-63 Charts must be selected.

View Installed S-57/S-63 Charts is always selected by default. This lists all
available information about charts of the respective chart format currently
installed.
View Importable S-57/S-63 Sets lists all S-63 charts in the selected source
directory. For ORCA users this is by default the CD/DVD drive. If no S-63 data
can be found the following error message appears.
In that case mount a CD/DVD with the required data.
If a CD/DVD with a different chart data format is mounted e.g. the following
message will be displayed:
Confirm the message if you want to install this data format. Otherwise click on
No.
You can change the source directory by clicking on the Browse button. This opens
a dialogue where you can select the directory with the charts to be imported.
If you want to reload the data from the source directory click on the button next to
the Browse button.
S-63 charts are delivered in a folder named ENC_ROOT. This folder contains the
chart folders and a catalogue file named CATALOG.031. The folder INFO
contains the disclaimers and information about the charts.

The chart list contains the following information:
Permit Status The status of the permit for the respective charts
determining their validity period.
Data Type The type of the data.
S-63 charts are displayed as S-63 Chart.
DS Data Server identifier of the charts (logo and Agency
Token).
For the single charts the Producer Code is displayed.
Chart No The Agency Token of the producer.
For the single charts the unique number the chart producer
has assigned to the chart/chart set is displayed.
Chart Title The descriptive name of the chart set.
Charts The number of charts contained in the specific item.
Permits The number of permits contained in the specific item.
Updates The number of update files belonging to the specific item.
Edition Date The date the chart was made available by the data
producer.
Msg An icon that – when clicked – displays information about
the data set.
This icon only is displayed in case a file README.TXT is
available for the respective item.
In the View Importable S-57/S-63 Sets mode the container items are expandable.
When expanded all contained charts are listed.
When unexpanded only the container item is listed.
The Chart Coverage section of the ChartHandler window shows the bounding
boxes of the charts available in the set. Selecting a chart in the list highlights the
chart in the display. Clicking on a position in the Chart Coverage highlights the
chart(s) and the corresponding list entries.

4.3 Read Permit
Before importing the S-63 charts it is necessary to read the permit file(s). Clicking
on the Read Permit button opens a dialogue to select the permit file. This might be
a file with the extension *.prm or *.txt.
Having once been loaded the chart permits will be permanently stored. Thus the
respective charts can be read and displayed at any time, as long as the permit is
valid. Even if you should ever delete one of these charts you will still be able to
reload it.
Permits may be delivered on a separate medium or together with the charts on the
CD.
4.4 Install Charts
After reading the permit files you can install the charts. You can choose whether
to install all charts or only selected ones. Only charts with a valid permit (Permit
Status) can be installed.
Installation of Base and Update Cells and application of updates is carried out cell
by cell (i.e. chart file by chart file). This allows for cancelling without losing the
installation state already achieved.
If you try to install a chart without a valid permit the following error message
appears:

4.4.1 Install All / Install + Update
Installs all listed S-63 charts with a valid permit.
In case the CD/DVD contains update files the button label is automatically
changed to Install + Update.
4.4.2 Install Charts
Installs only specific charts which have previously been selected from the chart
list.
Click on the Install Charts button. A small window opens. Confirm that you want
to install the selected number of charts.
ChartHandler starts importing the charts and displays a progress window.
4.4.3 Update Charts
If at least one item in the list contains S-63 update files this button is enabled and
can be clicked to start the update process.
Due to various reasons, e.g. a wrong update number, it may happen that updates
cannot be completely applied. In that case a warning message will be displayed
(see below).

4.5 View Installed S-57/S-63 Charts
After a successful installation of S-63 charts all installed charts can be listed.
Select View Installed S-57/S-63 Charts in the Select Mode section.
View Installed S-63 Charts
The chart list displays the following information:
Permit Status The status of the permit for the respective chart unit
determining its validity period.
Data Type The type of the data. S-63 charts are displayed as S-63
Chart.
DS Data Server identifier of the Exchange Set (the logo and
Agency Token), and for the single charts the Producer
Code is displayed.
Chart No. The Agency Token of the producer. For the single charts
the unique number the chart producer has assigned to the
chart/chart set is displayed.

Chart Title The descriptive name of the chart set.
Charts The number of charts contained in the respective
Exchange Set.
Edition The edition of the unit.
For the single charts the edition number of the chart and
the number of applied updates is displayed.
Updated For the unit the date when it was last updated.
Msg: Allows to open the disclaimer of the respective S-63 chart.
4.5.1 Remove Charts
This function allows to remove single charts including all applied updates, or the
whole Unit (ENC Unit).
Select the chart(s) / chart unit(s) you want to remove and click the Remove Charts
button. A small window opens. Confirm that you want to remove the selected
chart(s).
4.5.2 Remove All
This function removes all charts without a valid permit. It cannot be used for
removing all installed charts. To achieve this you have to select all chart units and
click on Remove Charts.
4.5.3 See Updates
The See Updates button activates the display of updates that have been applied to
the installed charts.
To return from the update display to the previous view click on the button Return
to Chart Handling.
First the respective chart must be selected from the list box, or the chart number
can be entered.
After selecting the chart the list displays the applied updates. In addition the chart
is displayed in the Chart Coverage section of the window.
Please note that even if Show Chart Coverages in the main window has not been
ticked this part is displayed after selecting See Updates.

