PLUMBING TECHNICAL SPECIFICATION:

1.0 GENERAL

1.1 SCOPE
A. The work to be accomplished under this section of the Specifications consists of the
furnishing of all labor, materials, equipment, and services necessary for the installation of
storm drainage, sewer and water piping shown on the drawings and more fully described
within the contract specifications and herein.
B. The purpose of this document is to provide information and guidance to contractors, and
design engineers in the installation of storm drainage, sewer and water piping.

1.2 DESIGNATION OF PARTIES


A. Contractor shall refer to the party or parties who have been retained by TI (Philippines), Inc
to perform the construction work.
B. Engineer refers collectively to the TI (Philippines) Manager, an Engineer in
responsible charge employ of TI (Philippines), Inc.
C. Owner refers collectively TI (PHILIPPINES), Inc.

1.3 PRODUCT DELIVERY, STORAGE AND HANDLING


A. Care shall be exercised in transporting and handling to avoid damage to pipe and fittings.
B. Materials shall be stored in an enclosure or under protective coverings if required by the
Engineer to prevent damage.
C. Materials shall not be stored directly on the ground.
D. The inside of pipes and fittings shall be kept free of dirt and debris.
E. Contractor shall be responsible for all materials furnished and shall replace at his own
expense all materials found defective in handling after delivery. Contractor shall report to
the Engineer immediately upon finding any material defective in manufacture. Contractor
shall furnish all materials and labor required for replacement of installed materials
discovered defective or damaged.

1.4 COOPERATION
Cooperation with the Owner concerning construction activities is required.

1.5 NOTIFICATON
The Contractor shall give the Owner or Owner’s representative a minimum of 48 hours notice
before starting construction.

1.6 INSPECTION
The Owner’s Engineer shall make sufficient periodic observations during construction to provide
final certification that the plumbing installed in conformance with the approved construction
drawings. Final inspection will be made prior to acceptance after all construction is complete. The
Contractor shall provide the labor as required to complete the punch list developed during final
inspection. Access to the construction site and construction records shall be provided at all times to
inspectors. As part of the final inspection, the owner shall be provided a complete set of “As-Built”
plans including two copies of full-size (24” x 36”) bound print as-built drawings for the completed
plumbing works.

2.0 MATERIAL SPECIFICATIONS

2.1 PRODUCTS
2.1.1 GRAVITY SEWER LINES - PVC PIPE

A. All PVC pipe for gravity storm drain lines shall conform to ASTM D-3034
and ASTM F-679.
B. All PVC pipe for gravity storm drain lines shall be SDR-35 or greater wall thickness.
C. The chemical resistance of the pipe and fittings shall be tested in accordance with ASTM
D-543.
D. All fittings shall be of the same material as the pipe and shall be consistent therewith in
strength, dimensions and utility. Adaptors shall be provided for transitions to other pipe
products.
E. Nominal laying lengths shall be 13’-0”.
F. Pipe joints are to be made by the use of an integral bell with elastomeric gasket and
according to manufacturer’s recommendations.

3.0 CONSTRUCTION SPECIFICATIONS

3.1 EXECUTION
3.1.1 LAYING OF PIPE
A. Laying Requirements
B. All pipes shall be laid to lines, cover or grades shown on the Drawings.
C. All pipes shall be visually inspected for cleanliness and proper jointing.
D. The points insisted upon in the laying of pipe will be: Proper alignment, evenness of width
and depth of joints, perfection in jointing, and care of the pipe in handling.
E. Precautions must be taken to prevent flotation of the pipe should water enter the trench
prior to putting the pipeline into operation.
F. In wet, yielding and mucky locations where pipe is in danger of sinking below grade or
floating out of grade or alignment, or where the backfill materials are of such a fluid nature
that such movements of the pipe might take place during the placing of the backfill, the
pipe must be weighted or secured permanently in place by such means as will prove
effective. If additional crushed rock fill beneath the pipe is necessary for stability, it will be
paid for at the unit price bid per ton of such material in place except in cases where
instability is caused by neglect of the CONTRACTOR.
G. A manhole will be required at the termination of any line installation.
H. No pipe shall be laid resting on solid rock, blocking or other unyielding objects. Jointing
before placing in the trench and subsequent lowering of more than one section jointed
together will not be allowed.

