2* The Contractor shall verify the existing site conditions and apply them to the Tender Documents in order to properly set
out the works. Any failure to do so will be the responsibility of the Contractor and he shall carry the costs of such
differences between the tender drawings and as built conditions.
3* The submitted drawings are not shop drawings and the contractor shall coordinate with all trades and as built conditions
in order to carry out the works properly.

01 - PREAMBLES - GENERAL PRINCIPLES & GENERAL REQUIREMENTS
General Notes
The below notes are applicable as General notes within the PREAMBLES and
shall be considered an integral part of this Contract Document.
1 The General notes specified herein are applicable for all the works. Each
item of the General Requirements has to be priced. If an item is not priced,
then the value of such item shall be deemed to be included in the Total Cost
of the Project
2 Note 1: The General Requirements price applies to the whole of the works.
Each Clause, Sub-Clause, or item must be priced individually. The Tenderer
shall not price any lumpsum(s) covering more than one, or all Clauses,
Subclauses, or Items.
3 Note 2: If any Clause, Sub-Clause, or Item in the Bill of Quantities has not
been assigned a price, has been ticked, or has been dashed, it shall be
assumed that the value of such Clause, Sub-Clause, or Item has been
included elsewhere in the Bill of Quantities. Therefore, it should also be
considered deemed included in the Contract Price.
4 Note 3: The Tender Quantities are estimated only and not be taken as actual
or correct. Any errors or omissions of items in the quantities are the
Contractor’s Risk.
5 Note 4: The Lumpsum Contract price is considered to cover the entire
project. The Contractor is expected to comply with all applicable terms,
conditions, and provisions of the Specifications and other documents
forming the Contract in their prices for General Requirements, whether or
not included in the Bill of Quantities.
6 Note 5: The Unit rates priced in the Bill of Quantities by the Contractor shall
be used solely for the determination of variations and the valuation of
interim payment.
7 Note 6: Reference hereunder to the Division-01 specifications are intended
solely to direct the Contractor to the specific requirements of the Division-01
specifications in respect of a particular item. It does not in any way limit the
scope of such items to the requirements of the Division-01 specifications.
8 Note 7: The Contractor shall examine all the Tender documents and shall
ensure and satisfy the content and coordination. They should allow
accordingly for any discrepancy within the Contract Price.

Specifications
9 The Contractor shall include or be considered as deemed included in its
price or item rates for the works that are either contained in any Contract
documents or are to be executed as per the nature of the works. The
Contractor in no event whatsoever shall be permitted to claim any
additional cost for any item(s) or works that they consider needs to be
executed as per site conditions or nature of the works.
Conditions of Contract
10 The Contractor shall allow in his price for complying in all respects with the
Conditions of Contract and his prices shall deem to include compliance with
contractual conditions. If the Contractor wishes not to allow in his price for a
certain obligation stated in the Contract Particulars and in the Contract
Agreement and the Conditions of Contract then he has to list and describe
that obligation and price it separately
Descriptions of Works and Materials
11 The description for the works and materials included in the Bill of Quantities
are not necessarily complete. The Contractor has to refer to the Contract
Documents; Conditions of Contract, Specifications, drawings, preambles and
to other documents if provided for further information concerning the
works and no claim or variation will be considered on account of his failure
to aquaint himself with such information
Type of Contract and Measurements
12 The contract is a lump sum agreement, and it is the responsibility of the
tenderers to ensure that all necessary work is carried out to make the
project fully operational. Although the Bill of Quantities will be used as a
guide, any work that is missing from it but is shown in the drawings,
specifications or any other relevant documents shall be considered a part of
the lump sum contract price. The final as-built quantity may differ from the
quantity shown in the Bill of Quantities, but this will not have any impact on
the contract price.
Labour & Materials
13 The Contractor shall provide all labour and material which the Engineer may
require to in carrying out tests and checks/inspections on materials,
workmanship, setting out, and measurements of the works.

