Thank you for your question. To deal with last-minute cancellations and
overcrowding, we are taking many steps: for example

1. We are adding extra trains and increasing trips on busy routes during
peak seasons to reduce overcrowding.
2. We are improving our reservation system to help passengers book seats
more easily and to better manage the demand.
3. We are making sure passengers get quick updates about any changes or
cancellations through SMS, apps, and announcements at stations.
4. We have backup plans in place to handle unexpected delays or issues, so
we can keep things running smoothly.
5. And We are listening to passenger feedback to understand their needs
and make improvements where necessary.

These actions are all aimed at making train travel more reliable and
comfortable for everyone."

a breach of privilege involving statements made by a fellow member. This

On August 12, 2024, during a public rally in Machilipatnam, Mr Vamsi a


member of this House, made statements publicly criticizing the decisions of the
Lok Sabha and questioning the integrity of the proceedings. This conduct is a
direct violation of the privileges granted to the members of this House under
Rule 241 of the Lok Sabha Rules of Procedure.

Madam, I rise to move the bill the Public Examinations (Prevention of Unfair Means) ,2024
for consideration.
Honourable speaker madam, I would like to introduce the bill which is regarding prevention
of unfair means in public examinations. It aims to prevent unfair means in order to bring
greater transparency, fairness and credibility to the public examinations system. The salient
features of this bill are:
Under this Act, following actions are considered as unfair means:-
(i) leakage of question paper and answer, accessing or taking possession of question paper
or an OMR sheets, change in sitting arrangement, creation of fake website, fake admit card
or offer letters to cheat or for monetary gain.
ii) Any person or persons resorting to unfair means and offences under
this Act, shall be punished with imprisonment for a term not less than three years

but which may extend to five years and with fine up to ten lakh rupees.
Iii) The service provider shall also be liable to be punished with imposition
of a fine up to one crore rupees and also be barred from being
assigned with any responsibility for the conduct of any public examination for a
period of four years.

The bill requires close scrutiny by the standing committee of the parliament. I
agree that bringing this bill is the need of the hour. But I am concerned about
the very high quantum of punishment. It is disproportionate and against the
principles of natural justice. It envisages 3 to 5 years of imprisonment and upto
10 lakh found being involved in such activities if it is done by individual, in case
of service provider it is 1 crore which is very high. Officials can be targeted by
this bill. The bill is not clear about its provision. For example Manipulation in
sitting arrangement is regarded as an offense can be explained in many ways. A
student just having murmuring with other student may cause stringent
punishment against the invigilator or the head of the institution. I want Legal
scrutiny of the bill. The bill has many loopholes. Subsection 4 of clause 10
mentions that Nothing contained in this section shall render any such person
liable to any punishment under the Act, if he proves, that the offence was
committed without his knowledge and that he exercised all due diligence to
prevent the commission of such offence. This clause may be misused to give
clean chit to the near dear of the investigation agencies.

Respected speaker madam and all the respected member of the house. India conducts
several competitive exams throughout the year for medical, engineering, teaching, defence
and administrative services, However it is unfortunate that we have been witnessing several
corruptions, paper leaks, hijacking of OMR sheets of various competitive exams.
I want to tell every student of the country, every youth of the country that the government is
very serious about preventing such incidents. It is the commitment of my government that
those who play with future of the youth will not be spared at all. We are working towards
zero tolerance policy towards the wrongdoers. The said bill has been prepared by group of
legal experts after many rounds of deliberation and consultation by various stakeholders. It
is high time that we unite together to fight with such malpractices.
Therefore, I ask the learned members of the house to support the public examination
(prevention of unfair means) bill 2024.

VIMALA - I rise in the Support of this bill. I believe the intent of the bill is very good. The use
of unfair means has become very common today. Students believe that they have a right to
do so because so many others have done so without being penalized. The stringent policy is
a message to the culprit. Of course, the bill will create the environment of fear but not to the
officials but among the milieu of culprits. Cheating leads to delays and cancellation of

MP Satwik- I support the noble intention of the government to bring this bill. I want to seek
some clarification from you regarding implementation of the law.
First, How the students are not going be harassed through this bill?.
My second question to this government is that there is a penalty of 1 crore in case of
organized crime to the service provider. If an institution is found involved in such activities
who is going to be caught. You may say that you will catch the director.
But if the number of directors are more than one how are you going to identify the culprit
and which director will be liable to pay the penalty? Could you clarify?

Third, already there is a law under the Indian Penal Code against such scams.
What is difference between the both?
fourth, I am worried to the delay and cancellation of various exams. How it is going to deal
with this issue. It’s too vague. How are you going to implement it? Recently released movies
says about it “jami jamai vyvastha”, the well-established system. How you are going to deal
with this?

The Sal leaves collectors and traders’ welfare Bill to provide for setting up of Sal
Leaves Collectors and Traders' Welfare Fund
The Board shall determine the purposes for which the Fund shall be utilized.
The Fund shall be utilized for the following purposes:—
(i) payment of old-age pension at the rate of rupees five thousand per month
after the sal leaves collector or trader has attained the age of sixty years.
(ii) free healthcare facilities for them and their dependent family members .
(iii) free insurance cover and
(iv) free housing facilities to them .

Minister of tribal affairs KARTHIK XI:
The development of the country is linked to tribal development, the future of
the country is linked to their future, the progress of the country is linked to
their progress, on the basis of which we can say that we are moving forward in
the direction of making a self-reliant India.
The Prime Minister has started a program by taking a pledge from Khunti, the
birthplace of Lord Birsa Munda. He has named this scheme as Janjati Adivasi
Nyay Maha Abhiyan. This scheme was launched for 75 such groups across the
country and under this scheme, the Ministry of Tribal is working in
collaboration with many ministries for continuous monitoring. Through PM Jan
man, till now the Prime Minister has provided a scheme of 100,000 houses for
those people. Construction of 1200 km long network of roads is being started,
electricity is being provided to their houses. This ministry of Government of
India is running a skill development program for the tribal people. Apart from
this, there are more than 85 forest products for which we have fixed MSP. The
sentiments of the honourable member are very good but our focus is in the
direction of how we can give more speed to these works. We will definitely
take suggestions on what can be done to improve life of such people. But it is
probably not possible to make different laws for different things, so I would
request the honourable member to withdraw this bill. We will think together
what can be better done than this. Because we all are responsible for the
betterment of the lives of our brothers and sisters living in remote Indian areas.
