• Fragmented and inconsistent access to reliable data
about Mindanao.
• Lack of a unified data source about Mindanao creates
challenges in effectively addressing the region's socio-
economic, environmental, and humanitarian needs.
T h eBmM ind anao BmD at aBmE x ch ange
• Drawing inspiration from the United Nations
Office for the Coordination of Humanitarian
Affairs' (UN OCHA) Humanitarian Data
Exchange (HDX), the Mindanao Data
Exchange (MDX) aims to provide a
comprehensive, open, and interactive platform
where stakeholders can access, analyze, and
contribute data on various aspects of
Mindanao’s development.
T h eBmM ind anao BmD at aBmE x ch ange
• This initiative aligns with the Mindanao
Development Authority's (MinDA) mission to
promote sustainable and inclusive
development across the region by facilitating
access to strategic information. The MDX will
enhance data transparency and inter-agency
collaboration, serving as a critical tool for
national and local government units (LGUs),
development partners, researchers, and the
private sector.

• The H u m anit ar ianBmD at aBmE x ch angeBmB H D X B! is an open platform for
sharing data across crises and organisations. Launched in July
2014, the goal of HDX is to make humanitarian data easy to find
and use for analysis.

• HDX is managed by OCHA's Centre for Humanitarian Data,

which is located in The Hague, the Netherlands. OCHA is part of
the United Nations Secretariat and is responsible for bringing
together humanitarian actors to ensure a coherent response to
emergencies. The HDX team includes OCHA staff and a number
of consultants, based in North America, Europe, Africa, the
Middle East and Asia.

• To aggregate and curate relevant data sets from
LGUs, national government agencies, non-government
organizations (NGOs), and academic institutions.
• To provide an interactive platform for data
visualization, analysis, and reporting.
• To promote open data practices while ensuring data
security and compliance with privacy regulations.
• To foster inter-agency collaboration and data sharing
across sectors and development programs.
O u t co m es
Short:

• Research & Data Contributions
– Collaboration in Research: MinDA/USEP can contribute
valuable datasets collected through research projects, field
surveys, and academic studies related to agriculture,
environmental sustainability, socio-economic conditions, and
more.
– Student Projects: USEP students, especially those in fields
like GIS, data science, and environmental studies, can be
involved in gathering data or conducting analyses that can be
integrated into the MDX platform.
– Data Verification and Standardization: USEP Faculty
members and researchers can assist in ensuring the datasets
contributed to the platform meet quality standards

• Technical Expertise & Capacity Building
– Faculty Training: MinDA/USEP to co-develop training
programs for data management, GIS technology, and
platform use. This can enhance the capacity of both
stakeholders in handling data and using the MDX platform.
– Development of Tools & Modules: MinDA and USEP’s IT or
Computer Science departments to co-develop specialized tools
for data visualization, data analysis, and sector-specific
modules.

• Technology Support
– Co-development of Features: MinDA to tap the university's
technical expertise to co-develop specific features or improve
the functionality of the MDX platform (e.g., geospatial
mapping, predictive analytics).
– Internship & On-the-Job Training: MinDA to tap USEP for
internships where students assist in platform development,
data entry, or user testing, allowing students to gain real-
world experience while supporting MinDA's project.

• Academic and Policy Collaboration:
– Policy Research & Advocacy: USEP’s experts can help MinDA
by conducting policy research to determine the data gaps in
Mindanao and providing recommendations based on the
findings from the platform.
– Academic Advisory Role: Faculty members from USEP can
serve as advisors for the development of data standards,
ethical data collection, and privacy policies in line with
national regulations.
