Orientation Program (Lesson 1) - Module 1

I. Introduction:
Citizen Advancement Training as provided by the Rule II-General Provisions, Section 2 of the Revised Implementing
Rules and Regulations (IRR) to implement the National Service Program. Citizen Advancement Training It is a
restructuring of the Citizen Army Training required to all Fourth Year High School students in the Philippines in both
public and private schools as provided for in the Department of Education (DepEd) Order Bo. 35, s. 2003 and reinforced
by the DepEd Order No. 52, s. 2004.

II. Objectives
At the end of the lesson you are expected to:

1. Discuss the legal basis and conceptual framework of the program (CAT).
2. Discuss the objectives of the program (CAT).
3. Discuss the meaning of good citizenship.
4. Define State, Government, and Constitution
5. Identify the three branches of Philippine government.
6. Relate how good citizenship contributes to the progress of the country.
7. Recognize the National Service Training Program Act of 2001.

III. Vocabulary List

 Citizenship –is a term denoting membership of a citizen in a political society, which membership implies,
reciprocally, a duty of allegiance on the part member and duty of protection on the part of the State.
 Citizen – is a person having the title of citizenship, he/she is a member of a democratic community who enjoy
full civil and political rights and its accorded protection inside and outside the territory of the State.
 Advancement - the process of promoting a cause or plan. Development or improvement.
 Training - the action of teaching a person a particular skill or type of behavior.
 Citizenship Advancement Training (CAT) – it is a restructuring of the Citizen Army Training required of all fourth
year high school students in the Philippines in both public and private high school s as provided for in the
Department of Education (DepEd) Order No. 35, s. 2003 and reinforced by the DepEd Order No. 52, s. 2004.
 Government – is the agency or instrumentality that expresses and carries out the will of the state.
 State – is a community of people permanently occupying a definite territory, independent of outside legal
control and instituting a government for the general well-being to be secured through law.
 Constitution – it is written or unwritten that serves as the fundamental or supreme law of the land.
 Due process of law – it is law which hears before it condemns, which proceed upon inquiry and renders
judgment only after trial. It means that every citizen shall hold his life, liberty and property and immunities
under the protection of the general rules that govern society.

 What is the Citizenship Advancement Training (CAT)?
 It is a restructuring of Citizen Army Training required of all fourth year high school students in the Philippines
in both public and private high schools provided for the Department of Education (DepEd) Order No. 35, s.
2003 and reinforced by the DepEd Order No. 52, s. 2004.
 What are the program components of this newly structured CAT?
 There are three (3) main programs of the Citizenship Advancement Training (CAT), namely:
1. Military Orientation which deals with the introduction to the basic knowledge and experiences as
well as activities related to citizen advancement.
2. Community Service which refers to any activity that helps achieve the general welfare and the
betterment of life of the members of the community, or enhancement of its facilities especially
those devoted to improving health, education, safety, recreation and morale of the citizenry.
3. Public Safety and Law Enforcement Service which encompasses all programs and activities which
are contributory to the maintenance of peace and order, enhancement of public safety and
encouragement in the observance of and compliance to laws.
 Are all these three programs components of the Citizenship Advancement Training required to be undertaken
by the fourth year (grade 10) high school students?
 No, the minimum requirement for the course is the completion of one component or any combination of the
three (3) components.
 Who determines the program components of the Citizenship Advancement Training (CAT) offered for high
school students?
 The particular high school is empowered to determine the program component of CAT. It offers in
accordance with Rule II – General Provisions, Section 2 of the Revised Implementing Rules and Regulation
(IRR) to implement the National Service Program.
 Can any high school student be exempted from the Citizenship Advancement Training?
 No, this training is a requirement for graduation in the high school.
 What is the time allotment for the CAT?
 The minimum time allotment for CAT in any or a combination of the three (3) program components is thirty-
five (35) hours in a school year.
 What are the aims of this Citizenship Advancement Training?
 The CAT aims to:
1. Enhance the students’ social responsibility and commitment to the development of their communities;
and
2. Develop their ability to uphold the law and order as they assume active participation in community
especially in times of emergency.
 What is the medium of instruction for the CAT?
 English is the medium of instruction.
 How is the performance of student in the CAT rated?
 Student performance in the CAT is rated either PASSED OR FAILED.

