PROJECT PESA: ENHANCING SCHOOL FACILITIES FOR HOLISTIC STUDENT
DEVELOPMENT THROUGH THE PAOPAWAN ELEMENTARY SCHOOL ALTERATION
Context and Rationale
School facilities play a key role in shaping the quality of education and the
overall learning experience of students. At Paopawan Elementary School, the
existing infrastructure, though functional, is no longer meeting the demands of a
growing student population and the evolving needs of modern education.
Inadequate classroom spaces, insufficient learning resources, and
underdeveloped recreational areas have contributed to an environment that may
not fully support students' academic, social, and emotional well-being. These
challenges have highlighted the urgent need to improve and transform the
school's facilities to create a more conducive learning environment.
In response to these issues, Project PESA (Paopawan Elementary School
Alteration) was conceived as an initiative aimed at upgrading and enhancing the
school's physical environment. The project's primary goal is to improve key areas
such as classrooms, libraries, restrooms, and recreational spaces, ultimately
fostering a more holistic development for students. Research shows that well-
designed and well-maintained school facilities have a direct impact on student
engagement, academic performance, and overall well-being. By creating a more
welcoming and supportive environment, the school can better address the

diverse needs of learners and provide opportunities for growth beyond the
academic realm.
The rationale behind Project PESA lies in the belief that transforming
school facilities can lead to significant improvements in the overall quality of
education. When students feel comfortable and supported in their learning
environment, they are more likely to be motivated and engaged in their studies.
Additionally, enhanced facilities promote a sense of pride and ownership among
students, teachers, and the community, fostering a more collaborative and
positive school culture.
By implementing Project PESA, Paopawan Elementary School aims to
create a model of excellence in school facility management and improvement,
providing a blueprint for other schools facing similar challenges. This action
research seeks to assess the impact of these facility improvements on student
outcomes, community involvement, and overall school performance. Through
continuous evaluation and feedback, the project will serve as a foundation for

Facility Improvement Program. Based on the results of the facility
audit, create an improvement program prioritizing the most critical
infrastructure issues that directly affect students' health and academic
performance (e.g., improving lighting to reduce eye strain, creating better
ventilation to improve air quality and Technology for teaching such as
bigger TV monitor).
Regular Monitoring and Maintenance Schedule. Implement a
structured maintenance plan for school facilities, which includes regular
checks on infrastructure conditions and addressing repairs or upgrades
before they become significant problems.
Collaborative Decision-Making. Involve stakeholders (teachers,
parents, and students) in discussions about facility needs and
maintenance priorities.

positive outcomes.
Incorporate Student Feedback. Regularly involve students in the

Continuous Feedback Loop. Develop a continuous improvement

into project adjustments. This can help solve emerging challenges more
swiftly.
4. Teachers, parents, and students perceive the changes introduced
by Project PESA as contributing to a more conducive learning

system that collects feedback from teachers, parents, and students
regarding the changes in school facilities and how they perceive its impact
on the learning environment.
Community Consultation Sessions. Hold regular consultation sessions

suggestions for further improvement. These sessions will allow
stakeholders to have a voice in the development process and ensure that
their perceptions are aligned with the objectives of Project PESA.

Action Research Methodology
a. Participants
The population of the study involved the 1157 stakeholders at
Paopawan Elementary School. Primary participants will be parents who’s
their children are enrolled in school. The participants have been selected
using random sampling to ensure diversity and representativeness in
feedback and insights.
B. Data Gathering Methods
1. Surveys/Questionnaires:
o Distribution: Distribute the surveys electronically or in paper
format to participants. Set a deadline for completion.
o Follow-Up: Send reminders to participants to ensure a high
response rate.
2. Survey Data. Data from paper-based surveys will be entered into a
spreadsheet for analysis. Online surveys will be automatically stored in a
database for export.
3. Interview and Focus Group Data. Audio recordings will be transcribed
and securely stored. All transcripts will be anonymized.

4. Observation Data. Notes and checklists will be compiled into electronic
documents and stored securely.
C. Plan for Data Analysis
Research Design: This action research will employ a mixed-methods
approach, combining both quantitative and qualitative data collection
techniques. This will allow for a comprehensive analysis of the impact of Project
UBEST on the holistic development of students at Paopawan Elementary School,
focusing on academic, social, emotional, and physical well-being.
Research Instruments: Surveys and Questionnaires were used in the
study to gather quantitative data from respondents regarding their perceptions
on Project PESA. Like scale items, multiple-choice questions, and open-ended
questions to allow for detailed responses.
Interview. To explore their insights on the planning and implementation
of Project PESA, the challenges encountered, and the observed impact on
students and school culture.
Tool: Semi-structured interview guide focusing on open-ended questions
about project implementation and perceived outcomes.
Focus Group Discussions. To capture in-depth qualitative insights on
how the new facilities have influenced the school environment and student
development. Parents, teachers, and students will discuss their experiences and
perceptions in a more interactive setting.
