Users of the IATA Dangerous Goods Regulations are asked to note the following amendments and corrections
to the 65th Edition, effective 1 January 2024.
Where appropriate, changes or amendments to existing text have been highlighted (in yellow - PDF or grey -
hardcopy) to help identify the change or amendment.

New or Amended State Variations (Section 2.8.2)

Amend RAG (Argentina)
RAG-01 The Spanish language shall be used for markings and documents relating to the transport of dangerous
goods in the case of flights originating in or and having as their final destination the territory of the Argentine
Republic. In the case of international flights the English language shall also be used.

5J-01 Advance arrangements for shipment of dangerous goods must be made not later than 48hrs before the
intended flight.
5J-02 The shipper must provide a 24-hour emergency telephone number of a person/agency who is
knowledgeable of the hazards, characteristics and actions taken in case of an accident or incident concerning
the dangerous goods being transported. This telephone number, including country and area code, preceded by
the words “Emergency Contact” or “24-hour contact number” must be inserted on the DGD preferably in the
“Additional Handling Information” box.
5J-03 Radioactive material will not be accepted.
5J-04 Dangerous goods - Infectious Substances Category B will not be accepted.
5J-05 Dangerous Goods UN3171 – Battery Powered vehicle or Battery Powered equipment will not be
accepted
5J-06 Used and/or refurbished lithium batteries packed with or contained in equipment will not be accepted.
5J-07 Only the following dangerous goods in consolidation will be accepted for carriage:
• Cconsolidation having one master airway bill with only one house airwaybill;
• Cconsolidation with lithium/metal cells and batteries under Section II Packing Instructions 966, 967, 969,
970 as the only dangerous goods;

• consolidations having multiple house air waybills containing ID 8000 (consumer commodities) as the only
dangerous goods;
• consolidations having multiple house air waybills containing UN 1845 (carbon dioxide, solid–or dry ice)
when used as a refrigerant for non-dangerous goods as the only dangerous goods.

Amend 8V (Astral Aviation)

8V-01 The shipper must provide a 24-hour emergency telephone number of a person/agency, who is
knowledgeable of the hazards, characteristics and actions to be taken in case of an accident or incident
concerning each of the dangerous goods being transported. This telephone number, including the country and
area code, preceded by the words “Emergency Contact” or “24-Hour Number” should be shown in the
Additional Handling Information box of the DGD. and on the package (see [Link] and [Link]).
8V-03 Special provision A70 will not be applicable for allAll internal combustion engines and fuel cell engines,
being shipped either separately or incorporated into a vehicle, machine or other apparatus, the fuel tank or fuel
system of which contains or has contained fuel. They must be classified according to the regulations and
accompanied with a Shipper's Declaration of Dangerous [Link] accordance with these Regulations, and
special provision A70 cannot be applied.
8V-04 Dangerous Goods Shipments will only be accepted for carriage, by prior approval, before being
presented for transport. Requests for approval must be emailed to: Email: loadcontrol@[Link]
Safety Data Sheet (SDS) must be provided for all dangerous goods, including consignments containing lithium
batteries prepared in accordance with Section II of the relevant packing instructions.

Amend AF (Air France)

AF-01 Packages and overpacks containing Lithium ion cells or batteries packed with/contained in equipment
– UN 3481 (respectively Packing Instructions 966 and 967) and Lithium metal cells or batteries packed
with/contained in equipment – UN 3091 (respectively Packing Instructions 969 and 970) shall not exceed
individually must not individually exceed a maximum height of 1.60 m. A derogation may be exceptionally
granted upon prior request.
AF-05 For packages of lithium cell(s), or battery(ies), lithium cell or battery packages prepared in
compliance with Section II of packing instructions 966, 967, 969 and 970, delivered in bulk or in Shipper Unit
Load Device (BUP), the air waybill must show the number of pieces bearing the lithium battery mark in the box
“Nature and Quantity of Goods”. In case the air waybill has multiple BUPs, the number of pieces bearing the
lithium battery mark must be indicated per BUP
Before AF-08 – Add new
AF-07 Lithium ion cells or batteries packed with/contained in equipment – UN 3481 (respectively Packing
Instructions 966 and 967) and Lithium metal cells or batteries packed with/contained in equipment – UN 3091
(respectively Packing Instructions 969 and 970) shipped under an approval issued by an appropriate authority
under special provisions A88 are FORBIDDEN on Air France aircraft.
☢ AF-07 AF-08 Radioactive material packages Categories II and III are only accepted on Passenger flights if
their height, including transport base (pallet type) or dispatch floor, does not exceed 100 cm.