 How is CAT considered as a separate component of MAKABAYAN?


 CAT is considered as a separate component of MAKABAYAN along with Araling Panlipunan (AP), Edukasyon
sa Pagpapahalaga (EP), Technology and Livelihood Education (TLE), and Music, Arts, PE, and Health (MAPEH).
CAT is treated as a separate subject.
 How many unit credits are given to CAT?
 CAT carries a unit credit of .30 as per DepEd order No. 57, s. 2004.
 What are the criteria considered in the passing or failing of CAT?
 The following are the criteria as basis used in passing or failing a student in the CAT:
Periodical Test 25%
Participation/Performance 40%
Project 25%
Quizzes 10%
Total 100%
 Are there uniform clothes or dress required while taking the CAT?
 No special uniform, dress or clothes is prescribed but the school uniform may be used, not military fatigue
nor combat shoes as per DepEd order No. 52, s. 2004.
 What is the emphasis of the three (3) program components of CAT?
All the three (3) program components of CAT shall give emphasis to citizenship training, encouragement of the youth to
contribute in the improvement of the general welfare and quality of life of the community, and instilling patriotism,
moral, virtues, respect for the rights of civilian and adherence to the constitution.

 Section 2, Article II of the constitution provides that: “the defense of the state is prime duty of the government
and the people, and in the fulfilment of this duty, all citizens may be required by law to render personal military
or civil service.”
 Section 1, Article V of the constitution provides, among others, that it is the duty of the citizen to contribute to
his country’s development and welfare and to cooperate with duly constituted authorities in the attainment and
preservation of a just orderly society.
 Commonwealth Act No. 1 as amended makes it obligatory for all citizens to render military service.
 The National Service Law or Presidential Decree No. 1706 provides for compulsory national service for Filipino
citizens which consist of three main programs namely: Civic Welfare Service, Law Enforcement, and Military
Service.

Conceptual framework of the National Service Program


 To serve the urgent needs of a developing country such as the Philippines, it is very important to enhance
respect for the law and lawfully constituted authorities and provides for, promotion and develops civic
consciousness and participation to ensure national defense preparedness.
 The citizens of the country, particularly the youth, are the most valuable resource of the national and therefore
need to be motivated, trained, developed, organized, mobilized, and utilized in regard to their responsibilities as
citizens, particularly in their commitment to civic welfare, their respect to the law and lawfully constituted
authorities and the fulfilment of their military or civil obligations.
 Obligatory national service needs to be harnessed not only to enhance our military preparedness but also
national discipline and other development goals which contribute to the nation’s stability and welfare.
 Implemental of the constitutional mandate making the defense of the state a primary duty of all citizens, every
Filipino is required to defend the nation’s integrity and stability against those who aim to bring it down in ruin
through aimlessness, violence and misjudgement.

Objectives of the National Service Program


The following are the objectives of the National Service Program:

1. To enable all citizens to render their obligatory national service towards self-help and service to others;
2. To inculcate in the minds of our youth our long cherished traditional and cultural Filipino values;
3. To enable the citizens to contribute to the country’s development and welfare and in the attainment
and preservation of a just and orderly society;
4. To enhance the respect for law and duly constituted authorities;
5. To promote and develop civic consciousness and citizen’s participation in the national defense
preparedness;
6. To motivate, train and develop the citizens particularly the youth, in regard to their responsibilities;
7. To organize, mobilize and utilize youth manpower for community development;
8. To harness citizens’ manpower for the promotion of national development programs and goals.

National Service Training Program Act of 2001

 It is a program aimed at enhancing civic consciousness and defense preparedness in youth by developing the
ethics of service and patriotism while undergoing training in any of the following three (3) components designed
specially to enhance the youth’s active contribution to the general welfare. This is taken by the college students.
1. Reserve Officer Training Corps (ROTC) – is s program institutionalized under Sections 38 and 39 of RA No.
7077 designed to provide military training to tertiary level student in order to motivate, train, organize and
mobilize them for national defense preparedness.
2. Literacy Training Service (LTS) – refers to the program component designed to train the students to teach
literacy and numeracy skills to school children, out-of-school youths and other segments of society in need
of their services.
3. Civic Welfare Training Service (CWTS) – refers to the program component or activities contributory to the
general welfare and the betterment of life for the members of the community or the enhancement of its
facilities, especially those devoted in improving health, education, environment, entrepreneurship, safety,
recreation and moral citizenry and other social welfare services.

