1.0 INTRODUCTION:
The Land Use Permit is a system that was introduced in 1979 and is used to provide a permit for
temporary or permanent use of land requested by Company or Non-Company Entities for Designated
Land. This permit is granted by OED/LUPCG upon collecting a Company position by coordinating
with concerned Company organizations.
The LUP process was improved in March 2005 when converted into an automated online application.
This application enables users to process LUP requests electronically and provides OED/LUPCG with
a centralized location to securely store and view all related documents. Additionally, the application
includes a link to the LUP Map Viewer which is connected to the LUP GIS that enables users to view
LUP location. A ‘Help’ link with more supportive information is provided in the LUP application.
2.0 OBJECTIVES:
• Ensure that Designated Land is used in a safe, economical, efficient and environmentally
appropriate manner.
• Promote the orderly development of Designated Land for capital and non-capital projects.
• Discourage placing a Company project outside Designated Land.
• Ensure that the use of Designated Land for Non-Company Requests will not have an impact on
current and future Saudi Aramco needs.
• Ensure lands of an interest to Saudi Aramco are preserved including but not limited to
environmental reservations, Geological Outcrops, Geoconservation/Geoheritage areas having
potential tourism value.
• Facilitate use of Designated Land in a manner that complies with applicable Saudi Aramco and
Government standards, policies, regulations and guidelines.
• Hold all LUP beneficiaries accountable to comply with all conditions stated in the permit.
• Permanent or temporary land utilization for Company projects associated with a BI Kingdom wide
including land located onshore and extended offshore.
• A site in Designated Land to be reserved as a Blanket LUP for a grassroots Company Mega Project.
• ISF that falls within a Mega Project’s Blanket LUP such as admin building or dining hall.
• Permanent or temporary land utilization for Non-Company Projects within Saudi Aramco
Reservations, including projects located onshore and those extending offshore.
• Permanent land utilization for Non-Project Requests falling within Saudi Aramco Reservations.
• Permanent or temporary land utilization for Non-Company Requests falling within the Buffer Zone
for purposes of compliance with specific Government directives (including HCIS directive, such
as Pre-incident Planning and Management of Emergencies or Rupture Exposure Radii). Note: for
such requests, any communication of the need for compliance with Government directives (in

any Action Letter or external communication) must not be stated as an “Objection” but as the
Company’s views of the need for compliance referencing the specific Government directive(s) and
any related requests for information.
• Changing land or facility utilization within Designated Land.
• Expanding an existing structure within Designated Land, such as buildings, storehouses,
workshops, tents, etc.
• Extending the duration of a permanent or temporary LUP for Company projects at least one
month before the expiration date as per Section 4.5.
• Obtaining final approval after compliance with conditions stipulated in the Temporarily Reserved
LUP.
• Sharing or transferring unexpired temporary land use with or to another Company organization.
• Deviation in size, scope or type of the proposed facility from what was described in the previously
approved LUP.
• Any changes in proposed route or facility based on feasibility site survey.
• Renewing expired LUP as per Section 4.5.
• Adding manned facilities within existing electric high voltage substation.
• Third party projects or manned temporary construction facility falling inside High Security Fence
of existing industrial facility.
• Modifying, upgrading, rehabilitating or replacing an existing pipeline and powerline.
• Drillsites and associated flowlines, trunklines, communication and power lines.

Submission Timing and Responsibility:
Below are the LUP submittal requirements that have to be fulfilled before processing the LUP:
• User may access the LUP System through the following link: lup.aramco.com.sa
• If access was not permitted, user may obtain access by submitting a CRM request through
MyHome portal by clicking on Access & Authorization, then Documentum Access Management
and then LUPS Land Use Permit System Access.
• Approval of the LUP request submittal shall be by the initiator’s Department Manager.
• Delegated Division or Unit Head can also approve the LUP request submittal.
• Delegation shall be allowed if obtained from Department Manager or higher approval
authorities.

