SUBJECT : Final Investigation Report on Murder

I. AUTHORITY:
1. This investigation was conducted pursuant to the instruction of Chief of
Police of Dasmariñas City Police Station, PLTCOL RICHARD ANG
about the Murder incident of MA. EVELYN SAYOS y WONG of August
20, 2016.

4. To look into facts and circumstances surrounding the death and
disappearance of MA. EVELYN SAYOS y WONG at Blk 4 Lot Amugis
St. Villa Luisa Homes, Brgy. San Agustin 3, Dasmariñas, Cavite and to
bring justice to those found to be liable.

III. FACTS OF THE CASE:
7. On July 23, 2020, at on or about 1000H, a team commanded by PCAPT
ARTHUR NASE along with PCMS DANNILO MADRID, AND PCPL
SHELLA MARIE DAVID, as well as the Forensic team, proceeded to Blk 4
Lot Amugis St. Villa Luisa Homes, Brgy. San Agustin 3, Dasmariñas,
Cavite to verify the facts surrounding the death of MA. EVELYN SAYOS
y WONG, victim, 54 years old. The victim’s body was found inside an
unfinished septic tank which was filled with cement inside the house.
8. On August 20, 2016, prior to the investigation, the victim went missing
but a missing report was not filed. JOANA SAYOS y WONG, daughter
of the victim, 32 years old stated that her mother went to Singapore
because she was sulking. The victim was apparently still sending text
messages on significant occasions like their birthdays. On September
07, 2018, the victim was formally reported missing by JOHN LEVY
SAYOS y WONG, son of the victim at Dasmariñas City Police Station.
9. On July 23, 2020, at on or about 0800H, the Dasmariñas City
PoliceStation invited JOANA SAYOS Y WONG and RONALD JAMES
RUDY for an investigation. While questioning, Joana Sayos Y Wong
admitted that she killed her mother with her boyfriend. According to
Joana, she and Ronald planned to kill her mother by pretending to have
a surprise for her mother. The mother went downstairs to see the
surprise but was hit by a hammer by Ronald. The mother was still
breathing that’s why Ronald commanded Joana to get a knife and
stabbed her mother to death.
10.Upon death, they putted the body of the victim in an unfinished septic
tank inside the house. They ordered gravel, sand and cement. Ronald
mixed the items and buried the victim with it. Every time that the smell
leaks, they add cement.
11.As referenced above, the team slowly chipped off part of the cement of
the septic tank and found the remains of the victim. They were able to
obtain the victim’s ID, watch and earrings.
12.On July 25, 2020, PCPL SHELLA MARIE DAVID conducted a follow up
investigation. According to a witness and neighbor of the victim,
MARITES BIBIG, resident of Blk 4 Lot Amugis St. Villa Luisa Homes,
Brgy. San Agustin 3, Dasmariñas, Cavite and 52 years old, she often
sees the mother, daughter and Ronald fighting. She remembered that
RONALD JAMES RUDY, boyfriend of Joana, bought a cement in August
20, 2016. Also, he always buys some cement whenever she complains
about a pungent smell reeking from their house.
13.PCPL SHELLA MARIE DAVID, proceeded to DAMUS Cement Center
and
Construction Supply to inquire the purchase history data and CCTV footage in August
20, 2016. KINT SWERTE, male, 45 years old and owner of the shop, showed the
purchase history data and CCTV footage revealing Ronald buying cement.
14.According to the results of the autopsy examination conducted in PNP
Regional Crime Laboratory Office 4A conducted by Forensic Pathologist
JANISE PEM, the cause of death is the stabbed wound on the neck
that damaged the carotid artery and internal jugular vein which caused
exsanguination or extreme blood loss. The manner of death is
confirmed to be a homicide death due to the multiple stabbed wounds
sustained. The findings are blunt force injuries which caused cerebral
contusion in the cerebellum and injury in the occipital bones, five