3.1.2 CONNECTIONS TO EXISTING LINES:


A. Connections to existing gravity sewer lines shall be made with new or existing manholes
as indicated on plans.
B. Connections of new sewer collector pipes to existing sewer lines by tapping into the side
of the existing sewer shall not be permitted unless specifically approved by the Owner.
C. Service line connections shall be factory built Y or T branches if not otherwise indicated.

3.1.3 FIELD QUALITY CONTROL


A. After the collecting and/or outfall lines or system have been brought to completion, and
prior to final inspection, the Contractor will be required to clean all dirt, debris and trash
from lines and manholes.
B. During the final inspection, the Engineer will inspect each individual line, either by use of
lights or other means at his/her disposal to determine whether the completed lines are true
to line and grade as laid out or as shown on the plans.

3.1.4 TESTING REQUIREMENTS


A. All lines or sections of lines that are found to be laid improperly with respect to line or
grade, that are found to contain broken or leaking sections of pipe, or are obstructed in
such a manner that they cannot be satisfactorily corrected otherwise, shall be removed
and replaced.

C. All piping shall be tested for deflection thirty (30) days after installation by a mandrel test.
The mandrel test shall be performed by the Contractor in the presence of the Owner’s
engineer (or Owner’s inspector) using a rigid ball or mandrel with a diameter equal to 95
percent of the inside diameter of the pipe. The mandrel shall be pulled through the pipe by
hand with no mechanical assistance. The section of sewer pipe fails if for any reason the
mandrel cannot pass through the section of sewer pipe.
E. Prior to acceptance of the sewage system, all sewers will be tested for leakage. After
laying, backfilling and compacting, the Contractor shall test the sewer in the presence of
the Engineer.
H. Leakage shall conform to ASTM C-828, which shall be as follows:
I. Preparation of the Line
a. Contractor shall flush and clean the line prior to testing to wet the pipe surface
and clean out debris. A wetted interior surface will produce more consistent test
results.
b. Contractor shall plug all pipe outlets, including stoppers in laterals, to resist the
test pressure.

3.1.5 TESTING
A. Pipelines shall be tested before backfilling at joints except where otherwise required by
necessity, local ordinance, or public convenience.
B. All pipe, fittings, and other materials found to be defective under test shall be removed and
replaced at the contractor’s expense.
C. Lines, which fail to meet the test requirements, shall be repaired and retested as
necessary until test requirements are met.

DIVISION 2 - WATER CONDUIT INSTALLATION

SECTION 1 – GENERAL

1.01 SECTION INCLUDES:


A. Work included in this Section while not all inclusive but listed as a guide shall include:
1. Furnishing of all labor tools materials equipment and incidentals required to
complete the work.
2. Layout of the work
3. Installation of water mains fire hydrants appurtenances corrosion protection
and connection to existing system.
4. Sterilization
5. Testing
6. Clean up

properly execute the work and as necessary to maintain the satisfactory progress of

SECTION 2 – PRODUCTS

2.01 DUCTILE – IRON PRESSURE PIPE AND FITTINGS:


A. General Ductile – iron pressure pipe 3” in diameter and larger shall conform to the
current American National Standard for Ductile – iron Pipe Centrifugally Cast in metal
Molds or Sand Lined molds for water or other liquids AWWA Standard C151 (ANSI
A21.51).
B. Design Requirements the ductile – iron pipe shall conform in all respects to the
specifications for ductile iron casting ASTM Designation A 536 except the grade shall
be as follows unless specified otherwise in the special provisions or in the plans.
C. Pipe class shall be as shown on the plans 6” through 12” shall b thickness class 50
for larger diameter or deeper cover special design shall be provided.
D. Joints all ductile – iron pressure pipe shall be furnished with one of the following types
of joints and as described in the proposal or bid request.

Bolts and nuts for mechanical joints or flanged ends if used underground shall be of a
high – strength low – alloy corrosion – resistant steel and shall conform to high
strength bolts for standard steel joints ASTM designations A 325 (type 3). All screwed
flanges shall be ductile iron.

