SERVI CE CONDITION S FOR THE STAFF
1. Every Member of the staff shall agree to abide by all the conditions herein stated and also
such conditions as may be stipulated from time to time by the competent authority.
2. Every Member of the staff shall employ himself / herself honestly, efficiently and
diligently under the orders and instructions of the Principal or other officers under whom
he/she shall, from time to time be placed. He/she shall discharge all duties pertaining to
the office and perform in such a manner which may be required of him/her or which are .
necessary to be done in his / her capacity as aforesaid.
3. Every Member of the staff shall devote his/her whole time to the duties of the said
employment and shall not either directly or indirectly, carry on or be concerned /
involved in any trade , business or canvassing / private consulting work, private tuition or
the like of a remunerative kind or of an honorary nature without the specific written
permission of his nominee.
4. Staff attendance should be signed every day , 15 minutes before the commencement of
regular class hours . Late-coming will be dealt with separately by the competent authority
as per the regulations in force. Staff should be available in the college premises during
the entire period of office hours, on all working days.
Timings:
Teaching : 8.10 AM to 3.10 PM
Office Hours: 8.00 AM to 4.30 PM
6. If a staff member on any kind of leave/ out station, he /she should intimate the Principal
about his/her exact out station address and phone numbers in his/her leave application.
7. In a case wherein a member of the teaching or non-teaching staff commits any
misconduct in discharge of his/her duties , the Principal has got discretion to award
punishment such as warning , censure, withholding of increment with or without
cumulative effect after conducting an enquiry by a committee constituted by the
Principal . For the development and progress of the college/department, all members of
the staff should work as a team and they should also maintain a cordial relationship with
other departments.
TERMINATION OF SER V ICE
I . A member of the staff shall have his/ her service terminated by giving one month notice
or one month basic salary in lieu thereof, in case of temporary appointment or during
probationary period . In case of permanent service three months notice or three months basic
salary must be given.
2. The chairman shall have the power to terminate the services of a member of the staff of
the college , for any of the following reasons.
a. Serious misconduct and willful negligence of duty.
b. Gross insubordination .
c. Physical or mental unfitness ; and
d . Participation in any criminal offence involving moral turpitude.
In such termination cases , rule I will not be applicable and the staff member will not
be eligible for any terminal benefit.
LEAVE RULES
A member of the staff shall not normally or on any pretence absent himself/herself from
his/her duties without prior permission of Principal.
Leave application is to be submitted in advance and approval must be obtained prior to
availing the leave. In case of absence on Medical grounds, intimation should be sent to
the Principal and a Medical Certificate shall be produced at the time of joining after leave.
Leave of any kind will not be sanctioned when the services of the staff are needed for the
college work or when there is an unfinished job involving the employee.
CONDUCT & DISCIPL INE
CONDUCT
Every employee shall , at all times, maintain absolute integrity and devotion to duty and
do nothing which is unbecoming of an employee of an educational institution.
Every employee shall a bide by and comply with the rule s and regulations of the college
and all orders and directions of his/her superior authorities, under whose superintendence
or control, he/she is placed.
Every employee shall extend utmost courtesy and attention to all persons with whom
he/she is to deal in with the course of his /her duties .
Every employee shall endeavour to promote the interest of the College and shall not act in
any manner prejudicial thereto.
No employee shall be a member, or be otherwise associated with, any political party or
any organization which takes p art in politics, nor shall he/she take part in, subscribe in aid
of, or assist, in any other manner any political movement or activity .
An employee of the College shall strictly abide by any law relating to intoxicating drink
or drug in force in any area in which he may happen to be for the time being and not to be
under the influence of any intoxicating drink or drug during the course of his duty and
shall also take due care that the performance of his d u-ties at any time is not affected in
any way by the influence of such drink or drug.
DISCIPLINE
The Chairman or any other competent authority may p lace an employee under suspension
when disciplinary proceedings against him are contemplated or are pending or a case
against him in respect of any criminal offence is under investigation, inquiry or trial.
An employee w h o is detained in police or judicial custody, whether on a criminal charge
or otherwise for a period exceeding 48 hours or is sentenced to a term of imprisonment
exceeding 4 8 hours by a court of law and is not forthwith dismissed or removed or
compulsorily retired consequent to such conviction, shall be deemed to have been
suspended with effect from the date of his detention / conviction by an order of the
Chairman and shall remain under suspension until further orders.
An order of suspension made or deemed to have been made under this bye-law shall
continue to remain in force until it is modified or revoked by the authority competent to
do so.
ANNUAL CONFIDENTIAL REPORT
All t h e staff members are required to submit their Self Evaluation Report at the end of
every academic year in the prescribed format .
The Principal shall write confidential report for all staff.
APPEALS AND REVIEW
The staff members of the College are welcome to submit their appeals or grievances if
any to the PRINCIPAL / CHAIRMAN for review and redress.
The Duties and Responsibilities of Teaching Faculty
GENERAL
The Faculty Member should come to the college at least 15 minutes before the
commencement of classes.
All the Faculty Members are expected to follow the rules and regulations of the
institution as prevalent from time to time.