 The National Service Training program now being implemented offer three (3) components: Reserve Officer
Training Corps (ROTC), Literacy Training Service (LTS), and Civic Welfare Service (CWTS) for a period of one (1)
year or two (2) semesters. Effective on the 1 st semester of academic year 2002 – 2003, all freshmen male and
female students in the tertiary level are mandated to finish within one (1) year any of the three (3) components
as a pre-requisite for graduation from any baccalaureate degree course or course from any two (2) year
technical/vocational.
 NSTP recognizes the youth’s vital role in nation-building, and for this reason, the state shall promote civic
consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well-
being in public and civic affairs.
Like the NSTP the Citizenship Advancement Training (CAT) in the secondary schools is the take-off for the
students’ involvement in civilian military training, community service, and peace and order promotion. When
the students proceed to the tertiary level of education, they will then possess the readiness to assume more
complex and varied activities that may create a far-reaching impact on the community. Interesting, the
Citizenship Advancement Training (CAT) leads the way to the holistic approach and in the country as a whole.
The NSTP highlights the youth’s indispensable worth in the society.

Understanding the Philippine Constitution and the Government


 Government is the agency or instrumentality that expresses and carries out the will of the state. While the state
is a community of people permanently occupying a definite territory, independent of outside legal control and
instituting a government for the general well-being to be secured through law.
 Constitution is written or unwritten that serves as the fundamental or supreme law of the land.
 The Philippine government may be national or local. A national government exercises authority and control
throughout the territory of the state. A local government exists for the barangays, municipalities/cities or
provinces.
 The present Constitution made the Philippines a Republic, presidential and democratic government both directly
and indirectly and with three (3) branches, namely, the Executive, the Legislative, and the Judicial.
 Legislative branch is charged with the function of making laws of which the executive branch complements. The
judicial branch takes charge in interpreting the law made by the legislative branch or orders made by the
executive branch. The different agencies that implement government services to the people are under the
regulation and supervision of the President.
 It is republican because the people exercise legislative power through congress, executive power though the
President and Judicial power through the judiciary. The republican government observe the doctrine of the
separation of powers, and the system of checks and balance and adheres to governance of laws not of men,
public accountability and rule on state immunity. The government is headed by a President.
 Supremacy of the constitution means that if a law or contract violates any norm of the constitution, the law or
contract whether promulgated by the legislative or by the executive branch or entered for private purposes, is
null and void and without any force and effect

Preamble in the 1987 Philippine Constitution

 The preamble in the 1987 Philippine Constitution in the introduction that explains the reason for its enactment
and the object sought for accomplishment. Specifically it states:

We, the sovereign Filipino people, imploring the aid of almighty god, in order to build a just and
humane society, establish government that shall embody our ideals and aspirations, promote the
common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the
blessings of independence and democracy under the rule of law and a regime of truth, justice,
freedom, love, equality and peace, do ordain and promulgate this constitution.

 The Philippine renounces war as an instrument of national policy and adopts the generally accepted principles of
international law as part of the law of the land and adheres to policy of peace, equality, freedom, cooperation
and amity with all nations. (Art. II, Sec. 2, 1987 Philippine Constitution).
 The primary duty of the Philippine government is to serve and protect the people. The government may call
upon the people to defend the state, and in the fulfilment thereof, all citizens may be required under conditions
provided by law, to render personal military or civil service. (Sec. 4).
 The Bill of rights embodies statement of individual right and immunities to protect him from government
excesses and oppression (Art. III 1987 Philippine Constitution).

