DRAFT RESOLUTION

United Nations General Assembly,

Albania, Portuguese Republic, Republic of Indonesia, Turkey, Swiss Confederation, Kingdom of
Thailand, Republic of Korea, United Kingdom, Poland, United Arab Emirates, Italian Republic,
China, Ghana, Republic of Mexico, Japan, French Republic, United States of America, Kingdom of
Netherlands, Venezuela

Bearing in mind Article 2(4) of the Charter of the United Nations, that all Members shall refrain in
their international relations from the threat or use of force against the territorial integrity or political
independence of any state, or in any other manner inconsistent with the Purposes of the United
Nations,

Affirming the General Assembly resolution ES-11/1 of 2 March 2022, which is titled as “Aggression
against Ukraine”,

Further recalling the General Assembly resolution ES-11/2 of 2 March 2022, titled as “Humanitarian
consequences of the aggression against Ukraine”,

Deeply disturbed by the unwarranted attack by Russian forces on sovereign Ukrainian soil,

Expressing its satisfaction with nations around the world accepting and accommodating Ukrainian
refugees,

Deplores the impact of the war on civilians, the rising number of internally displaced persons and the
refugee crisis that the war has created,

Fully aware of the holdup of wheat, sunflower oil and other essential agricultural products and inputs
in Ukrainian ports and the lasting food crisis and inflation that the war has created,

Fully alarmed by the failure and blatant violation of the Minsk Agreement,

The General Assembly,

1. Encourages the Russian Federation and Ukraine to enter into direct peace talks at the earliest;

2. Calls for the complete withdrawal of Russian forces in Ukraine so as to maintain the
internationally recognized borders between the two countries

3. Recommends a referendum in the Donbas region to ascertain its future, under the supervision
of the United Nations;
5. Requests the United Nations to empower and fund the United Nations Development Program
to provide relief to Ukraine and help in the rebuilding of its fractured infrastructure;

6. Further requests the United Nations to authorize and tend to the needs of the United Nations
High Commissioner for Refugees in its mission of providing pressing humanitarian assistance
to the peoples of Ukraine;

7. Calls upon the Russian Federation to end its naval blockade of Ukrainian ports, in an attempt
to open Ukrainian exports and ease the worsening food crisis;

8. Condemns the use of military force against civilians and non-military targets, and the
encircling of Ukrainian cities through sieges by the Russian Federation, all of which must be
immediately discontinued;

9. Recommends that the Russian Federation and Ukraine immediately cease fighting and move
to diplomacy and peace talks, so as to bring about a conclusive end to the war;

10. Considers the easing of sanctions imposed on the Russian Federation in exchange for making
peace in Ukraine and withdrawing from Ukrainian territory;

11. Further invites the Russian Federation and Ukraine to take part in the peace talks that the
BRICS organization graciously offers to host;

12. Emphasizes the right of any sovereign nation to make any decision regarding its internal
matters, global alliances etc;

13. We should take votes with Russian and Ukrainian troops with other concerned nations for
both sides for the 15% of Ukraines regions on the case that Russia and Ukraine will fully
accept the results and won’t attack each other.The Black Sea contract must be brought
back.the necessity of continued diplomatic efforts and negotiations.

14. Urges all parties to recommit to the Normandy Format and the Minsk agreements as
frameworks for dialogue, ceasefire monitoring, and conflict resolution;

15. Further Recognizes the establishment of an international observer mission under the auspices
of the United Nations and the OSCE. This mission would facilitate transparent monitoring of
the ceasefire and provide impartial reporting on the situation on the ground;
16. Recommends to take votes with Russian and Ukrainian troops with other concerned nations
for both sides for the 15% of Ukraine’s regions on the case that Russia and Ukraine will fully
accept the results and won’t attack each other. The Black Sea contract must be brought back;

17. Requests Ukraine to suspends its efforts to join nato and remains neutral between western and
Russian forces.