4.3 Required Data:
The following required data needs to be entered into the LUP system by the initiator while
initiating the LUP request. Please refer to “LUP Submission Requirements Checklist” in Appendix
7.6 to assure complete submittal.
4.3.1 Personal Data:
o The system will automatically capture the personal data of the initiator and the
hierarchy of the initiating organization.
o Initiator has to provide the username/network ID of a backup in the absence of the
initiator.
4.3.2 Site Data:
o LUP Title: The title should incorporate the following criteria:
▪ LUP Type (see appendix 7.5)
▪ Purpose of land utilization
▪ Sub-Area
▪ For Non-Company Request include Case Number
▪ For Company request include (as applicable):
• Nearest Company Facility
• Budget Item Number
▪ The title should not include the following:
• Applicant name for Non-Company Requests
• Project name for Company
• Irrelevant information
▪ Examples of titles:
• FOC from Shed 1 to Shed 2 at Shedgum GOSP 4 – Revision
• Title deed request for a farm land at Mubarraz case 2323
o LUP Type: Select from the drop-down menu the proper LUP type (see appendix 7.5).
o Area: Select the major administrative area.
o Sub Area: Select a sub-administrative area under which the LUP is located.
o Nearest Company Facility: Provide the name of the nearest Company facility, if any.
4.3.3 LUP Coordinates and Attachments:
o Provide LCC or UTM Coordinates and the Zone of the LUP location based on actual field
survey conducted by Surveying Services Division or any other trusted source.
o Attach Shape File or DGN File if the LCC or UTM Coordinates are more than eight
points.
o Attach an up-to-date location map that illustrates the location of the requested LUP.
o Provide additional information such as detailed plan layout, drawings or any other
details that are required to assess LUP location.

o Provides a shape file for curvature or long routes such as pipelines, cables, roads,
railroads and utility lines as applicable.
4.3.4 Use of Land or Facility:
Indicate whether the LUP is for:
o New facility,
o Upgrading an existing facility or
o Change/transfer of designated site/facility use
4.3.5 Brief Description:
User should indicate in the brief description the following criteria:
o Intended use of the requested site.
o Information or justification to support the request.
o Whether the LUP is a revision or reconsideration of a previous LUP.
o Possible impact on the environment as a result of using the site or facility if available.
o A description of any air emissions if available.
o Plans for disposal of garbage, construction debris, and industrial & sanitary wastewater
if available.
o Type and quantity of material to be removed for Borrow Pit LUP Requests.
o Whether the LUP proposed facility (permanent or temporary) is manned or unmanned
indicating the potential number of occupants if available.
o The presence of medical facility (clinic) within the LUP if available.
o Height of proposed structure if it is higher than the surrounding facilities.
o Detailed description of size, scope or type of proposed facility if available.
4.3.6 Period of use of land or facility:
For temporary LUPs it is required to indicate the end date of the use of land.
4.3.7 Land Use in Conjunction with:
As applicable, provide information related to the corresponding project including the
Budget Item Number, Line Item (if it is a BI-19), Title of the project, ERA, and ERC.
4.3.8 Construction Schedule:
Provide the start and end date of the construction schedule.
4.3.9 Other related Project Name, Designation or Number:
Provide the related project information.
4.3.10 Previous LUP Number:
Provide the previous LUP number if this new LUP is an extension, revision or
reconsideration of it.

4.4 LUP Tracking Procedure:
A Temporary-Reservation will be issued for all LUPs that require compliance with special
conditions; the requested site will be temporarily reserved for a sufficient period of time. After
compliance, a new LUP request will be required for approval, as described below.
The following are the recommended tracking procedures for each type of projects to ensure
compliance with LUPs special conditions:
• Approved permanent LUP for Company Projects associated with a BI will expire if the site or
facility was not utilized by its ERC date.

• Approved permanent LUP for Company Projects not associated with BI-10 including drillsites
will expire if the site was not utilized after three years from the approval date.
• Approved LUP for Temporary Construction Facility is valid until the established expiration
date.
• Approved permanent LUP for Non-Project Request is valid upon final approval and is
considered as either released or not within Designated Land.
• Other than the above, approved permanent LUP is valid until the established expiration date
(if any) or unless it is subsequently terminated per Section 4.6.
Responsible parties should follow the LUP process target periods in calendar days for Non-Company
Requests and operational calendar days for Company Projects as illustrated in the table below.

