SINANI SELF HELP GROUP

ARTICLE 1- OBJECTIVES
 ENCOURAGE TOGETHERNESS AMONGST THE GROUP MEMBERS
 TO INITIATE INCOME GENERATING ACTIVITIES
 Building and construction of civil works
 To coordinate and facilitate technical training among the members
 Help widows and orphans
 Do technical work in and out of the county

ARTICLE-MEMBERSHIP
 MUST BE AN ADULT with sound mind
 Must register with a non refundable fee of Ksh. 100
 Do technical worn in and out the county
 Must be ready to invest in monthly share of Ksh 200

ARTICLE III – ACTIVITIES


CURRENT
 merry go round
 table banking
 pig rearing
 looking for technical work within and out of the county

FUTURE
 dairy farming
 poultry
 fish farming
 bee keeping

ARTICLE IV-REGISTRATION/CEAZING TO BE A MEMBER


A member can deregister or cease to be a member by:-

 lacking honesty and transparency


 puling out willingly with a notice of at least one month or there on
 failure to attend three or more sittings without permission or apology
 behaving in a manner likely to cause breach of peace in the group (misconduct)
 death{10%}
 expulsion
 getting involved in criminal acts
a member who by the above reasons leaves the group 30% of his/ her shares will be shared by the
group.

Debts owed by an outgoing member shall be deducted and balance given to member

Before a member cases to be, the displinary committee shall invite write or use any other means of
cautioning him/her at least three times.

ARTICLE-READMISSION OF A DEREGESTERED MEMBER \NEXT OF KIN SELECTIONIN CASE OF


DEATH OF A MEMBER
someone who was once a member and was either expelled
willingly left the group by certain conditions well understood by other member
elected stand to be readmitted but only if he\she satisfies the displinary committee and the
recommendations forwarded to the members at the AGM

In case of death of a member his\her spouse or any other bonfire nuclear family member shall become
next of kin and shall be the beneficiary of the rights and privileges by all other members of the group

ARTICLE VI-OFFICE BEARER

The office bearer shall be:-

 The chair person and the deputy


 The secretary and the deputy
 The treasurer
 Two special committee members
 Organizing secretary
 Advisor

The group shall incorporate patron advisors and any other vital personnel for technical purposes

Well-wishers engineer within and outside county

ARTICLE VII – TENURE OF OFFICE [PERIOD TO BE IN OFFICE]


 All the office bearers shall hold office for two years from the date of elections, those who
perform well and they are resourceful stand to be reelected at the expiry of their tenure in the
respective position
o A dishonest, incompetent and ineffective office bearer will be discussed and replaced by
another group member who can add value to the group

 Be one of the signatories of the group’s account

TWO SPECIAL COMMITTEE MEMBERS


They shall be principal assistant to the chairperson and the secretary respectively. They will
handle the position of the absence of the secretary and the chairperson
They will also hold positions or secretary when they are discussed for misconduct to the
group’s affairs

ADVISORS
Shall provide guidance and counseling to the groups

WELFARE
i) I case of any death of a member, wife, husband, father, mother, son\daughter[nuclear
family] the affected member will be given 500/- from each member to assist in funeral
expenses
ii) In case of illness the member will be assisted assessed by other members
iii) Celebrations-when a member requests, the case shall be dealt with accordingly
iv) Education-when requested by the affected member the case will be dealt with accordingly
v) We shall contributekshs.100.00 shillings in welfare as our savings

ARTICLE IX – DISPLINARY MEASURES


 The group shall institute a displinary
committee from amongst the registered members to maintain discipline of the members in
the group
 The committee shall exist for the period stipulated in the group
 The committee shall use the rules and regulations of the group to displine offenders
 All the group members shall subject to displinary committee
 The displinary committee shall warn suspend or expel member as per the
recommendations of the quorum of ¼ of the total number of members is there.
 Failure to return many from the group will be fined 100.
 There shall be some fine imposed on law breaker`s to the displinary committee e.g failure
to attend meetings will attract a fine of Ksh 100,coming late will attract a fine of Ksh 50
Making noise while in meetings will attract a fine of ksh 20.

ARTICLE X- COMMITTEES
There shall be different communities formed to ensure that group activities run as spelt out in
the groups constitution. The communities to be put in place include: -

 Planning committee
 Despinary committee
 Finance committee
 Development committee

The above committees shall manage activities according to their nature using the laid down rules and
regulation of the group.

ARTICLE XI – RESPONSIBILITIES OF COMMITTEES


1. PLANNING COMMITTEE
Planning committee shall plan for all the group activities that shall have been approved the AGM
or per the group constitution
2. DISPLINARY COMMITTEE
Displinary committee shall deal with all the misconduct cases that shall arise there in using the
laid down rules and regulations in this constitution
The displinary committee shall have its power of summoning, solving and expelling members
who will have gone contrary to the group rules and regulations basing strictly on the groups
constitution
The displinary committee shall have its chairperson and secretary at least nor less than five {5}
other group members that will deal with it misconduct cases but they are answerable to the
group members shall also do the guidance and counselling in the group
3. FINANCE COMMITTEE
The committee will deal with all financial matters including:-
 accounting for income and expenditure of the groups funds
 budgeting for groups activities
 having sound records of the groups finances {cashbook vouchers etc.}
 Advising the group on finance matters and ensures group funds are properly utilized
 Controlling groups bank account
 Preparing financial reports to be read on the AGM
4. DEVELOPMENT COMMITTEE
The development committee shall be in charge of implementing all the groups activities
indicated as current and future objectives in the groups objectives

