1. Purpose

The purpose of this emergency plan for orderly evacuation of employee in the event of any
emergency.

2.Scope

Emergency plan shall be communicated to all staff and employees of the site. This is not
covering any unforeseen incidents/events where the mentioned program is not enough to cover the
risk.

3.Objective

The main objective of emergency plan is to minimize to risk to men and machinery and
rapidly control and contain the damage to minimum and reduce recurrences.

The emergency can be of below mentioned but not limited to:

 Fire and explosion

 Spillage of chemicals and acid

 Serious accident situation causing fatality or multiple injuries to human life.

 Natural calamities i.e, earthquake, cyclone,

 Medical emergencies like food poisoning, water poisoning etc

The following teams are formed to manage the orderly response to an Emergency situation.

4. Responsibilities of Emergency Response Team

Emergency Task Force

This team will directly fight the emergency under instructions from Emergency Task Force Leader. On
hearing the emergency, the group will establish communications with the Emergency Task Force
Leader and start handling the emergency. The group members of the team will be the Section heads,
who are fully aware of the facilities for controlling the emergency.

Security Team

This team will ensure that no unauthorized personnel enter the premises and all the personnel inside
the premises gather at the assembly point. Emergency zone will be cordoned off.

This team will ensure the Safety of the remaining part unaffected locations.they will take instructions
from the emergency task force leader as to whether the site closing down to be taken or to implement
the decision of the emergency task force leader.

This will ensure that all personnel at site are accounted properly and rescue missing persons.

Communication team

This team takes direct instruction from the emergency task force leader and will communicate with
the internal to establish a true communication network.

This team will assist the emergency task force team and contain the emergency within the place of
occurrence. If required, this team will arrange for food clothing etc.

Rescue Team

This team during emergency in the event of any person getting hurt will rescue him from the incident
location.

Medical Team

During emergency in the event of any person getting hurt the medical team will render necessary first
aid assistance and arrange for providing medical facilities.

Evacuation Team

The evacuation team members are to ensure and assist in the safe and orderly evacuation of all
workmen and staff in an emergency situation.

Transportation Team

This team will ensure that no vehicle enter from gate to site and stop the vehicle movement inside the
site except ambulance.

All Staff & Employees

In case of emergency as mentioned the staff and employees of the site shall wait for the
instructions from the respective section in-charges . they shall not try to act on their own or
shall provoke others to do anything which may cause potential harm of mislead others.

When asked to evacuate the employees must proceed to the assembly area outside the office
building & report to the in charge of the head count.

All staffs & employees shall remain in their assembly area until they are notified to evacuate
after all clear signal.

5.Mock Drills

Emergency and evacuation drill shall be conducted at least once in a Three months. That all
persons are fully aware that at no time shall they put themselves at risk in the event of any
emergency.

Assembly Point and Head count

Assembly points are identified, demarcated and marked with sign boards with local language.
Following are the locations:

 Near Site Entrance

 Near Workmen Rest Shed.

Head count is a system for accounting for personnel following an evacuation

Head count is done by the Security Team with the help of Time office records after the evacuation
and assembly in assembly point

A method is established for accounting for non-employees such as suppliers and customers

6. General Emergency Procedures

 All emergencies are to be handled by the highest ranking person present, to be assisted
by who may be available.

 All emergency shall be informed through ERP team for immediate responds.

 Any emergency shall be immediately notify it to Client/Owner EHS Department.

 The ranking person shall delegate responsibility for making emergency phone calls.

 The emergency phone numbers are to be placed at the office notice board and site
locations.

 The need of the ambulance or other emergency equipment shall be determinate by the
highest ranking person present, or by any medical personal present, except where a
catastrophic event has occurred. In the event of catastrophic occurrences any body may
call for an ambulance.

 In all instances, the top management shall be notified immediately by phone and fire
extinguishing procedure.

 General fire protection procedures described in this section apply to any location.
Emergency procedures to be used in the event of a fire include the following.

 Make a safe attempt to extinguish do not endanger your life.

 At the same time, notify the Incident commander/ EHS department.

 Have an employee meet at the entrance of the BSL factory to direct them location of the
fire.

 Keep all spectators and non essential employees away form the fire.

 If explosives type material are involved, immediately evacuate all personnel.

 Make no comments , refer all inquires to the EHS officer.

 Security guard forces will be instructed in the use of fire first response equipment and
will be thoroughly familiar with plans for summoning local units to fight fire after
working hours, and holidays.