6.0 RESPONSIBILITIES:

6.1 Initiator:
• Conducts a site visit for Company projects to ensure that the site is suitable to use.
• Enters required data into the LUP System as described in Section 4.3 while initiating the LUP.
• Facilitates meetings and site visits as required by Review Organizations.
• For newly submitted LUP, indicates clearly on a map the modified portions of the original LUP
that was previously rejected. This should include the magnitude of the modified portions
such as shifting distance and cutting portion.
• Follows up with concerned Review Organizations as required to expedite the LUP review.
• Adheres to conditions stipulated in the approved LUP prior to the start and throughout the
lifecycle of the project except for cases where the initiator is not the beneficiary of the LUP.
• For Company projects and Non-Company Projects, ensures that the land is utilized within
three years of the LUP approval date (Note: Upon final approval, LUPs for Non-Project
Request do not expire as they may be considered as released or not within Designated Land).
• Notifies OED if the approved LUP is no longer required or the project is cancelled.
• Secures any necessary waivers of standard violation per established procedures from
concerned Company organization to secure the LUP approval.
• Contacts PR&CD to solicit the necessary Non-Company Entity approvals for Company
projects after getting the LUP approved if the proposal interfaces with, or affects, existing
facilities belonging to a Non-Company Entity (or “non-Saudi Aramco facilities”) as per G.I.
No. 887.00.
• Contacts LAD to remove existing encroachments following GI-0885.001 if the initiated LUP
is rejected by a Review Organization due to these encroachments.
• Requests APC Secretary to table unresolved issues of rejected LUP(s) before the concerned
APC for review.
• Proceeds to review the matter with the Executive Advisory Committee or ultimately with the
Management Committee if the APC upholds the rejection. Rulings by the Management
Committee are binding on all parties.
6.2.1 General
• Review and screen submitted LUP requests by using screening criteria before
distribution.
• Coordinate LUP requests with concerned organizations and if required with related
APC Chairman.
• Assist initiator in resolving Review Organization’s rejection prior to issuing the LUP
Action Letter.
• Evaluate Review Organization’s comments that are not related to their area of
specialty.

• Ensure that the APC reviews appeals for unresolved LUP issues.
• Provide LUP approval on right of access and maintenance basis, as applicable, for
Non-Company Projects while the site remains within Designated Land.
• Provide LUP approval on permanent basis for Company requests such as Burn Pit,
evaporation pond, etc.
• Provide LUP approval on temporary basis for Company requests such as Borrow Pit,
evaporation pond, laydown yard, site offices, contractor camp, etc.
• Provide LUP approval on temporary basis for Non-Company Requests such as Crusher
Site, Borrow Pit, asphalt plant, and Quarry Site while the site remains within
Designated Land.
• Assure that all responses from concerned organizations are addressed.
• Administer and manage the database and electronic LUP System.
• As applicable, OED can request FPD to conduct necessary area planning studies
concerning land usage, traffic patterns or impact on other facilities.
• Report to Review Organizations’ Management Non-Company Requests pending for
over 22 calendar days and Company requests pending for over 14 calendar days.
• Follow up with concerned Review Organizations as required to expedite overdue LUPs.
• Notify the LUP initiator before LUP expiration date to inquire if land has been utilized,
renewal is required, or LUP is not required anymore.
• Cancel or invalidate approved LUP, pursuant to the provisions of this GI, and secure
proponent's management endorsement if the LUP is no longer required.

