III. BACKGROUND OF THE PROJECT
This project aims to assist rural education and literacy with the Information
Communication Technology (ICT) with the ultimate goal of developing new or
innovative ways learning for children, youth, women and adults with especially
concentration of village level administration of rural literacy.
Concept
This project would provide an age graded learning platform for all the villagers in the
targeted area. This community knowledge center aims a new Information center that
aims to provide interested individuals and professionals working in the field of
community development in Chennai with a "one-stop-shop" for the retrieval and
exchange of development information and data. Whether you are looking for a
specialist in a particular field expertise, the latest reports or documents about a
particular subject, upcoming events, job opportunities, or national and country specific
development information... you can probably find it here.
Activities to be done:
Collection of knowledge based CDs, VCDs & Audios
Setting up of a rural knowledge library & Innovation display center
Conducting rural literacy and education sessions for illiterate using computers
Village Administration orientation for village level people’s representatives
Rural Health education and prevention methods for all
Literacy orientation for Rural schools Teachers
Computer literacy for all the target groups
Internet based public usage computer to browse the world for information and
communication
Recording and reporting rural innovation experiences
Target groups:
Children in the age group of 3-14 years Play way learning methods, linking
National SSA plans

Adolescent 15 years to 18 years Education and learning will be given on
school education, health education,
learning the world around them and
technology and applying mind in
innovation.
Youth 19 years to 30 years Community based learning and
interaction to enhance their education
and literacy spectrum.
Adults 31 to 59 years Adapting and transforming their proven
technology to other parts of the rural
areas. Updating their knowledge and
rural technology in a wider sense.
Aged 60 year and above Recording their experience for the
younger generation, on community living,
health, education, culture, rural
employment, rural resource management
and transformation.

Village Panchayats: Sukali, Gumgaon, Takalghat, Bazargaon, Raipur
Time limit: To set up the project it would take three months and the programme will
continue afterwards.
IV. RATIONALE NEED OF THE PROJECT
The issues
Organisations are increasingly being asked by funders to demonstrate their value for
money by showing that they provide a service which clearly fits with community needs,
and local or national policy.
But local community organisations found sourcing and analyzing this evidence was a
time consuming and complicated task. Although they recognized the importance of
providing this information, many lacked the skills to do so.

Promoting local IT based entrepreneurial ventures.
Fostering ICT based entrepreneurship in rural areas, especially among the
youth, thus controlling rural to urban migration to some extent.
Creating learning or skill development systems for communities to enhance
their existing livelihoods and create new ones.
Supporting and improving rural health care delivery systems through
telemedicine.
Developing economic linkages between rural and urban entrepreneurs.
Providing system management techniques to support and strengthen telecentre
operations.
Supporting telecentre networks in widening their usage base.
Developing specific applications for ultra-marginalized communities, including
the physically challenged and disabled.
To provide digital education and literacy orientation and session to the target
community
To enhance health plight of the rural community through digital education and
literacy shows and discussions
To motivate and gather the innovation of every individual in the targeted rural
community
To address the issues and problems of deprived rural population like children,
women and plain tribes.
VI. OUTCOMES
The targeted rural communities would have awareness and orientation of the
changes and development around the world.
Motivated children, youth, women and adults would form a group to address the
issues that affect their level
Community oriented innovations would lead to sustainable rural living

Resources and livelihood in the rural areas would have proper and planned
management and enhancement.
More employment opportunity for rural youth, women and men.
Availability of research and development activities in the area of rural
transformation, technology transfer and Human Resource Development.
Presence of multimedia Centre which would bring websites, presentations,
multimedia contents on educational and mass communication.
Availability of knowledge sharing and dissemination in the area of Technology
transfer, Energy Management, Human resource development, Agriculture
Management and capacity building.
VII. MONITORING & REPORTING
The center would be monitored on the basis of its programmes, the performance and
relevant of the center for the community it targets.
First level monitoring and reporting would be done on weekly basis by the staff
of Ashoka NGO Consultancy.
Second level monitoring and reporting would be done on monthly by the people
in the targeted location.
Third level monitoring would be done by the Ashoka NGO Consultancy board of
in a quarterly basis and the same would be reported to the Board to ensure the
effective presence of the center.
VIII. EVALUATION
The effectiveness and appropriateness of the center would be evaluated on monthly
basis in the staff review meeting. People participation would also be sought to ensure
the appropriateness of the services rendered by the knowledge center.