Travel shall always be made only on the shortest route.
Travel claim/ settlement shall be made within 5 days after completion of travel.
If the cancellation is made by the staff, the advance d rawn if any should be immediately
refunded within one day. ·
DA shall be calculated as per prevailing norms wherever permissible. No DA shall be
paid for period less than 5 hrs.
Expenditure towards lo c al travel, telephones, porter charges etc. if any, shall be
reimbursed at a ctual on p ro ducing of the bills/vouchers. (If bills are not available)
Any other expenditure inv ol ved shall be reimburs e d subject to eligib ility and approval by
the management.
Code of Conduct & Leave Policy:
1. Leave is not a matter of right.
2. Leave sanctioning authority may refuse or revoke the leave of any kind.
3. Absent on duty without permission of immediate higher authority will be treated as an
unauthorized absence. Following protocol and hierarchy is mandatory.
4. Coming maximum 1 hour late on duty/going 1 hour early from duty with prior permission will be
allowed only once in a month.
Permission to be taken while coming late or going early for official work and entry for the same
needs to be made in the movement register.
For any college related work protocol needs to be maintained. Staff should strictly abide to the
organizational hierarchy and should not take any matter to any higher authority unless asked by
immediate higher authority.
Leaves are to be prior sanctioned, barring genuine exceptions.
5. These rules may change as per Govt. norms /as per Management decision.
a. CASUAL LEAVE:
a) 12 days of Casual Leave applies to the regular employee in one academic year (i.e., from 1st July to
30th of June).
b) Balance casuals leave beyond 30th June will be lapsed.
c) Casual leave cannot be combined with any other type of leave or vacation
d) Casual Leave should be availed proportionately. In an exceptional circumstance, an employee may
avail not more than 5 days of casual leave at a time. The same can be prefixed or suffixed to Sundays
or holidays provided that the total period of absence does not exceed 5 days at a time.
e) Holidays & Sundays fall during a period of casual leave and are not counted as part of Casual leave.
(i.e., from the date of joining to 30th June)
f) Half-day Casual leave may be sanctioned for morning sessions afternoon sessions
EARNED LEAVE:
a) Non-vocational staff working on a regular Pay scale/banded is admissible for 15 days of earned
leave per year. 7.5 days of earned leave will be credited to his/her account on 1st January and 1st
July of every year.
b) If an employee is put on pay scale in the middle of the year, proportionate earned leave up to the
half year will be credited to his/her account.
c) If an employee is going to retire or resign, proportionate earned leave i.e., up to the completed
calendar month in that half year up to the date of retirement or resignation.
d) Holidays & Sundays fall during the period of Earned leave; it will be treated as part of Earned
Leave.
e) Earned leave accumulated beyond 300 days will automatically lapse.
f) The balance of Earned Leave can be encashed at the time of retirement or death of an employee.
g) Earned leave is to be availed with the prior permission of the higher authorities.
COMMUTED LEAVE /HALF PAY LEAVE:
a) All teaching and non-teaching staff working on a regular pay salary eligible for 20 days of half pay
leave per year.
b) If an employee has put them on scale in the middle of a year, proportionate half pay leave will be
credited to his/her account.
c) In the case of vocational staff, 10 days of half pay leave will be credited to his/her account on 1st
January and 1st July of every year.
d) In the case of vocational non-teaching staff 20 days of half pay leave will be credited after
completion of 1 year of service on the scale.
e) In case of Permanent approved teaching staff 20 days of half pay leave will be credited after
completion of 1 year of service on the scale.
f) In case of Temporary or ad-hoc staff appointed on the scale and completed 3 years of service, 20
days of half pay leave per year will be credited to his account.
g) Half pay leave may be commuted to full pay leave on medical grounds. When half pay leave is
availed on medical ground twice the number of days will be debited from his/her half pay leave
account. (For e.g., if an employee avail 3 days of commuted leave 6 days of half pay leave will be
debited from his/her account. And if an employee avail 3 days of half pay leave only 3 days will be
debited from his account). While joining the duty after availing commuted leave fitness certificate
with proper stamp and sign along with the application must be produced at Establishment section.
h) Half pay leave can be availed without a medical certificate.
i) Minimum 3 days of commuted leave can be availed. 1 or 2 days of commuted leave will not be
sanctioned.
j) Commuted leave/half pay leave can combine with Earned leave; Maternity leaves This type of
leave can be combined with vacation but with the rigor permission of the Director.
k) Commuted Leave cannot be encashed.
MATERNITY LEAVE:
a) An eligible female employee will be admissible for 180 days of Maternity leave. This type of leave
is a special kind of leave and cannot be debited from any other leave account
b) Female employee working on the regular pay scale and completed 2 years of continuous service is
eligible for 180 days of maternity leave
c) Application for maternity leave should be supported by Doctor’s certificate
d) Maternity leave can be combined with Earned Leave Commuted leave, or half pay leave
e) At the time of joining after availing maternity leave, the employee must produce fitness certificate
f) Earned Leave and Medical Leave can be combined with Maternity Leave
