1. Time Scale- means pay which rises by periodical increments from minimum to a maximum

3. Same Time Scale- a post is said to be on the same time scales, as another post on a time
scale, if the two-time scales are identical and the posts fall within a cadre, such cadre having
been created in order to fill a post involving duties of approximately the same character in a
service so that the pay of the holder of any particular post is determined by his positions in the
cadre and not by the fact that he holds the post.FR-9(31)(c)
4. Pay- means the amount drawn monthly by a government servant as(a) the pay, other than
special pay or pay granted in view of his personal qualifications;(b) overseas pay, special pay
and personal pay; and(c) any other emoluments which, may be specially classed as pay by

5. Personal Pay- means additional pay granted to a GS; to save him from a loss of substantive
pay in respect of a permanent post due to revision of pay or to any reduction of substantive pay
otherwise than as disciplinary measure or in exceptional circumstances on the other personal
considerations.FR-9(23)
6. Special Pay/ Special Allowance-means an addition, of the nature of pay, to the emoluments
of a post or of a GS, granted in consideration of especially arduous nature of the duties or a
specific addition to work or responsibility.FR-9(25)
7.Presumptive Pay- of a post when used with reference to any particular government servant
means the pay to which he would be entitled if he held the post substantively and were
performing it's duties but it does not include special pay unless the GS performs or
discharges the work or responsibility in consideration of which the special pay was
sectioned.FR-9(24)
8.Substantive Pay-means the pay other than special pay, personal pay or emoluments
,classed as pay by the president under Rule-9 (a)(|||) to which government servant is entitled on
accounts of a post to which he has been appointed substantively or by reason of his substantive
position in a cadre.
9. Permanent Post- means a post carrying a definite rate of pay sanctioned without limit of

10. Temporary Post- means a post carrying a definite rate of pay then sanctioned for a limited

11. Tenure Post- means a permanent post which an individual government servant may not
hold for more than a limited period.FR-9(30A) (2012-13)
12.Subsistence Grant- means a monthly grant made to a GS who is not in receipt of pay or
leave salary. (2014)
A. Basic Pay- The pay Drawn in the prescribed LEVEL in the PAY MATRIX.
B. Pay Matrix- means matrix specified in part A of the schedule to the CCS (Revised Pay)
Rules, 2016,with levels of pay arranged in vertical cells as assigned to corresponding existing
Pay Band and Grade or Scale.
C. LEVEL - in the Pay Matrix shall mean the level corresponding to the existing pay band and
grade pay or scale specified in part A of the schedule.
D. PAY IN THE LEVEL - means pay drawn in the appropriate Cell of the level as specified in
part A of the schedule.
E. REVISED PAY STRUCTURE ( RPS) - in relating to a post means the pay MATRIX and
levels specified there in corresponding to the existing PB and Grade Pay or scale of the post
unless a different Revised level is notified separately for that post.
F. REVISED EMOLUMENTS- means the pay in the LEVEL of a GS in the RPS.
Addition to Pay
Special pay granted for specific addition to duty or for arduous nature of work.
The special pay drawn in the lower post will be protected on promotion by granting a personal
pay equal to the difference between pay plus special pay drawn in the lower post and the pay
due in the higher post, on the basis of the basic pay (i.e. excluding the special pay) in the lower
post subject to the following conditions:-
(a) The competent authority should certify that but for his appointment promotion to the other
post, the government servant would have continued to draw the special pay.
(b)The protection will only be for so long as the government servant could have continued to
draw the special pay.
(c) The personal pay will be absorbed in future increases of pay in the highest post.
(d)The authority competent to fix the pay of the government servant on promotion will also be