E. Coating and Lining: all ductile – iron pipe shall be cement – mortar lined inside in
accordance with AWWA Standard C104 (ANSI A21.4)
F. Fittings shall be of ductile iron and shall conform to the current American National
Standard for Gray – iron and Ductile – iron fittings 3in through 48 in. For water and
other liquids. AWWA Standard C110 (ANSI A21.10) or American National Standard
for Ductile iron Fitting 3 in through 12 in for water and other liquids. AWWA Standard

C153 (ANSI A21.53). Unless otherwise specified in the proposal special specification
o in the plans. All fitting shall be rated for a minimum o 250 psi working pressure.
G. Wrapping. Buried pipe and fittings shall be wrapped with 8 mm polyethylene
encasement. AWWA C105.
H. Underwriters Approval Ductile iron pipe shall be approved by the Underwriters
laboratories Inc and shall be accepted by the State fire insurance Commission for use
in water distribution system with penalty. All pipe and fittings shall be new.
I. Test. All ductile – iron pipe and fittings shall be tested in accordance with the
applicable provisions of the specifications relating thereto and the class weight and
casting period shall be shown on each pipe.
J. Rejection. Ductile iron and fittings may be rejected for failure to meet all of the
requirements of this specification.

2.02 POLYVINYL CHLORIDE (PVC) WATER PIPES:

A. General
Unplasticized polyvinyl chloride (PVC) water pipe shall meet the requirements of
AWWA Standard for Polyvinyl Chloride Pressure Pipe 4 in through 12in for water
AWWA.

B. Thickness Class
PVC water pipe shall meet the dimensions ratios DR’s and physical dimensions as
shown in the following table. The pressure classification refers to the maximum
hydrostatic pressure to which the pipe shall be in normal operations.

C. For sizes 3/4 in thru 2-1/2 in pipe shall conform to ASTM D2411 class 200 solvent
welded sockets shall be schedule 40.
D. Joints
PVC water pipe shall be furnished with gasketed joints. Lubricants used for pipe and
fittings assembly shall be nontoxic and shall have no detrimental effect to either
gasket or pipe.

E. Fittings
Fittings for PVC water pipe shall conform to American National Standard for Gray –
Iron and Ductile – Iron fittings 3 in through 48 in for water and other liquids. AWWA
Standard C110 (ANSI A21 10) unless otherwise specified in the proposal special
specifications or on the other plans. Fittings joints shall be push – on or mechanical

joints. Bolts and nuts for mechanical joints shall be of a high-strength, corrosion
resistant, low alloy steel and shall conform to ASTM Designation A 325 (type 3).
F. Approvals
PVC water pipe shall be approved by the Underwriters Laboratories and shall be
accepted by the State Fire Insurance Commission for use in water distribution
systems in cities and towns of Texas PVC water pipe shall also bear the seal of
approval (or NSF Corp. Mark) of the National Sanitation Foundation Testing
Laboratory for potable water pipe.
G. Rejection
PVC water pipe may be rejected to failure to meet all of the requirements of this
specification.
H. Copper Tubing
Copper tubing shall conform to ASTM B88 type L drawn and tempered.
I. Solvent Cement
Solvent Cement shall conform to ASTM D2564 for PVC and fittings.

2.03 GATE VALVES:
A. General all gate valves 3” through (121 9cm) shall conform to the AWWA Standard
for gate valves 3 in through 48 in NPS for water and sewage system AWWA Standard
C509. All gates valves shall be iron body bronze mounted double disc parallel seat,
non-rinsing stem internal wedging type valves must embody the best workmanship
and finish valve design effect the minimum torque designs effectively reducing friction
and drag through thrust collar design and trackage for gates.
B. Not Used
2.04 VALVE BOXES:
A. Shall be constructed of cast iron and shall be a two piece adjustable siding type. The
cover shall have W or water cast in the top. Valve boxes shall be the standard catalog
products of a reputable manufacturer.
2.05 FIRE HYDRANTS:
A. General: fire hydrants which are to be installed as shown on the plans or to be
furnished for general installation shall be dry-barrel traffic model that conform to
AWWA Standard for Dry –Barrel Fire Hydrants. AWWA Standard C502 except for
changes and/or additions specified as follows or as shown on the plans or in the
contract specifications.

B. Supplementary details specified


1. Type of Shut-off. The type of shut-off may be either of the following:
a. Compression type with the flow
b. Compression type against the flow
The valve action shall provide positive shut-off at minimum
closing torque. Wedge action closing gates shall not be
permitted and the scissor type main valves shall not be
permitted unless approved by the city of Pearsall.

