EXECUTIVE ORDER NO. 034-2024
AN ORDER CREATING THE LOCAL ECONOMIC AND INVESTMENT
PROMOTION OFFICE (LEIPO) AND DESIGNATING A LOCAL ECONOMIC AND
INVESTMENT PROMOTION OFFICER IN THE MUNICIPALITY OF
POLOMOLOK, SOUTH COTABATO
WHEREAS, pursuant to DILG Memorandum Circular No. 2010-113 dated October
13, 2010, local government units are enjoined to play an active role in attracting investments
by providing an enabling environment that will generate and enhance economic activities in
their areas;
WHEREAS, towards this end, the same Memorandum Circular encourages the Local
Chief Executives to appoint or designate a Local Economic and Investment Promotion
Officer on their local government units;
NOW, THEREFORE, I, BERNIE D. PALENCIA, Municipal Mayor of the
Municipality of Polomolok, by virtue of the powers vested in me by law, do hereby order as
follows:
Section 1. Creation – There is hereby created in the Local Government of Polomolok
the Local Economic and Investment Promotion Office (LEIPO), the functions of which shall
be subsumed by OIC-Business Permit and Licensing Officer, MR. JULIUS KIM CARDIÑO,
therefore, the Business Permits and Licensing Office located at the Ground Floor, Municipal
Hall Bldg. shall serve as the office of the LEIPO
Section 2. Functions – The LEIPO shall carry out the following functions:
a) Facilitate the preparation, coordination, and execution of local economic and
investment promotion policies, projects and activities of the municipality;
b) Establish an aggressive, systematic, coordinated, sustained municipality as
investment location;
c) Provide basic information about business potentials of the LGUs including
LGU services to prospective investors to attract more investments to flow in
the community;
d) Establish a local economic data base containing relevant facts and figures;
e) Coordinate with other offices in the promotion of economic activities such as
the offices of planning and development treasury and budget and the local
sanggunian;
f) Coordinate with the private sector in investment promotion campaigns;
g) Conduct information dissemination on local government policies on
investment, wage laws, permits, etc.;
h) Perform such other functions relative to the above and/or as may be directed
by the Municipal Mayor for the efficient function of this office.

Section 3. Designation – the Business Permits and Licensing Office is hereby
designated as Local Economic and Investment Promotion Office of the Municipality
of Polomolok, and the functions of the LEIPO shall be performed by the Business
Permits and Licensing Officer who shall be responsible in managing and overseeing
the operations and activities thereof.
Section 4. Alternate Representative – In the absence of the Business Permits and
Licensing Officer, the Municipal Economic Enterprise and Development Officer of
the MEEDO is likewise hereby designated as alternate representative as Local
economic and Investment Promotion Officer.
Section 5. Effectivity – This order shall take effect immediately and shall remain in
full force and effect until further orders.