DUTY
Duty includes: (a) Service as a probationer or apprentice provided that such Service is
followed by confirmation; (b) joining time.
A GS may be treated as on duty (a) during a course instruction or training in India or (b) in the
case of a student ,stipendiary or otherwise, who is entitled to be appointed to the service of
government on passing through a course of training at a University, college or school in India,
during the interval between the satisfactory completion of the course and his assumption of
duties.
The authorities competent to appoint a GS to the post for which the training is essential may be
empowered to treat the period of training or instruction in India of GSs as 'duty' subject to the
following conditions:-
• The training or instructions should be in India;
• It should be connected with the post which the GS is hold at the time of placing him on training
or instructions;
•It is obligatory( compulsory/ mandatory) on the part of the government to send the persons for
such training or instruction;
• The training should not be in professional or technical subjects which are normally brought
under the provisions relating to 'study leave'; and
• The period of training should not exceed one year.
The following may be treated as duty by government servant:
(1) Training in Territorial Army.
(2) Training at National Defence college
(3) Treatment of enforced halts as duty: In the case of enforced halt occurring en route on (a)
journeys on tour, transfer, temporary transfer (b) journeys in connection with training,
necessitated by breakdown of Communications due to blockage of roads on account of floods,
rain, heavy snowfall, landslides etc. OR delayed sailing of ships or awaiting for air-lift.
(4) Treatment of training period as duty: The period of training of central Government
employees in the following training programs will be treated as duty, if the employees are
sponsored for the training by the Department in which day are working:(a) All TPs organized by
central and state government training institution.(b)All TPs organized/sponsored/ approved by
the training division of DoP&T.
(5) Period of training before appointment to count as 'duty ‘for eligibility to sit for Departmental
examination /increments( even if the officer is not given the scale of pay of the post but only a
nominal allowance)
(6) period of participation in national/ International Sports events and pre- participation coaching
camps is treated as duty.

(7) Period of waiting on joining from leave/ training/ deputation for posting orders to be treated as
duty.
(8) The period between the date of suspension and the date of death, while under suspension,
will be treated as duty for all purposes.
The 'next below rule' seeks to ensure that on officer out of his regular line does not suffer by
forfeiting officiating promotion which he would otherwise have got had he remained in his
regular line. This is also termed as “Pro Forma Promotion(PFP)”.
Guidelines -The salient features of the rule are as under:
(i) The officer to whom the benefit is sought to be given should be found fit for promotion.
(ii) All the officers senior to the officer in question should be drawing.( unless they have been
passed over because of inefficiency unsuitability or level or forgoes officiating promotion of his
volition) officiating pay in the higher scale.
(iii) The officer just junior to him should have be given officiating promotion unless he has been
passed over in which event the one still junior should have been promoted.
(iv) The benefit can be given only to one officer against one vacancy even where two or more
officers are outside the regular line.
(v) If no junior officer is eligible for promotion within the cadre despite clear vacancies being
available for making promotion, PFP can also be made.
(vi) The benefit of “next below rule” can be given subject to the following conditions.
(a) the post within the Cadre remains unfilled for want of an approved person junior to the
officer.
(b) The vacancy caused in the cadre is not filled up by making promotion on ad hoc basis till the
release of the panel of some juniors become eligible for promotion.
(vii) Benefit of PFP will be given only against our vacancy of more than 90 days. However,
chain of vacancies will not be considered.
Nature of benefit - the grant of benefit under 'Next Below Rule' to an officer entitles him to the
following:
(a) to draw the higher rate of pay to which he will be entitled in the regular line, while holding the
post outside his regular line.
(b) To count the period of his service from the date of proforma promotion for increment in the
post in which he would have officiated had he been in the regular line.
For deriving the benefit, a declaration under FR 22 (||) to the effect that the government servant
is outside the ordinary line will be necessary.
Delegation of powers- Ministries can issue the necessary declaration under FR 22 (||). Ministries
may allow benefit of higher pay for any period so long as the pay thus admissible does not exceed
the maximum of the pay band of the post actually held by the government servant. When it

exceeds the maximum, he should be reverted to his parent cadre within 6 months from the date
from which the pay under NBR exceeds the maximum.
JOINING TIME
“Joining times” means time allowed to a government servant in which to join a new post or to
travel to a station to which he is posted.

(“Distance” means actual distance and not weighted mileage for which fare is charged by the
railways in certain sections. 'Same station' means the area falling within the same municipality
or corporation and its adjacent suburban municipalities, notified area or cantonment.)
||. COMMENCEMENT - The joining time commences from the date of relinquishment of charge
of the old post if the charge is made over in the forenoon, or the following date if the charge is
made over in the afternoon.
It is calculated from old headquarters in all cases including where a government servant