stabbed wounds in the chest, two stabbed wounds in the neck and two
incised wounds in the right forearm.
15.DNA Analyst PAULA LITO confirmed that the body of the woman in the
septic tank is indeed Ma. Evelyn Sayos Y Wong through comparison
from the collected DNA of JOHN LEVY SAYOS y WONG, the victim’s
son and JOANA SAYOS y WONG.
IV. FINDINGS:
16.Investigation conducted by the undersigned disclosed the following:
17.JOANA SAYOS y WONG, in her statement dated July 23, 2020, a copy
of which is hereto attached as Annex “A”, she admitted that she and
her boyfriend, RONALD JAMES RUDY killed of MA. EVELYN SAYOS
y WONG. She and Ronald planned to kill her mother by pretending to
have a surprise for her mother. The mother was hit in the head by a
hammer by Ronald. The mother didn’t die immediately that’s why
Ronald commanded Joana to get a knife and stabbed her mother to
death.
18.RONALD JAMES RUDY, in his statement dated July 23, 2020, a copy
of which is hereto attached as Annex “B”.
19.MARITES BIBIG, in her statement dated July 25, 2020, a copy of which
is hereto attached as Annex “C”, he considerably stated she always
sees Joana, Ronald and Ma. Evelyn fighting and that she saw RONALD
JAMES RUDY buying cement on August 20, 2016. Every time a
pungent smell reeks, she always sees him buying and mixing cement.
20. KINT SWERTE, in his statement dated July 25, 2020, a copy of which
is hereto attached as Annex “D”, he significantly stated that he always
sees RONALD JAMES RUDY buying cement in DAMUS Cement
Center and Construction Supply, his shop. The purchase history data
and CCTV footage supported the statement.
21. JANISE PEM, through forensic examination dated August 12, 2020, a
copy of which is hereto attached as Annex “E”, she disclosed that the
body found inside a cemented septic tank have blunt force injuries
which caused cerebral contusion in the cerebellum and injury in the
occipital bones, five (5) stabbed wounds in the chest, two (2) stabbed
wounds in the neck and two (2) incised wounds in the right forearm. The
cause of death is the stabbed wound on the neck that damaged the
carotid artery and internal jugular vein which caused exsanguination or
extreme blood loss. The manner of death is confirmed to be a homicide
death due to the multiple stabbed wounds sustained.
22. PAULA LITO, through DNA analysis dated August 12, 2020, a copy of
which is hereto attached as Annex “F”, she revealed that the body of
the woman in the septic tank is indeed Ma. Evelyn Sayos Y Wong
through comparison from the collected DNA of JOHN LEVY SAYOS y
WONG, the victim’s son and JOANA SAYOS y WONG.
V. CONCLUSION:
23. After careful perusal of circumstances surrounding this particular
incident, it is evident that MA. EVELYN SAYOS y WONG had been
heartlessly killed and deposed. JOANA SAYOS Y WONG and
RONALD JAMES RUDY, suspects, through the extra judicial
confession made by JOANA
SAYOS Y WONG treacherously killed the victim with RONALD JAMES
RUDY. By hammering the victim’s head with a hammer and stabbing
the victim to death with a knife without any opportunity for the victim to
defend herself. The victim was then cemented in an unfinished septic
tank. Concealing the crime for four (4) years.
VI. RECOMMENDATION:
24.Wherefore in view of the foregoing, this office hereby recommends that
a Case of Murder pursuant to Article 248 of the Revised Penal Code be
filed against RONALD JAMES RUDY, male, 32 years old and resident
of Blk 4 Lot Amugis St. Villa Luisa Homes, Brgy. San Agustin 3,
Dasmariñas, Cavite.
25.Wherefore in view of the foregoing, this office hereby recommends that
a Case of Parricide pursuant to Article 246 of the Revised Penal Code
be filed against JOANA SAYOS Y WONG, female, 32 years old and
resident of Blk 4 Lot Amugis St. Villa Luisa Homes, Brgy. San Agustin
3, Dasmariñas, Cavite.
