POST NO 1 TO 15/CCTV OPERATOR/PATROLLING /CC, EH DROP


DUTIES OF SECURITY OFFICER

1. Security officer is responsible for all security related operational day to


day activities of IICC campus. Three Security Officer will be manned round
the clock in three shifts. Security officer will be shift in charge security of IICC
campus.

2. He will report for duty in time and take briefing of security guards and
supervisors and detail them as per the duty roster to their respective post.

3. He will check the turn out of all security guards and ensure it is up to
the standard.

4. He will complete all documentation work at his office and his location
will be at gate no 9.

5. He will check all the aspects of security on day to day basis.

6. Physical security aspect, Security of material, security of personnel,


security of information. Investigate and support in fire
incident ,theft ,unauthorized intruder, riot, stampede, critical equipment
failure ,terrorist attack, power failure ,natural disaster etc.

7. Strong gates system ( Automatic gates , ensure cleaning and


maintenance by respective team, Wall fencing (Solar electrical fence, ensure
for operational and damage/tempering ), adequate lighting system (weekly
light check at supervisor level and raise complaint to non ops security light ),
loss prevention (Frisking while incoming and outgoing , gate pass procedure ,
patrolling for theft prevention) loss of asset due to fire, key management
locking of asset in proper way.

8. Alarm system on fencing/fencing CCTV surveillance (ensure with ELV


ICT team for all ops camera, daily check by CCTV operator)/ fencing free
from vegetation (ensure all area clear from vegetation with help from
horticultural team) /space for patrolling near fence road/footpath.

9. Strong Pass system/Identity card/pass and permit/token/band (ensure


entry with valid documents)

10. Frisking at gate / DFMD /HHMD/x-ray baggage machine /boom


barrier/tyre shredder /bollards/manual barricades.

11. Key management (key case, key issue register, key issue authority, key
holding authority, issue of key on emergency condition).
12. Material movement in and out. Material (consumable /non consumable)
entry in material in register with stamp ensuring detail of vehicle, description
of item, challan no/bill no/ e waybill detail to be recorded in register. Entry in
register with proper gate in/out stamp and signature of person receiving the
material. For non-consumable proper entry in register along with same
document.

13. Material outgoing movement to be done in returnable and non-


returnable register. It should be clear that property belongs to whom and
who is authorized for movement and custodian of the property. Counter
signed by PMA /operator head /vendor deployed.

14. Traffic management /surface parking/speed control /violation of other


traffic rules/use of helmet/seat belt/triple riding/parking in green zone area.
Restriction on parking of vehicles in no parking zone.

15. Foot patrol/motorcycle patrol/bicycle patrol /vehicle patrol (ensure


patrolling by the said procedure whichever is available)

16. Hygiene /safety protocol adhered by event user. (ensure during


patrolling)

17. Firefighting ,Medical emergencies.

19. Housekeeping, control on dog movement in event location. Control on


access in sensitive location like command center, enable with RFID.
Electronic gadgets not allowed in sensitive area smart phone allowed other
than operator in command center. Police verification is required for all
personnel working in command center. Permission to work in command
center must be obtained from IICC through CSO.

20. Liaison with civil police, ensure smooth movement of VVIP/VIP in IICC
campus.

21. Apart from all IICC campus security system is designed in a automatic
system. He will ensure that all the automatic system has been utilized and is
being maintained properly. In case of any snag/defect he will inform UDS
IT/ELV ICT team for rectification and register for security equipment
serviceability register is to be maintained.

22. Security Officer will maintain a logbook and all the activity during his
tour of duty will be endorsed in the register. He will properly hand over and
take over the duty and pass all the message to next security Officer.
23. Security Officer will take a round using QRT vehicle one in a tour of his
duty and check the security guards and gate cabin for their alertness and
upkeep of area and equipment.

24. Security Officer will immediately rush to site in case of any emergency
along with available supervisor and investigate the case and submit a report
to Chief Security Officer. He will follow the protocol of reporting as per the
organization chart.

DUTIES OF SECURITY SUPERVISOR

1. Security Supervisor main role is to assist security officer in day-to-day


work related to security aspect.

2. Security Supervisor on duty will report for duty in time. Security


Supervisor on duty will come in proper uniform and groomed up.