2. Inlet Connection. Inlet connection shall e mechanical joints unless


otherwise specified and shall be for a 6 inch cast iron pipe with minimum
net valve opening of 5-1/4 inches unless otherwise specified.

3. Delivery Classification. Number and size o pumper and hose nozzles shall
be as shown on the plans and contract specifications.

4. Bury length. Ground to bottom of connecting pipe shall be 5 feet or as


specified by the city of Pearsall.

5. Diameter Outlets Connection. Hose and pumper nozzle threads shall be 5


feet or as specified by the city of Pearsall.

6. Harnessing Lugs. Harnessing lugs shall be furnished with the hydrants.

7. Nozzle Cap Gasket. Gaskets shall be furnished on all nozzle caps and shall
be long life black rubber meeting. Rubber products in automotive
applications. ASTM Designation D2000 or equal.

8. Drain valve and outlet Hydrants shall be equipped with two drain holes and
provided with an automatic and positively operating non-corrodible drain or
dip valve so as to drain the hydrant completely when the main valve is shut-
off.

9. Direction to open. Direction is to be consistent with other hydrants on


campus

10. Finish Paint above Ground Line. Hydrant above the finish ground line shall
be thoroughly cleaned and there after painted in the shop with two coat of
primer.

11. Shape, Size and Cap Nuts. Nozzle cap shall be tapered pentagon nuts with
faces not less than 1 inch or 2.5 cm high.

C. Turns to open. The number of turns to open shall be in accordance with AWWA
Standard C502 Section 2, 9, & 3.

D. Breakable type hydrants.


1. Breakable or Sleeve Type Coupling. The body of the hydrants between
the elbow and the top cap must be made in two parts connected by a
swivel flange or breakable flange which shall permit facing of the nozzles
in any desired direction in increment o 45 or less. The complete hydrants
shall be of such design that when the hydrants barrel is broken through
traffic collision or otherwise it may be replaced without disturbing the
bottom of the hydrants.

a. The valve body flange gaskets shall be fabricated from


“Accopac” CS-301 manufactured by the Armstrong Cork
Company or an equal material which shall have City of
Pearsall approval prior to substation unless otherwise
specified in the plans.

b. Provision shall be made in the design of the stem to


disconnect the stem from the hydrant parts above the
standpipe break point in the events of traffic accidents. If
breakable or sleeve types of couplings are used they
have sufficient torsion strength such that a torsion failure
of the stem shall occur at same point other than at the
coupling. Design of the coupling shall be such that when
the coupling is broken no parts shall come loose and fall
into the hydrants barrel and the break not shall occur
through the pins or bolts holding the coupling to the stem.

E. Main valve seats. Main valve seats shall be of such design that incorrect positioning
is impossible.

F. Gasket – ground line. The valve body, flange gaskets shall be fabricated from
“Accopac” CS 301 manufactured by Armstrong Cork Company or an equal material
which shall be have city of Pearsall approval prior to substitution. They shall be full
face or ring type with lower flange recessed to hold the gasket in place.

G. Not Used.

H. Flanges. All flanges other than break flanges shall be equipped with mechanical
joints. Gland bolts shall be high-strength low- alloy, corrosion-resistant steel
conforming to ASTM Designation A 325 Type 3.

I. Operating Stems. The spindle of the operating stem and the stem nuts for hydrants
having the operating threads located in the barrel or waterway shall be manganese
bronze. Everdur or other high-quality non-corrodible metal.

1. All working parts in the waterway except for sliding stem support
mechanisms shall be bronze to bronze or bronze to iron unless otherwise
specified in the special provisions or in the plans.

J. O – Ring: hydrant stem packing boxes where needed shall be provided with O-ring
grooves and sealed with O-rings. O-rings shall be furnished in lieu of stem packing.
They shall be of the double O-ring type designed so that the rubber rings shall move
against a bronze, stainless steel or other non-corrodible metal surface. O-ring shall be
in accordance with Rubber Products in automotive Applications ASTM Designation D
2000.

K. Extensions: Fire hydrants shall be designed to accept a 6”, 12” or 18” extension.

L. Hydrants heads. The hydrants shall be constructed so that the nozzles may be faced
in any desired direction.

M. Drawings. Proposals shall be accompanied by catalogue cuts photographs or


drawings in duplicate showings complete detailed dimensions of the hydrants when
requested by the city of Pearsall.