o Location map should be attached on the LUP system.
o Satellite images and/or Aerial photos should be attached on the LUP system, as
applicable.
6.2.3 Review Organizations Selection Criteria:
• Select Review Organizations based on the attached matrix in Appendix 7.6.
• Area Planner could make a different selection of certain Review Organizations based
on the case complexity evaluation.
• LUP for sharing a site for a temporary construction facility within its expiration date
will be routed to PR&CD only.
• Due to marginal safety concerns, do not send to LPD “Land Use” with the following
description:
o Laydown yards without contractor offices
o Cathodic Protection (CP) powerlines and other utilities connecting to approved
wellsites
o Oil and gas flowlines / water injection, disposal, and supply lines / gas lift lines
that are more than 1 km away from population (excluding trunklines)
o Communications fiber optic cables (FOC) and Communications tower
o Utilities of all types (i.e. water, sewer, electrical, communications) inside
established residential community boundaries, light industrial parks, and plant
plot-limits unless they are crossing Company pipelines or pipelines corridors
o RTU and Valve station locations connecting to approved pipelines
o Perimeter and security fencing
o Utilities related to security facilities
o Powerlines less than 69 kV
o Borrow pits and Crusher Sites
o Low/High pressure flares
• Do not send the following “Land Use” with the following description to Pipelines as
there is no safety or operational concerns except if they are for Non-Company
Requests:
o Communications fiber optic cables (FOC) unless they are crossing Company
pipelines or pipelines corridors.
o Communications tower locations outside pipeline corridors.
o Utilities of all types (i.e. water, sewer, electrical, communications) inside
established residential community boundaries, light industrial parks, and plant
plot-limits unless they are crossing Company pipelines or within 500 meters from
pipelines corridors.
o Borrow pit that is more than 100 meters away from the pipelines corridor
boundary.

o Power-line that are running parallel to the pipelines and are more than 500 meters
away from the pipelines’ corridor boundary.
• Do not send to Roads Division the following “Land Use” with the following description:
o Title deed requests (TDR) if the LUPs are located:
▪ Outside company premises or away (1 km or more) from SA roads in Eastern
province area.
▪ Central, Western, Southern and Northern regions.
▪ Government residential areas.
o Installation or replacement of existing pipelines, overhead power lines, fiber optic
cable, communication lines, underground cables, water line not crossing SA roads
and located (50 meters and more) away from edge of pavement. However, those
requests will require letter of intent as per GI 1021.000
o Borrow Pit areas, Oil Pit areas, Quarries inside pipeline corridor which are located
50 meters away from roads.
o Railway projects that is not interfering with SA roads.
o Upgrading a communication tower within existing fence limitation.
o Replacing existing fence.
o Improvement or upgrading MOT or Municipality roads which have no traffic
impact on SA facilities and not interfering with SA roads.
6.2.4 Review Criteria:
Decisions on LUP requests will be made as per the following review criteria:

6.2.4.2 Rejection
LUP will be rejected if one of the following is applicable:
• Conflict with:
o Area Master Plan
o Approved LUP (except Non-Project Request LUP).
o Existing Company facilities
o Area reserved for future Company facilities. If the request a Title Deed
Request, conflict will be subject to LAD coordinated assessment.
• Reconsideration of less than one year without directives
• After evaluating and validating a rejection received from a Review
Organization
6.2.4.3 Temporarily Reserved
Requested site will be reserved on a temporary basis with a sufficient period
of time for:
6.2.4.4 Approval
Approval or Conditional Approval will be issued to satisfy required comments
and /or conditions received from Review Organizations.
6.2.4.5 No Objection
• A "No Objection" decision will be issued for Non-Company Request LUP and
the Action Letter shall include comments and/or conditions upon
satisfactory completion of the reviews.
• Specifically, for any “No Objection” decision for Non-Project Requests LUP
falling in a Buffer Zone, where such location is within the distance specified
in Government directives of a location in a Saudi Aramco Reservation that
is used (or may reasonably be used) as a drilling location (or a wellsite),
the associated Action Letter and external communication shall clearly
indicate the conditions needed to satisfy specific Government directives,
including collection of information necessary for Pre-incident Planning and
Management of Emergencies.

