1. Introduction

 Objective: TO CREATE PEB CONTRUCTION BASE

 Scope: CIVIL WORK

2. Roles and Responsibilities

 Project Manager:

o Oversee the overall implementation of the safety plan.

o Ensure compliance with OHSE regulations.

o Allocate resources for safety measures.

 Safety Officer/Coordinator:

o Develop and maintain the safety plan.

o Conduct regular site inspections and risk assessments.

o Ensure the proper use of PPE and safety equipment.

 Supervisors:

o Supervise daily site activities and ensure that safety protocols are followed.

o Environmental Hazards: (e.g., dust, pollution, extreme weather conditions)

 Mitigation Measures:

o Implement control measures to mitigate identified hazards (e.g., fall


protection, scaffolding, PPE, lockout/tagout procedures).

o Assign specific safety measures to each task (e.g., working at height requires
safety harnesses and guardrails).

4. Safety Procedures and Protocols

 General Safety Protocols:

o Site Induction: All workers should undergo a safety induction before starting
work on-site. This induction should cover site-specific hazards, emergency
procedures, and PPE usage.

o Personal Protective Equipment (PPE): Clearly define the types of PPE

 Work at Height Safety:
