1. Profile
Supreme Secondary Learner Government (SSLG) San Jose De Buan National High School
The Supreme Secondary Learner Government (SSLG) of San Jose De Buan National High School is
the student government body established to represent and serve the student body. The SSLG works to
ensure the welfare, voice, and concerns of students are addressed, promoting school spirit, leadership, and
active participation in school activities.
Founded in 2005, the SSLG is committed to fostering a harmonious and dynamic school environment
by organizing academic, cultural, and social events, and by working closely with faculty and
administration. The organization empowers student leaders to develop their skills while supporting the
needs of the student body.
Mission: To lead and represent the students of San Jose De Buan National High School by promoting
academic excellence, inclusivity, and student welfare.
Vision: To cultivate a proactive and united student community that actively participates in the
development and progress of the school.
2. Director of Officers
SSLG Officers:
President: Keth Kelvin Rapatan
As the head of the SSLG, Keth Kelvn oversees the student government’s activities, sets the
vision and goals for the year, and serves as the primary liaison between students, faculty, and school
administration.
Vice President: Hishim Orale
The Vice President supports the President and steps in for them during their absence. Hishim is
responsible for coordinating committees, leading student-led initiatives, and promoting school-wide
projects.
Secretary: Dave Pacimos
Dave keeps records of all meetings, decisions, and official correspondence. He ensures that
information is shared effectively with all members of the government and the student body.
Treasurer: Jasmin Oblino
Jasmin manages the SSLG’s budget, tracks financial activities for student government events,
and ensures funds are used effectively for the benefit of students. She also organizes fundraising efforts.
Auditor: Eugene Cabe
He reviews and verifies the financial statements prepared by the Treasurer. Eugene ensures that
all expenses are justified and align with the organization's budget.
Management Monitoring Officer (MMO): Cyrus Dagaang
Cyrus oversees the planning, execution, and organization of SSLG activities and projects.
Ensures all activities are aligned with the SSLG's mission and objectives.
Public Information Officer (PIO): Hans Dave Labonite
Hans Dave communicates important announcements, updates, and events to the student body.
Ensures students are informed about SSLG activities, programs, and decisions.
Grade Level Representatives:

They act as the liaison between the SSLG and their specific grade level. Gather feedback,
concerns, and suggestions from their peers and present them to the SSLG.
3. List of Outstanding Members
Outstanding Members of SSLG - San Jose De Buan National High School:
Keth Kelvin Raptan (Grade 12)
For his leadership in organizing the school’s annual intramurals, Keth Kelvin demonstrated
exemplary organizational skills and the ability to inspire classmates to participate in sports and
activities.
Hishim Orale (Grade 11)
Hishim was instrumental in initiating the school’s “Green Campus” project, which involved
planting trees, organizing waste reduction campaigns, and encouraging the student body to adopt
sustainable practices.
Dave Pacimos (Grade 12)
Dave served as a member of the school’s peace and order committee, leading efforts to promote
anti-bullying campaigns and ensuring a safer and more inclusive environment for all students.
Jasmin Oblino (Grade 12)
As part of the academic committee, Jasmin played a key role in organizing review sessions and
academic support programs, helping students improve in key subjects and preparing for school

4. Constitution and By-Laws
Constitution of the Supreme Secondary Learner Government (SSLG)
PREAMBLE
We, the students of San Jose De Buan National High School, believing in the importance of responsible
and effective student governance, adhere to the principles of democracy, leadership, and service. In
pursuit of academic excellence, holistic development, and community involvement, we establish the
Supreme Student Government (SSLG) under the guidance and supervision of the Department of
Education.
ARTICLE I: NAME AND DOMICILE
Section 1. The organization shall be known as the Supreme Student Government (SSLG).
Section 2. Its domicile shall be San Jose De Buan National High School located at Poblacion 1, San Jose
De Buan Samar.
ARTICLE II: DECLARATION OF PRINCIPLES AND OBJECTIVES
Section 1. The SSLG shall promote and protect the rights and welfare of the students.
Section 2. The SSLG shall serve as a venue for the development of leadership skills, civic consciousness,
and responsibility among students.
Section 3. The SSLG shall actively participate in the formulation and implementation of school policies,
programs, and projects.
ARTICLE III: MEMBERSHIP
Section 1. All bona fide students of the school are members of the SSLG.
Section 2. Membership is automatic upon enrollment and lasts until the end of the academic year.
ARTICLE IV: SUPREME SECONDARY LEARNER GOVERNMENT OFFICERS
Section 1. The officers of the SSLG shall consist of:
a. President
b. Vice President
c. Secretary
d. Treasurer
e. MMO
f. Public Information Officer (PIO)
g. Grade Level Representatives
Section 2. Duties and responsibilities of officers:
a. President – Leads the SSLG, presides over meetings, and represents the students in school affairs.
b. Vice President – Assists the President and assumes their duties in their absence.
c. Secretary – Prepares and keeps records of meetings and activities.
d. Treasurer – Manages the SSLG’s finances and submits financial reports.
e. MMO – Manages communication, promotion, and dissemination of information to the student body.
f. PIO – Disseminates information to the student body.
g. Grade Level Representatives – Represent the interests of their respective grade levels.
ARTICLE V: ELECTIONS
Section 1. Elections for SSLG officers shall be conducted annually, following the guidelines set by the
DepEd.
Section 2. All bona fide students have the right to vote.
Section 3. Candidates must meet the qualifications prescribed by the school and DepEd policies.
ARTICLE VI: MEETINGS
Section 1. The SSLG shall hold regular meetings once a month.
Section 2. Special meetings may be called by the President or a majority of the officers.
Section 3. Meetings shall follow a standard agenda and be documented by the Secretary.
ARTICLE VII: FINANCES
Section 1. The SSLG’s funds shall come from approved projects, contributions, and donations.
Section 2. All financial transactions must be transparent, recorded, and audited.
Section 3. Financial reports shall be presented to the members and the school administration regularly.
ARTICLE VIII: COMMITTEES
Section 1. The SSLG may establish committees to facilitate specific programs or activities.
Section 2. Committees shall report to the SSLG officers regarding their progress and accomplishments.
ARTICLE IX: AMENDMENTS
Section 1. Any member of the SSLG may propose amendments to this Constitution.
Section 2. Amendments must be approved by a two-thirds vote of the SSLG officers and endorsed by the
school administration.
ARTICLE X: EFFECTIVITY
Section 1. This Constitution and By-Laws shall take effect upon approval by the majority of the student
body and the school administration.
