Mirabel: Hi! I’m Mirabel Madrigal, the one and only not-so-magical Madrigal. But don’t
worry—I’ve got plenty of heart and a knack for solving problems in my own way. And this is my
family, Familia Madrigal.
Pepa: Hola! I’m Pepa Madrigal, and my mood... Well, let’s just say it controls the weather.
Sunshine or storms, I’m here to keep the skies interesting. Just don’t tell me to relax, okay?
Abuela: "I am Abuela Madrigal, the keeper of our family’s miracle. Everything we do is to
protect the magic and honor the gift we’ve been blessed with. Our family is everything.
Dolores: Shh! I’m Dolores Madrigal, and I can hear everything. Literally. Nothing gets past me,
Secrets, whispers, or even the sound of the petals of a flower.
Isabela: Did someone say flowers? Hola! I’m Isabela Madrigal, the perfect one—graceful,
glamorous, and able to make plants grow. Being flawless isn’t easy, but someone’s gotta do it!
Slide 4
Mirabel: “It’s been months so let’s uncover what we can do to save Calicoan Island’s future? Let’s go
through this tourism development plan, made by researchers who care about helping our people and
protecting our island.”
Slide 7-9: Mirabel Presenting…
Slide 7:
Hola, amigos! I'm Mirabel, and I'm thrilled to share with you the enchanting story of Calicoan
Island, the "Surfer's Paradise" of the Visayas! It’s a place with breathtaking natural beauty, where
crystal-clear waters meet powdery white sand beaches. Sounds like a dream, right? But, just like
our beloved Casita, Calicoan Island needs a little tender, love, and care to unlock its full potential.
Slide 8:
That's where this amazing study comes in! It's all about creating a Community-Based Tourism
(CBT) plan that puts the local community at the heart of tourism development. By doing so, it can
enhance local livelihoods, create jobs, and boost the economy while preserving the island's
natural beauty and improving residents' quality of life. It's a win-win situation for everyone!
Slide 9:
So, what does this CBT plan about?
It's all about involving the local community in decision-making and ensuring that tourism benefits
everyone, not just a select few. It's like our family's motto "Todos somos especiales" - we're all
special, and we all deserve to thrive!
Mirabel: So, let's join forces to protect this island paradise and its inhabitants. Viva Calicoan Island!
Pepa: Mirabel! *thunder sound* Don’t be so loud! *thunder sound*
Mirabel: Oops! Lo Siento, Tia! Adios!
Slide 10-11: Pepa Presenting…
Pepa: “As someone who feels the weather change with my emotions, I know how unpredictable things
can get. Let’s take a moment to know our current situations here on our dearest island.”
Slide 10: CONCEPTUAL MODEL
Hola, mi amigos! For anyone visiting our beloved Calicoan Island, it’s so important to understand
what’s happening here—our attractions, amenities, and all the amazing things we offer! We’re
working together as a community to create a tourism plan that’s as vibrant as our island itself. It’s
about seeing things from everyone’s perspective—our stakeholders, friends, neighbors, and even
visitors like you, to measure different aspects identified from the internal and external
environment in developing tourism. The tourism development plan is formulated using a
community-based approach since we want everyone to know the steps we’re taking to make
tourism here something truly magical. Together, we’re making Calicoan Island a dream for
everyone to enjoy!
Slide 11: CURRENT STATE OF CALICOAN ISLAND
If you're visiting our little paradise, here’s what you must know! Our island is hugged by the
mighty Pacific Ocean on the east and the beautiful Leyte Gulf on the west—qué maravilloso! It’s
made up of cuatro barangays: Baras, Ngolos, Pagnamitan, and Sulangan in the municipality of
Guiuan, Eastern, Samar. Here, the land is untouched or underdeveloped, so pure and wild, like a
hidden treasure waiting to shine! And one of our delicacies is this puffed rice. It's quite
extraordinary, actually. Our people make it using a local variety of rice. It's light, crispy, and
utterly charming! And to get here? You’ll cross the charming Pagnamitan Bridge, which connects
us to the main town of Guiuan.
Pepa: So magical, right?
Abuela: Yes!
Pepa & Abuela: Welcome to our home! Bienvenidos!
Slide 12-13: Abuela Presenting…
Abuela: “Mi familia, let me share with you something important, a study that listens to the voices of our
people, to help us understand what truly matters for our future”.
