NPC has secured £1.5 million from The National Lottery Community Fund to deliver an ambitious
and innovative new programme that will support charities in England and Scotland to empower
diverse and marginalised communities to respond to climate change and to get their voices heard
in environmental policy and media debates.
It will focus on Disabled people, those facing financial insecurity and people from ethnic minority
communities. These voices are often the least heard from in national and local debates on our
environment. This new work aims to change that.
The Programme Manager will work with funded partners delivering activities directly with
communities, including through 3 newly created Community Manager posts in partner
organisations. They will be responsible for managing the delivery of this programme, working with
partners to ensure that our joint, ambitious programme outcomes are achieved to budget, quality
and time. Alongside partners, the Programme Manager will also act as a spokesperson, develop
communications content, and share learning from the programme internally and externally to
further grow the impact of the programme.
Purpose of job:
To manage and deliver the programme of work, funded by The National Lottery Community Fund,
to support charities in England and Scotland to empower communities to respond to climate
change and to get diverse voices heard in environmental debates.
Main duties:
Partnership working
• Develop and maintain effective and productive relationships and ‘ways of working’ with
programme partners
• Regularly communicate with programme partners and ensure that information, intelligence
on programme delivery and best practice is shared

• Monitor partner delivery and payments and ensure that grant agreement deliverables are met
Communications and sharing learning
• Act as a spokesperson and as a contact point for communications team on the programme,
providing content for articles, blogs, quotes and other communication materials.
• Develop and author toolkits based on the learning from the programme.
• Have regular contact with the Project Director within NPC to ensure they are kept up-to-date
and can input as appropriate.
• Draw on the knowledge and thinking of NPC to develop the programme and ensure that
lessons feed back into NPC, to partners and to other stakeholders.
Budget, resourcing, risk and time management
• Monitor and manage the project budget and report any changes outside of tolerances to the
Project Director.
• Oversee project resourcing to identify resourcing gaps and potential areas for efficiency
gains, and to make resourcing requests
• Manage risks associated with the project
• Ensure tasks and outputs are delivered to time and quality standards
• Ensure that NPC fulfils the conditions set out in the contract, including reporting, change
management process, data protection, and intellectual property rights.
• Develop annual programme level plan and agree project plans with Project Director
• Support, motivate and coordinate the work of others, delegate effectively, and raise
performance or wellbeing concerns with the Project Director.
Key skills and competencies:
1. Proven ability to plan and execute projects to a high standard and with little supervision, with
many activities running in parallel, including budget, resourcing, risk and time management.
2. A proven track record of developing strong relationships with, and developing productive
ways of working with, a wide range of different partners.
3. Excellent communication skills: the ability to develop and deliver compelling content, to be
robust and influential in discussions, and to write and speak in a clear and engaging manner.
4. A passion for working in a not-for-profit environment, and for achieving NPC’s vision of more
effective charities and funders
5. Knowledge and/or lived experience of climate change and how it affects different
communities, particularly Disabled people, those facing financial insecurity or people from
ethnic minority communities is desirable.
6. Knowledge of user involvement and participation in decision making is desirable.