receives his transfer orders or makes over charge of the old post in a place other than his old
headquarters.
|||. QUANTUM
(a) Same station -One day
(b) Another station which does not involve change of residence -one day
(c) Another station involving change of residence as follows:
IV. EXTENSION - Extension of joining time beyond the admissible limits can be granted up to the
maximum limit of 30 days by the head of department and beyond 30 days by the Ministry/
department, the guiding principle being that the total period of joining time should be
approximately equal to 8 days for preparation Plus reasonable transit time plus holidays, if any,
following the extended joining time. While computing the transit time, account could be made for
the time unavoidably spent due to disruption of transport arrangement caused by Strike or natural
calamities, or the period spent awaiting the departure of the steamer.
When holiday (s) follow (s) joining time, the normal joining time is Deemed to have extended to
cover such holidays. However, holidays cannot be prefixed to joining time.
V. UNAVAILED JOINING TIME - when a government servant joins a new post without availing
full joining time because -
(a) He is ordered to join the new post in a new place of posting without availing of full joining
time to which he is entitled; or
(b) he proceeds alone to the new place of posting and joins the post without availing full joining
time and takes his family later within the permissible period of time for claiming travelling
allowance for the family.
The number of unavailed days of joining time admissible subject to a maximum of 15 days is
credited to his earned leave account. However, the earned leave at his credit together with the
unveiled joining time allowed shall not exceed 300 days. The unveiled one day joining time
within the same station cannot be credited into the EL account.
Vl. COMBINATION WITH LEAVE/HOLIDAYS - joining time may be combined with vacation
and/or regular leave of any kind of duration except casual leave.
Vlll. JOINING TIME PAY - A government servant on joining time is regarded as on duty during
that period and is entitled to be paid joining time pay equal to the pay drawn before relinquishment
of charge in the old post. He will also be entitled to dearness allowance, if any, appropriate to the
joining time pay. In addition, he can also draw house rent allowance as applicable to the old
station from which he was transferred. He is not allowed conveyance allowance or permanent

travelling allowance. A GS who does not join his post within his joining time is neither entitle to
pay nor leave salary after the end of joining time.
lX. TRANSFER ON OWN REQUEST - in case of own request transfer, JT will not be admissible,
regular leave maybe granted to cover the transit period, however, a GS is not required to take
leave for intervening holidays to cover the transit period (relieved in the afternoon of Friday and
joined in the forenoon of Monday - no leave is required as Saturday and Sunday are holidays).
Pay for intervening holidays will be borne by the department /office where the GS joins after his
transfer, however, officials posted to their station of choice after completion of full tenure will be
in entitled to JT.
(A) Increments in Pay Matrix: The increment shall be as specified in the vertical Cells of
the applicable LEVEL in the Pay Matrix. Fr example, an Assistant Section Officer or PA in
the Basic Pay of Rs.50,500 in Level 7 will move vertically down in the same Level in the
Cells and on grant of increment, his/her basic pay will be Rs.52,000.
(B) Date of next increment in RPS: (a) Two dates for grant of increment namely, 1 st July of
every year, instead of existing date of 1st July. However, an employee shall be entitled to
only one annual increment either on 1st January or 1st July depending on the date of his
appointment, promotion or grant of financial upgradation(FU)

In the case if employees whose pay in the RPS has been fixed as on 1st day of January, the next
increment in the Level in which the pay was so fixed as on 1st day of January, 2016 shall accrue
on 1.7.2016 The next increment, after drawal of increment on 1.7.2016, shall accrue on 1.7.2017
and so on.
LIEN
‘Lien’ means the right/title of a Government servant to hold a regular post, whether permanent
or temporary, either immediately or on the termination of the periods of absence. The benefits of
having a lien will be enjoyed by all officers
The above right/title will, however, be subject to the condition that the junior most person in the
grade will be liable to be reverted to the lower post if at any time the number of persons so entitled
is more than the posts available in that grade. For example, if a person who satisfies any of the
aforesaid three conditions reverts from deputation or Foreign Service and if ther4e is no vacancy
in that grade to accommodate him, the junior most people will be reverted. If, however this officer
himself is the junior most, he will be reverted to the next lower grade from which he was earlier
promoted.