3. Security Supervisor on duty will ensure proper cleanliness in the


surroundings wherever he visit the gate while on patrolling.

4. Security Supervisor will relieve skeleton security guard on requirement.

5. He will ensure that no unauthorized person is to be allowed in the


convention center.

7. Photography and videography is prohibited in the convention center


without permission of competent authority.

8. Smoking , chewing of tobacco or gutkha is prohibited in the convention


center.

9. Security Supervisor will maintain all the registers kept at the gate and
make the relevant entry as required.

10. Security Supervisor will ensure smooth traffic movement at the gate.

11. Security Supervisor will always be vigilant at the gate for any unusual
movement of any person or vehicle.

12. Security Supervisor will always be polite and firm while dealing with
visitors and exhibitors.

13. In case of any emergency or eventuality he will immediately inform to


Security Supervisor/Security Officer on duty telephonically and Security
Officer( Shift in charge Security ) will inform CISF QRT available at gate no 6
and 2.

15. List of important helplines no and key members of UDS property


management team is displayed at the gate.

15. Security Supervisor will follow all the standing protocol /instructions
pertaining to the gate.

16. Security Supervisor will ensure that all the electronic gadgets installed
at gate must be operated all the time and being maintained properly.

17. Security Supervisor will ensure that any material going out must have
proper authority like gate pass/permit/challan whichever is applicable.

18. He will not allow any intoxicated person inside the convention center.

19. In case any suspicious item is found he will immediately inform


Security officer /UDS management team/112 and SHO PS 23 Dwarka on Mob
no 8750871061/8750871021.

20. He will guide all vehicles to adhere speed limit at the convention
center which is 30 kmph.

20. Security Supervisor will assist Security Officer to maintain security


protocol in the IICC campus. He will investigate all the matter reported to him
and submit report

22. He will check for safety and hygiene related issues in the IICC
campus.
SOP/SITE INSTRUCTION GATE NO 1

1. Gate no 1 will remain closed/locked all the time and opened only for
emergency vehicles movement or open only on the verbal instruction from
Chief Security Officer (UDS), Security Manager (SFS) and Security Officer
(Shift in charge, SFS).( Manned by skeleton security staff).

2. Security Guard on duty will report for duty in time.

3. Security Guard on duty will come in proper uniform and groomed up.

4. Security Guard on duty will ensure proper cleanliness in the


surroundings. (Out side road brooming once in a week by Housekeeping
staff)

5. He will ensure that no unauthorized person is to be allowed in the


convention center.

6. Photography and videography are prohibited in the convention center


without permission of competent authority.

7. Smoking, chewing of tobacco or gutkha is prohibited in the convention


center. Intoxicated person is not allowed to enter in IICC campus.

8. Security Guard will maintain all the registers kept at the gate and make
the relevant entry as required.

9. Security guards will always be vigilant at the gate for any unusual
movement of any person or vehicle for both inside and outside area.
11. Security Guard will always be polite and firm while dealing with visitors
and exhibitors if gate is operational.

12. Security Guard on duty is responsible for inventory kept at the gate
and ensure proper handing taking over is to be done. If any deficiency found
and not entered in records, he will be responsible for the loss.

13. In case of any emergency or eventuality he will immediately inform


Security Officer using walkie talkie /mobile phone / CISF QRT
available/Positioned at gate no 6 and 2.

14. List of important helplines no and key members of UDS property


management team is displayed at the gate. It is mandatory for all guards to
save SFS security shift cell number.