N. Experience records. Fire hydrants shall not be acceptable to the city of Pearsall
unless they are produced by a manufacturer which has been regularly producing fire
hydrants which have been in satisfactory operation in municipal water systems
comparable with existing hydrants in use or one who can demonstrate a design an
operation in full compliance with this specification which is acceptable to the city of
Pearsall.

O. Upper stem thread lubrication. Upper stem thread lubrication may be accomplished
with oil or grease. When oil is used it shall be in conjunction with a functional oil
reservoir and an oil filler port. The hydrant shall be factory filled with lubriplate no. 3-V
(SAE 20) or equal. Means for field check of oil lubrication level shall provide.

1. When grease is used the hydrant shall be factor lubricated with Lubriplate
No. 630-AA medium soft or equal. Means for field lubrication without
disassembly shall be provided.

P. Test. Manufacturers shall be required to furnish the city of Pearsall two certified
copies of physical test of all metals used in the manufacture of the fire hydrants and
hydrostatic tests made on each hydrant.
1. Tests on manganese bronze operating stem ASTM designation B 584
shall be performed on a coupon out from the finished stem stock (not as
outlined in ASTM designation B203) and shall in all cases meet the
requirements for operating stem and mechanism set forth in AWWA
Standard C502 except as specified above.

2. When required a certificate of composition shall be furnished b the


manufacturer sample stems may also be required for testing in an
independent laboratory.

Q. Sample hydrant. The owner may purchase one sample hydrant for verification of
compliance of these and manufacturer’s specifications. The city of Pearsall may test
this sample and if it fails to meet any of these specifications. The hydrant shall be
returned to contractor at contractor’s expense. Contractors shall refund to the owner
the full purchase price o the hydrant.

R. Rejection. Fire hydrants or materials specified in this section may be rejected for
failure to meet any of the provisions of this specification or for any defects causing to
be unsuitable for their intended use.

2.06 TRACER WIRE:

A. Copper tracer tape or wire minimum 12 gauge direct buried approximately one foot of
water pipe to assist in locating line.

2.07 CONCRETE FOR THRUST BLOCKING:

A. Concrete shall be in a accordance with 03300 Cast-in-Place concrete compressive


strength 2500 psi at 28 days.
SECTION 3 – EXECUTION

3.01 EARTHWORK: Refer to Section 02210

3.02 BEDDING: Pipe shall be bedded as shown on the plans.

3.03 EXCAVATION AND BACKFILL FOR CONDUITS: Refer to Section 02226

A. Pipe Handling. All pipe fittings and special shall be handled in such a manner as not
to damage the material. All dirt and trash shall be removed from the pipe prior to
installation. No hooks shall be permitted. When it becomes necessary to deflect the
pipe to avoid obstruction the deflection of each joint must be within the limits provided
by the manufacturers. The pipe is to be kept clean during laying operation and free of
all dirt and trash. At the close of each operating day the open end of the pipe is to
effectively sealed against the entrance of all objects an especially water.
B. Stringing of Pipe. Stringing of pipe in advance of laying operation shall be restricted to
ones week laying and shall be done in such a manner as to create no hazard to or
interference with traffic. Ready access shall be provided to all streets alleys and
driveways. The pipe shall be protected with barricades and warning signs at all times.
Any damage to the pipe shall be corrected at the expenses of the contractor.
C. Laying Underground Conduit Pipe. Previous to being lowered into the trench each
pipe shall be carefully inspected and those not meeting specifications shall be
rejected and either destroyed or removed from the job, all lumps or excrescences on