ARTICLE XII- ACTIVITIES


There shall be current and future activities to be implemented by different committees in the
group
Current activities
 Promoting co-operation among members
 Improving the socio-economic status of the group desirable standards of living
 Merry-go round
 Initiating IGA projects

Future activities

 Dairy farming
 Horticulture
 Poultry
 Fish farming
 Bee keeping
 Small scale enterprises
 Transport enterprises
 Buying NSE share

ARTICLE XIII-MEETINGS
These shall be six kinds or types of meetings: -

 Normal merry go- round


 Special general meeting
 Emergency meetings
 AGM

ARTICLE XIV –TYPE AND FUNCTIONS OF MEETINGS


Memo/Mary go rounds
Normal group deliberations will take place during the group sitting that take place after every
four weeks {fortnightly} members contributions will be agreed by members

Special general meetings


Such type of meetings exists when there is a problem that involves the entire group and may
cause dissolution when not handled in time. Such problems are like misappropriation of funds,
consistent disputes in the group especially with the with exclusive members mishandling of
group s property, poor leadership that require change and cannot be left to wait for AGM. The
replacement made is in acting capacity till AGM.

Emergency meetings
Such meetings take place when there is an emergency like:-

 Funeral
 Sadden meeting to solve a problem
 Meeting donors/government officials

AGM
At the AGM the following:-

 Elections are done


 Receiving full reports from all the departments of group
 Constitutional amendments if there is need to do so
 Evaluating the group activities for the way forward
 Before the AGM takes place a notice of at least 14-21 days must be given to the members
and a quorum of 2/3 or ¾ of the total members must attend to effect changes
 Full financial report is read to the members
 An auditors report is presented for action to be taken by members
 Dividends are given to member sat a arte agreed upon by the financial committee with
consultation from other members of the group
 Matters of the welfare of the members in case of death ,sickness, leisure or education shall
be discussed and the rate for each member to contribute will be agreed and fixed according
to the situation of that activity at that time

ARTICLE XV-FUND MANAGEMENT


There shall be a finance committee that will, with the authority of all group members perform
the duty of group funds management

Activities in fund management

 Opening an account in a well managed bank of the groups choice


 Appointment of an auditor from within the group members but not an official in the
management team
 Having clear records of financial transactions for the group members to exactly know
the financial status of the group through the appropriate auditor
 Having payment vouchers to be used in finance transactions in transparent manner
 Having a well organized workbook to be maintained by the treasurer and the secretary
and the treasurer must sign for the withdrawals with a minute passed at the group
meeting
 Chairman, secretary and treasurer must be together to withdraw from the bank but
banking can be done by any member

ARTICLE XVI-LOANS
 There shall be loans for both long term and short term depending on which type of
loan given or applied for
 Long term loan
Loans that take more than one year to repay-these are usually called normal loan
 Short term loans
Loans that take less than a year to repay these include loans these include loans of
tsble banking emergency etc
 Both loans attract interests but not of the same amount because of time attract
intrest but not the same amount because of the time of repayment, conditions are
also not the same .conditions shall be reviewed from time to time by finance
committee and the recommendations forwarded for approval.
 Anybody applying for either short term or long term loan must
 Have sufficient shares
 Three guarantors including the applicant
 An applicant will be eligible for loan three times his/her shares
 The applicant shall be vetted and approved
 Failure for loan repayment the guarantors shall step in through their shares
to clear the balance
 If you guarantee someone and he/she fails to repay the loan as required, you will
not be eligible to any loan till that person clears the balance especially for short
term loans {table banking loans, emergency e.t.c}
 Interest rates shall be fixed by the financial committee with consultation from
other members at the AGM
 INTREST RATE OF 20%FOR LONG TERM
 INTREST RATE 10%FOR SHORT TERM

SOURCES OF FUNDS

The group shall obtain its funds from: -


 Registration fees
 Contribution from members
 Fines eg late coming and failing to attend groups meetings withought due cause
 Interest accrued from group savings
 Donations and grands {NGO and GOK}
 Fund drives/harambee
 Merry go-round
 Loans
ARTICLE XVIII- EXPENDITURE
 All group expenditures shall be approved by all members in groups meeting having 2/3 or ¼ of
the total number of group member’s attendance
 The purpose of the expenditure must be explained to the members before the expenditure
takes place
 The treasurer must be left either some small amount of money to be spend on emergency
matters but must be clearly recorded
 The executive can authorize for expenditure believed to be an emergency but must be explained
in the next general meeting of the group
 All incomes and expenditures must reflect in the record of the treasurer and the secretary as
matter of transparency
 No group funds should be used on personal matters unless it is a form of loan taken by that
member through the right loan application channel.
ARTICLE XIX-AMENDMENT OF THE CONSTITUTION
 Amendments to the constitution shll only be done during the AGM
 The quorum to decide whether the constitution can be amended must be 2/3 or ¾ of
the total number of members
 Any member or members who will amend the constitution in other forums outside the
AGM meeting shall be liable to the displinary action

ATICLE XX-DISSOLUTION
 The group shall cease to be in existence or dissolved when 2/3 or ¾ of the total number of the
group members consent
 A way of sharing out of the groups property must be clearly put in place and all the property
known to members
 Creditors and debtors to the group must be known to all group members on the way of claining
or paying the debts must be clearly put in place
 Before the group dissolution takes place a notice of 14-21days must be given to the group
members and the members can also propose for more convenient date for the function to take
place considering key issues for the benefit of the group members .

NOTE-the constitution shall be read to all the group members and approved before it start working.

Every member shall have a copy of the constitution to remain informed of what it has for the group and

constitution unless authorized by group members in general meeting
