Subject: Concern regarding speculation on implementation of Phase 2 VRS in BSNL-

Respected Sir

The Bharatiya Telecom Employees Union (BSNL), wish to bring to your kind
attention a matter of significant concern that has been causing unrest amongst the
employees of BSNL.

Recently, a message is spreading widely across the country, claiming that Phase
2 of the Voluntary Retirement Scheme (VRS) is going to be implemented by BSNL
and that the same has been approved by the managing committee of BSNL A similar
message was circulated a couple of months ago, which led to considerable anxiety
and uncertainty among the employees. Now, the recurrence of this rumour has once
again created an atmosphere of apprehension.

If there is any truth to these claims and an action plan regarding Phase 2 VRS
has indeed been initiated, we strongly urge the BSNL management to act in a
socially responsible manner. It is imperative to engage with all trade unions and
associations to ensure that employees do not pani.

We request that any such plans be communicated well in advance to avoid


unnecessary unrest amongst employees. A transparent approach in handling such
sensitive issues will foster trust and ensure a harmonious working environment.
We strongly demand that BSNL management clarify whether Phase-II VRS is
being implemented or not. Additionally, it is important to note that such rumours
contribute to a perception among customers that BSNL is being privatized, given the
ongoing reduction in the employee base over the time. This has a direct impact on
the image of BSNL, a prestigious public service sector entity under the Government
of India.

We trust that the BSNL management will address this matter with the urgency and
sensitivity it deserves.