15. Security Guard (gate operator) will operate the automatic gate, barrier,
UVSS, tyre shredder, bollard for serviceability of the same and conduct OTP
(Operational test piece for DFMD) and CTP (Combined test piece) for X-Ray
baggage machine and also check turnstile machine for their serviceability
and ensure that all gadgets are maintained properly. If any snag/defect is
observed, he will make entry in security equipment serviceability state
register and same is to be informed to Security Officer. (When handed over
by EPCC). (Gates of IICC campus designed in automation system, as any
vehicle approached at gate the RFID based boom barrier would open
automatically if the vehicle enabled with RFID tag, if not enabled the boom
barrier will be operated by push button or remote. Then under vehicle
scanner will scan the vehicle number plate, photo of driver and check for any
unwanted attachment beneath the vehicle and after confirmation operator
will open the automatic gate using push button and the bollard which is in up
position will be down by using push button placed inside the gate cabin).For
pedestrian they will enter into premises through wicket gate and security
guard will check his identity, purpose to visit and on confirmation he will walk
through DFMD, his belonging will be scan using X Ray baggage machine and
and then checked by HHMD and finally crossing turnstile/flap barrier. For
ladies, same procedure should be adhered using Lady security guard with
due respect and maintaining privacy. At present security guard should not
operate any gadgets provisioned at gate and if he find any problem specially
with boom barrier and tyre shredder/bollard, which led financial implication
due to damage or IICC property and individual (visitor. Exhibitor) he will
immediately inform Security officer and security shift cell for technical
assistance as damage of IICC property or any individual property will be
liability of on duty security guard if not taken appropriate action in time.

emergency vehicle or open only on the verbal instruction from Chief Security
Officer (UDS), Security Manager (SFS) and Security Officer (Shift in

SOP/SITE INSTRUCTION GATE NO 5

1. At present the gate will remain closed/locked all the time and opened
only for emergency vehicle or open only on the verbal instruction from Chief
Security Officer (UDS), Security Manager (SFS) and Security Officer (Shift in
charge ,SFS). This gate is designed for VIP/VVIP movement. For Prime
minister of India movement, the gate will be fully taken over by Delhi Police
(PM Cell). Before leaving the gate all the equipment and building should be
handed over in proper way. Same action will be done on movement of
President of India and Vice President of India movement. The control of gate
will be taken over by Delhi Police (President Cell). For the movement of Union
Home Minister gate will be taken over by Delhi Police. Rest all union
minister /state minister Delhi Police Sec 23 will support us for the smooth
traffic and security. For all VIP/VVIP no frisking of vehicle will be done and
smooth passage will be given. A liaison officer will be detailed by coordinator
for smooth visit of VIP for their event. If we do not have any prior information
about the visit of VIP, their vehicle will be stopped and dealt with due respect
and courtesy. He will call the technical staff and use the boom barrier
manually as VIP/VVIP will come in a convoy. ( Manned by skeleton security
staff).

SOP /SITE INSTRUCTION GATE NO 6

1. At present the gate is operational for access control /movement of


visitor, exhibitors and key personnel involved in operational activity of (IICC
(NICDC) UDS, KINEXIN, L&T, AECOM and key member of vendor and other
stake holder. All emergency vehicles and Government of India vehicle will be
allowed. All pedestrian Staff will be allowed to use this gate. No permanent
/contractual staff deployed in IICC campus are not allowed riding or driving
(two/four-wheeler/bicycle) from this gate. If someone permitted, should be
allowed on the verbal instruction from Chief Security Officer (UDS), Security
Manager (SFS) and Security Officer, Shift in charge (SFS). No outgoing traffic
is allowed from this gate. The outgoing traffic will be allowed in extreme
emergency situations and to be allowed by gate in charge, Supervisor of SFS.
Gate no 6 entry is for the person coming in CC,EH1and EH 2 and exit from
gate no 7 (connected with NHAI exit). Entry of gate no 6 allows passage to
foyer and CC parking and only limited to entry in convention center and
exhibition hall. Security Supervisor/guard allowing entry from gate no 6 with
valid authority should ensure that in which area he want to visit, if a person

snag/defect is observed, he will made entry in security equipment
serviceability state register and same is to be informed to Security Officer.