5.1 Select Chart Type
After calling ChartHandler the dialogue window opens. Top left under Select
Chart Type the format of the charts to be displayed can be selected. This can be

For directENC chart units the type directENC must be selected.

information about charts of the respective format currently installed.
View Importable directENC Units lists all found directENC chart units that can be
installed onto the system.

DirectENC chart units are files with the extension *.7CX. Such file contains a
number of usually protected single SENC charts of a certain area, e.g. the Irish
Sea.

In View Importable directENC Units mode the Chart list displays the following
information:
Permit Status The status of the permit for the respective chart unit
determining its validity period. For directENC units the
following statuses are possible:
No permit existing
No permit file has been loaded yet.
I Date displayed is the expiry date.
Yellow background: validity will expire soon (i.e. less
than 31 days).
Permanently valid.
Chart unit contains charts with different permit validity.

5.3 Read Permit
directENC chart units are usually delivered in a protected form. To install them
onto your ECS/ECDIS system with ChartHandler so-called permit files are
needed. These permit files have the extension *.7CK. They can be delivered with
the chart units on a CD/DVD, or separately.
A directENC chart permit is only valid for one specific system. This may be a
dongle or a hard disk of a certain PC. Trying to install a permit that is not valid for
your system will result in an error message.

Whether a valid chart permit has been installed is indicated in the Permit Status
column in the Chart List. The status is changed from Invalid to the validation date
or valid status.
Having once been loaded the chart permits will be permanently stored. Thus the
respective charts can be read and displayed at any time. Even if one of these
charts should be deleted it will be possible to smoothly reload it.
TIP:
It is recommended to always load all chart permits provided. This will ensure
that all ordered charts can be smoothly loaded.
5.4 Install Charts
After at least one item in the list has been selected the installation process can be
started.
If a chart unit of the same name already exists ChartHandler asks whether this
unit shall be replaced (see below).
If items without valid permits were selected a warning message is displayed (see
below).

When an object in the list is selected it will be focussed in the Chart Coverages

Purge Cell List removes invalid update entries. I.e. for S-57 Exchange Sets that in
case charts have been removed before with Remove Charts the respective update
information will be removed, too.
Return to Chart Handling on the right hand side closes the update display and
returns to the previous view.
5.5.2 Remove Invalid Charts
This function automatically removes all charts without a valid permit, i.e. with
permit status (see chapter 5.5)

6.1 Select Chart Type
After calling ChartHandler the main window opens. Top left under Select Chart
Type the format of the charts to be displayed can be selected. This may be
S-57/S-63, directENC or ARCS.
For ARCS data the type ARCS must be selected.

The Chart Coverage section of the ChartHandler window shows the bounding
boxes of the charts available in the set. Selecting a chart from the list highlights
the respective chart in the display. Clicking on a position in the Chart Coverage
highlights the chart(s) and the corresponding list entries.
6.3 Read Permit
Before importing ARCS charts it is necessary to read the permit file(s). Clicking
on the Read Permit button opens a dialogue to select the permit file. This might be
a file with the extension *.ncp or *.scp, depending on your licence model.
Having once been loaded the chart permits will be permanently stored. Thus the
respective charts can be read and displayed at any time, as long as the permit is
valid. Even if you should ever delete one of these charts you will still be able to
reload it.
6.4 Chart Installation
After reading the permit files the charts can be installed. You can choose if you
want to install all charts or only selected ones. Only charts with a valid permit
(Permit Status) may be installed.
Installation is carried out chart by chart. This allows for cancelling without losing
the installation state already achieved.
If you try to install a chart without a valid permit the following error message
appears:

All listed ARCS charts with a valid permit are installed.
6.4.2 Install Charts
To install only specific charts they must be selected from the chart list. Then click
on the Install Charts button. A small window pops up. Confirm that you want to
install the selected number of charts.
ChartHandler then starts importing the charts, and a progress window is
displayed.
6.5 Updating Charts
ARCS update CDs are delivered on a weekly basis. The CD contains all available
updates for all ARCS areas plus new charts.
After reading an update CD the available charts and updates are listed (see chapter
6.2 View Importable ARCS Charts). The Action section of ChartHandler then
looks a bit different from what it looks like when importing a complete ARCS
CD.

Loads all new charts and updates all available charts. After clicking on the Install
+ Update button a small window opens. Confirm that you want to install and
update the charts.
ChartHandler then starts importing and updating the charts and displays a

Installing charts from an update CD is just as installing charts from an installation
CD (see chapter 6.4 Chart Installation).
6.5.3 Update Charts

want to apply the listed updates.

libraries, and one or more tiles in each library. Besides the library folder(s) the
database folder contains the files DHT and LAT. There are different types of VPF
(Vector Product Format) data, e.g. DNC and VMAP.

