The MRT4 project will be a fully elevated railway mass-transit
system to serve the eastern side of Metro Manila including the
highly populated areas of the province of Rizal. As a high-capacity
urban public-transport system, the MRT4 will address the current
transport bottleneck along the Ortigas avenue, will be
approximately 13.4 km long, with 10 stations, and barrier-free
design to allow inclusive access. The project will provide a reliable,
rapid, affordable, and safe public transport; will reduce air
pollution and greenhouse gas emissions; will reduce traffic
congestions and commute/travel times from Taytay to the Ortigas

central business district (CBD) from currently 1-3 hours by road to
less than half an hour by rail. It will ensure maintain the high
economic growth and inclusive urban development of eastern
Manila, the Ortigas CDB, Pasig city and the neighboring Rizal
province. It will be developed as an integrated public transport
system, interconnected to the existing and/or currently
implemented public mass-transit systems (i.e., MRT3 and the
Metro Manila Subway Project), with an intermodal integration of
bus feeder routes and jeepney lines and will center on transit-
oriented developments along the corridor.
In the Philippines, substantial underinvestment in infrastructure
has led to chronic capacity constraints in the transport sector,
resulting in economic losses due to road congestion and in
significant air pollution, as 98% of passenger transport and 55% of
freight transport are by road. Making Metro Manila one of the most
dense and congested natural cities in the Asian region. One of the
main transport bottlenecks in the eastern region of Metro Manila is
the Ortigas Avenue, which is considered as a main thoroughfare

rates and is one of the most densely populated province outside of
Metro Manila. The congestion situation is therefore continuously
worsening along the Ortigas Avenue corridor. With insufficient
public transport options available and no capable public mass-
rapid-transit systems in place, travel times during peak hours
along this corridor can take an average of 3 hours for the 11.5 km
journey from Tikling in Taytay, Rizal, to the Ortigas CBD.

Summary of Environmental and Social Aspects
The project is exclusively located in the built-up environment and no
impacts on the biodiversity and the ecological functions are
expected. The anticipated significant adverse environment impacts
and risk are related to noise, vibration, utilities shifting, air quality
deterioration, traffic congestion, and occupational and community
health and safety. The project will have positive net benefit in terms
Environmental of reduction in greenhouse gas emissions (GHG) from the planned

a metro railway public transport system, which uses electric
powered railcars. A significant section of the project, including the
entire depot are located in flood prone areas which will exacerbated
by the predicted increase in rainfall and urbanization that will
require a range of climate adaptation measures to ensure
sustainability of the project and the surrounding communities.
As the project will construct a fully elevated rail system, land
acquisition and resettlement (LAR) will be limited to the structures
found in the project alignment but outside of the public road space.
LAR will be needed (i) adjacent of existing roads for the station
landings and building access, (ii) along areas where the alignment
diverts from right of way of public roads, and (ii) for the depot
access track and the depot area with workshops, data center,
Involuntary staging areas, control room, and other facilities. A number of
Resettlement households will be compensated for land and residences, and other
households without land titles will have to be relocated and provided
alternative housing according to the ADB SPS and national
regulations. Utilities will have to be shifted, which is currently
assessed. Separate Resettlement Plans are under development for
(i) the viaduct alignment, stations, (ii) for the depot area, and (iii) for
required utility shifting. A Resettlement Framework is currently
under preparation for the MFF.
No groups or communities qualifying as IPs under the SPS will be
affected by the project, as the project is using existing road corridors
Indigenous Peoples in urban areas in Metro Manila. No claims for ancestral domain have
been identified at this stage. This will be confirmed during project
preparation.
Stakeholder Communication, Participation, and Consultation
Consultations are ongoing with affected stakeholders, including local
government instances at different levels, and affected land owning
households and informal settler households. A number of

and Innovation Facility (Additional Financing) and the regional TRTA