material /movement of event laborer and key personnel involved in
operational activity of (IICC (NICDC) UDS, Kinexin, L&T, AECOM and key
member of vendor and other stake holder. All emergency vehicles and
Government of India vehicle will be allowed. All pedestrian Staff will be
allowed to use this gate. All permanent /contractual staff deployed in IICC
campus are allowed riding or driving (two/four wheeler) from this gate on
proving their identity. If someone permitted, should be allowed on the verbal
instruction from Chief Security Officer (UDS), Security Manager (SFS) and
Security Officer, Shift in charge (SFS). Vehicular/commercial/vehicle carrying
exhibition cargo/load with valid gate pass is allowed to exit from this gate.
Event laborer will be permitted with valid token/band provided by
organizer /operator. Gate no 9 will be used for movement of material.
Security staff deployed on duty must have the knowledge of Returnable
(temporary gate pass) and Non- returnable (Permanent gate pass. First, he
ensure that the property belongs to whom and for what purpose it is being
mobilized outside the campus. The property of IICC will be taken out by UDS
(Property Management Agency) for repair/replacement on returnable gate
pass and security staff must ensure that that the gate pass is signed by
authorized signatory and expected date of return is mentioned. Item taken
on non- returnable gate pass then it should be signed by authorized
signatory and counter sign by KAM. For the property taken by event/exhibitor
on completion of event then it should be signed by event/exhibitor and
counter signed by operator (Kininxin). For kinexin property returnable gate
pass and non-returnable gate pass both a copy of same has to deposited at
gate for record purposes. For all operator non- returnable gate pass must be
counter signed by Chief Security Officer/KAM (UDS) for taking out the
material. The condition apply to all the operator active in IICC campus. Two
register will be maintained at gate for returnable and non- returnable gate
pass. Gate pass register for event/exhibition material out (property of

13. Smoking , chewing of tobacco or gutkha is prohibited in the convention


center. Security guard will check for intoxication and not to be permitted if
found intoxicated.

14. Security Guard will maintain all the registers kept at the gate and make
the relevant entry as required.

15. Security guard will ensure smooth traffic movement at the gate.

16. Security guards will always be vigilant at the gate for any unusual
movement of any person or vehicle.

17. Security Guard will always be polite and firm while dealing with visitors
and exhibitors.

18. In case of any emergency or eventuality he will immediately close the


gate and inform CISF QRT available at gate no 6 and 2.

19. List of important helpline no and key members of UDS property


management team is displayed at the gate.

20. Movement of truck carrying cargo for setup in the exhibition are from
the gate no 11 after receiving proper challan/bill and checking valid
documents.

21. Movement of all L & T vehicle and personnel are allowed from the gate
no 11,

22. L & T staff will provide copy of gate pass for outgoing material.
SOP/SITE INSTRUCTION GATE NO 14

1. At present the gate will remain closed/locked all the time and opened
only for emergency vehicle or open only on the verbal instruction from Chief
Security Officer (UDS), Security Manager (SFS) and Security Officer (Shift in
charge ,SFS). (Skeleton manning )

2. Security Guard on duty will report for duty in time.

3. Security Guard on duty will come in proper uniform and groomed up.

4. Security Guard on duty will ensure proper cleanliness in the


surroundings.

baggage machine and also check turnstile machine for their serviceability
and ensure that all gadgets are maintained properly. If any snag/defect is
observed, he will made entry in security equipment serviceability state
register and same is to be informed to Security Officer. (When handed over
by EPCC). (@ Gates of IICC campus designed in automation system, as any
vehicle approached at gate the RFID based boom barrier will open
automatically if the vehicle enabled with RFID tag, if not enabled the boom
barrier will be operated by push button or remote. Then under vehicle
scanner will scan the vehicle number, photo of driver and check for any
unwanted attachment beneath the vehicle and after confirmation operator
will open the automatic gate using push button and the bollard which is in up
position will be down by using push button placed inside the gate cabin. For
pedestrian they will enter into premises through wicket gate and security
guard will check his identity, purpose to visit and on confirmation he will walk
through DFMD, his belonging will be scan using X Ray baggage machine and
then checked by HHMD and finally crossing turnstile/flap barrier. For ladies,
same procedure should be adhered using Lady security guard with due
respect and maintaining privacy. At present security guard should not
operate any gadgets provisioned at gate and if he find any problem specially
with boom barrier and tyre shredder/bollard, which led financial implication
due to damage or IICC property and individual (visitor. Exhibitor ) he will
immediately inform Security officer and security shift cell for technical
assistance as damage of IICC property or any individual property will be
liability of on duty security guard if not taken appropriate action in time.

13. Security Guard on duty is responsible for inventory kept at the gate
and ensure proper handing taking over is to be done. If any deficiency found
and not entered in records, he will be responsible for the loss.
14. In case of any emergency or eventuality he will immediately close the
gate and inform CISF QRT available/Positioned at gate no 6 and 2.

