1. Introduction
The scope of the plan includes all phases of the project, such as design, procurement, construction, and
commissioning. It outlines procedures to ensure quality assurance, control, and continuous improvement.
Exclusions: This plan excludes any areas outside the direct control of the project, such as Off-taker
activities for interconnection and subcontractor-provided off-site services not under our management.
Exclusions: Any off-site activities or services that are not directly managed by the project team or are the
responsibility of external subcontractors.

Quality Audit:
It is a systematic evaluation of an organization's quality management system and processes to assess
compliance with standards and identify areas for improvement. It involves reviewing documentation, verifying
compliance, identifying non-conformities, and providing recommendations for corrective actions to enhance
quality performance.

Quality System:
The quality system refers to the framework in place to ensure that quality is consistently managed and
maintained throughout the project's lifecycle. It encompasses planning, inspections, testing, documentation,
corrective actions, and continuous improvement to meet quality standards and deliver a high-quality
construction outcome.
Non-Conformance (NCR):
It refers to situations where the work, materials, or procedures do not meet specified quality
standards and project specifications. It is identified, documented, and addressed through root
cause analysis and corrective actions to ensure compliance and prevent recurrence.
Corrective Action:
It refers to the action taken to rectify or eliminate a detected non-conformity, defect, or deviation from the
specified quality requirements or standards during construction. It involves identifying the root cause of the
issue, implementing necessary measures to address it, and restoring the product, process, or service to meet
the desired quality level. Corrections are undertaken to ensure that any identified quality issues are resolved
promptly and effectively, minimizing the impact on project outcomes and meeting the quality expectations of
employer.

4. Leadership
Management is fully committed to ensuring the success of the project by integrating quality management
into every aspect of the project lifecycle. This commitment includes leadership's active involvement in
establishing and maintaining a Quality Management System (QMS) that aligns with the project’s
objectives, regulatory requirements, and client expectations.
Leadership will ensure that adequate resources—both human and material—are available to meet the
quality objectives. This includes appointing competent personnel, establishing proper communication
channels, and empowering team members to take responsibility for quality at all levels.
Establishment of the Quality Policy:
Management is responsible for creating, endorsing, and promoting a clear quality policy for the project.
This policy will set the framework for establishing quality objectives and provide a clear direction for
maintaining high standards of quality throughout the project.
The quality policy will be communicated to all personnel involved in the project, ensuring that it is
understood, implemented, and maintained at every level of the organization. Leadership will also
periodically review the policy to ensure its continued suitability and relevance to the project’s evolving
needs.
Leadership Involvement in Risk Management:
Management will take a proactive approach to identifying and managing risks that may impact the quality
of the project. Specific risks related to design, procurement, construction, and commissioning will be
regularly evaluated, and appropriate actions will be taken to mitigate these risks.
Actions include conducting risk assessments, implementing control measures, and ensuring the alignment
of quality and risk management processes with the broader project goals.
Setting the Tone for a Quality Culture:
Leadership will foster a culture of quality by setting a positive example and ensuring that quality is a
shared responsibility across all project teams. The management team will lead by example, demonstrating
a commitment to quality through visible participation in quality meetings, reviews, and audits.
Continuous communication about the importance of quality and the expectations for meeting high
standards will be delivered through training sessions, team meetings, and formal quality awareness
campaigns. All project personnel, from top management to on-site teams, will be encouraged to embrace
a zero-defect mentality and focus on preventing issues rather than just correcting them.

Senior management will support and encourage continuous improvement across all project activities. This
includes fostering a mindset of learning from experience and applying lessons learned to future phases of
the wind farm project.
Management will ensure that mechanisms for feedback, non-conformity resolution, and
corrective/preventive actions are in place and functioning effectively. The leadership will monitor these
processes and evaluate the effectiveness of improvement initiatives.
Promoting Accountability and Empowerment:
Clear roles, responsibilities, and authorities will be assigned by senior management to ensure that
everyone involved in the project understands their role in maintaining and improving quality. This includes
empowering project staff to take corrective actions when necessary and providing them with the authority
to stop work if quality standards are at risk of being compromised.
Management will ensure that quality objectives are set, monitored, and measured across different
departments and project phases. Accountability for meeting these objectives will be clearly defined, with
regular progress reviews to ensure alignment with the overall project goals.
Leadership Engagement in Quality Reviews:
Senior management will regularly participate in quality reviews and management review meetings,
ensuring that the project’s quality performance is evaluated and that necessary actions are taken to
address any areas of concern. These reviews will cover quality performance metrics, audit findings,
customer feedback, and the effectiveness of the QMS.
The management review process will include evaluating the adequacy of resources, risk management,
and opportunities for continuous improvement, making adjustments as needed to meet project demands.
Ensuring Compliance with Regulatory and Contractual Obligations:
Management will ensure that all quality activities comply with applicable regulations, standards, and
contractual obligations. This includes adherence to industry codes (such as those related to wind energy,
electrical systems, environmental regulations), and specific client requirements.
Regular audits and inspections will be carried out under the leadership’s direction to ensure that the
project remains in full compliance with these obligations throughout its lifecycle.