the end of the conduits shall be removed before it lowered into the trench. The pipes
and specials shall be so laid in the trench that after the project is completed the
interior surface shall conform accurately to the grade and alignment indicated on the
plans. Bells holes shall be excavated and all pipes shall be carefully adjusted to fit
snugly in cradling or bedding so that the entire length bears on cradling or bedding
materials with no wedging or blocking to hold up the bell. All pipes shall be laid in dry
regardless of the type of joint used. Pipes shall be laid with the bell or groove end
upgrade unless otherwise approved by the city of Pearsall and shall be laid with the
bell or collar away from the last section placed. Before laying the pipe the interior of
the joints shall be carefully bored smooth and clean and the annular space shall be
kept free from dirt, stone and water. Pipes shall be installed and joints made up in
complete conformance with the instructions and recommendations regarding proper
installation and assembly furnished by the manufacturer. Proper facilities shall be
provided for hoisting and lowering the section of pipe into the trench without
disturbing the prepared foundation and the sides of the trench. All pipes shall be so
laid that the contact in the joint between two lengths of the pipe shall be uniform
throughout circumference of the joint. Where curves in the alignment are indicated on
the drawings, standard pipe (short sections of pipe or bevels) shall be used with the
outside edge of the joints pulled away from the seat to make a smooth curve when
work is suspended on the line for any reason the end of the line shall be properly
closed with an effective watertight seal or plug manufactured for this purpose.
D. Existing Utilities. Pipe capable of supporting its weight approximately at right angles
to the ditch shall not require additional support unless shown on the other than
exercise of care in placing new conduits under the same and in placing backfill
except when the span is excessive. Existing utilities shall be replaced with cast iron or
any suitable piping to convey the contents supported with concrete or a concrete
utility support per details on the plans. After the new utility is laid the backfill to the
base of the concrete support shall be stabilized by the used of cement-stabilized soil.
Pipes parallel to and in the edge of cut shall be supported or rerouted if so indicated
on the plans. Utilities parallel to and in edge of cut shall be adequately protected
without additional compensation except as set out in the contract and proposal.

3.04 WATER MAIN INSTALLATION


A. Description. This work shall include the installation and construction complete in place
of pipe conduits and fitting as specified herein and in conformity with the lines,
grades, dimensions materials and designs shown on the plans.
B. Materials. The pipes shall be of the kind and strength shown on the plans and
provided in the proposal and contract. Materials for corrosion protection of water
conduits and appurtenances shall be of the type as may be called for on the plans or
in the special specifications. Any pipe fitting solder or flux which is used in the
installation or repair of any public water system must be lead-free. For purposes of
this section lead-free means solders and flux containing not more than 0.2 percent
lead and pipes and pipe fittings are containing not more than 8.0 percent lead.
C. Laying Water Conduits. All pipes shall be so laid that the contact in the joint between
two lengths of pipe shall be uniform throughout the circumference of the joints. Where
curves in the alignment are indicated on the drawings and the curves are flat standard
pipe shall be used with the outside edge of the joint pulled away from the seat to
make a smooth curve. Deflection of the joint to form joints shall not exceed the limits
of table 2. AWWA C-600. Where curves are sharp short section of pipe bevel or bents
shall be used and blocked. When pipe is cut by the Contractor to insert a valve or
fitting the bell and remaining section may be laid beyond the valve of fitting.

D. Pipe Joints. All joints in pipes conduits shall be thoroughly cleaned at the time the
joint is made.
E. Rubber Gasket joints. Rubber gasket shall conform to the applicable specifications
under which the pipe is supplied. Loose gaskets shall be protected from the sunlight,
contamination and contact with gasoline or fuels. Rubber gasket joints for water
mains consist o our general types.
1. Push on type used for gray or ductile iron steel and plastic pipe.
2. Mechanical type used for gray or ductile iron and fitting for asbestos-
cement pipe.
3. Rubber and steel joints ring type used for steel cylinder type, reinforced
concrete pipe.
4. Double rubber gasket couplings used for pressure pipe. Each type except
mechanical requires the use of a lubricant to facilitate assembly. The
lubricant shall be nontoxic shall not support the growth of bacteria and shall
have no deteriorating effects on the gasket. The lubricant shall not impart
taste or odor. Care should be taken not to over use the lubricant since it
would then require excess effort to disinfect.

