A RESOLUTION ADOPTING THE INTERNAL RULES OF PROCEDURE OF THE OF
SANGGUNIANG KABATAAN OF BRGY. BANGYAS CALAUAN, LAGUNA FISCAL
YEAR 2023-2025
WHEREAS, the Sangguniang Kabataan of Bangyas is a government entity mandated by law to
promote and protect the physical, moral, spiritual, intellectual and social well-being of the youths
of Bangyas Calauan, Laguna and shall inculcate in them patriotism, nationalism and other
desirable values, and encourages their involvement in public and civic affairs;
WHEREAS, pursuant to the provisions of Republic Act No. 10742, known as the SK Reform
Act of 2015, Sangguniang Kabataan have the inherent rights and obligations of adopting its own
rules of procedure for the proper discharge of its mandate and functions;
WHEREAS, in the maintenance of good order in the Sanggunian Kabataan deliberations, it is
necessary that specific rules should be adopted and enforced in the interest of effective
administration;
WHEREAS, in order to regulate and adjust with the unexpected changes in the local
governance, the Sangguniang Kabataan of Bangyas Calauan, Laguna recognizes the need for the
adoption of its existing an Internal Rules of Procedure;
RESOLVED, AS IT IS HEREBY RESOLVED, to adopt the Internal Rules of Procedure for
the Sangguniang Kabataan of Bangyas Fiscal Year 2023-2025:
Rule I
Composition
Section 1. The Sangguniang Kabataan of Barangay Bangyas shall be composed of the duly
elected Chairperson and Members of Sangguniang Kabataan of Barangay Bangyas, Calauan
Laguna.

Rule II
Organization
Section 1. – On the first regular session, there being a quorum, the Sangguniang Kabataan shall
proceed the approval and adoption of the Internal Rules of Procedure of the current Sangguniang
Kabataan, which adoption in no case shall exceed ninety (90) days following their first regular
session. The Sangguniang Kabataan of Barangay Bangyas shall also fix the day, time, and place
of its regular sessions
Rule III
DUTIES AND RESPONSIBILITIES OF MEMBERS
Section 1. Every Member shall attend all sessions of the Sangguniang Kabataan unless he or she
is prevented from doing so by reason of sickness or other unavoidable circumstances due to
official or authorized business or travel: Provided, That, previous notice thereto shall be sent to
the Sangguniang Kabataan through the Presiding Officer or the Secretary.
It shall also be the duty of every member to come on time on all sessions. Whenever a member
arrives after the roll call, he/she shall be marked as “late” and his/her time of arrival shall be
recorded by the Secretary.
Section 2. Every Member is required to vote on every question or proposed measure being voted
upon by the Sangguniang Kabataan. Abstentions may only be allowed if it can be shown that the
Member concerned has a personal or pecuniary interest, either directly or indirectly, on the
matter being acted upon by the Sangguniang Kabataan.
Section 3. Every Member shall observe proper deportment or decorum during sessions.
Section 4. Every Member must wear appropriate uniform during Regular or
Special sessions of the Sangguniang Kabataan.
RULE IV
POWERS AND FUNCTIONS OF THE SANGGUNIANG KABATAAN
Section 1. SK Chairperson. – The Chairperson shall exercise and perform the following
powers, duties and functions:
• Serves as an ex officio member of the Sangguniang Barangay
• Acts as Chairperson of the Committee on Youth and Sports Development (CYSD)
and is a member of other committees.
• Call and preside over all meetings of the Sangguniang Kabataan and the assemblies
of the Katipunan ng Kabataan, and votes in the case of tie, except one of the agenda
to be discussed involves disciplinary action against her/him, in which case the
highest-ranking SK member shall preside.
• Takes the lead in the formulation of the CBYDP and in the preparation and
implementation of ABYIP.
• Ensure the Implementation of policies, programs, and projects in coordination with
the Sangguniang barangay and City/Municipality Youth Development Plan.
• Sign all required documents such as financial reports and related documents warrants/
checks drawn against SK funds for all expenditures.

