REITERATION OF THE OBSERVANCE/CONDUCT OF FLAG RAISING AND


LOWERING CEREMONIES AND PROPER SEQUENCE IN OFFICIAL
DEPED PROGRAMS INVOLVING THE SINGING OF
THE PHILIPPINE NATIONAL ANTHEM

1. Pursuant to Section 18 of Republic Act (RA) No. 8491, otherwise known as


the Flag and Heraldic Code of the Philippines, all government offices and
educational institutions are required to participate in the Observance/Conduct
of Flag Raising Ceremonies every Monday morning and Flag Lowering
Ceremonies every Friday afternoon .

2. While there is no law categorically stating the order of a public ceremony,


specifically, whether the singing of the Philippine National Anthem should come
before or after the Invocation, the National Historical Commission of the
Philippines (NHCP) Protocol on the Observance of Commemorative Events
provides that the singing of the Philippine National Anthem should come before
the Invocation in official government functions. However, this may be
distinguished from programs or gatherings that are religious in nature or are
sponsored by or conducted in private schools or “in-faith” institutions.

3. As stipulated in DepEd Order No. 09, s. 2021, the Quality Policy Statement
must be recited by teaching and non-teaching personnel during the conduct of
the Flag Ceremony. It may also be included in the preliminary activities of CO,
RO, and SDO programs. In the case of schools, it may be included during the
preliminary activities of Faculty Meetings, Learning Action Cell (LAC) Sessions, or
any other similar activity.

4. In view of these, the following sequence is hereby issued in the


observance/conduct of the Flag Raising and Lowering Ceremonies and in Official
DepEd Programs involving the singing of the Philippine National Anthem:

a. Flag Raising Ceremonies
i. Singing of Lupang Hinirang
ii. Interfaith Prayers
iii. Recitation of Panunumpa ng Katapatan sa Watawat ng Pilipinas;
iv. Recitation of the Panunumpa ng Lingkod Bayan (by all Department
officials and employees only);and
v. Recitation of the DepEd Quality Policy Statement

RA 8491, Section 21. During the Flag Raising Ceremonies, the


assembly shall stand in formation facing the flag. At the moment of the
first note of the anthem is heard, everyone in the premises shall come to
attention; moving vehicles shall stop. All persons present shall place their
right palms over their chests, those with hats shall uncover, while those in
military, scouting, security guard, and citizens military training uniforms
shall give salute prescribed by their regulations, which salute shall be
completed upon the last note of the anthem.
The assembly shall sing the Philippine National Anthem,
accompanied by a band, if available, and at the first note, the flag shall be
raised briskly.
The same procedure shall be observed when the flag is passing in
review or in parade.

b. Flag Lowering Ceremonies


i. Singing of Lupang Hinirang

RA 8491, Section 22. During the flag lowering, the flag shall be
lowered solemnly and slowly so that the flag shall go down the mast at
the sound of the last note of the anthem. Those in the assembly shall
observe the same deportment or shall observe the same behavior as for
the flag-raising ceremony.

c. Official Programs Involving the Singing of the Philippine National


Anthem
i. Singing of Lupang Hinirang
ii. Invocation / Interfaith Prayers; and
iii. Recitation of the DepEd Quality Policy Statement

5. A Memorandum issued on December 2, 2024 by the Secretary of


Department of Education provides a clear guidance on the consistent use of the
officially sanctioned materials for the Lupang Hinirang, the Bagong Pilipinas
Hymn, and the official DepEd prayer and must be used during all official
ceremonies including flag-raising ceremonies, flag retreats, and other formal
DepEd-related events. The official audio-visual materials are accessible through

Watawat ng Pilipinas, Panunumpa ng Lingkod Bayan and the DepEd Quality
Policy Statement for reference and guidance in the recitation thereof.

7. Immediate dissemination of and strict compliance with this


Memorandum is directed.

PANUNUMPA NG LINGKOD BAYAN

Ako ay isang lingkod bayan.


Pangangalagaan ko ang tiwalang ipinagkaloob ng mamamayan.
Maglilingkod ako nang may malasakit, katapatan, at kahusayan na walang
kinikilingan.
Magiging mabuting halimbawa ako, at magbibigay ng pag-asa at
inspirasyon sa aking kapwa lingkod bayan.
Lilinangin ko ang aking sariling kakayahan upang sa lahat ng panahon ay
mapaglingkuran ko nang buong kahusayan ang sambayanan.
Hindi ako makikibahagi sa mga katiwalian sa pamahalaan.
Pipigilan at isisiwalat ko ito sa pamamagitan ng tama at angkop na
pamamaraan.
Isasabuhay ko ang isang lingkod bayang maka-Diyos, maka-tao,
makakalikasan at makabansa.
Tutugon ako sa mga hamon ng makabagong panahon tungo sa adhikain
ng matatag, maginhawa, at panatag na buhay.
Sa mga tungkulin at hangaring ito, kasihan nawa ako ng Maykapal.