(a) Where a GS has proceeded on immediate absorption basis to a post or service outside
his service/cadre/post in the Government from the date of absorption; and
(b) On Foreign Service/Deputation beyond the maximum limit admissible under the
Orders of the Government issued from time to time.
Termination of Lien
FR 12-A: A GS on acquiring a lien on a post will cease to hold the lien previously acquired on
any other post,
FR 14-A:- (a) A GS’s lien on a post may in no circumstances be terminated except as provided in
Rule FR 13 and clause (d) of FR 014-A, if the result will be to leave him without a lien upon a
regular post.
(c) A GS’s lien on a post shall stand terminated on his acquiring a lien on another post
(whether under the Central Government or State Government ) outside the cadre on
which he is borne.
(a) When an officer is required to discharge all duties of another post (including statutory
functions e.g. exercise of powers under Income Tax Act or the Rules, Regulations, etc
such as FRs, CCA Rules, etc., steps should be taken to process the case for getting the
approval of the competent authority and formal orders officiating the officer to the
additional post should be issued.
(b) When an officer is required to attend to the usual routine day-to-day work of non-statutory
nature attached to the post, an office order may be issued clearly stating that the officer
will be performing only the day-to-day duties of non-statutory nature and that he would not
be entitled to any additional remuneration. The office order should also specify the duties
he would be discharging or not discharging. Normally, an officer appointed to perform the
current duties of an appointment can exercise administrative or financial powers vested in
the full-fledged incumbent of the post but he cannot exercise statutory powers.
(i) Where a Govt. Servant is formally appointed, in addition to his ordinary duties, to
hold full charge of a higher post-
▪ In the same office as his own; and
▪ In the same cadre/line of promotion

ROREIGN SERVICE
“Foreign Service” means the service of a Govt. Servant (including Temporary GS) with the
sanction of the Govt. during which he draws his pay from a source other than the consolidated
Fund of India or of a State or of a UT. For the purpose of the Foreign Service Rules, Nepal
should be treated as outside India.
(ii) The terms should not be so excessive as to make the FS more attractive than Govt.
Service.
(iii) Joining time both ways and pay during the period should be settled before hand. He
is allowed the pay admissible to him in the higher post (unless reduced under FR
35) but no additional pay is allowed for performing the duties of a lower post.
(ii) Where dual charge is in respect of 2 posts in the same office carrying identical
scales of pay no additional pay is admissible irrespective of the period of dual
charge. He may, however be allowed special pay, if any, carried by the
additional post.
(iii) Where a Govt servant is formally appointed to hold charge of another post or posts.
He is allowed the pay on the higher post or highest post and in addition to 10% of the
presumptive pay of Additional Post if the additional charge is for a period
If, in any particular case, it is considered necessary that the Govt servant should hold
charge of another post for more than 3 months, the prior concurrence of the DoP&T
should be obtained for payment of additional pay in excess of 3 months.
MAXIMUM – The aggregate of pay and additional pay should in no case exceed Rs.
80,000/- (now Rs.2,25,000/)

(iv) Payment of the following contributions (to be paid separately as they are creditable
to different. Heads of Accounts) at the rates prescribed (by the President) must be
settled:-
(b) Contribution towards leave salary. [11% Basic Pay (BP+GP) drawn in FS for all
classes of GS ]
Note:- Contributions towards pension and leave salary ( in case of FS in India) shall
be paid by the GS himself, unless the foreign employer consents to pay them.
Contributions on account of LS may be required in the case of FS out of India also,
the contributions being paid by the foreign employer. (FR 115)
It is taken to secure his claim to pension and LS that he would have earned by service
under the Govt. if he had not been transferred to FS. (FR 117)
Neither the GS nor the foreign employer has any right of property in a contribution
paid. Thus, no claim for refund can be entertained. (FR 120)
(vi) The GS will be entitled to HRA at the rates admissible under the rules of borrowing
authority.
(viii) The GS accepts the restrictions, if any, imposed by the Central Government.
Department of the Government of India shall have full powers to sanction transfer
to FS in India

FR-114 - A GS in FS will draw pay from the foreign employer from the date on which he
relinquishes charge of his post in a service. The amount his pay, the amount of JT
admissible to him and his pay during such JT will be fixed by the authority sanctioning the
transfer in consultation with the foreign employer. This is subject to any restrictions
imposed by the President by general order.
FR 120 – A GS in FS may not elect to withhold contribution, and to forfeit the right to count
ad duty in Government Service the time spent in foreign employ.
FR-121 A GS transferred to FS may not without the sanction of the Govt., accept a pension
or gratuity from his foreign employer in r/o such service.
FR-122- A GS in FS in India may not be granted leave otherwise than in accordance with
the rules applicable to the service of which he is a member and may not take leave or
receive salary from Govt. unless he actually quits duty and goes on leave.
The traveling allowance of a Gs both in respect of the journey on transfer to FS and the
journey on reversion therefrom to Government Service will be borne by the foreign
employer. The above provision will apply even in cases where the GS lent takes leave on
reversion before joining duty under Government.
DEPUTATION
The term ‘deputation’ means appointments made in public interest outside the normal field
of deployment on a temporary transfer basis to another post in a same or other Central
Govt. Department or a Department of the State Govt.
The period of deputation/foreign service shall be as per the Recruitment Rules (RRs) of
the ex-cadre post or 5 years in case ono tenure regulations exists for the ex-cadre post.

