1. Objective: -
This document is intended to be used by Recognized TCPFs.
This document will help the recognized TCPFs/Users to understand the complete process of
Renewal of Recognition of TCPFs, Testing Mother Plant/Stock Culture and Certification of
Tissue Culture Raised Plants.
2. Description:
This document contains the detailed process description of Renewal of Recognition of
TCPFs, Testing of Mother Plant/Stock Culture and Certification Tissue Culture Raised
Plants which broadly includes:
➢ How to apply for Renewal of Recognition
➢ How to send Intimation for Testing and certification
➢ How to make the payment
➢ How to receive Certificates etc.
➢ How to apply for recognition of Hardening Centre

3. Login into web-portal
Users can login in by using URL given below and login credentials provided to them.
URL of the application - http://dbtncstcp.nic.in/
Using above URL, the user can open the website and click on the NCS-TCP Online Portal
link to redirect to the Dynamic Online Management Portal.

4. Renewal of Recognition
4.1 Apply for Renewal
TCPF can apply for renewal of recognition after log in to the NCS-TCP Dynamic website
four months prior to expiry of certificate. Follow steps mentioned below to apply for the
renewal of the recognition.
Step 1 – Login into the system and click on the link apply for renewal.
Or Go the Renewal under Recognition Tab from left menu as shown below.

Step 2 – Fill the below renewal form. All the previous basic information will be pre-filled
in editable mode. Change the required information and click on submit.

TCPF dashboard after Applying for renewal
Click on registration number to open and view the application.
Step 3 – Open the Self-Assessment tab and fill the required information. Fill all the seven
sections of assessment form and click on submit.

4.2 Payment of renewal of recognition fee
The application status will be displayed as ‘pending on TCPF’, for payment of renewal of
recognition fee.
Step 1 – Click on the highlighted fee tab for payment of fee.
Step 2 – Click in check box and proceed for online payment.

The following payment receipt screen will appear after payment is completed.

4.3 Payment of Inspection fee
The following screen will be displayed once payment of renewal of recognition is
completed. Once the inspection visit is scheduled by the NCS-TCP Management Cell,
Inspection Fee would be paid by following the steps mentioned below.
Step 1 – Click on the highlighted fee tab.
Step 2 – Click in check box and proceed for online payment.

The following payment receipt screen will appear after payment is completed.

4.4 Payment of Certification fee
On successful completion of inspection procedures (Site visit, Non-conformities and
Corrective Actions, if any) the decision of the concerned authority will be displayed. The
application status shown in summary page, will be displayed as ‘pending on TCPF for
payment of Certification Fee’.
Step 1 – Click on the fee tab to make payment of the Certification fee.
Step 2 – Click in check box and proceed online for the payment.
On successful completion of payment, the NCS-TCP management cell will issue the
certificate of renewal of recognition of TCPF.

5. Testing of Stock Culture / Mother Plant
5.1 Send intimation for testing of MP/SC
Step 1 – TCPF can send intimation form to ATL using the Dashboard.

Or Go to the left Menu >> Testing of Mother Plant >> Intimation

Step 2 – Fill the below intimation form and click on submit.

After submission of form, application status can be checked on dashboard or by searching
the application under Testing of Mother Plant section in Left Menu.

5.2 Payment by TCPF for Testing
Step 1 – Upon acceptance for testing by ATL, Open the application from Dashboard or
Search application under Testing of Mother Plant in Left Menu.
Step 2 – Click on the Online Payment Tab.
Step 3 – Accept the Terms and Conditions and Click on Pay Online.

5.3 Sending Samples for Testing
Step 1 – Open the Application and click Send sample tab. The sample submission screen
will appear.

Step 2 – Fill the send sample form and click on save as draft to save the information (if
required) or one can directly submit the form by clicking on submit to send the samples.

5.4 Resend Samples.
If the sample sent to the ATL is not in good conditions/appropriate quantity, the sample is
required to be resend by TCPF.
Step 1 – Open the application and click on resend samples.
Step 2 – Select Yes or No to send the samples again.
And click on submit.
5.5 Test Report
Once test report is generated by ATL, the same can be downloaded by the TCPF using
following steps;
Step 1 – Open the application and click on Test Report
Step 2 – Click on Download Report.
Note: Summary Tab is given to check the current status and previous history.

6. Certification of Tissue Culture Raised Plants (TCPs)
6.1 New Intimation for Testing and Certification of TCPs
Step 1 – TCPF can send the direct intimation from the Dashboard.

6.2 Payment by TCPF
Step 1 – Open the application from Dashboard or Search application under Tissue Culture
Raised Plants in Left Menu.
Step 2 – Click on the Online Payment Tab.
Step 3 – Accept the Terms and Conditions and Click on Pay Online.

6.3 Send Samples
Step 1 – Open the Application and click Send sample.
Step 2 – Fill the send sample form and click submit to send the samples.

6.4 Test Report
Once test report is generated by ATL, the same can be downloaded by the TCPF by clicking
Test Report Tab.
6.5 Test Result
Once Certificate of Quality (CoQ) is uploaded by ATL, the same can be downloaded by
TCPF by clicking ‘Download certificate’ option in test result tab.

7. Appeal
7.1 Appeal Application
If the TCPF is not satisfied by the test result by ATL, then there is an option ‘in the tab-test
results’ to apply for retesting.
7.2 TCPF Payment for Appeal
If appeal is accepted by the NMC then TCPF can search application from Search Appeal
under Grievances and proceed for payment.

7.3 Appeal Results
Search application from Search Appeal under Grievances and click on Test Report for new
results of testing. It can be downloaded by clicking ‘Download report’ option.

8. Recognition of Hardening Centre
8.1 Application for Recognition of Hardening Centre
Step 1- A recognized TCPF may apply for recognition of Hardening Centre by selecting the
option- “Recognition of Hardening Centre” from left menu
Step 2- Fill the details as required in the form and submit.
An alert message will be generated on successful submission of form.

Once the application has been filled, the TCPF can navigate to the form by clicking the
registration number on the dashboard under the Recognition Details section (Last one month
records/Applications).
8.2 Submission of Self-Assessment form
Step1- Click on Self-Assessment to open the self-assessment form.
Step 2- The TCPF must then fill the self-assessment form and submit.
As seen above the self-assessment form for Recognition of Hardening Centre is divided into
6 sections.

8.3 Payment of Registration Fees
The application will be pending for payment of fees which is done by following steps.
Step 1 – Click on the highlighted fee tab for making payment.
Step 2- Click in the check box and proceed for online payment.
8.4 Payment of Inspection Fees
Once the site visit is finalized by the NCS-TCP Management Cell, the TCPF is required to
pay the inspection fee, which is done by following the basic steps:
Step 1 – Click on the highlighted fee tab for making payment.
Step 2- Click in the check box and proceed for online payment.
8.5 Payment of Certification Fees
Once the site visit is done and upon successful completion of inspection procedures (Non-
conformities and Corrective Actions, if any) the decision of the concerned authority will be