After AZ (ITA Airways) insert

B0 (La Compagnie)
☢ B0-01 Class 7 – Radioactive material, including all categories of excepted packages, will not be accepted for
transport.
B0-02 The number of packages marked with the lithium battery mark in compliance with the Section II of
packing instructions 966-967, 969-970, must be added in the “Nature of quantity of Goods” box of the air waybill.
B0-03 For shipments of UN 3171 powered by lithium batteries, the additional marking “Contains Lithium
batteries” is required. The marking must meet the requirements as stated in [Link].1 of DGR and near the
proper shipping name mark.
B0-04 When requested, the shipper must provide a Safety Data Sheet (SDS) which includes the UN number,
proper shipping name, packing group (where applicable) and all other information relevant to class/hazard
classification and transport by aircraft.

Amend CI (China Airlines)

CI-01 The following dangerous goods will not be accepted for carriage as cargo on China Airlines' passenger
flights:
1. Class 1 to Class 8; except for UN 2908, UN 2909, UN 2910, UN 2911, UN 3164 meeting requirement of
PI 208(a) and UN 3373;
2. fully regulated lithium ion batteries, UN 3481 (Class 9) as per Section I of PI 966–PI 967 (RLI);
3. fully regulated lithium metal batteries, UN 3091 (Class 9) as per Section I of PI 969–PI 970 (RLM);
4. UN 3171 Battery-powered vehicle (Class 9) powered by lithium batteries.

Amend CM (Copa Airlines–Cargo)

CM-02 Class 8, Corrosives in Packing Group I and II will only be transported inby “Cargo Aircraft Only”,
restricted in pax aircraft.
CM-03 CM will only transport dangerous goods of Class 2, Division 2.1, only UN 1950 aerosols without
subsidiary hazard and Division 2.2, permitted on a passenger aircraft, including refrigerated liquified gases,
Class 3, Class 6 (Division 6.2 infectious substances Category B) Class 7 medicinal items with radioactive
components and Class 9.
Note:
The above provision does not apply to COMAT (Company Material).Both prohibitions mentioned above do not
apply to COMAT (company material). All types of dangerous goods can be sent, if the regulations allow it on a
passenger plane, and if it is cargo exclusively for a cargo aircraft, it must be transported under these
regulations.

Amend FX (Federal Express)

FX-02
(a) Except for UN 1230—Methanol and Excepted Quantities (EQ), substances with a primary or subsidiary
hazard of Division 6.1 in Packing Group I or II must be prepared as follows:

• Shipments with an origin and destination within in the USA, including Puerto Rico and U.S. territories:
In either a UN specification packaging that meets Packing Group I performance standards, a US DOT
Special Permit (SP) packaging, or prepared in accordance with 49 CFR 173.13
• Shipments with an origin or destination outside the USA: In a UN specification packaging that meets
Packing Group I performance standards.
Note:
Subsidiary hazards of Division 6.1 without a packing group are not subject to FX-02a.
(b) Poison Inhalation Hazard (PIH) with a hazard zone “A” (reference 49 CFR 173.133 for zones) or any
Class 2 substance with a toxic primary or subsidiary hazard label will not be accepted for carriage.
(c) Polychlorinated biphenyls: The following Class 9 materials, if known or suspected to contain PCBs, must
be packaged as follows—for liquids: IP3 or IP3A inner metal packaging with absorbent material utilized to
fill all available space; for solids: any inner packaging as per applicable packing instruction is permitted.
Outer packaging must be a 1A2 steel drum, 4H2 plastic box, USA DOT-SP 8249, DOT-SP 9168 or DOT-
SP 11248 (see Packing Instructions [–] listed after each substance):