4.3. Specific Project Risks, and Actions to Address Risks and Opportunities
Risks specific to design, procurement, and construction phases will be identified, analyzed, and mitigated. This
includes evaluating vendor quality, managing subcontractor risks, and addressing construction safety.
Actions to address risks: Implementation of corrective and preventive measures based on continuous monitoring.

1) Project Manager
The Project Manager shall manage all work performed at the Project by the EPC Contractor and shall be
responsible to:
Establish the project strategy and execution procedures.
Formulation of project organization.
Ensure that project policies are effectively implemented and approved project procedures adhere to.
Careful studies of contract agreement for all the technical, commercial and legal issues identify the
risks involved and mitigate/administrate them. If necessary, PM will get additional information or
clarification from Employer.
Submit all deliverables (documents) as per agreed time with the Employer.
Arrange bonds and insurance as stipulated in the tender /bid documents.
Prepare project budget with the help of Project Contract and Control Manager
Close coordination with project team
Timely arrangements of resources
Keep in close touch with the employer for any exposition and change/waivers required for the
project.
The Project Manager shall be ultimately responsible for the quality of the finished works.
Close coordination with sub-contractors and vendors for timely completion/ delivery as per project
specifications with the support of project procurement manager.
2) Site Manager
The Site Manager must work closely with the Project Manager and work on his behalf when the Project
Manager is absent.
When the Project Manager is absent, the communication generated on the project must be addressed to the Site
Manager and the Site Manager will be the signatory of the correspondence generated by the EPC.
Site Manager is tasked with the responsibility to ensure the proper project administration of the project aimed to
guarantee the project deliverables.
His responsibilities include:
Daily and continuous communication with Project Manager, Site Staff and Subcontractors
Coordination within the project team and allocation of resources
Ensures achievement of deadlines and proper management of delays and additional scope of works
Reviews, discusses and develops solutions with all the departments in relation to schedule, change
in scope, issues with subcontractors, interfacing with other entities and parties

Liaise with the Project Manager and QA/QC Manager during Subcontractor or supplier evaluation
and negotiation to establish the suitability of subcontractor quality management practices and the
inspection and test program proposed for the products/services to be supplied
Auditing and monitoring the project quality management system to determine its continuing
suitability and effectiveness, to determine where improvements are needed and
recommending/instigating as necessary the appropriate corrective action to implement such
improvements
Determine and reporting the principal causes of quality losses and non-conformance and
coordinating suitable corrective action to address the same
3) QA/QC Manager
The QA/QC Manager reports directly to Project Manager and will be responsible for administering, maintaining
and implementing the site quality control procedures. The main duties and responsibilities include, but not limited
to:
Overseeing the Sub Contractor’s testing programs.
Overseeing non-destructive testing contractors. (If any)
Supervising the maintenance of quality and turn-over records
Performing inspection and quality checks
Coordinating inspection with the site Engineer
Monitoring Sub Contractors for quality program compliance
Performing quality surveillances of construction contractors, suppliers and vendors, field engineering
and other services
Preparing weekly and monthly summary of QA/QC activities reports
Preparing and implementing a field inspection plan for inspecting materials and equipment at
receiving, dispensing and after installation
Raise and close the non-conformance & corrective action reports and ensure investigation, follow-
up and corrective actions are implemented
Lesson learnt from qualitative perspective of the project will be reported to the Project Manager
Reviewing and commenting on quality plans submitted by each contractor, vendor and/or supplier.
Developing and implementing a quality assessment program for all aspects of the work
Receiving and reviewing copies of all quality assessments, non-conformance reports and corrective
action requests
Monitoring the assessment activities of systems, procedures, technical documentation and bid
summaries undertaken by Contractors.