When Advanced in the bottom left corner of the dialogue window is ticked three
additional buttons will be displayed. They are (left to right):

9.1 Export Chart List / Order Charts
Clicking Export Chart List opens a Save File dialogue. After that a file with
information about all charts installed in the system is written.
This file can then be read by other tools, e.g. ChartBrowser, thus making ordering
Chart products via the web easier.
After the ChartBrowser from the chart agent www.chartworld.com has been
installed the Export Chart List button changes to Order Charts. Clicking this
button will generate a Chart Inventory file and start ChartBrowser. This software
enables the user to compare the inventory of already installed charts with the chart
catalogues of ChartWorld, and to order additional charts directly via that
interface. Moreover, ChartBrowser facilitates ordering charts covering a defined
route, etc …
9.2 Write ECDIS Passport
The ECDIS Installation Passport is needed whenever you want to order additional
charts, but also when contacting support. It contains information on technical
specifications (e.g. number / type of drives and other interfaces, capabilities of
processing different data types of Charts), on the registration status for different
data types, and general information about your ECDIS installation.
It is recommended to create the Passport immediately after starting the respective
application for the first time, and store the Passport.
If you want to create the Installation Passport later you can do this at any time.

There are two versions of the Installation Passport, Classic and Advanced.
While the Classic version just requires the Installation Name, the Advanced
version offers to enter further information, e.g. Vessel Name, Vessel Type, etc.

How to create an ECDIS Installation Passport:
1. Click on Write ECDIS Passport in the ChartHandler window.
The window Create ECDIS Installation Passport opens.
2. Select Classic or Advanced.
3. Enter the Installation Name. The name can be chosen freely.
NOTE:
If you use more than one dongle you must create one Installation Passport with
a distinct name per dongle.
4. For the Advanced version, enter further information.
5. Click OK.

9.3 Show Registration Info
Opens a window which displays information on the registration status of the
different data types (directENC, S-63, ARCS). If you should encounter problems
while importing Chart data this information will be helpful for troubleshooting.
Furthermore this window displays – provided it is loaded – the contents of the
Public Key which is contained in the S-63 Certificate file. This Public Key is used
for digitally signing encrypted Charts, thus meeting the S-63 processing standard
of the IHO.

Reader). So, if this button is disabled, please contact your
ECDIS / ECS manufacturer as he should provide the system with an application

ChartHandler can be switched to Overview by ticking Show Chart Coverages in
the Select Mode box. This adds a chart display and various functions at the bottom
of the ChartHandler window.

In the display at the bottom of the ChartHandler window those areas are outlined
for which charts are currently available in the database.
The chart section displayed can be shifted by clicking on the eight red arrows
surrounding the display.
Moreover, the size of the chart section can be enlarged by resizing the window
using the left mouse button.

How to centre the chart section on a port:
1. Click into the input field of the port list, and
type the first letters of the port you search for.
A Matching port will show up.
Click on the drop down button right.
The list of ports opens, displaying the next ports in alphabetical order.
2. Click on one port with the mouse, or
select one port using the up/down arrow keys (↑ ↓), and
strike Enter.
The chart is redrawn with the selected port at its centre. Position the cursor
on the map.
Tip:
Instead of searching the list, which sometimes might be rather tedious, you can
also enter the name of the desired port.
Finally, in the bottom right corner of the ChartHandler window the current
position of the cursor is displayed in latitude and longitude.

ARCS Admiralty Raster Chart Service. ARCS charts are digital
copies of BA (British Admiralty) paper charts. They are
produced by the United Kingdom Hydrographic Office
(UKHO).
directENC is the "System Electronic Navigational Chart" (SENC)
format of the SevenCs EC2007 ECDIS Kernel.
ECDIS Electronic Chart Display and Information System is a
navigation information system to assist the mariner in
route planning and route monitoring. It displays selected
information from an electronic navigational chart (ENC),
positional information from navigation sensors plus
additional navigation related information.
ENC Electronic Navigational Chart is the database for use with
ECDIS issued by government authorized hydrographic
offices. It contains all chart information required for
navigation plus additional information (e.g. sailing
instructions) useful for safe navigation.
ENC Unit is a group of ENC data sets packed into one unit for easier
administration of huge amounts of digital charts. ENC
Units can be created in different data formats such as
directENC, S-57 or S-63. All charts in an ENC Unit are
copy-protected.
ORCA Master/Navy is a tool for utilizing Electronic Navigational Charts
(ENCs) on seagoing vessels. It also includes a ship
simulator.
S-57 IHO Transfer Standard for Digital Hydrographic Data,
Edition 3.1 - November 2000.
S-57 Exchange Set is a set of ENCs packed together for exchange between
computers without any loss or change of information. 3.1 -
Nov. 2000, chapter 5, Definition).
S-57 Unit is an ENC Unit which contains only S-57 data set files.
S-57 Update File data needed to update S-57 data automatically.
S-63 IHO Data Protection Scheme, Edition 1.0 - October 2003.
Cell Key is used to encrypt ENCs according to the S-63 Data
Protection Scheme of the IHO.
Cell Permit A Cell Permit file may contain Cell Keys for one or more
ENC data sets.

S-63 Exchange Set is an ENC Unit which contains ENC data encrypted
according to the S-63 Data Protection Scheme.