(d) Division 4.3 dangerous goods must be offered as follows:
U.S. domestic shipments:
• under a limited quantity “Y” Packing Instruction; or
• in accordance with 49 CFR 173.13; or
• using a DOT Special Permit that does not require placarding for road transport.
Shipments originating in the U.S. and destined for a non-U.S. location must be offered:
• under a limited quantity “Y” Packing Instruction; or
• dropped off at a FedEx Express staffed facility that accepts dangerous goods.
Shipments originating in non-U.S. locations destined for U.S. location must be offered:
• under a limited quantity “Y” Packing Instruction; or
• shipped as hold-for-pickup at a FedEx Express staffed facility that accepts dangerous goods.
(e) Regardless of origin or destination, FedEx Express will only accept the UN numbers listed below when the
packaging complies with 49 CFR 173.302(f), 173.304(f) and meet DOT31FP thermal resistance and flame
penetration requirements as prescribed in 49CFR Part 178 Appendix D and E (see USG-18). Packaging
must be a UN specification packaging that meets Packing Group I or II performance standards. In
addition, outer packages must be marked by the manufacturer with the additional certification mark
“DOT31FP”.
To ensure compliance with both USG-18 and FX-02(e) variations, FedEx Express will not accept the UN
numbers listed in this variation in overpacks unless one of the following is met:
• Each outer package’s DOT31FP certification mark is visible for inspection by the carrier, or

• The Shipper’s Declaration contains the additional compliance statement: “This shipment is prepared in
accordance with USG-18 and FX-02(e)”, or
• The overpack is marked “DOT31FP compliant”.

(f) The following dangerous goods may be shipped within the USA and Puerto Rico in accordance with the
current edition of Title 49 Code of Federal Regulations (49 CFR):
• Magnetized material;
• Special permit packaging;
• Environmentally hazardous substance, liquid, n.o.s. for nonbulk packages*;
• Environmentally hazardous substance, solid, n.o.s. for nonbulk packages;
• Shipments containing ethyl alcohol in small amounts as defined by 49 CFR 173.150 (g)*;
• Some U.S. Department of Transportation (DOT) special permits that have been approved for air
transportation.
* Shipments containing liquids offered under these 49 CFR exceptions must also meet the general
packaging provisions in IATA [Link].1 and [Link].
☢ FX-03
(a) Class 7 substances offered on FedEx International Priority Freight (IPF), FedEx International Premium
(IP1), or FedEx International Express Freight (IXF) require a pre-alert or pre-approval. Contact +1 877-
398-5951 for additional information. All fissile materials are prohibited for transport internationally.
(b) Class 7 shipments originating in a non-U.S. location require pre-approval. Call your local FedEx customer
service number and ask for FedEx Express Freight customer service.
(c) FedEx Express will not accept labelled radioactive material with a subsidiary hazard of 1.4, 2.1, 3, 4.1,
4.2, 4.3, 5.1, 5.2, 8, or 2.2 with a Cargo Aircraft Only label unless the shipper is pre-approved.
(d) All fissile shipments worldwide require pre-approval. Call +1 901 375 6806 and press “4” to reach the next
Dangerous Goods Agent for assistance.
(e) For mixtures or solutions of radionuclides enter “mixture” or “solution” as appropriate in the Quantity and
Type of Packaging in association with the physical and chemical form (e.g. liquid salt solution or solid
oxide mixture).
FX-04
(a) The following Class 8 dangerous goods will not be accepted for carriage (see Packing Instructions [–]
listed after each substance):

UN 2031 — Nitric acid, over 40% concentration [854, 855]
When shipping the above dangerous goods in acceptable concentrations, the concentration MUST be
indicated on the Shipper's Declaration in association with the proper shipping name. The concentration
also MUST be indicated on the Shipper's Declaration in association with the proper shipping name when
“Solution” is added to the Proper Shipping Names above, or when Nitric acid, Nitrating acid mixture, or
Nitrating acid mixtures, spent are listed as technical names as part of the proper shipping name entry.
(b) Waste as defined in local, State or international regulations, will not be accepted for carriage.
(c) Items that meet the definition of Federal Select Agent Program (FSAP) or “Select Agents” as defined by
the U.S. Center for Disease Control (CDC) will not be accepted for carriage. See:

(d) The following materials will not be accepted for carriage (see Packing Instructions [–] listed after each
substance):

(e) FedEx Express will not accept shipments prepared in accordance with Special Provision A209 and
shipments with a competent authority approval that meet the conditions of Special Provision A2 or A183,
unless specifically pre-approved.
(f) Hover boards or similar Small battery-powered vehicles (UN 3171) will only be accepted from companies
when new and in unopened original packaging. Used, refurbished self-balancing vehicle shipments from
individuals, resellers, and third-party shipments will not be accepted.
Examples of small battery-powered vehicles subject to this variation include:
• Hoverboards
• Self-balancing scooters
• Unicycle scooters and one-wheeled personal transport vehicles
FX-08 When a Shipper's Declaration is required, three (3) copies must be provided with each shipment at the
origin location. At least two of the copies must have the diagonal hatchings printed vertically in the left and
right margins and must be printed in red.
When a shipment (or consignment) consists of more than one outer package or overpack, one additional
black and white copy of the Shipper’s Declaration must be affixed by the shipper to each additional outer
package or overpack in the shipment.
FX-18 Shipper's Declarations for dangerous goods for all FedEx Express dangerous goods shipments
originating in the US must be prepared using software with dangerous goods compliance edit checks and by
one of the following methods:
• FedEx electronic shipping solutions (see updated information below);
• Recognized shipper proprietary software; or
• FedEx recognized dangerous goods vendor software.

Update–All FedEx electronic shipping solutions must be version 2016 or newer on or before January 1, 2024.
This includes FedEx Server applications and FedEx Web-Services uploads. If the upload of the DG
information is not using the FedEx DG Ready DG Data Upload Mode, or is not using the newest version of
FedEx Café or [Link] by this date then shipments will not be accepted into the FedEx Express network.
FX-18 currently does not apply to:
• Shipments originating in non-U.S. locations (including U.S. territories overseas, such as Puerto Rico);
• FedEx International Express Freight® (IXF) and FedEx International Premium® (IP1);
• Shipments containing Class 7 radioactive materials.
Note:
A list of FedEx Express recognized dangerous goods shipping application vendors can be reviewed at

Amend FZ (flydubai)
FZ-02 The following dangerous goods will not be accepted for carriage on flydubai:
(a) Class 1 (all divisions)
(b) Class 2 (all divisions)
—Division 2.1–Flammable gas;
—Division 2.2–Non-flammable, Non-toxic gas;
—Division 2.3–Toxic gas.
(c) Class 4 (all divisions)
— Division 4.1–Flammable solids; self-reactive substances, polymerizing substances and solid
desensitized explosives;
— Division 4.2–Substances liable to spontaneous combustion;
— Division 4.3–Substances which, in contact with water, emit flammable gases.
(d) Class 5 (all divisions)
— Division 5.1–Oxidizers;
— Division 5.2–Organic peroxides
(e) Class 6:
— Division 6.2–Infectious Substances Category A (UN 2814, UN 2900).
(f) Class 7:—Category II-Yellow and Category III-Yellow (RRY).
(g) Class 8:
— UN 2809–Mercury;
— UN 3506–Mercury contained in manufactured articles, including those meeting Special Provision A69;
— UN 2803–Gallium.
(h) Class 9:
— UN 3090 – Lithium metal cells and batteries, including lithium alloy cells and batteries, prepared in
accordance with Section IA and IB of Packing Instruction 968. This prohibition includes lithium metal