Human rights guaranteed under Bill of Rights


 The rights of a person to be secured in his/her person, house, parents, and effect against unreasonable searches
and seizures. It is the right of a person not to allow his person, house, office, papers and effects to be searched
without a search warrant issued by a judge.
 Rights of a person under investigation. It is as right of a person to remain silent and to have a competent and
independent counsel preferably of his own choice. If the person cannot afford a counsel, he must be provided
with one.
 Rights of an accused. One of the right of an accused at the trial is to be assisted by competent and independent
counsel of his/her own choice and be presume innocent until the contrary is proven beyond reasonable doubt.
 Rights of a person under arrest. To remain silent and to be assisted by a competent and independent lawyer of
his/her own choice in any interrogation.
 A right of a person under detention is to be treated as a human being.

Due Process of Law


 It is a law which hears before it condemns, which proceed upon inquiry and renders judgement only after trail. It
means that every citizen shall hold his life, liberty and property and immunities under the protection of the
general rules that governs society.

Right against self-incrimination

 It means that no person shall be compelled to be a witness against himself (Sec. 17, Art. III, 1987 Philippine
Constitution).

Developing Good Citizenship


 Article IV, Section 1 of the 1987 Constitution identifies the following as citizens of the Philippines:

1. Those who are citizen of the Philippines at the time of the adoption of said Constitution.
2. Those whose fathers or mothers are citizens of the Philippines ; those born before january17, 1973, of Filipino
mothers, who elect Philippine Citizen ship upon reaching the age of majority; and
3. Those who are naturalized in accordance with the law.

Duties and obligation of Filipino citizens

 Among others, the more important duties and obligations of every citizen in a democratic society6 are the
following:
1. To be loyal to the Republic. This means faith and confidence in the Republic and love and devotion to
the country. The citizen must be proud of his/her country, its customs, traditions, language and
institutions. He/she must share in its glories and feel sad in its misfortunes.
2. To defend the state. Since the citizens of the Republic receive benefits and protection from the state of
which they are s part, in return, it is their primary and honorable duty to defend it against any peril,
whether from within or from without.

3. To contribute to the development and welfare of the state. This should be the concern of every citizen
for he will be the first to enjoy the benefits thereof. He can contribute to the development and welfare
of the state by paying taxes willingly and promptly, by cooperating in its activities and projects such as
the preservation of the natural resources and promotion of social justice by patronizing local products
and trades and by engaging in productive work.
4. To uphold the Constitution and obey laws. Since the Constitution is the expression of the sovereign will
of our people.
5. To cooperate with duly constituted authorities.
6. To exercise rights responsibly and with due regard for the rights of others.
7. To engage in gainful work. Every citizen must consider it his own responsibility and should strive to
become a useful and productive member of society to ensure not only himself but, more importantly,
his family a life worthy of human dignity. Every citizen should bear in mind that only hard and sustained
work can men and nations live and survive.
8. To register and vote. It is through suffrage that the will of the people is expressed. The quality of public
officials and the policies of government, the success or failure of government depend, directly and
indirectly, upon the voters. Voters must be discriminating in evaluating the credentials of candidates and
not be satisfied with only their physical attributes and data.

Greatest ideal in the life of every citizen

 The greatest ideal in life of every citizen must be patriotism or love of country. This is achieved through the
exercise of positive nationalism and the defense of our sovereignty when it is threatened by outside and inside
forces.
 Next to loyalty to God is to loyalty to country which is sealed by a pledge of allegiance. Such loyalty is neither
through compulsion or force, as motivated by certain material considerations.
How can a Filipino citizen’s loyalty to our country be demonstrated?

 As citizens, we have several objects of loyalty in our country, superiors or duly constituted authorities, principle,
our flag, our word of honor.
 Filipino may differ in physical features but they are bound by their love for the country they call their own. They
are proud of the cultural heritage and prouder still to belong to a race of people known for their courage and
love of freedom.
 Loyalty must be inspired by respect and faith in the cause to which we subscribe. It should not be servility or
fanaticism. Loyalty is based on love of country, respect, superiors, belief in the cause and principle, relevance for
national symbols and loyalty to one’s word of honor.
 There is nothing worth having that the patriot will not give for his native land; blood and wealth and knowledge
and effort, even life to be crushed and taken.(Andres Bonifacio)