4) Quality Engineer
Perform all daily inspection and test of the scope and character necessary to achieve the quality of
construction required in the drawings and specifications for all works under the contract.
Carry out inspection and checking for all quality related procedures in the site and ensures activity at
the site are as per approved method statement and inspection test plan.
Coordinate with the Employer’s/consultant’s representative and Site in-charge for inspection and
meeting about quality problems including the closure of Non-Conformance Report.
Report to the QA/QC Manager, control, and monitor all activities related to Quality Management
System, QMS.
Taking care of QA/QC documents of the entire project including certificates, calibration, test results,
inspection requests, and site instruction/observations, permanent materials
delivered and other QA/QC documents. Responsible for the closure of Non- conformance, NCR and
site instruction.
Responsible for the quality and workmanship of every activity, thorough knowledge of all phases of
engineering construction relating to Civil, Architectural, Structural, and Electrical discipline
interfacing the multidisciplinary operations.
Develop method statement for the activity including Inspection Test Plan and Checklist based on
specifications of the project.
5) On Site Quality Engineer/Inspector
Executes the specific inspections on materials, equipment and construction/ installation activities on
site.
Issues the relevant Quality Records and, when necessary, write and send to Quality Control
Supervisor non-conformances reports.
Checks the preparation of foundations.
Checks the correct preparation of reinforcements
Checks the certifications
Monitors atmospheric conditions during operations
Checks the sampling operations (when required)

Be in charge of the quality of the construction process on the Project and be responsible for
ensuring compliance with the quality standards involving the correct use of assigned elements and
correct procedures in the execution of the Works
Prepare the Quality Plan and ensure that the Project personnel is properly trained with procedures
and properly implements the QA/QC procedures
Keep services and deliverable within the Quality Standards described in the Technical
Specifications and in the QA/QC Plan
Participate in the preparation and revision of this Plan and of the QA/QC Plan in order to keep them
updated
Ensure Quality Control based on the Client’s and the EPC’s specific requirements on the Projects
Lead internal audits on the different areas that are deemed appropriate when carrying out
operations

7) Other
Within the quality system, all department and discipline Managers shall be responsible for:
Implementing and maintaining the project quality management system and to ensure the quality
policy and objectives are understood and achieved by personnel within their departments.

5. Quality Assurance

To establish reference file of all project documents and to ensure that all changes to this data
All project documentation shall be in strict accordance with document control procedure
Project Engineering Plan and Design Document Control are used to define engineering and design
controls.
All initial data shall be first collected by all discipline design, after then the initial data are processed
and identified through data analysis. The original data might be derived from equipment supplier, site
survey, or local authority, etc.
The main activities of data analysis process are to identify information needs, collect data, analyze
data, evaluate and improve the validity of data analysis. Model selection analysis, on the basis of
exploratory analysis, identifies one or several possible models which are further developed through
further analysis.

With all initial data identified and catalogued, designers of each discipline will carry out the relative
design. Design manager will integrate these data for designers to implement project calculating,
Conduct verification checks at various stages to confirm that the design meets all predefined criteria,
including functionality and safety.
Implement a formal approval process that requires sign-off from key stakeholders before advancing to
the next design phase.
Schedule regular design reviews involving cross-functional teams to ensure alignment with project
requirements and to gather diverse input.
o Internal Review
Following self-checking by the originator, the deliverable is issued for internal review. Review is
conducted by a suitably qualified and experienced independent advisor within the discipline. The
extent of review complies with the contractor’s design checking guideline and Project’s
requirement. The review comments are then incorporated and verified before deliverables are
issued to lead discipline designer for internal approval. After review by the lead discipline designer,
if there is no further comments, it shall be internally approved and signed, then after it is submitted
to the Owner/Owner’s engineer for review.
o Owner’s Review
Based on the aforesaid Company’s internal review process, design deliverable shall be submitted
to Owner or Owner’s engineer for review.
o Establish a strict change control procedure that documents any design changes, assesses their impact,
and communicates them to relevant stakeholders.

o Changes will only be allowed when these changes have been proved to improve usefulness. Changes
shall be clearly addressed, reflected, marked, and recorded in revisions of design to make better
understanding.
The objective of site engineering is to offer an engineering result without deviations of site condition
regarding to time and cost. After the conceptual design and basic engineering are both completed,
the main engineering functions are transferred to the Project Site. Once on Site the engineering is
continuously checked and the design is improved during its implementation as revisions are
necessary to reflect Site conditions.
The overall progress of the Project becomes the Project management’s team responsibility which
ensures the smooth mobilization and implementation of the engineering through the performance of
the construction activities and execution of the Works.
Dedicated engineers will be mobilized to the Project Site to facilitate the communication between the
Contractor and the Owner or Owner’s Engineer to ensure that the time for design review is
minimized.
o Develop a procurement plan that outlines how products and services will meet project
specifications and quality standard.