6.3 Review Organizations:
6.3.1 General
• Designate a primary Single Point of Contact (SPC) and at least one alternative to
monitor and follow up the review process of LUP requests through the LUP Tracker
function.
• SPC is responsible to assure the completion of the review process within:
o Maximum 14 calendar days for Company requests
o Maximum 22 calendar days for Non-Company Requests
• Determine the impact of the LUP proposal on the current and future operations or
facilities.
• Limit decision of LUP request to current and future operations or facilities within the
organization’s area of responsibility.
• Identify any comments or concerns related to LUP request that falls outside the
Designated Land.
• Determine synergy with other LUPs during the review process as applicable.
• Highlight conditions to be complied with and assure responses are in compliance with
Saudi Aramco standards, policies and guidelines.
• Provide approval with conditions for a LUP rejected based on existing encroachments
once LAD created a case per the initiator’s request to remove these encroachments.
• Object to the request and may suggest alternatives, conditions, waivers or
modifications as applicable; if the intended use violates any applicable standards or
conflicts with existing facilities or future plans.
• Reject LUP request within Designated Land with appropriate, specific remarks if there
are violations of any Company standards (e.g., SAES) or Government directives
indicating the specific standard and/or directive.
• For Non-Project Request falling outside Designated Land but within a Buffer Zone,
issue an “Objection” decision only if there are violations of government directives.
Any Action Letter or external communication must not indicate a “rejection” but
indicate the Company’s views of the need for compliance with specific Government
directives. For example, if Non-Project Request LUP falls within Government specified
distance of a location in a Saudi Aramco Reservation that is used (or may reasonably
be used) as a drilling location (or a wellsite), and the associated Action Letter or
external communication shall indicate the need to provide information necessary for
Pre-incident Planning and Management of Emergencies.
• Issue a “No Objection” decision for Non-Project Request falling outside Designated
Land and not within a Buffer Zone.
• Return request unprocessed with appropriate remarks if one of the following is
applicable:
o LUP falls outside review organization’s area of responsibility

o Incomplete or invalid LUP data
o Initiator failure to provide additional information, site visit or other
requirements requested by Review Organizations
o LUP intended use is not identified
o Conflict in submitted information in the request
o LUP is for Non-Project Request falling outside a Buffer Zone if LAD did not
seek Exploration’s opinion.
• Request APC Secretary to table APC or OED previous LUP approval against Review
Organization’s rejection.
Assist proponents to identify the most suitable route/sites for Saudi Aramco
projects.
a) General
• Process Non-Project Requests and coordinate with OED when developing
a Saudi Aramco position to MEIM.
• Negotiate permanent easements with Government Agencies to utilize
portion of land that falls under their jurisdiction for Saudi Aramco use.
• Process land acquisition from private owner for Company utilization
according to GI 0885.003.
• Monitor Saudi Aramco Reservation to safeguard against encroachments
according to GI 0885.001.
b) Screening Criteria
Review and screen LUP request prior to submittal based on the following:
• Reject Non-Project Request for land that overlaps or is in direct conflict
with existing Company Facilities or approved LUP.
• Submit for review a Non-Project Request LUP that falls within Saudi
Aramco Reservations or within a Buffer Zone.
• Seek Exploration’s opinion for Non-Project Request falling outside
Designated Land and not within a Buffer Zone then:
• If Exploration has no objection, approve without submitting a LUP.
• Otherwise, submit only for Exploration’s review.
• Approve Non-Project Request falling within Preapproved Areas.

• Approve Non-Project Request falling within the Ministry of Municipal and
Rural Affairs approved Urban Area Planning Zones.
c) Review Criteria
• Ensure that LUPs for Company projects fall within Designated Land;
including Saudi Aramco Reservation, Company owned land or easement.
• Ensure that LUPs for Company projects do not fall within Non-Company
land allocations noting that there currently is no central government
land registry and that in this regard LAD’s records are not
comprehensive.
• Identify and analyze conflicts of land required for Company projects with
Non-Company land according to LAD’s current records and make
recommendations to proponents as applicable.
• Endorse the LUP conditionally if the land to be utilized for Company use
does not fall within Designated Land and is required to implement the
project whether through purchase, reservation or easement pursuant to
GI-0885-003.
a) General
• Process land use requests for temporary / permanent Non-Company
projects where Company will provide approval for access and
maintenance basis only.
• Obtain the required approval of any LUP from RCYJ Authority before
commencing any projects outside Saudi Aramco fence.
b) Screening Criteria
The following temporary LUP request types should not be sent to PR&CD for
review as they are not covered under GI 2.718:
• Borrow Pit
• Sand Hauling
• Crusher Sites
• Calcareous Sandstone Site
• Unrefined Salt Site
• Mining Site
• Burn Pit
c) Review Criteria
• Reviews LUP requests intended for Company Contractor temporary use
such as contractor camp, site office, storage area, or laydown yard in
accordance with GI 2.718.