1. Security Guard on duty will report for duty in time.

2. Security Guard on duty will come in proper uniform and groomed up.

3. Security Guard will always be polite and firm while dealing with
visitors and exhibitors.
4. In case of any emergency or eventuality he will immediately inform to
Security Supervisor/Security Officer on duty telephonically and Security
Officer( Shift in charge Security ) will inform CISF QRT available at gate no 6
and 2.

5. Patrolling will be done in pairs and at a stretch foot patrolling will not
be done more than two km.

6. Patrolling team will ensure no unauthorized person in the convention


center. labor must have valid token/band.

7. He will check the fencing for any intruder/antisocial element and in


case of any movement he will immediately inform QRT, CISF QRT, Security
officer.

8. Patrolling team will check the vegetation around the fence and plant
leaning at fence which has potential threat for the intruder.

9. Patrolling team at night will check all security light and check no soler
fence being short or cut for trespassing. In such incident he will alert CISF
QRT and Security officer.

10. He will check all the areas in the CC parking, Foyer parking and all
isolated places/rooms.

11. Service tunnel once in a week, roof top once in a week. Fencing check
once in a week, security light of perimeter check once in a week.

12. Labor check daily, observation related to safety, spill of oil on the road,
excavation work with proper cordon the area, barricading ,use of green net,
no hot work without proper safety measure to be checked by patrolling
security staff. Internal movement of cargo containers, big equipment without
proper work permit and safety precautions should not be allowed by
patrolling security staff while on tour of duty. The entire IICC campus will be

13. Patrolling security staff will take round from gate no 1 to 15 in his 8 hrs
of shift by foot. In one stretch he will cover 2 km and take rest for 30 minutes
and cover the entire area. He will also cover CC,EH1,EH 2 ,EH 3, CC parking
and foyer parking, open exhibition area , MUD area all DMRC gate, all open
grounds. He will check DG area, ESS and L& T area from gate no 11 to 14.
Patrolling is also carried out in roof top area of EH1and EH2.

14. He will write all the entries in Patrolling register along with
observations.
SOP/SITE INSTRUCTIOIN PICK UP/DROP AREA /CC DROP/GRAND
STAIR DROP
1. Security Guard on duty will report for duty in time.

2. Security Guard on duty will come in proper uniform and groomed up.

3. Security Guard on duty will ensure proper cleanliness in the


surroundings.

4. Security Guard on duty will not leave his post in any


circumstances until arrival of his reliever.

5, He will ensure that no unauthorized person is to be allowed in the


convention center.

6. The pickup/ drop area is no stopping zone for any vehicle. Security
guard on duty will ensure that all the vehicle coming to drop must not stop at
drop point and move toward gate no 7 or CC/Foyer parking as per the event.
The pick up vehicles are also not allowed to stand at pickup point, if their
guest not standing at the pickup point he will not all the driver shofar to
stand there and asked to take a round using the gate no 7 flyover and again
come from gate no 6. The authorized vehicle is permitted up to grand stair
drop. The parking is not permitted in grand stair. If the vehicle is permitted
security guard will be instructed accordingly.

SOP /SITE INSTRUCTION CCTV OPERATOR /COMMAND
CENTER

1. Security Guard /Operator on duty will report for duty in time.

2. Security Guard/Operator on duty will come in proper uniform and


groomed up.

3. Security Guard/Operator on duty will ensure proper cleanliness in the


surroundings.

4, He will ensure that no unauthorized person is to be allowed in the


Security control Room

5. Security Guard will maintain all the registers kept at the control room
and make the relevant entry as required.

6. He will check the serviceability of all cameras as per the list. list of
non-operational cameras to be informed to security officer on daily basis.

7. He will ensure that the CCTV surveillance is carried out for the entire
convention center.

8. He will check the movement of gates and fencing.

9. If he observes any unusual movements of any person or vehicle he will


inform to Security Officer immediately.

10. In case of any emergency like terrorist attack, intruder, bomb threat,
fire, theft or any major or minor incident which required CCTV surveillance
support.

11. He will focus on the incident site up to normal condition.

12. He will maintain code of conduct for surveillance and should not focus
of anyone privacy.

13. He will not show any CCTV footage /recoding to anyone until proper
clearance from HOD Security(UDS) or any competent authority.