7. Accidents Involving Serious Injury

 Barricade the area/ do not disturb/distort the accident scene.

 Provide for necessary first aid to the victim if necessary only by first-aider.

 Call ambulance of have first available person call nearest hospital service, and advice of
complete situation.

 Remove and or keep back all non essential personnel.

 Provide assistance to rescues personnel as requested.

 Make no comments refer all inquires top manager.

 Allow no picture to be taken except upon approval of the EHS officer.

 Make full investigation and report as per the requirements of safety management
systems.

 Inform to the victim family members.

8.Collapse of Structure/lifting appliances /Transport/ Equipment and Major injuries

 According to the information, the following action will be taken by

 Site Engineer or Supervisor conveys the message to Time keeper, Block In charge, Project
Manager, Accounts & Administration and EHS Officer.

 Observe from safe distance, is any workmen trapped inside.

 If trapped search for live persons after taking enough precision's

 Don't allow public to assemble near the incident location. Allow only authorized & trained
persons nearer to that location

 There is a possibility other workers may become violent keep an eye on the surroundings

 If situation becomes violent protect yourself from violent crowd by hiding , unless situation
changes.

 Necessary medical aid , manpower, money , conveyance is arranged etc.

 In case of fatal or likely to be fatal accidents, inform local police, Project manager, safety
manager.

 Administration dept, arranges the required medical aid food etc

 Inform the family of injured person.

 Ensure implementation of the remedial measures/ action plan.

9.Property Damage.

 Notify to the EHS officer/ site engineers at first availability. The EHS officer/ site
engineers should immediately notify or arrange notification to the management.

 Protect against further damage whenever possible.

 Where the possibility of fire, electrical injury or explosion exists, take additional
measures as necessary to protect.

 Keep all spectators and essential employees back and/ or away from the area.

 Make no comments refer all inquires to EHS officer/ site engineers.

 To the extent possible, allow no on-site pictures to be taken, except upon approval of
the officer EHS.

 Detail accident investigation to be done by EHS department and project manager to


find root cause and to take corrective action to avoid reoccurred.

10.Fire & Explosion

 Operate the Fire siren or Shout FIRE, FIRE, FIRE


 Try to put out the fire with the nearest available Portable Fire Extinguisher, if you are
trained to do so.
 Stop the all work activity and inform to send the all to emergency assembly area.
 Inform Security person / safety Officer /ERP Team
 Call nearest fire station or toll free Fire number 101 if needed.
 State the exact location.
 Evacuate the area with shouting `FIRE’, Do not be panic.
 Leave in an orderly manner to the designated assembly point.
 Under no circumstances put your own life at risk.

 Security will carry out head counting as per daily manpower entry and all should follow
his instruction.
 Wait till getting all clear signals.
 Detail investigation to be done by EHS department and Project manager to find root
cause and to take preventive action to avoid reoccurred.
 Used Fire extinguisher to be replaced.
11.Chemical Spill

 Alert people in immediate area of spill

 Area should be barricaded.

 Notify it to the site management and EHS department.

 Clean up with appropriate PPE (chemical resistant Boots/Shoes,Safety glasses or


chemical splash goggles,Face shield. (Optional, as applicable).

 Avoid breathing vapors from the spill.

 Sand to be used to contain small spills.

 Clean spill area with water with respect to material safety data sheet.

 Collect all contaminated absorbent, gloves & residues in plastic bag lined garbage can

 Label and dispose of properly as per client/ Owner instruction.

 All chemical related waste should be disposed environmental friendly manner.

12.Bomb Threats

 When a bomb threat is received for the first time

 Notify to the top management immediately.

 The office and site shall be evacuated immediately.

 Evacuation will make of all personnel in the office and site.

 A count should be made to assure that all are present and accounted,

 Local police , fire or bomb disposal. Do not allow anyone except authorized personnel
to re enter the area,

 The appropriate authorities will make a search of premises. No supervisory personnel


or other employees are to be involved with search.

 Notify any affected business or residents who may be endangered.

 Allow no photograph on site.

 Make no comments.

 Assist the authorities with information and in every other way possible,without placing
any employees in any danger.

 If a suspicious article is found, do not touch it have the appropriate authorities handle
the situations from the point.

13.Electrocution

According to the information, the following action will be taken by

 Site Engineer or Supervisor conveys the message to Time keeper, Project

 Manager, MEP in charge, Accounts & Administration and EHS Officer.

 Switch off the main power supply.