Slide 12 Explanation:
This research combines surveys and interviews to gather information. We surveyed 380 residents
and 327 tourists using the ASEAN community standards and analyzed the data, while interviews
with leaders were examined through thematic analysis to find key patterns. Everything was done
with care, ensuring respect for participants' rights and confidentiality.
Slide 13 Explanation:
Now, let me tell you who is part of this plan. The plan includes local community members,
tourists, and the municipal government. These groups are all known as Tourism Stakeholders.
Each of them has an important role in making the plan successful.
Dolores: *Appear behind Abuela* Hmp!Did you hear that?
Abuela: *Shocked then annoyed*
Slide 14-18: Dolores Presenting…
Dolores: "I’ve heard the whispers of the people—their hopes, their fears. Now, let me tell you all the
findings & results I heard from the surveys and interviews to understand what our island needs.”
Dolores Presenting…
Slide 14 Explanation:
This is the Tourism Map of Calicoan Island and you will notice that there's a lot of attractions
but only few accommodation and tourism services are present in Calicoan Island. The
available accommodations are reliable in terms of facilities and services but are limited in
capacity, particularly during peak seasons. Tourism infrastructures generally satisfy the needs
of tourists, but the island's tourism services are lacking.
Slide 15 Explanation:
Calicoan Island's strengths include its white sand beaches, undamaged natural landscape, and
reputation as the Surfing Capital of Visayas.
This is the ABCD Beach that's under the Marine Protected Landscape and Seascape of the
Philippines, with local government support in terms of tourism promotion and local product
offerings.
Slide 16 Explanation:
Its weaknesses focus primarily on operational issues including limited public transportation
and available accommodation, weak phone reception, only one food establishment, a lack of
souvenir products and waste management, a language barrier exists and the island is prone to
natural disaster.
Slide 17 Explanation:
Now, let me tell you what I’ve heard about the opinion of the local community and the
tourists about the Community-Based Tourism.
Based on the Survey Results, the community is willing to participate in community-based
tourism (CBT) and also shows commitment to environmental protection, tourist safety,
cleanliness, and providing accommodations while tourists believe Calicoan Island has strong
potential to become a future community-based tourism (CBT) destination commending the
hospitality of the local community and the absence of discrimination.
Slide 18 Explanation:
The mayor and the tourism officer recommend training and seminars to enhance local
tourism knowledge and to invite investors to build infrastructure and tourism establishments.
The challenges posed by the island's vulnerability to typhoons is also acknowledged. The
mayor points out the island's potential for ecotourism, while the tourism officer expresses
concern about issues related to privately owned properties.
Dolores: Hmm…, I heard footsteps of Isabela, I smell some flowers...”
Isabela: Did someone say flowers?
Slide 19-28: Isabela Presenting…

Slide 19 Explanation:
Isabela: “Since we’ve already gone over the findings, it’s my turn to make everything... perfect. Just like
the flowers I create, this island needs care and attention to truly bloom. So, let’s now reveal the
conclusions and recommendations to make our island thrive.”
Slide 20 Explanation:
To conclude, Calicoan Island has a lot to offer (ABCD Beach, Linao Cave, Veteran Park,
Sulangan Pilgrimage Walk, surfing spots) but it doesn’t have enough places to stay (Mirabel: you
mean hotels or resorts?) YES! There’s a lack of reliable transportation, like jeepneys or buses, and
not enough restaurants or shops for tourists. These limitations make it hard to fully develop the
island’s tourism potential.
Slide 21 Explanation:
But… the feedback from the local government and community has been invaluable in recognizing
and addressing these limitations, they are determined that the CBT approach is the best way to
develop tourism while protecting the environment and preserving culture, ensuring sustainable
growth for everyone.
Slide 22 Explanation:
These results have guided the creation of a sustainable development plan. The main plan is to turn
Calicoan Island into a comprehensive tourist destination meaning it will attract enough visitors by
offering more than just surfing including eco-tourism, local cultural experiences, and better
infrastructure.
Slide 23 Explanation:
This is how Calicoan looks right now. It’s naturally beautiful, showing it as a surfing paradise, but
there’s not enough hotels, restaurants, or reliable transport for tourists. This makes it harder to
attract a steady flow of visitors.