In case where the period of deputation/foreign service prescribed in the RRS of the ex-cadre post
is 5 years or less than 5 years, the Administrative Ministry/borrowing organisation may grant
extension upto the 6th year after obtaining orders of their Secretary (in the State Government ) /
equivalent officer ( in respect of other cases ) and for the 7th year with the approval of the Minister
of the borrowing Ministry/Department and in respect of other organisations with the approval of
the Minister of the borrowing Minister/Department with which they are administratively concerned.
For posts in the SAG level and above (i.e. ‘Not exceeding fifty-eight years’ on the
Level- 14 of the Pay Matrix and above) closing date of receipt of application.
Pay during the period of deputation: An employee on deputation may opt to draw either-
-the pay in the scale of pay of the deputation post fixed under normal rules, or.
-his basic in the parent post plus Deputation (Duty Allowance (DDA).
The option has to be exercised within one month of his joining the ex-cadre post and the option
once exercised shall be final.
The Deputation (Duty) Allowance is Payable on the following rates (as per 7th CPC w.e.f
01.07.2017)
(a) 5% of the basic pay subject to a maximum of Rs. 4500/- per month, if deputation is within
the same station;
(b) 10% of the basic pay subject a maximum of Rs.9000/- per month in case of deputation
involving change of station.
The ceilings will further rise by 25% each time dearness Allowance increases by 50%
Basic Pay, from time to time, plus Deputation (Duty) Allowance shall not exceed the basic
pay in the apex scale i.e., Rs.2,2500/-
In the case of GSs receiving Non Practising Allowance, their basic pay plus NPA, plus DDA
shall not exceed Rs.2,37,500/- ( the average of basic pay of the revised scale applicable to
the Apex Level and the Level of the Cabinet Secretary )

However, DDA would be only up to the 5th Year, if the deputationist has opted to such
allowance.
What is the Basic Pay for the purpose of DDA? It means the pay drawn by the deputationist,
from time to time, in the prescribed Level, in the Pay Matrix, of the post held by him substantively
in the parent cadre, but does not include any other type of pay like personal pay, etc.
Can the basic pay in the parent cade upgraded on account of Non-Functional Upgradation
(NFU), MACP and Non-functional Selection Grade (NFSG), etc. be taken into account for
the purpose of calculation of DDA? NO
What happens in the case of a Proforma Promotion under Next Below Rule (NBR)? If such
a Proforma Promotion is in a Level of the Pay Matrix which is higher than that of the ex-cadre
post, the basic pay under such Proforma Promotion shall not be taken into account for the purpose
of DDA. However, if such a Proforma Promotion under NBR is in a Level in the Pay Matrix which
is equal to or below that of the ex-cadre post, DDA shall be admissible on the basic pay of the
parent cadre post allowed under the Proforma Promotion, if opted by the deputationist.
What happens in the case of Reverse Foreign Service? If the appointment is made to post
whose pay structure and/or Dearness Allowance pattern is dissimilar to that in the parent
organisation, the option for electing to draw the basic pay in the parent cadre [along with the DDA
thereon and the personal pay, if any] will not be available to such employee.
What is ‘same station’? it is determined w.r. to the station where the person was one duty before
proceeding on deputation. Where there is no change in HQs it would be treated as not in the
same Urban Agglomeration of the old HQs it would be treated as not within same Urban
Agglomeration of the old HQs are concerned, they would be treated as transfer within the same
station.
‘Fee’ is defined as recurring or non-recurring payment granted to a GS from a source other than the
Consolidated Fund of India, or of any State or of a UT whether made directly to him or indirectly
through the intermediary of the Govt., but does not include:-
2) Income form literally, cultural, scientific or technological efforts, if such efforts. Are not aided by
the knowledge acquired by the GS in the course of his service and income form participation in
sports activities as amateur.