batteries shipped under approval in accordance with Special Provisions A88 and A99 and exemption
in accordance with Special Provisions A201.
— UN 3480 – Lithium-ion cells and batteries, including lithium polymer cells and batteries, prepared in
accordance with Section IA and IB of Packing Instruction 965. This prohibition includes lithium-ion
batteries shipped under approval in accordance with Special Provision A88 and A99 and exemption in
accordance with Special Provision A201.
h)Others:
- —Airmail containing dangerous goods (see 2.4)
Carriage of dangerous goods in all other classes and divisions requires pre-approval from
[Link]@[Link].
FZ-07 Single packagings of drums, jerricans and boxes in steel, aluminium and other metal are not accepted
Outer packaging such as drums, jerricans and boxes, made of steel, aluminium and other metal are not
accepted. Such materials can only be accepted in an overpack or elevated on a wooden/plastic pallet.
Insert new FZ-08
FZ-08 Dangerous goods packed in intermediate bulk containers (IBC) shall not be accepted.
FZ-09 FZ-08 For any dangerous goods that is accepted for transport from the United Arab Emirates, the UAE
GCAA freight forwarders certification number including the words “GCAA-DG-CERT #” must be added in the
Handling Information Box of the Air Waybill (e.g. GCAA-DG-CERT # 111).
FZ-10 FZ-09 Hoverboards or similar self-balancing vehicles (UN 3171) will only be accepted from companies
when new and in unopened original packaging. Used, refurbished self-balancing vehicle shipments from
individuals, resellers, and third-party will not be accepted.
FZ-11 FZ-10 For shipments consisting of equipment or vehicles powered by lithium batteries, a declaration
statement “This shipment does not contain used, damaged or refurbished lithium batteries/battery powered
vehicles” or "This shipment contains only new lithium battery-powered equipment/battery powered vehicles in
unopened original packaging” must be included on the air waybill or on a separate document such as a letter
from the shipper.
This prohibition does not apply to:
1. New or used data loggers and cargo tracking devices powered by lithium batteries when accompanying a
cargo consignment.
2. New or used aircraft parts containing intact batteries where the shipper or consignee is an airline or an
aircraft manufacturer.
FZ-12 FZ-11 Dangerous goods from other carriers as interline shipments are accepted only with the prior
approvals from [Link]@[Link].
FZ-13 UN 3373, Biological substance, Category B, must be accompanied by a supporting document from
qualified and responsible medical personnel to confirm that these substances do not contain infectious
substances or substances that are unlikely to cause disease in humans or animals.
FZ-14 Airmail containing dangerous goods is not accepted for carriage (see 2.4 and 10.2.2)
☢ FZ-15 Radioactive materials shall only be transported with an import, export, or transit permit(s) from the
Radiation Safety Department of the UAE Federal Authority for Nuclear Regulation (FANR). For further details,

After HA (Hawaiian Airlines) add HC (One Air)

☢ HC01 Class 7 – One Air will not accept carriage of any Radioactive material on its aircraft other than when
classified as ‘Radioactive Material – Excepted Package’.
HC02 UN2211, Polymeric beads, expandable will not be accepted for carriage.
HC03 UN3314, Plastics molding compound will not be accepted for carriage.
HC-04 Explosives under Class 1 will be accepted for carriage only upon prior approval of the airline. Request
for approval must be submitted by email to: cargomanager@[Link]
HC-05 Dangerous Goods offered for transport under special provisions A1/ A2, or exemptions as defined in
1.2.6. are only accepted for carriage upon prior approval of the airline. Request for approval must be submitted
by email to: cargomanager@[Link]
HC-06 UN3480 Lithium-Ion cells and batteries prepared in accordance with Section IA and IB of Packing
Instruction 965 will only be accepted for carriage with the prior approval of One Air Dangerous goods manager,
e-mail to be sent to: cargomanager@[Link]
HC-07 UN3090 Lithium metal or lithium alloy cells and batteries when prepared in accordance with Section IA
and IB of Packing Instruction 968 will only be accepted for carriage with the prior approval of One Air Dangerous
goods manager, e-mail to be sent to: cargomanager@[Link]
HC-08 Lithium ion cells and batteries (UN3480 / PI 965) and lithium metal cells and batteries (UN3090 / PI 968)
approved under Special Provision A88 are not permitted for transport on One Air aircraft.
HC-09 Used and /or refurbished lithium metal or lithium ion batteries, either packed alone or contained in / with
equipment are prohibited for carriage on One Air aircraft.
HC-10 All shipments of lithium metal or lithium ion batteries either standalone or packed in/with equipment
must also be accompanied by the One Air Lithium Battery acceptance checklist. Checklist can be obtained by
emailing request to: cargomanager@[Link].
HC-11 Shipper must provide a 24hr Emergency telephone number of a person/agency who is knowledgeable
of hazards, characteristics, and actions to be taken in the case of an accident or incident concerning each of
the dangerous goods being transported. This telephone number, including country and area code, preceded by
the words Emergency Contact or 24hr Emergency number, must be inserted on the Shipper’s Declaration for
Dangerous Goods (DGD) preferably in the additional handling information box.

