Slide 2: Scope of HSE Plan

• Observe the project HSE Plan set forth by the client and apply it to all company activities.

• Ensure full compliance of all project personnel with the HSE Plan.

• Present and submit the HSE Plan to the client for approval and communicate it to all project personnel
and subcontractors.

• In case of inconsistencies, follow the client's HSE procedures to ensure the highest standards.

Slide 3: HSE Policy

• Demonstrate full commitment to HSE standards by all Project Key Personnel (PMT).

• Maintain a healthy and safe workplace, safe equipment, and effective management systems.

• Provide competent personnel, effective supervision, and essential HSE training.

• Achieve the highest standards in HSE management to prevent accidents and ensure quality work.

• Ensure all personnel adhere to project HSE policies and procedures.

Slide 4: Responsibilities of Company Personnel

• Observe safe operating procedures and work practices.

• Use suitable tools and equipment.

• Provide adequate safety supervision and communication.

• Coordinate work activities with relevant disciplines.

• Protect the environment and control hazards and risks.

• Report and correct unsafe acts and conditions.

• Report all incidents, including near-misses, injuries, and damage.

Slide 6: General Site Safety Rules and Restrictions:

• Mandatory PPE: Hard hats, safety shoes, high visibility vests, safety glasses, and task-specific PPE.

• Maintain a safe distance from energized or moving equipment.

• Acquire appropriate work permits before starting site work.

• Prohibit working under the influence of alcohol or drugs.

• Regularly inspect fire and emergency equipment.

• Follow safety signs and site speed limits.

• Restrict eating and smoking to designated areas.

• Prohibit sleeping in non-resting places during working hours.

• Adhere to all site HSE rules and regulations.

Slide 7: Site Entry Procedures:

• Attend project HSE induction.

• Submit required documents (valid iqama, passport, visa, medical insurance, etc.).

• Keep project ID badges visible at all times.

• Follow pre-inspection checks for transport vehicles and equipment.

• Maintain site entry registers and logbooks for audits and inspections.

Slide 8: Safety Induction

• Conduct safety inductions for all personnel during employment.

• Abide by client-specific safety induction procedures.

• Hold internal project safety inductions when required.

• Discuss project safety rules and regulations thoroughly.

• Sign safety induction acknowledgment forms and attendance registers.

Slide 9: Safety Toolbox Talks / Meetings (TST)

• Conduct weekly safety toolbox talks/meetings by the Project Safety Officer.

• Discuss random safety topics, safe work procedures, or specific incidents.

• Ensure full understanding by all site personnel.

• Sign the toolbox talk attendance register.

Slide 10: Daily Prestart Job Meeting

• Conduct daily pre-job meetings by site supervisors.

• Discuss daily work plans, work schedules, safe work procedures, and identified hazards.

• Emphasize the importance of applying appropriate controls.

• Sign the prestart job meeting attendance register.


Slide 11: Work Method Statements (MS)

• Submit safe work method statements for major and critical work activities for client review and
approval.

• Include technical aspects, safe operating procedures, and safe work practices.

• Cover the entire task from material mobilization to project handover.

Slide 12: HSE Audits and Inspections

• Conduct regular internal HSE audits and inspections to ensure compliance.

• Record and communicate inspection findings, recommendations, and actions.

• Comply with client’s HSE audits and inspection procedures.

Slide 13: HSE Coordination Meetings

• Hold internal HSE meetings on-site to discuss and coordinate HSE aspects.

• Meetings may be weekly or monthly, depending on the client's requirements.

• Chaired by the Project Manager or Site Manager, presided by the PSO, and attended by Company
and Subcontractor PMT members.

• Discuss corrective actions, review accidents/incidents, and evaluate HSE audits and inspections.

• Highlight necessary HSE training and safety incentive programs.

• Address any outstanding items from inspections or previous meetings.