6.3.2.4 Production & Facilities Development Department (P&FDD):
a) General
• Reviews, evaluates, concurs to or rejects LUPs as per the LPD
established procedures and standards. There are cases where LUPs may
require waiver approval prior to being approved.
• Requests P&FDD and Pipelines when necessary for a specific LUP to
provide information on wellsites and pipelines including but not limited
to RERs, service, size that are critical to reach a decision on the LUP.
b) Review Criteria
Return Unprocessed
Failure to receive requested wellsites and pipelines information from
P&FDD and Pipelines within 5 calendar days will result on returning the
LUP unprocessed.
Rejection
LUP will be rejected if the land's intended use conflicts with any Saudi
Aramco or Government safety standards including, but not limited to, the
following:
• Falls within RER of Class 3 pipelines where land has some or all of the
following: school, hospital, hotel, prison, shopping mall or similar retail
complex, wedding hall or buildings of more than four occupied floors.
• Falls within RER of Class 2 pipelines where land has more than 30
(buildings or equivalent buildings) or some or all of the following: school,
hospital, hotel, prison, shopping mall or similar retail complex or a
wedding hall.
• Falls within RER of Class 1 pipelines where land has more than 10
(buildings or equivalent buildings) or some or all of the following: school,
hospital, hotel, prison, shopping mall or similar retail complex or a
wedding hall.

• Intended for a hospital, school, university, prison, hotel, shopping mall
or similar shopping complex, or gathering hall such as a hall for weddings
within 1,000 meters of pipelines greater than 24”.
• Falls within 500 meters of pipeline corridor boundaries or existing plants.
• Falls within established pipeline corridor in accordance with the
standards. Also, a pipeline corridor may be called pipeline ROW defined
by corridor limits.
• Falls within the well ½ Lower Flammability Limit (LFL) or 100 ppm RER
of wellsites. Where evacuation is strategically not feasible e.g. schools,
hospitals, these facilities shall be located so that they are not within the
well’s 30 ppm H2S RER.
• Includes buildings less than 450 meters of wellsites regardless of the
RER.
• Includes hospitals or schools within 1000 meters of wellsites regardless
of the RER.
• Intended use behind LUP will violate applicable safety regulations by High
Commission for Industrial Security or Saudi Aramco Safety Standards.
• Falls within High Security Fence and intended for manned temporary
construction facilities with more than 24 occupants and more than six
months duration.
Tentatively Approved
LPD may tentatively approve an LUP to ensure compliance with their
below identified special conditions and within their specified time periods,
as follows:
- Induce Voltage Study.
- Quantitative Risk Assessment (QRA) Study
- Building Risk Assessment (BRA)
- Gas Dispersion Analysis
- Population Density Analysis
- Waiver Request
- Government Deviation Request
• LPD’s recommendation to the final LUP is contingent on the result of
study(s) and compliance to these special conditions.
• This Tentative Approval in no manner guarantees final approval, its intent
is to allow the actual land area reservation to proceed with evaluation of
the impact of the proposed land use to the surrounding areas.
• The permission for construction is reserved until demonstrating that the
there is no adverse concerns to the surrounding facilities and population.

Rejection
• Any LUP request will be rejected if the land's intended use conflicts
with reserved areas by GLOD including any buffer zones applied to
a Geoconservation/Geoheritage site on a case by case basis.

• The LUP initiating organization fails to provide requested
information, participate in a requested site visit or provide other

solid waste disposal and other environmental guidelines.
• Review impact on potable water sources, health risks associated with
housing, schools and similar development on brown field sites.
• Review impact of industrial/commercial development encroachment on
land zoned for housing and education.
• Maintain on the EPD GIS layers a remediated contaminated site.