c) The amount should be paid fomr a source other than Govt. funds.
d) The sanctioning fee due regard has been paid to the principles enunciated in FR 11 (24hours
GS)
A GS is eligible to receive and retain fee without special permission in the following cases:-
c) Any reward for services in connection with the administration of the custom & excise laws.
d) Any reward in accordance with the provisions of any Act or Regulation or rules framed there
under.
e)Any fee payable to a GS for duties which he is required to perform in his official capacity under
any special or local law or by order Govt.
A GS may retain the full fee received by him up to a limit of Rs. 1500/- per financial year recurring,
if the fee exceeds this limit, one-third of the fee received subject to the condition that the amount
retained does not fall short of Rs. 1500/- should be credited to the Govt.
HONORARIUM
Honorarium is defined as a recurring or non- recurring payment granted to a GS from the Consolidated
Fund of India or of any State intermittent character. The following conditions should be satisfied for the
grant of honorarium:
a) For temporary increase in work which form part of the legitimate duties of the GS.
b) When a GS performs duties of another sanctioned post in addition to the normal duties
attached to his own post.

c) In cases where OTA has been paid to the staff in connection with the same work.
d) Work in connection with setting up of companies, coronations, etc. which forms part of their
normal duties. DoP&T has prepared an illustrative list of 24 items for which honorarium should

RESIGNATION
Resignation is intimation in writing sent to a competent authority by the incumbent of a
post of his intention to resign immediately or from a future specified date. A resignation
should be clear and unconditional.
Circumstances under which resignation should be accepted-
In is not in the interest of Govt to retain an unwilling GS in service, The general rule is
therefore, that the resignation of a GS should be accepted except in the following
circumstances:-
1) When the GS engaged on a work of importance and it would take time to make
alternative arrangements, the resignation should not be accepted straight away, but
only after alternative arrangements have been made.
2) Where aa GS under suspension submits his resignation,
The competent authority should examine w.r.t the merits of the disciplinary case
whether it would be in public interest to accept in cases of grave charges, it would not
be correct to accept the resignation from an officer under suspension.
3) Convening DPCs for confirmation, promotion etc.
4) Incentives of personal staff of Ministries or to other officers and staff for meritorious
work such as working for long hours.
5) Condemnation and disposal of unserviceable office stores.
6) Work relating to the issue of award of printing contract.
7) Closing of annual GPF accounts Preparation of GPF statements (except in the Indian
audit and accounts Department where these items of work have not been taken into
account while fixing staff norms.
8) Calculation of income tax
9) Work relating to the reviewing, weeding and transfer of old records.
10) Preparation of bills for payment of bonus.
11) Preparation of annual reports.
12) Preparation of bills for D.A arrears.
13) Preparation / Typing of lists of files to be sent to departmental Record Room / national
archives and similar other typing work.
14) Stock verification of stationary stores.
15) Supervising the job of vacating the stores and arranging segregation.
16) Opening new pay bill ledgers.

EXCEPTIONS:-
a) Where the alleged offences do not involve moral turpitude,
b) Where the quantum of evidence against the officer is not strong enough to justify the
assumption that if the departmental proceeding would be continued, the delinquent
officer will be removed or dismissed from services, or
c) Where the departmental proceedings are likely to be so protracted that it would be so
cheaper to the public exchequer to accept the resignation.
3) The resignation of an official against whom inquiry is pending should not normally be
accepted. Where however, acceptance is considered necessary in the public interst, the
competent authority should examine the case w.r.t to the fulfillment of the above
conditions.
In all cases, where acceptance of resignation is considered necessary, the resignation
may be accepted with the approval of:
-Minister in charge for Group ‘A’&’B’
- Head of a Deptt. For Group ‘C’&’D’
Date of Effect:- The resignation becomes effective when it is accepted and the GS is
relieved of his duties
Withdrawal of Resignation
4) Before acceptance:- It will be deemed to have been automatically withdrawn and there
will be no question of accepting the resignation if a GS sends an intimation in writing to
the Appointing Authority withdrawing his letter of resignation before its acceptance by such
Authority.
5) After acceptance but before being relieved:- In case the resignation has been
accepted by the Appointing Authority and the GS is to be relieved from a future date, the
normal principle should be to allow the request of the GS to withdraw the resignation.
However, if the request is to be refused, the grounds for rejection should be duly recorded
by the Appointing Authority and suitably intimated to the GS concerned.
6) After relinquishment of the charge or post:- The Appointing Authority may permit a
person to withdraw his resignation in public interest, if:-
