CHAPTER I. BACKGROUND

A. Introduction

Maypajo High School is in Zone 3, District 2 of Caloocan City. According to the 2020 Census,
Barangay 35 population was 23,173. This amounts to 1.39 percent of the total population of
Caloocan. Barangay 35 had a household population of 21,778 people in the 2015 Census, divided
into 4,936 houses with an average of 4.41 persons per family.

Maypajo High School is expected to have 2043 students from JHS, SHS, and the Alternative
Learning System.

Maypajo HS opened in 2005 with one (1) level secondary section and the initial delivery of
high-quality education within the Sampalukan Elementary School.

Because Maypajo High School is in a low-lying location, flooding is a major natural threat. When it rains, the neighborhood is
always flooded. Clogged canals generate these floods, which flood not just in the street but also inside their houses.

These affected people include mainly those who are immediately and directly affected by the situation. To what extent these
estimates include those learners that are more indirectly affected such as those permanently. In resource limited settings where tough
priorities must be set, floods are essentially relevant as setbacks to development process of the community. In addition to the direct
impacts (injuries, homelessness), they destroy environments, public service, infrastructure, and livelihoods of affected populations.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well-
coordinated response mechanisms in the event of the occurrence of flood in Maypajo High School.
Such mechanisms shall help to protect lives, properties, and the environment, and restore the
immediate needs of the affected communities.

B. General Objective(s)

The contingency plan's broad aims are as follows:


1.To secure the safety of people and property in Maypajo High School in the event of a
flood.

2.Determine the immediate demands and resources available to satisfy them in the event
of a flood.

3.In the case of a flood, develop coordination and links between and among Maypajo High
School stakeholders.

Scenario:
Flooding may occur in the Maypajo area because of the storm making landfall at
Maypajo, Caloocan City around 9am on June 17, 2022. Strong winds uproot trees and knock
down power lines and telecommunications towers. For a set period, roads and bridges are
rendered impassable. There are expected to be 23 deaths, 1800 injuries, and 220 people
missing. Some people have been reported to be stranded in their homes because of the
flooding. Furthermore, many families must be relocated to the Maypajo High School evacuation
center, which has a capacity of roughly 1400 people. While local responders have already been
deployed, most of them, as well as their families, are victims.

Objectives:

1. To guarantee the safety and security of the SRR cluster's reaction teams.
2. To guarantee that SRR operations are conducted in a timely, effective, and efficient
manner.
3. To make the retrieval, identification, and correct care of human remains easier and
more efficient.

Roles and Responsibilities:


1. To perform SRR, organize and deploy self-sufficient and capable reaction teams.
2. As needed, provide resource augmentation to other locations, including manpower and

Scenario:
The City Health Department expects to rescue afflicted people who may be suffering
from fever and sickness because of the typhoon's quick rainfall. According to initial reports, the
continual rains have caused coughing and chills in roughly 30-50 students at Maypajo High
School. Officials from the department carry medicines, including vaccines, to prevent the spread
of leptospirosis caused by flooding. They also pack some first-aid kits in case of flooding-related
injuries.

Objectives:

1. To ensure that the affected population's health is protected


2. To ensure that all Health Department functions are completed on time, effectively, and
efficiently.

Roles and Responsibilities:


1. Organize and deploy self-sufficient and capable response teams to undertake Health
Rescue.
2. As needed, provide more resources, such as labor and equipment, to other sites.

Scenario:
Flooding is expected to affect roughly 1400 people, according to the City Disaster Risk
Reduction Management Office. They provide enough food to feed the evacuees at Maypajo High
School. As the flooding continues, transportation is on standby to transport some evacuees.
Food and non-food items are ready to be distributed to the school's affected population.
According to the report, numerous evacuees had fevers and colds, and the CDRRMO has
blankets and sweaters ready for the victims.

Objectives:
1. To ensure that the displaced population has access to food during their stay in the
evacuation zone
2. To guarantee that all functions of the CDRRM Officials are executed on schedule,
effectively, and efficiently.

Responsibilities and Roles:

Scenario:
Based to the initial report, the evacuation location is in poor condition, and the distribution
lines are disorganized. According to local barangay officials, some evacuees from nearby
barangays are traveling to Maypajo High to loot some other supplies. The Philippine National
Police (PNP) would deploy between 50 and 100 officers to serve and safeguard the evacuees.
They oversee assisting the CDRRMO in distributing food to the needy. According to the PNP,
they anticipate 50-100 families inside Maypajo High School and 1400 people who will require
their assistance.

Objectives:
1. To safeguard the safety and well-being of the displaced population
2. To ensure that all PNP functions are completed on time, effectively, and efficiently.

Scenario:
According to the City Disaster Risk Reduction Management Office and the preliminary
report of the Barangay Official, flooding will affect around 1400 persons. With that data,
barangay officials are prepared to closely oversee the evacuees' garbage disposal. As the
flooding persists, barangay officials are preparing to clear the clogged canal, which is the root of
the problem. Food and non-food items are ready to be provided to the school's affected
population, and barangay officials are prepared to dispose of the trash. Inside the evacuation
zone, waste separation will be implemented. Trash cans have already been installed. If waste
overflows, officials from the local government were notified for the collection of waste.

Objectives:
1. To ensure that the health of the displaced population was not jeopardized because of
waste disposal
2. To ensure that the Barangay Officials' functions are completed on time, effectively, and
efficiently.

Working Group

Purpose:

The Working Group will oversee the Contingency Plan's refinement, finalization, testing,
evaluation, packaging, updating, and improvement.

Duties and Responsibilities:

1. Facilitate the finalization and refining of the CP, including testing, evaluation,
packaging, upgrading, and improvement.
2. Create a work plan for finishing and updating the Contingency Plan.
3. Organize meetings with the planners and necessary technical specialists to discuss
the CP's growth; and
4. Assist in the presentation and approval of the CP to the authorities for their comments
and approval.