Slide 24 Explanation:
Now, imagine a future where this beauty is preserved, yet enhanced with thoughtful
development… This is the vision for the future… to have more suitable hotels, eco-friendly
facilities, better transport systems, and local businesses thriving, all while keeping the island’s
natural beauty and culture intact. I mean picture this, the island, not just a hidden gem, but a place
that welcomes enough visitors like a garden full of life.
Slide 25-26 Explanation:
These are the key strategies and programs made by beloved researchers that help us plan to turn
this vision into reality.
Slide 27 Explanation:
To empower the community, the plan is to form community-based organizations so locals can
help make decisions about tourism giving them a direct role in shaping the development. To offer
skill-building, seminars, and training programs for locals to work as tour guides, run
businesses, and manage eco-tourism services. To prioritize locals for job opportunities that are
tourism-related, which will provide them with better income and more control over tourism
development.
Slide 28 Explanation:
And for the island itself, we need to build carefully and make sure everything works in
harmony… For the infrastructure and services development, the plan is to focus on financial
planning to improve accommodations by building hotels, guesthouses, and local food
establishments to cater to more tourists. Build better transportation options (jeepneys,
shuttles) to make it easier for tourists to get around. This all means we have to enhance the
island’s carrying capacity by ensuring the number of tourists doesn’t overwhelm the island’s
resources or damage the environment.
Isabela: Everything needs to bloom perfectly, but it takes more than just flowers. Tia Pepa!
Pepa: *shocked* Me?
Isabela: Show us how we can keep everything balanced and strong.
Pepa: Oh, yes dear!
Slide 29-30: Pepa Presenting
Pepa: “I'll show you all how we can keep everything balanced and strong. Let my blooming clouds
uncover the other strategies and programs!”
Slide 29: INVESTMENT AND PARTNERSHIPS
Since they’ve mentioned how our island is open to welcoming local and foreign investors—oh,
it’s wonderful! This will help us build amazing tourism spots and beautiful new establishments!
COMMUNITY INVOLVEMENT
Our people? Oh, they’re amazing! So welcoming, so ready to roll up their sleeves and work
together. When everyone pitches in, making decisions together, it’s like magic! It’s not just about
today—it’s about building a brighter future for our island, for all of us!
Slide 30: SUSTAINABILITY AND ENVIRONMENT
Oh dear, there's no waste management to keep our beautiful island clean and the attractions
sparkling! And, worst of all, our island faced big troubles—like some visitors taking too much
sand from the land and trading exotic creatures. It’s just not right!
Pepa: Hmm, maybe our Abuela can come up with the help of our people! Mama! Mama!*anger*
*thunders*
Abuela: Pepa! The clouds! Calm down!
Pepa: yeah! And now I'm thundering!
Slide 31-32: Abuela Presenting…
Abuela: “To protect this island, we must work together, to ensure its future”.
Slide 31 Explanation:
Everyone has a role, the main groups driving this effort are the Local Government Unit (LGU) of
Guiuan, Samar, and the Tourism Office of Guiuan. Along with them, the private sector, our local
community, and Non-Governmental Organizations (NGOs) will all be involved. “And soon, we
will have an Environmental Council to protect and care for our island.
Abuela: The relevant lessons we’ve learned from our past guide us, reminding us that every decision
we make shapes the future of this island and its people.
Slide 32 Explanation:
First, Community-based tourism ensures our voices are heard and protects our culture, traditions,
and home. Community participation safeguards both our people and environment.
Next, the boosterism approach focuses on growth, job creation, and community. It’s like when we
opened our doors to Bruno, welcoming others with care to enhance everyone’s quality of life.
Related are Integrated Tourism Planning and Eco-Tourism Approach
● Relation: Our plan ensures that tourism development in Calicoan Island is compatible with the
existing economic activities and the values of the local residents.
● Explanation: By using the Community-Based Tourism (CBT) approach, we prioritize local
involvement and sustainable development. This ensures that the projects and strategies, such as
eco-friendly infrastructure and cultural preservation, align with the community's needs and
long-term goals.
Then, project planning is the foundation to rebuilding our casa. Using methods like the Logical
Framework Approach, to analyze and prepare for future needs by carefully evaluating attractions,
amenities, and infrastructure.