• Exercise general supervision over the affairs and activities of the Sangguniang
Kabataan and the officials conduct of its members,
• Appoint from among the members of the Katipunan ng Kabataan, a Secretary and a
Treasurer with the concurrence of the majority of all the Sangguniang Kabataan
members.
• Coordinates with Sangguniang barangay and other youth organizations regarding
youth-related programs and projects that may wish to initiates and implements.
• Exercise other powers and perform such other duties and functions as may be
prescribed by law or ordinance.
Section 2. SK KAGAWAD -The SK Kagawads or SK Members shall exercise and perform the
following powers, duties and functions:
• Formulates and enact youth policies in form of resolution.
• Assist the SK Chairperson in the exercise of the powers, function and duties of
Sangguniang Kabataan.
• Serves as head of different SK Committees.
• Preside over committee meetings and Sangguniang Kabataan and Katipunan ng
Kabataan Meetings, in the absence of the SK Chairperson.
• Perform such other duties and functions in exercise of his/her role as SK Official and
as prescribed by the SK Chairperson.
RULE V
REGULAR AND SPECIAL SESSIONS
Section 1. Date, Time and Venue of Regular Session. – There shall be Regular Monthly
Meeting of the Sangguniang Kabataan every 1 st and 3rd Monday of the month at 6:00 o’clock in
the afternoon, to be held at the Barangay Hall,Bangyas, Calauan Laguna. In case the date of
Regular Meeting falls on an exceptional celebration, it shall be held on next Sunday of the next
week.
Section 2. Adjournment of Session. - An adjourned session may be held:
Through the initiative of the Presiding Officer, by using the assumed motion; or by a
majority of the Members present in a session where there is no quorum, wherein they
may decide to adjourn from day to day and compel the attendance of the absent Members
in order to obtain the necessary quorum.
By a majority vote of the Members present in any Regular or Special Session, there being
a quorum, in order to finish very important business which needs immediate action.
By any Member, duly seconded, there being a quorum and there being no more business
to take up.
RULE VI

Section 1. Preparation of Order of Business. – The Order of Business shall be prepared by the
SK Secretary and approved by the Presiding Officer.

RULE VII
DISCIPLINARY ACTIONS
Section 1. Penalty. – Any Member who commits an act in transgression of the foregoing Internal
Rules of Procedure shall be punished with the corresponding penalties hereunder prescribed, to
wit;
ACT PUNISHABLE PENALTY
• Any unjustified absence with prior notice
• Any unjustified absence in Three (3) consecutive sessions administrative charge as of
R.A. 6713, section 5.
• Coming in late in any kind of session
Section 2. Requisites. The penalty of suspension or expulsion to be imposed shall require the
concurrence of at least two thirds (2/3) vote of all the Sangguniang Kabataan. For other kinds of
penalty only a majority vote of all the members of the Sangguniang Kabataan shall suffice.
Section 3. Collection of Fines and its Disposition. The SK Secretary shall collect the fines as
may be imposed and shall be stated in the financial records which shall be kept by the SK
Treasurer. The Sangguniang Kabataan shall furnish a copy of such records to their respective
provincial, city or municipal accountants as the case maybe. All Sangguniang Kabataan funds
shall be subject to all existing accounting and auditing laws, rules and regulations.
RULE VIII
SUSPENSION OF THE RULES

Section 1. Any part of these Rules, except those prescribed by existing laws, may be suspended
at any particular session by majority vote of the Members present therein.
RULE IX
AMENDMENTS
Section 1. These Rules may be amended at any Regular Session by a majority vote of all the
Members of the Sangguniang Kabataan: Provided,
That prior notice of such proposed amendment is given to all the Members of the Sangguniang
Kabataan, and, Provided, further,
That no provision herein which is based on, or prescribed by, existing laws shall be amended.
RULE X
FINAL PROVISIONS
Section 1. Repealing Clause. - All resolutions, ordinances, and rules of procedures, or part or
parts thereof which are inconsistent with any of the provisions of these Rules are hereby repealed
or modified accordingly.
Section 2. Effectivity. – These Internal Rules of Procedures shall take effect on the 1st day of
August, Two Thousand Eighteen, immediately upon approval.