• Every activity related to the Project’s procurement shall be added to the procurement register by the
procurement manager, and it to be shared and updated to the involved members as per the Project’s
communication matrix. The register is to be considered as an input to the project schedule and FAT
register.
• Material supply and execution of work shall be performed under the Contractor responsibility, and it
shall be aligned with client. The CONTRACTOR shall submit the new Supplier/Contractor for approval
unless the work is not meeting the financial requirement for approval.
o Clearly define quality requirements for vendors, ensuring they understand the standards necessary
for compliance.

o Ensure all products and services are designed and developed according to established project
standards and specifications.
Contractor’s design team is the key personnel for implementing continuous and efficient progress.
Their responsibilities start from the design phase to the project handover. Design procedure and
responsibilities as below:
• Gaining approval for the construction drawings, documents and materials serving the purpose of
the project.
o Implement control measures during the design phase to monitor quality and ensure adherence to
requirements.
Coordination with the site team on the construction work per approved documents
o If minor change is required as per site requirements, the Quality team shall submit RFI: Request
for information to Owner with the minor modification required for matching the design drawing
implementation in the site.
o If the major change is required as per site requirements, the Quality team shall submit DCR:
Design Change Request to Owner and involving the Technical Office / Engineering team to update
the drawing revision with the required changes
o Ensure that production activities follow approved methods and procedures to maintain quality
throughout the process.
o Verifies field measurements.
o Identifies any nonconformance to the requirements for the work task to begin.
o Select subcontractors based on their capability to meet quality standards and conduct regular
[Link].
• Quality team involved in the evaluation process of Subcontractors and Service Providers, the to
evaluate the prequalification documents such as ISO certificates, MOS, their inhouse Quality Policy,
CV’s and if necessary to conduct visits to previous projects done by the subcontractors and service
providers. Prior starting the work the quality team to conduct a kick-off meeting to align the project
objective and to discuss project quality documents such as equipment certifications, ITP’s, MOS and

o Conduct periodic audits of system processes to verify compliance with quality requirements and

The objective of the Quality Audit Schedule is to monitor the Quality Systems to ensure the Plan is
operating efficiently and effectively.
o The Quality manager/Quality representative will audit the Quality systems, to ensure the various
field personnel responsible for their areas are carrying out their functions correctly as agreed upon.
o The Quality audit shall consist of audits to review the following as a minimum.
o Complete filing system (QMP, FQP MIR register, RFC register, FAT register and NCR&FON
register).
o Non-conformance Reports
o Non-conformance Logs
o Document Control
o Test Procedures
o Technical Audit in the field by check randomly to verify if the EPC/Subcontractor team follow the
plans or there is any deviation. An audit report shall be generated by the Quality manager/Quality
representative, to document all discrepancies found during the period of audit. A copy of audit
report shall be given to the Project Director for action plan. Additional copies shall be sent to
Director projects for information and review.
o Follow up action, if required, shall entail subsequent periodic reviews to ensure the corrective
actions have been properly implemented.
o Audit shall be carried out by the Quality manager or his representative for operating procedures as
well to evaluate their usage and effectiveness.
o All audits shall be carried out by the CONTRACTOR’s quality department, or any third party
appointed to conduct the audit on request of the CONTRACTOR.
o CONTRACTOR conduct an audit for the CONTRACTOR’s construction team and subcontractor
construction team separately per month.
o CLINET/ CONSULTANT conduct an audit for the CONTRACTPR’s Quality/Construction team and
subcontractor team.
o Document all non-conformance issues and implement corrective actions to resolve them in a
timely manner.
The Contractor shall issue a Non-conformance Report for all violations on site including
subcontractors, manufacturers and or suppliers. The sub-Contractor shall submit a copy of the
Non-Conformance Report response to the contractor within 3 working days. A Non-conformance
Report control log will be maintained from subcontractor side.
o The Contractor shall respond to all Non-conformance Reports issued by the consultant in writing
within 7 working days after receiving the notification of non-conformance, including his proposed
corrective action.
o Further work activities quarantined material shall be suspended until the resolution of the non-
conformance Report.
o If the non-conformance is identified by someone else than the Site Manager, that person shall
bring the matter to notice either the Site Manager or his nominee, who will create the Non-
conformance Report.
o Items requiring correction, rework or repair shall be re-inspected as per the applicable procedure
for compliance with the applicable requirements prior to reintroduction into the process. Upon
receipt of satisfactory result of such inspection the project manager shall not be authorized to
remove the “HOLD” card.