3.05 FIRE HYDRANTS INSTALLATION:


A. General Fire hydrants shall be installed as shown on the appurtenance sheets or as
directed by the owner.
B. Installation. The hydrants shall set truly vertical and be securely braced and blocked
on well compacted or undisturbed soil surrounded by clean gravel or stone (min of 7
c.f) to permit free draining of the hydrant with the large steam nozzle facing the
nearest curb.
3.06 PURGING AND STERILIZATION OF WATER MAINS:
A. General. Before any newly constructed water main shall be permitted to be placed into
service it shall be purged and tested or purged sterilized and tested until the bacterial count
within the main meets the Texas Natural Resource Conservation Commission standards.
B. Procedure. When the entire pipeline or selected sections have been completed the line or
section shall be disinfected according to the following procedures.
1. Pre-sterilization. For convenience in certain locations chlorinated lime (HTH) be
placed in the pipe as laid.
2. Sterilization. Sterilization of the main shall be accomplished by the continuous fed
method or the slug method described as follow. The free chlorine amounts shown
are minimum. Higher rates may be required by the city of Pearsall. Calcium
hypochlorite granules shall be used as the source of chlorine.
3. Continuous Feed Method. If the continuous feed method of chlorination is used
the following step shall be taken.
a. Water from the existing distribution system or other approved
source of supply shall be made to flow at a constant rate in the
newly laid main.
b. At a point not more than 10 feet downstream from the beginning of
the new main water entering the new main shall receive a dose of
chlorine. Chlorine application shall not cease until the entire main
is filled with heavily chlorinated water.

c. The chlorinated water shall be retained in the main for at least 24


hours during which time all valve and hydrants in the section
treated shall be operated in order to disinfect the appurtenances.
Every effort shall be made to prevent the flow of chlorinated water
into mains in active service. At the end of 24 hours period the
treated water in all portions of the main shall have a residual of at
least 10 mg/l free chlorine.
d. The heavily chlorinated water shall then be flushed from the ain
and disposed of in a non-objectionable manner.
4. Slug Method. If the slug method of chlorination is used the following steps shall be
taken.
a. Water from the existing distribution system or other approved
source of supply shall be made to flow at a constant rate in the
newly laid main.
b. At a point not more than 10 feet downstream from the beginning of
the new main water entering the main shall receive as dose of
chlorine such that the water shall have not less than 100 mg/l free
chlorine. The chlorine shall be applied continuously and for a
sufficient time to develop a solid column or slug of chlorinated
water that shall expose all interior surfaces to the “slug” at least
three hours.
c. As the chlorinated water flows past the fitting and valves they shall
be operated so as to disinfect the appurtenances. Every effort
shall be made to prevent the flow of chlorinated water into mains
in active service.
d. The heavily chlorinated water shall then be flushed from the main
and disposed of in a non-objectionable manner.
e. Contractor Requirements. The contractor shall be required as a
minimum to prepare the main for sterilization and secure same
after chlorination is complete. This should include the following.
f. In general this shall consist of furnishing all equipment material
and labor to satisfactorily prepare the main for the sterilization
method selected. The contractor shall also be required to provide
adequate provisions for sampling.
g. Unless otherwise specified in the special contract documents the
contractor shall make all necessary taps into the pipe to
accomplish chlorination of the new line.
h. After satisfactory completion of the sterilization operation the
contractor shall remove surplus pipe at the chlorination and
sampling points plug the remaining pipe, backfill and complete all
appurtenances work necessary to secure the main. Water
samples from a suitable top not through a fire hydrant for analysis
by the owners laboratory unless otherwise specified in the special
provisions or in the plans shall be taken. If the test shows
satisfactory quality of water the line may be placed in service.
Unsatisfactory test shall require a repeat of the disinfection
process through retest. The process shall not terminate until a
satisfactory sample is obtained.
C. Hydrostatic Test

1. General
a. After pipe has been laid and initial backfill and blocking completed
and while joints and fitting are still exposed test water lines
hydrostatically to test pressure of 150 psi. Achieve test pressure
with compressed air.
b. Provide connections pumps meter and other equipment necessary
for performance of test.
2. Procedures
a. Before applying specified pressure test expel all air from the pipe
by slowly filling each valve section of pipe with water. Provide taps
necessary to expel trapped air.
b. Examine all piping fitting valves and joints during testing. Fully
operate each valve in the section during testing.
c. Test each section for a minimum of 2 hours when joints are
exposed 8 hours when joints are covered.
d. Test pipe lines in length between valves or plugs of not more than
1000 feet.
3. Maximum Allowable Leakage. Not exceed 12 gallons per inch of pipe diameter per
mile of pipe per 24hours, except replace joints and where leaks are evident at the
surface of joints that are covered.
4. Replace defective material with sound material and repeat a test procedure until
approved is obtained.
3.07 CLEAN UP:
Upon the completion of the work covered in this section the contractor shall clean up all
work areas by removing all debris, surplus materials and equipment from the site. The
ground surface shall be restored to its original condition as nearly as possible.