EPD will return LUP related to Non-Company Request unprocessed if they
have an environmental reservation point that will be reflected in the LUP
Action Letter.
Rejection
LUP other than Non-Company Request will be rejected if the land's intended
use conflicts with any Saudi Aramco or Government environmental standards
including, but not limited to, the following:
• LUP request is located within Saudi Aramco Reservation and 400 meters
from the marine shoreline with the following exceptions:
o Facilities excluded in the related High Order No. 1004.
o LUPs falling within established Saudi Aramco residential camp.
• The setback / spacing requirements for new Borrow Pits are not
maintained as per Table 1 of SAES-A-111.
• LUP request intended for new crusher is located within less than 4
kilometers from major highways, public areas and other sensitive
receptors.
• LUP request falls within a remediated contaminated site to restrict future
use of this land if there is no comprehensive environmental risk
assessment.
Approval
EPD may approve or conditionally approve LUP that is in compliance with
Saudi Aramco and Government environmental standards.
a) General
• Reviews impact on existing or planned pipelines and recommend actions
to satisfy applicable standards and existing/future operational and
maintenance requirements.
• Provides data on pipelines within 5 km radius from a specific LUP to LPD
per their request within 5 calendar days.
• Provides the following data to LPD: “Diameter, length, wall thickness,
area classification, average flow rate, latest ILI results, and any planned
rehabilitation plans”. Any additional data, such as process conditions,
hydraulics, current or future BRA/QRA results, or PDI reports shall be
requested from Construction Agency, FPD, P&CSD or OSPAS as
appropriate.
b) Review Criteria

Rejection
LUPs other than Company Pipeline routes will be rejected if the land's
intended use conflicts with any Saudi Aramco or Government safety
standards and operational requirements including, but not limited to, the
following:
• Apply for use of part or whole of pipeline corridors that may jeopardize
future utilization, safety, maintainability or operability of an existing or
future pipelines or facilities.
• Fall within the RER of Class 3 pipelines where the land is intended for
some or all of the following: school, hospital, hotel, prison, shopping
mall or similar retail complex, wedding hall or buildings of more than
four occupied floors.
• Fall within the RER of Class 2 pipelines where the land is intended to
accommodate more than 30 (buildings or equivalent buildings) or some
or all of the following: school, hospital, hotel, prison, shopping mall or
similar retail complex or a wedding hall.
• Fall within the RER of Class 1 pipelines where the land is intended to
accommodate more than 10 (buildings or equivalent buildings) or some
or all of the following: school, hospital, hotel, prison, shopping mall or
similar retail complex or a wedding hall.
• Fall within 1,000 meters of pipelines corridor where the land is intended
for a hospital, school, university, prison, hotel, shopping mall or similar
shopping complex, or gathering hall such as a hall for weddings.
• Fall within 500 meters of pipeline corridor boundaries.
• Fall within established pipeline corridor.
Approval
Pipelines may approve or conditionally approve LUP that is in compliance
with Saudi Aramco and Government standards.
a) General
• Reviews the impact of the LUP proposal on the existing Power Systems
high voltage installations such as electric substations, overhead power
lines, underground cables and distribution equipment.
• Reviews the impact of the LUP proposal on future Power Systems
projects and installations.
• Identifies and highlights the presence of safety hazard associated with
high voltage installations.
b) Review Criteria

6.4 AREA PLANNING COMMITTEE (APC):
a) General:

of land within Saudi Aramco Reservations.