 Shift the victim to the First aid room for first aid treatment.

 If CPR is warranted, only trained person can exercise.

 After first aid treatment shift victim to hospital for further treatment.

Excavation -Land Slide

According to the information the following action will be taken.

Site engineer or supervisor conveys the message to admin, project manager and EHS Officer.

Remove the over burden.

Rescue the trapped workers if any using rescues team.

Give first aid treatment after rescue for trapped workers.

If needed shift them to the hospital for further treatment.

Fall from Height

 Site engineer or supervisor conveys the message to admin, project manager and EHS Officer.

 Do not touch or lift the victim.

 Provide assistance to rescues personnel as requested.

 After Ensure victim conscious ask him to shake his leg and hand.

 Shift the victim to the First aid room for first aid treatment.

 Call ambulance of have first available person call nearest hospital service, and advice of
complete situation.

 Make full investigation and report as per the requirements of safety management
systems.

 Inform to the victim family members.

14.Earth quake, flood & cyclone

Adequate precautions to be taken for building / employees at Quake prone areas can be determined
through seismic studies carried out by Administration dept. Information/ Weather Forecast is
obtained from television, Radio, Newspapers & Meteorological Dept. /any other sources.

 Declaration of Emergency situation by Project Manager.

 Shifting of Equipment / Material to an identified location

 Evacuation of staff from emergency assembly point to a safe shelter

 Arrangement for food, drinking water & medical aid by Administration department.

 District Emergency Authority (District Collector) is informed

 In-case of short notice all the identical persons to contact themselves and act as mentioned
above.

 Cluster project manager & EHS manager to be informed for additional help.

 After the emergency is over the normal situation is to be declared by the project manager/
Admin manager.

15.Explosion of Gas Cylinder and Leakage

If fire in a compressed gas cylinder observed it may lead to explosion. Hence from distance water shall
be poured on the body of the cylinder such that cylinder body temperature can be kept in control such
that cylinder will not explode

 All other cylinders in that area if possible to be taken away from that area

 After completion of fire, cylinder which caught fire shall be returned to manufacturer

 If any leakage found in cylinder it shall be kept in well ventilated shaded area unless

 it becomes empty and then it shall be returned to manufacturer.

 If leakage is observed, Ignition source to be removed from location immediately.

 Isolate the cylinder away from that area.

 Using trained person , identify the exact leaking location using soap water.

16.Food Poison

 Notify it to the top management

 Provide for necessary first aid to the victim if necessary.

 Call site emergency vehicle, take the victim to nearest hospital.

 If multiple employees affected by food poison call ambulance of have first available
person call nearest hospital service, and advice of complete situation.

 Remove and or keep back all non essential personnel.

 Provide assistance to rescues personnel as requested.

 Make no comments refer all inquires top manager.

 Allow no picture to be taken except upon approval of the EHS officer.

 Make full investigation and report per the requirements of safety management
systems.

 Inform to the victim family members.

17.Snake Bite

 Notify it to the top management

 Provide for necessary first aid to the victim if necessary.

 Call site emergency vehicle or ambulance, take the victim to nearest hospital.

 Try to identify the type of snake .

 Meanwhile Notify to the nearest hospital

 Make victim to be calm and relax.

 Inform to the victim family members.

18.Epilepsy

 Notify it to the top management

 Remove victim PPE

 Provide for necessary first aid to the victim if necessary.

 Call site emergency vehicle or ambulance, take the victim to nearest hospital.

 Any tools from victim hand should be removed.

 Keep Victim away from any machinery, or nearby structure to avoid hit injury.

 Meanwhile Notify to the nearest hospital

 Inform to the victim family members.

19.Riot:

 Declaration of Emergency situation by Project Manager.

 Evacuation of Staff from emergency assembly point to a safe shelter.

 Security Arrangement to be ensured in co-ordination with the Local Police Station.

 Arrangement for food, drinking water & Medical aid by the Medical team.

 District Emergency Authority (District Collector) is informed.

 In case of short-notice, all the identified persons to contact themselves and act as mentioned
above.

20.Medical Emergency Action plan

 Observer will inform to his immediate supervisor if he don't have the mobile phone .

 After receiving the call the first aider will rush to the incident location along with medical
emergency kit.

 Parallel immediate supervisor will inform to Project manager, Admin and EHS department.

 Access the condition of the victim.

 Follow the first-aid protocol.

An important key to the success of emergency response is an effective communication system. Mobile
