Introduction

However, the complexities and constraints faced by PMOs in the realm of multi-project resource
management are often underestimated.
This research paper embarks on a journey to unravel the intricate web of challenges faced by PMOs
when managing resources across a diverse portfolio of projects. Drawing inspiration from key academic
contributions and practical insights, we delve into the methodologies and strategies employed by
organizations to optimize their resource allocation and utilization in the face of a dynamic and ever-
evolving project landscape.
The inspiration for our research arises from three pivotal articles: "The Study of Multi-Project Resource
Management Method Suitable for Research Institutes from Application Perspective," "Resource
Allocation in Multi-Project Environments," and "A Study on Optimization of Resources for Multiple
Projects by Using Primavera." These articles serve as our guiding lights, shedding light on the resource
management methodologies employed by various organizations, including research institutes, the
challenges they confront, and the pivotal role that effective resource allocation plays in the overall
success of their projects.
As we move forward, it is essential to acknowledge that resource constraints are universal. They affect a
myriad of industries, from technology-driven IT firms that continuously innovate to financial institutions,
like banks, where managing multiple projects with finite resources can be the difference between
meeting client expectations and falling behind the competition. In this diverse landscape, understanding
