EXECUTIVE ORDER NO. 07
Series of 2023
AN ORDER ESTABLISHING AND ORGANIZING THE GENDER AND
DEVELOPMENT (GAD) FOCAL POINT SYSTEM OF BARANGAY LUNANG, SAN
JULIAN , EASTERN SAMAR AND DEFINING ITS DUTIES AND FUNCTIONS
WHEREAS, Section 14, Article II OF THE Constitution provides that the state
reorganizes the roles of women in nation building and shall ensure the fundamental
quality before the law of men and women;
WHEREAS, pursuant to Section 36 of RA 9710, otherwise as the magna carta of
Women (MCW) all governments departments, including their attach agencies, offices,
bureaus, state and colleges, government institution shall adopt gender discrimination in
their system, policies, programs, processes and procedures.
WHEREAS, Section 37-C of the Implementing Rules and Regulations (IRR) of MCW
provides for the creation or strengthening of GAD Focal Point System or a similar GAD
mechanism in LGU’s and other instrumentalities of the government to catalyze and
accelerate gender mainstreaming within the agency of LGU;
WHEREAS, there is a need to institutionalize and organize the GAD Focal Point and
define its functions and responsibilities;
NOW THEREFORE, I FIDEL Y. NICART, Punong Barangay of Barangay Lunang San
Julian Eastern Samar, by virtue of power vested upon me by law, do hereby order the
following;
SECTION 1.ORGANIZATION OF GAD FOCAL POINT SYSTEM. The GAD Focal Point
System (GFPS) of Barangay Lunang, San Julian, Eastern Samar is hereby organized.
SECTION 2. COMPOSITION OF THE BARANGAY GAD FOCAL POINT SYSTEM.
The Barangay GFP System of Barangay Lunang, San Julian, Eastern Samar shall be
established and shall be composed of the following;

SECTION 3. GENERAL FUNCTIONS OF THE GAD FOCAL POINTS. The GAD Focal
Points System shall perform the following.
General Functions:
1. Ensure and sustain the Barangay’s critical consciousness in supporting gender
and development, women’s empowerment and responding to gender issues;
2. Take the lead role in direction setting, advocacy, planning, monitoring and
evaluation and technical advicsory in mainstreaming GAD perfectives in the
Barangay Programs, projects, activities and processes;
Specific Functions:
1. Lead in mainstreaming GAD perspective in Barangay policies, plans, and
programs. In the process, they shall ensure the assessment of the gender
responsiveness of systems, structures, policies, programs, processes and
procedures of the LGU based on the priority needs and concerns of each
constituency and employees, and the formulation of recommendations including
their implementations.
2. Assist in the formulation of new policies such as GAD Codes in advancing
Women’s Empowerment and gender equality.
3. Lead in setting up appropriates systems and mechanism to ensure the
generation, processing, review, and updating sex-disaggregated data or
barangay GAD data base to serve as basis in performance-based and gender
responsive planning and budgeting.
4. Coordinates efforts of different divisions/officer/units of the agency of LGU and
advocate for the integration of GAD perspective in all their systems and
processes;
5. Spearhead the preparation of the annual and Performance-based GAD Plan and
budget (GPB) in response to the gender issues, and or concerns of their locality
and in context of their LGU mandate; and consolidate GPB’s of the LGU;
6. Lead in monitoring the effective implementation of GAD-related policies annual
Gad Plans, Programs and Budget of the Barangay.
7. Preparation and on-time submission of the Annual Barangay Management
Report (GAD AR) and other GAD reports that may require under the MCW and
the JMC to the City/Municipality Planning and Development Office to ensure the
alignment at the Barangay GAD PPAs with the priorities of the City/Municipality
and thereafter to the DILG City/Municipality LGOO for review and approval GAD
PPA’s with the priorities of the city/municipality and thereafter to the DILG
City/Municipality LGOO for review and approval.
8. Strengthen the linkages with other LGU’s concerned agencies or organizations
working on Women’s Rights and gender and development to harmonize and
synchronize GAD efforts at various levels of governance;
9. Promote and actively pursue the participation of Women’s and gender
advocates, other civil society groups and private organizations in the various
stages of development planning cycle; giving special attentions to the
marginalized section, and
10. Ensure that all the personnel of the Barangay (e.g. Treasurer, Secretary) are
capacitated on GAD. Along this line , The barangay GFPS will recommend and
plan an appropriate capacity development programs on gender and development
for its employees as part of the implemented under its regular human resource s
development program.
SECTION 4. MEETING. The GPS shall meet quarterly or as often as may be
necessary.
SECTION 5. REPEALING CLAUSE. All related issuances in conflict herewith are
suspended by this order, and/or modified accordingly.
SECTION 6. EFFECTIVELY. This Executive Order shall take effect immediately and
shall remain in force and effect unless otherwise revoked by the undersigned.