Amend JL (Japan Airlines)

JL-06 Magnetized materials will not be carried aboard an aircraft if the net weight of the magnet itself
exceeds:
• 2,000 kg or 4,400 lb in each Unit Load Device (ULD) and bulk compartment—(B-747F or B-747 aircraft);
• 2,000 kg or 4,400 lb in each Unit Load Device (ULD) and bulk compartment—(B-767F or B-767 aircraft);
• 2,000 kg or 4,400 lb in each Unit Load Device (ULD) and bulk compartment—(B-777 aircraft);.
• 2,000 kg or 4,400 lb in each Unit Load Device (ULD) and bulk compartment—(B-787 aircraft);.
• 600 kg or 1,320 lb in one aircraft—(B-737 aircraft);
• 2,000 kg or 4,400 lb in each Unit Load Device (ULD) and bulk compartment—(A-350 aircraft);.

Amend KQ (Kenya Airways)

KQ-08 Dangerous Goods in Limited Quantities (except for Class 9 and ID 8000 Consumer Commodities) (“Y”
packing instructions) will be accepted for carriage subject to prior approval and authorisation (see Special
Provision A112, 2.7 and all “Y” Packing Instructions). Approval request must be submitted 48 hours before the

the “Nature and Quantity of Goods” box on the airway bill and be reported as Special Loads in the NOTOC.

Amend P5 (Aero Republica)

P5-02 Class 8, Corrosives in Packing Group I and II will only be transported in by “Cargo Aircraft Only”,
restricted in pax aircraft.
P5-03 P5CM will only transport dangerous goods of Class 2, Division 2.1, only UN 1950 aerosols without
subsidiary hazard and Division 2.2, permitted on a passenger aircraft, including refrigerated liquified gases,
Class 3, Class 6 (Division 6.2 infectious substances Category B) Class 7 medicinal items with radioactive
components and Class 9.
Note:
The above provision does not apply to COMAT (Company Material).Both prohibitions mentioned above do not
apply to COMAT (company material). All types of dangerous goods can be sent, if the regulations allow it on a
passenger plane, and if it is cargo exclusively for a cargo aircraft, it must be transported under these regulations.
P5-06 The shipper must provide a 24-hour emergency telephone number of a person/agency who is
knowledgeable of the hazards, characteristics and actions to be taken in the case of an accident or incident
concerning each of the dangerous goods being transported. This telephone number, including the country and
area code, preceded by the words “Emergency contact”, must be inserted on the shipper's declaration for
dangerous goods (DGD) in the “Additional handling information” box, e.g. “Emergency contact + 507 238 16
3345”.

Amend QR (Qatar Airways)

QR-02 Dangerous goods are not permitted in the following:
• airmail, including those items permitted by 2.4.2;
• courier shipments, (except 1. Biological substance, Category B - UN 3373–RDS, 2. Lithium ion batteries in
compliance with Section II of PI 966 & PI 967–ELI).

Amend RO (TAROM Romanian Air Transport)

RO-04 Not used. The following dangerous goods are forbidden for transport, under any circumstances, on
B737-300 type aircraft:
•Division 1.4S. Exception: allowed for carriage only as checked baggage, provided the provisions of these
Regulations are adhered to.
•Division 2.1—Flammable gases.
•Class 3—Flammable liquids.
•Division 4.1—Flammable solids.
