I. RATIONALE:
In compliance with Department of Education (DepEd) Order No. 009, s. 2024,
the Binugao District will strictly adhere to the mandated Mid-Year Break (MPRE and
INSET) from November 25-29, 2024. This period, as outlined in the DepEd order, is
crucial for both professional development and program evaluation.
The Mid-Year Performance Review and Evaluation (MPRE) is a crucial
opportunity for educators to reflect on their practices, identify strengths, and address
areas for improvement. By dedicating two days at the district level and three
days within schools, the MPRE fosters a collaborative environment for professional
growth. During the district-level portion, educators can engage in insightful

discussions, share best practices, and receive valuable feedback from peers and
administrators. The subsequent three days spent in schools allow for more in-depth
reflection on individual performance, the development of personalized action plans,
and the implementation of strategies to enhance teaching and learning. Ultimately, the
MPRE empowers educators to become more effective practitioners and positively
impact student outcomes.
Professional Development (INSET):
Two-Day INSET: Teachers will engage in intensive, district-based training
sessions aligned with the National Educators Academy of the Philippines (NEAP)
guidelines. This will foster continuous learning and enhance instructional
strategies.
Focus Areas: The INSET will prioritize areas such as:
o Curriculum implementation
o Innovative teaching methodologies
o Assessment and evaluation techniques
o Technology integration in education
o Special education needs
Mid-Year Review and Evaluation (MPRE):
Three-Day MPRE: The remaining three days will be dedicated to a
comprehensive review and evaluation of the school's educational programs,
projects, and activities, including teacher’s, staff’s IPCRF and school head’s
OPCRF
By effectively utilizing this mid-year break, the Binugao District seeks to elevate
the quality of education, empower teachers, and ultimately, improve student learning
outcomes.

Activity Rationale:
The Mid-Year Review and Evaluation (MPRE) is a critical component of the
school improvement process. It provides an opportunity for the school community to

assess its progress towards achieving its goals and objectives. By conducting a
comprehensive review of school programs, projects, and activities, the MPRE enables
the identification of strengths and weaknesses, as well as the development of
strategies to address challenges and capitalize on opportunities.
Through the MPRE, teachers will have the chance to reflect on their
instructional practices and identify areas for professional growth. The collaborative
nature of the MPRE will foster a shared understanding of the school's vision and
mission, and promote a culture of continuous improvement. Ultimately, the MPRE will
contribute to the enhancement of student learning outcomes and the overall
effectiveness of the school. Consequently, this project is purposely made.
Objective:
This Binugao District MPRE aims to provide appropriate knowledge, skills,
and values for the participants to be able to:
1. To evaluate the progress attained in the implementation of the educational
programs, projects, and activities of the school;
2. Identify strengths and weaknesses in program implementation
3. Develop strategies to address challenges and improve outcomes
4. To review the performance of teachers and the school staff with a view to
addressing concerns through cooperative effort;
5. Further capacitate teachers on the basic education learning continuity plan;
6. Enable teachers to support each other to continuously improve their content and
pedagogical knowledge, practice, skills, and attitudes; and
7. Ensure that the MPRE assesses the implementation of gender-responsive policies
and programs. (Harmonize gender development guidelines (HGDG) on the conduct of
the MPRE).
Objective:
At the end of the MPRE, school heads and teachers are expected:

Methodology:
Phase 1:
1. Orientation and Planning
Conduct an orientation for district personnel on the MPRE process, guidelines,
and tools.
Formulate district-level evaluation teams.
Develop a Binugao District Activity Proposal activity and schedule for the
district and school-based evaluations.
2. Data Gathering and Analysis
Collect relevant data from schools, including:
School Improvement Plans (SIPs)
Learner Achievement Data
Teacher Performance Evaluations
Other pertinent documents
Analyze the collected data to identify strengths, weaknesses, and
areas for improvement.
Phase 2: School-Based MPRE (3 days)
1. Self-Assessment:
Schools conduct self-assessments using provided tools and guidelines.
Identify key areas of strength and weakness.
2. Peer Review:
o Peer review teams visit classrooms to observe, review documents, and
interview stakeholders.
o Provide constructive feedback to teachers.
3. External Evaluation:
o District evaluation teams visit schools to conduct external evaluations.
o Focus on key areas identified during self-assessment and peer review.
4. Feedback and Action Planning:
o Conduct feedback sessions with school heads, teachers, and other staff.
o Develop school improvement plans based on the findings of the
evaluation.
Overall Considerations:
Incorporate Gender Perspective: Ensure that the MPRE process considers
gender differences and promotes gender equality.
Participatory Approach: Involve all teachers, and staff parents in the
evaluation process.