o A copy of the Non-conformance Report will be returned to the supplier for action. The suppliers
proposed corrective action shall be reviewed by the relevant discipline engineer and/or the Project
Manager. The satisfactory completion of the corrective action will be verified by the Project
Manager or his designated nominee prior to close out of the Non-conformance Report. Further
copies will go to the procurement department for information and a copy will be maintained in the
project folder.
o If rework is within the specification requirements, the rework will be carried out as defined in the
NCR. The engineering manager will be responsible for defining the rework requirements.
o If rework is performed by outside the specification requirements of a corrective action request shall
be raised quarantining the item.
o The Site Manager or his nominee shall re-inspect all work against the original standards or
specification and the original acceptance criteria shall be used to verify the acceptability of the
rework. The Non-conformance will then be signed off when found and noted in the Non-
Conformance Report.
o The quality team shall maintain records of all non-conformance and corrective actions. This
includes objective, evidence or remedial actions to substantiate that corrected items have been re-
inspected and/or tested according to applicable procedures
o All non-conformance Reports will be filed and maintained for each project. These reports will form
a part of the project quality records.
o Corrective action requests shall be raised in preparation for discussion and agreement.
o Corrective action requests shall define precisely the person involved or present when the
deficiency was identified, the time and location and any procedure reference.
o The construction team shall complete the corrective action request only as far as the non-
conformity is recorded correctly.
5.4.9. Manufacturing Inspection and Test Plans (ITP Hold, Witness, and Review Points):
o Develop detailed inspection and test plans that outline critical hold points, witness points, and
[Link].

Where necessary, engage third-party agencies to conduct inspections and testing to ensure

Objective
To ensure that all materials, equipment, and construction activities related to the wind farm project
meet the specified quality standards and regulatory requirements through independent verification and
certification by accredited third-party agencies.
Scope
•This clause applies to all critical components of the wind farm, including but not limited to:
• Electrical systems
•The Project Manager shall select accredited third-party agencies based on their qualifications,
relevant experience.
• A list of approved agencies will be maintained and updated throughout the project.
• Third-party agencies will conduct inspections and testing at various project stages, including:
• All inspection and testing protocols will align with industry standards and regulatory requirements.
• All inspection and testing results will be documented and provided to the Project Quality Manager
within 48 hours of completion.

o Implement systems for identifying and tracing products throughout the supply chain to ensure
accountability and quality control.
o Establish formal procedures to ensure only compliant products are released for use, minimizing the risk
of defects.
o Create an EOMR to document the conclusion of manufacturing activities, summarizing compliance and
quality outcomes.
o Conduct post-delivery activities that include gathering customer feedback and addressing any required
servicing or support.
o Implement measures to ensure that products are properly handled, stored, and preserved during

• The CONTRACTOR has established procedures to insure effective movement of goods, vehicles, and
people within a specific area or during a particular project. It aims to optimize logistical operations,
enhance safety, and minimize disruptions. The contractor shall establish a specific shipping method for
each procured item. The transport of material is either Through Sea, Air or Land transport. All materials
shall pass through customs and clearance and their inspection to reach the site.
o Establish document control procedures to ensure all project documentation is accurate, accessible, and
up to date. Document control plan shall be established to meet all the requirements to manage the
documentation procedure.
o Utilizing ThinkProject for managing project documentation, ensuring ease of access and retrieval.
o Implement procedures for managing, distributing, and updating project documentation systematically.

o Maintain a master document list that tracks all project documents, their statuses, and version control.
o Defining clear processes for the flow of documents between departments and stakeholders to ensure
proper communication and documentation.
o Continuously monitor and evaluate quality performance against established targets to ensure

Quality KPI:
o Quality Key Performance Indicator (KPI), provide targets for teams to shoot for, milestones to
gauge progress, and insights that help the CONTRACTOR’s Quality team make better decisions.
They can measure the Project’s planned quality against the actual. The CONTRACTOR has
developed below process to measure the KPI:
o Ensure that all inspection and test equipment is calibrated and maintained regularly to guarantee
accuracy and reliability.
o To ensure that all inspection, measuring, and test equipment at project is properly calibrated,
maintained, and controlled to guarantee accurate and reliable results.
o Testing equipment (e.g., concrete compressive strength machine, surveying equipment etc)
o Calibration certificates must be obtained from accredited calibration laboratories and stored in the
project documentation.
o Equipment found to be out of calibration or damaged must be removed from service until it is
repaired and recalibrated.
o Records of calibration, maintenance, and training must be documented and available for review by
the Quality Manager.
o Project Quality Manager Oversee the control and maintenance of IMTE, ensure compliance with
calibration schedules, and review documentation.

o The contractor surveys stored materials during daily jobsite reviews and identifies any material that

o Materials that are defective, deteriorated, or damaged are not used. The contractor clearly marks
such materials for non-use or otherwise holds them aside. When supplied materials are lost,
damaged, or otherwise found unsuitable for use, the contractor reports such findings to the
