PROJECT PESA: ENHANCING SCHOOL FACILITIES FOR HOLISTIC STUDENT

DEVELOPMENT THROUGH THE PAOPAWAN ELEMENTARY SCHOOL ALTERATION

Context and Rationale

School facilities play a key role in shaping the quality of education and the

overall learning experience of students. At Paopawan Elementary School, the

existing infrastructure, though functional, is no longer meeting the demands of a

growing student population and the evolving needs of modern education.

Inadequate classroom spaces, insufficient learning resources, and

underdeveloped recreational areas have contributed to an environment that may

not fully support students' academic, social, and emotional well-being. These

challenges have highlighted the urgent need to improve and transform the

school's facilities to create a more conducive learning environment.

In response to these issues, Project PESA (Paopawan Elementary School

Alteration) was conceived as an initiative aimed at upgrading and enhancing the

school's physical environment. The project's primary goal is to improve key areas

such as classrooms, libraries, restrooms, and recreational spaces, ultimately

fostering a more holistic development for students. Research shows that well-

designed and well-maintained school facilities have a direct impact on student

engagement, academic performance, and overall well-being. By creating a more

welcoming and supportive environment, the school can better address the

diverse needs of learners and provide opportunities for growth beyond the

academic realm.

The rationale behind Project PESA lies in the belief that transforming

school facilities can lead to significant improvements in the overall quality of

education. When students feel comfortable and supported in their learning

environment, they are more likely to be motivated and engaged in their studies.

Additionally, enhanced facilities promote a sense of pride and ownership among

students, teachers, and the community, fostering a more collaborative and

positive school culture.

By implementing Project PESA, Paopawan Elementary School aims to

create a model of excellence in school facility management and improvement,

providing a blueprint for other schools facing similar challenges. This action

research seeks to assess the impact of these facility improvements on student

outcomes, community involvement, and overall school performance. Through

continuous evaluation and feedback, the project will serve as a foundation for

long-term sustainability and future development.

Action Research Questions

These concepts prompt researchers to seek answers to the following research

questions:

1. What are the current conditions of the school facilities at Paopawan

Elementary School, and how do these conditions impact the academic

performance and well-being of the students?

2. What specific facility improvements under Project PESA have the most

significant effect on the holistic development of students (e.g., academic,

social, emotional, and physical development)?

3. What are the challenges and successes encountered during the

implementation of Project PESA, and how can these experiences inform

future facility improvement projects?

4. How do teachers, parents, and students perceive the changes brought by

Project PESA in terms of creating a more conducive learning environment?

Proposed Innovation, Intervention and Strategy

For Project PESA the following innovations, interventions, and strategies

are proposed to address the research questions.

1. The current conditions of school facilities at Paopawan

Elementary School.

Comprehensive Facility Audit Tool. Develop a digital or paper-based

tool that will systematically assess various aspects of school facilities such

as classroom ventilation, lighting, seating arrangements, water and

sanitation facilities, and accessibility for students with disabilities.

Facility Improvement Program. Based on the results of the facility

audit, create an improvement program prioritizing the most critical

infrastructure issues that directly affect students' health and academic

performance (e.g., improving lighting to reduce eye strain, creating better

ventilation to improve air quality and Technology for teaching such as

bigger TV monitor).

Regular Monitoring and Maintenance Schedule. Implement a

structured maintenance plan for school facilities, which includes regular

checks on infrastructure conditions and addressing repairs or upgrades

before they become significant problems.

Collaborative Decision-Making. Involve stakeholders (teachers,

parents, and students) in discussions about facility needs and

maintenance priorities.

2. The specific facility improvements under Project PESA have the

most significant effect on the holistic development of students.

Impact-Tracking System. Develop a system that monitors and

measures specific student outcomes related to academic performance,

physical health, and social-emotional skills, directly linking these to recent

facility upgrades. For example, tracking academic performance

improvements after classroom renovations or enhanced playground

facilities.

Holistic Development Focus. Design facility improvements that cater to

all areas of student growth. This can include building outdoor classrooms

or creating spaces that promote both physical activity (e.g., sports fields,

playgrounds) and mental wellness (e.g., quiet zones for reflection or

mindfulness).

Data-Driven Facility Development. Use data from the impact-tracking

system to continuously refine and target facilities that show the greatest

positive outcomes.

Incorporate Student Feedback. Regularly involve students in the

process of identifying facility changes they believe have the most

significant impact on their development and well-being.

3. Challenges and successes encountered during the implementation

of Project PESA.

Challenges and Successes Database. Create a digital or physical

database where all challenges, successes, and lessons learned from the

Project PESA implementation are documented. This information can serve

as a reference for future projects.

Stakeholder Reflection Sessions. Hold bi-annual meetings with key

stakeholders (administration, teachers, students, parents, and

maintenance staff) to review the progress of Project PESA, discuss

challenges, and celebrate successes.

Continuous Feedback Loop. Develop a continuous improvement

process where feedback from implementation is regularly incorporated

into project adjustments. This can help solve emerging challenges more

swiftly.

4. Teachers, parents, and students perceive the changes introduced

by Project PESA as contributing to a more conducive learning

environment.

Perception Survey System. Implement a digital or paper-based survey

system that collects feedback from teachers, parents, and students

regarding the changes in school facilities and how they perceive its impact

on the learning environment.

Community Consultation Sessions. Hold regular consultation sessions

with teachers, parents, and students to discuss their feedback and

suggestions for further improvement. These sessions will allow

stakeholders to have a voice in the development process and ensure that

their perceptions are aligned with the objectives of Project PESA.

Regular Stakeholder Surveys. Conduct regular surveys (annually or bi-

annually) to measure satisfaction and collect qualitative data on how the

new facilities are impacting teaching practices, student behavior, and

parental involvement.

Feedback-Driven Adjustments. Use the data collected from surveys

and consultations to inform adjustments in future facility upgrades,