Measurements, General
14 The Bills of Quantities for works of construction have been prepared in
compliance with the Principles of Measurement (International) POM(I) as
published by the Royal Institution of Chartered Surveyors in June 1979,
unless stated otherwise in the Preambles. This Method of Measurement
applies to this Contract. All works have been measured net as fixed in their
place, without any allowance for laps or waste, regardless of any local
customs. In case of any contradiction between the Principles of
Measurement and the Preambles, the Preambles shall take precedence.
15 Work shall be measured net as fixed in position and each measurement shall
be taken to the nearest 10 millimetres; this principle shall not apply to
dimensions stated in descriptions.
16 Unless otherwise stated, no deduction shall be made from items required to
be measured by area for voids of less than 1.00 m2.
17 Minimum deductions of voids shall refer only to voids within the edges of
measured areas; voids which are at the edges of measured areas shall
always be deducted, irrespective of size.
Items to be fully inclusive
18 Unless otherwise stated, all items shall be fully inclusive of all that is
necessary to fulfill the Items to be fully liabilities and obligations arising out
of the contract and shall include:
a. Labour and all associated costs
b. Materials, goods and all associated costs
c. Provision of plant
d. Temporary works
e. Establishment charges, overheads and profit.
Pricing
19 The Contractor shall satisfy himself as to the meaning of every item in the
Bill of Qauntities and the rates and prices inserted by him will be deemed to
cover all his obligations under the Contract and all matters and things
necessary for the proper construction, completion and maintenance of the
works, according to Contract documents, for all temporary work required
(including any that may be required by subcontractors, whether nominated
or otherwise)
20 Once the Contract has been awarded, the Contractor is required to provide
a detailed breakdown of all their unit rates, which should be divided into the
following categories: materials, labor, equipment, profit, and overheads.
They may be advised to submit this breakdown along with their offer.

21 The price / Rates for each item or the project as a whole shall cover the
expenses of all necessary materials and labor, as well as the use of all plants,
whether mechanical or non-mechanical, required to ensure the works are
carried out efficiently in their proper sequence. The price shall also include
the shifting, altering, and adapting of temporary work and plants as needed
during the project, and the removal of any disturbed surfaces upon
completion, making good any damages. Additionally, if the guarantees and
bonds are not included in the previously agreed prices, they will be added to
the total cost. The Contractor shall be responsible for the costs of preparing
the tender and the final account, as well as all other establishment charges
and on-costs. It is important to note that no additional payment or claims
will be allowed for any errors or misunderstandings by the Contractor in
these respects.
Suppliers and Sub-Contractors
22 All suppliers and sub-contractors shall be approved in writing by the
Engineer prior to their engagement on the Project
23 Any work instructed by the Engineer which cannot be valued by the
application of the Contract rates will be valued on a Daywork basis. Before
commencement of any work to be executed on a Daywork basis the
Contractor shall take approval from the Engineer in accordance wih the
contact provisions.
Copyright
24 Unless the Employer gives his express permission in writing the Contractor
accepts and understands that all documents issued for this Contract are
protected by the laws of Copyright and must under no circumstances be
used for any reason other than for the purposes of this Contract.
Working Hours
25 Working hours for the site shall be as per the requirements of local rules and
regulations. No work is to be undertaken outside of these hours, on Friday
or during holidays without the Contractor requesting and the Employer
granting permission. In the event that the Contractor deems it necessary to
work overtime then the Employer reserves the right to seek reimbursement
of cost related to such any supervision or attendance required.
Unit Prices
26 Unit prices shall include all necessary material, plus cost of delivery,
installation, handling, storage, protection,..etc, insurance, applicable taxes,
customs and duties, overhead and profit.

Daywork
27 Any work instructed by the Engineer which cannot be valued by the
application of the Contract rates will be valued on a Daywork basis. Before
commencement of any work to be executed on a Daywork basis the
Contractor shall inform the Engineer.
28 For work of a minor or incidental nature, the Engineer may instruct that a
Variation shall be executed on a daywork basis.
Prime Cost (PC) Sums / Rates
29 Prme Cost sum is defined as a sum provided for works or services to be
executed by a Contractor / sub-contractor / nominated sub-contractor, a
government or a statutory authority for materials or goods to be obtained
from a nominated supplier.
30 Such sum shall be deemed to be exclusive of any profit required and / or
attendance to be provided by the main contractor and provision shall be
made for the addition thereof where applicable
31 The Prime Cost Sums shall be expended as directed by the Engineer or
deducted in whole or in part if not expended.
32 The rate listed by the Contractor in the Unit Cost Column shall include the
additional cost of the Contractor to cover his Overhead and Profit in
addition to the attendance fees.
Provisional Sums (PS)
33 Provisional Sum” means a sum (if any) which is specified in the Contract as a
provisional sum, for the execution of any part of the Works or for the supply
of Plant, Materials or services the extent of which cannot be specifically
detailed when entering a contract.

2 All wood, steel and aluminium windows, doors, frames, curtain walls, etc..,
shall be factory assembled and reinforced according to drawings, complete

1 Prior to signing the contract, the electrical contractor has to check the

contract signature, the contractor shall not ask, during the execution, for a