Finally, the future of tourism faces challenges, as seen in Calicoan Island. Natural disasters and
global warming threaten stability. Like our Encanto, they can plan, protect, and rise stronger by
working together, just as the Madrigals always do.
Abuela: And where’s Mirabel? Mirabel!
Mirabel: What’s up Abuela! I’m just right here, I’m back! *hugs Abuela*
Slide 33-35: Mirabel Presenting…
Mirabel: “Our family has always worked together to protect this island, and now it’s no different. The
Madrigals have thought carefully about what we can do to make Calicoan Island’s future brighter. Let me
share our recommendations—”

Possible Defense Questions:
What do you think will be the budget for the plan?
Since the budget was not included in the study, we estimate that the financial requirements for
implementing the tourism development plan for Calicoan Island could range between PHP 44 million and
PHP 180 million. This projection covers essential investments such as the construction of
accommodations (hotels, guesthouses) (PHP 25 million to PHP 75 million), establishment of food outlets
and transportation improvements (jeepneys, shuttles) (PHP 6 million to PHP 45 million), strategies to
manage the island’s carrying capacity (PHP 5 million to PHP 15 million) (This involves investments in
eco-friendly infrastructure and measures to manage visitor flow, such as building public restrooms, waste
management systems, and surveillance.), community training and empowerment programs (PHP 1.5
million to PHP 6 million), and sustainability initiatives, including solid and liquid waste systems,
establishing an environmental council, and sustainable practices (PHP 2 million to PHP 8 million). This
budget is a preliminary estimate and may vary based on detailed project plans and actual market
conditions. The budget for the development of Calicoan Island can be acquired through a phased
approach. Initially, funding may come from allocations by the local government of Guiuan and support
from the provincial or national government through tourism development grants. Public-private
partnerships can also play a key role, with private investors funding specific projects like
accommodations and food establishments in exchange for business opportunities. Additionally, the
community-based organizations formed as part of the plan can apply for financial assistance or grants
from non-governmental organizations (NGOs) focused on sustainable development. International
development agencies may also contribute, especially for sustainability-related projects such as waste
management or eco-tourism infrastructure. This phased approach ensures gradual but steady progress as
funds are secured and allocated.
What is the plan of the researchers for the island?
The researchers plan to transform Calicoan Island into a sustainable and inclusive tourist destination by
implementing a comprehensive development strategy based on the Community-Based Tourism (CBT)
approach. This plan will focus on empowering the local community, improving tourism infrastructure,
and balancing economic growth with environmental conservation.
What is the study all about?
This study explores how Calicoan Island can be developed as a year-round tourist destination while
ensuring that the local community benefits from tourism growth. It focuses on using the CBT approach to
promote local participation, environmental sustainability, and cultural preservation in the development
process.
What are the specific plans?
The specific plans include forming community-based organizations to drive development efforts,
conducting skill-building workshops and training programs to improve local human capital, enhancing
accommodations, and building new food establishments and transportation options. Additionally, an
environmental council will be established to oversee sustainability initiatives and ensure that development
aligns with ecological conservation.
How do they execute their plan?
The plan will be executed through a phased approach. Initial steps involve establishing partnerships with
local government units, tourism stakeholders, and community leaders. Training programs and workshops
will be organized to equip locals with the necessary skills for tourism services. Infrastructure projects will
be funded through public-private partnerships, with financial plans prioritizing the development of
accommodations and transport systems. Community participation will be ensured through regular
meetings and decision-making forums that allow locals to voice their opinions and contribute to the
planning process.
What are the approaches or techniques they use to make a change or development in that place?
The primary approach used is the Community-Based Tourism (CBT) model, which emphasizes local
involvement and sustainable practices. Techniques include collaborative planning workshops,
capacity-building initiatives, and environmental conservation programs. The active participation of
community members ensures that development projects are tailored to their needs and capabilities,
fostering a sense of ownership and responsibility.
Present specific solutions and recommendations on certain problems:
To address the limitations in accommodations and services, the plan recommends building new
guesthouses, hotels, and local food establishments. Transportation solutions include setting up more
shuttle services or jeepneys to make the island more accessible. To manage the island's carrying capacity,
regulations will be implemented to monitor and limit tourist numbers during peak seasons. Finally, waste
management practices and the formation of an environmental council will help maintain ecological
balance and ensure that the growth of tourism does not harm the island’s natural resources.
