minimum power.

General Brief:
i. KIAD has CPDLC procedures in place.

ii. No special noise abatement procedures are required to be followed at KIAD.

iii. Weather - Expect thunderstorms in the summer and snow in the winter. There are severe
thunderstorms starting in April through September, these can result in long delays. Traffic
management, ZDC, PCT and IAD do their best to get all international aircraft a re-route around the
weather, when possible. Expect snow and de-icing in the winter. Dulles has an average of 21
inches of snow in the winter. The new Field Condition Reports and Braking Action advisories are
being used. The FAA started using FICON and TALPA at the end of 2016. AI crew operating to USA
are already aware of these procedures.

iv. Thunderstorm, snow season SWAP: April – September, Snow: November-March, Hurricane
season: June – November, minimal impact to this region. Summer tends to have more low visibility
days. However the airport is equipped with SMGCS (Surface Movement Guidance Control System).

v. Special Apron has been earmarked for de-icing when required.

vi. High speed taxiways are available for optimal use of runways. However, if crew are not able to clear
the last high speed taxiway, ATC should be informed as soon as possible.

vii. Fuel jettison area – Due to an emergency, an aircraft will be routed to a non-populated area and
assigned an altitude 2,000 feet above the highest obstacle within 5 miles to jettison fuel.

viii. Large flocks of birds and deer on and in vicinity of airport.

ix. KIAD airport has peak arrival and departure timings. Airport peak timings are as follows:

Arrival banks: 0630-0730 EST (local)

x. The air traffic direction, North Flow or South Flow, is primarily based on airfield and enroute wind
and weather conditions. As a safety factor, aircraft arrive and depart into the wind to maximize
aerodynamic lift.

xi. The airport does not have any curfew hours.

xii. Visual Warning System (VWS)


The VWS signal consists of highly-focused red and green colored laser lights designed to illuminate
in an alternating red and green signal pattern. These lasers may be directed at specific aircraft
suspected of making unauthorized entry into the Washington, DC Special Flight Rules Area (DC
SFRA) proceeding on a heading or flight path that may be interpreted as a threat or that operate

contrary to the operating rules for the DC SFRA. The beam is neither hazardous to the eyes of
pilots or passengers, regardless of altitude or distance from the source nor will beam affect aircraft
systems.
a. If you are communicating with ATC, and this signal is directed at your aircraft, you are
required to contact ATC and advise that you are being illuminated by a visual warning system.
b. If this signal is directed at you, and you are not communicating with ATC, you are advised to
turn to the most direct heading away from the center of the DC SFRA as soon as possible.
Immediately contact ATC on an appropriate frequency, VHF Guard 121.5, and provide your
aircraft identification, position, and nature of the flight. Failure to follow these procedures may
may result in the use of force.

FLIGHT BRIEFING:
Flight papers will be handed over to crew at the Air India office area.

Special Engine failure procedures R/W 30:


Allowable take-off weights for R/W 30 based on a 15 degree banked climbing RIGHT turn, commenced at
D2.0 AML VOR to a magnetic course of 090 degrees. Intercept and track outbound on AML VOR R-040.

In case of engine failure after take-off, Pilots should immediately advise the ATC of the situation and further
intention. The tower controller will do their utmost to issue the pilot what they are requesting, while
keeping them away from other aircraft and obstacles.
All other runways do not need a turn procedure to avoid limiting obstacles.

De-icing Procedures:
Deicing is done at a central deicing pad, Apron W. Frost only can be done at the gate. Most airlines use
Apron W for de-icing.

Preferential Runways:

Take-off: North 1R South 30


Landing: North 1C, 1R South 19C, 19L

Normal wind direction – In the summer the winds usually favor a south operation. In the winter the winds
usually favor a north operation.

Crew are advised to inform Ramp Tower if any other runway is required for departure due to aircraft
performance.

Preferred taxiway route for departure:

North – RWY 1C via TWY Y


RWY 30 via TWY Z
RWY 1R via TWY J

South – RWY 19C via TWY Z with a transition to TWY Y by TWY Y2


RWY 19L via TWY K
RWY 30 via TWY Z

DEPARTURE PROCEDURES
i. Clearance Delivery – The clearance to the destination airport will be via the CPDLC. Crew to log into
ATC as 'KIAD'. If you receive a DCL clearance there is no need to call Clearance delivery.
ii. Ready for push - The pilot will request the push-back from the Ramp Tower (119.12). ―Air India 104
Heavy, Ready for push-back Gate B45, RNAV SID name (JCOBY 3), give transition point‖. Please
provide the departure SID name and transition point to the ramp controller. Ramp Tower will
advise the pilot to pushback East or West depending on the assigned departure runway. In case of
payload restrictions, please request Ramp Controller for the desired runway.
iii. Before takeoff: When the pilot is ready to taxi, they will advise Ramp Tower. Ramp Tower will
advise the pilot to taxi to ―Spot #‖ (see the Jespersen chart for the spot numbers) and contact
Dulles ground when number one (1). Ground control will advise you to contact Tower or to the
runway, monitor tower frequency. If you need more time to prepare for departure advise the
Ground Controller, they will put you in the hold block until you are ready.
iv. If ground doesn’t switch you over to tower when you are number 2 for the runway, monitor tower.
v. Speed for departure: If it is required to increase speed leaving 3000ft to 270kt, below 10,000ft due
to performance, PCT should be advised every time. As per FAA Regulation, Section 91.117. (d)
which states that, ―if the minimum safe airspeed for any particular operation is greater than the
maximum speed prescribed, the aircraft may be operated at the minimum speed.‖ The pilot should
advise Potomac departure of the minimum required airspeed of 270 kts, in case they are put in trail
of an aircraft at 250 kts.
vi. Expect RV (radar vectors) on departure to join the JCOBY 3 (AGARD or SWANN) RNAV SID. Vectors
to join the JCOBY 3 RNAV SID will be given by Potomac Departure (125.05).
vii. Tower will advise you when to contact Potomac departure (125.05).
viii. Callsign for

ix. Departure SID from KIAD will be JCOBY3 with transition points SWANN or AGARD
x. Routing over North Atlantic will be over Random Coordinates unless if the flight falls in the East
Bound NAT period, at which time, flight could be planned on a NAT track.
xi. Departure clearance can be obtained using DCL at KIAD. Crew to log into ATC as 'KIAD'. Clearance
will uploaded within P - 30 minutes (30 minutes before the filed departure time).
xii. Crew to remain logged in during push-back/taxi so that amended clearances can be obtained via
datalink. After airborne, system will auto log-out.

ARRIVAL PROCEDURES
i. Speed restriction on final app - PCT will issue a speed restriction on final when needed. 170kts is the
normal speed.
ii. PCT and IAD are authorized to use 2.5NM separation for all finals except Runway 19R when the
exit taxiways are visible.
iii. After landing: Tower—ground—ramp. When taxiing after arrival, ATC Ground control will advise the
pilot to contact Ramp Tower. Ramp Tower will clear you into the ramp, to your gate.
iv. Normal speeds to be adhered to, unless issued a speed restriction. PCT will issue a speed restriction,
if needed.
v. Exit the runway as soon as possible. If you will miss the last high-speed taxiway advise the tower as
soon as possible.

vi. Simultaneous parallel approaches may be used.