7.2 Definitions:
1. Action Letter: A letter that stipulates a collective Company position for specific LUP
request.
2. Applicant: A Non-Company Entity of a LUP request.
3. Borrow Pit: A selected site for collecting filling material such as marl and sand.
4. Buffer Zone: An area outside Designated Land that falls within five kilometers (5 km), or
a distance as specified by a Government directive, outside the boundary of any Saudi
Aramco Reservation. Buffer Zones are not part of Designated Land and the term “Buffer
Zone” is defined and used in this document strictly to assess compliance with Government
directives, including HCIS directives, such as requirements for wellsites or drilling operations
Pre-incident Planning and Management of Emergencies.
5. Burn Pit: A selected site for burning waste material such as oil and gas.
6. Case Number: A number generated by Land Management System utilized by Corporate
Affairs.
7. Crusher Site: A selected site to produce particle sizes of material such as stone.
8. Designated Land: A land owned or controlled by, licensed to, or reserved for Saudi
Aramco, including but not limited to Saudi Aramco Reservations and Easements.
9. Easement: A permit obtained from the Government to utilize land falling outside
Designated Land for Saudi Aramco permanent or temporary use.
10. Encroachment: Unauthorized use of Saudi Aramco reserved or deeded land by Non-
Company entity.
11. Geological Outcrops: Visibly exposed ancient deposits and bedrock on the surface of the
ground.
12. Geoconservation/Geoheritage: Area with significant geological and natural history
elements of scientific value, uniqueness and/or educational merit, beside other cultural and
aesthetic value.
13. High Order No. 10: An order issued from the Council of Ministers on January 2007 to have
MinPet and the Company review Town Plan Requests in the Eastern Province or close to
Company’s facilities Kingdom wide.
14. High Security Fenced Area: A restricted area of an industrial facility such as GOSP,
Terminal, Refinery, Gas Plant that is controlled by high security gate for which specialized
access is required.
15. Initiator: Saudi Aramco individual who is authorized to submit a LUP request.

16. Land Claim: A claim for ownership of an area of Saudi Aramco’s land by a Non-Company
entity.
17. Land Extended Offshore: Land use request that extends from onshore to offshore
including, but not limited to, production platforms within 500 meters from onshore, landfill,
causeway, and piers.
18. Land Use Permit: A permit for the use of land or facility for any specified purpose.
19. Letter of Understanding: A mutual understanding between PR&CD and a Contractor who
has contractual agreements with the Company to utilize a site within Designated Land for
temporary use.
20. Location map: A map extracted from Google Earth or Saudi Aramco Maps to ensure that
the provided UTM coordinates match the proposed location.
21. Low Security Fenced Area: A fenced area outside the high security gate of an industrial
facility.
22. Mega Project: A Company Project that exceeds one billion US dollar and has a major
impact on environment and Kingdom economy.
23. Non-Company Entity: Is a Government agency, a private sector or individual.
24. Non-Company Project: A project request submitted by a Non-Company Entity such as
SEC, STC, SWCC, etc.
25. Non-Company Request: A Non-Company Project or Non-Project Request.
26. Non-Project Request: A land request from MinPet to release a land for a Non-Company
Entity without giving up the right to the subsurface of Saudi Aramco Reservation for the
following:
a. Land Inquiry Request: A land request exploring the possibility of releasing a piece of
land falling outside Saudi Aramco Reservations.
b. Land Release Request: A land request to relinquish the land surface rights of a portion
of Saudi Aramco Reservation.
c. Title Deed Request (TDR): A request from Ministry of Justice through MinPet to
determine if MinPet has any objections (based on Company recommendations) to the
issuance of a title deed for a specific claimed property falling within Designated Land, as
prescribed by Saudi laws and regulations and Government directives.
d. Town Plan Request: A land request to review a plan to develop a Government land or
a deeded private land.
27. Preapproved Area: A predefined urban development area based on approved blanket LUP
by concerned Company organizations delegating Land Affairs Department to approve Town
Plan and Title Deed Request falling within this area without a need for a new LUP.
28. Proponent: A Saudi Aramco operating organization.
29. Quarry Sites: A selected site for collecting mineral raw material.
30. Review Organizations: Concerned Company organizations that are selected by
OED/LUPCG to evaluate possible impact of a LUP request on their area of responsibility.

31. Saudi Aramco Reservation: An area of land reserved for Saudi Aramco by the
Government through MinPet.
32. Shape file: An extraction of location data from GIS that identifies the exact LUP location.
33. Site Selection Assessment: A report that outlines the process of evaluating potential
locations to ensure evaluation toward satisfying Company project requirements while
mitigating related risk.
