CA Laphonza Butler (CA) Mark Takano (CA39) 4420 Serrano Drive LLC $25,369,519 This Rural Development investment will be used to assist with the
Alex Padilla (CA) construction and equipping of a 179,023 square foot, Black Solider Fly
food waste upcycling facility located in Jurupa Valley, CA. 4420 Serrano
Drive, LLC, a wholly owned subsidiary of PreZero US Inc. utilizes Black
Soldier Flies to recycle food waste into an organic nutrient fertilizer. The
facility is expected to produce 11,400 tons annually which will provide a
domestic fertilizer option for roughly 87 plus producers within the region.
CA Laphonza Butler (CA) John Duarte (CA13) Corigin Solutions Inc. $2,795,920 This Rural Development investment will be used to provide funding
Alex Padilla (CA) assistance for the expansion of an existing facility operated by Corigin
Solutions in Merced, CA. Corigin, a carbon removal business converts
agricultural waste into regenerative crop inputs. The project is expected
to yield 14,400 tons annually in production and remove roughly 21,600
tons of CO2 pollution.
CA Laphonza Butler (CA) John Duarte (CA13) Gemperle Brothers dba Gemperle Fam $3,998,024 This Rural Development investment will be used to assist with the
Alex Padilla (CA) Farms construction and equipping of a 38,100 square foot, chicken litter pellet
fertilizer facility located in Turlock, CA. Gemperle Brothers, a locally
owned and operated family operation, plans to produce 50,000 tons
within the first two years of operation which will provide a domestic
fertilizer option for roughly 100 plus producers within a 100 mile area of
the facility.
FL Marco Rubio (FL) Kat Cammack (FL03) Cog Marketers LTD $3,999,200 This Rural Development investment will be used to assist with the
Rick Scott (FL) construction and equipping of a 45,720 square foot manufacturing
facility located in Lake City, Florida. COG Marketers LLC dba AgroLiquid
serves the Southeast Region of the United States specifically North &
South Carolina, Alabama, Florida, Mississippi, and Louisiana with 14.5
million gallons of fertilizer components. The facility is expected to
produce 2 million gallons annually which will provide a domestic fertilizer
option to 200 plus independent retailers in the region.
HI Brian Schatz (HI) Jill Tokuda (HI02) Simonpietri Enterprises LLC $3,999,999 This Rural Development investment will be used to construct and equip
Mazie Hirono (HI) a biochar manufacturing facility located in Kapolei, HI. Simonpietri
Enterprises LLC will produce an organic, nutrient rich fertilizer from
wood and green waste gasification, poultry litter, and biodiesel refining.
The facility is expected to produce 28,800 tons annually which will
provide a domestic fertilizer option for roughly 668 organic producers
within the region.
IA Chuck Grassley (IA) Ashley Hinson (IA02) Return LLC $3,920,000 This Rural Development funds investment will be used to assist Return
Joni Ernst (IA) LLC expand its current facility, to improve existing compost/fermenting
site infrastructure and to purchase necessary equipment to transport
materials and manufacture the finished product. Return LLC is a
fertilizer manufacturing facility located in Northwood, Iowa. These funds
will help accelerate growth in domestic fertilizer production and provide
support to US farms and their communities.

IL Dick Durbin (IL) Eric Sorensen (IL17) Interpose Ag LLC $2,400,000 This Rural Development investment will be used to provide financing for
Tammy Duckworth (IL) construction and equipment purchases for five fertilizer facilities in rural
Illinois. The facilities, operated by Interpose Ag LLC, will produce a low-
salt, potassium phosphate liquid fertilizer for in-season application uses.
The project is expected to create 10 new positions in rural areas. The
project anticipates to yield 6 million gallons per year of liquid fertilizer
which will be made available to more than 100 local producers annually.
IL Dick Durbin (IL) Nikki Budzinski (IL13) Sul4r-Plus LLC $14,854,364 This Rural Development investment will be used to provide financing for
Tammy Duckworth (IL) construction and equipping of a new fertilizer facility in rural Illinois. The
facility operated by Sul4r-Plus, will upcycle synthetic gypsum which is a
waste from coal fired plants into organic binder nutrient. The project is
expected to create 50 new positions and anticipates to yield 100,000
tons per year which will be made available to more than 80 local
producers annually.
IL Dick Durbin (IL) Darin LaHood (IL16) Aquatic Agriculture Inc. $2,003,460 This Rural Development investment will be used to provide financing for
Tammy Duckworth (IL) equipment and working capital for mobile fertilizer processing and
bailing operation in rural Illinois. The project, which unique to the
industry, bales, and packages chicken litter into a producer-ready
product with extended shelf life. Operated by Green Harvest Solutions,
the new equipment and working capital will help deliver a high content,
low impact fertilizer amendment to producers throughout the Mid-West.
The project anticipates yielding 173,250 tons per year of fertilizer
nutrient which will be enough to cover roughly 200,000 acres per in
replacement to the syntactic equivalent.
IL Dick Durbin (IL) Jan Schakowsky (IL09) Patriot Acres LLC $1,552,731 This Rural Development investment will be used to assist with the
Tammy Duckworth (IL) construction and equipping of a 45,720 square foot, organic recycling
and processing facility located in Des Plaines, Illinois. Patriot Acres LLC
utilizes landscape waste, food waste, and organic discard into high-
quality compost and liquid soil additive called Terreplenish. The facility is
expected to generate enough fertilizer to replace roughly 253,000 acres
per year and provide domestic fertilizer to 1,800 plus producers in the
region.
KS Jerry Moran (KS) Tracey Mann (KS01) Mid-Kansas Cooperative Association $2,382,384 This Rural Development investment will be used to provide financing for
Roger Marshall (KS) construction and equipment of a new replacement facility in Canton,
Kansas. Mid-Kansas Cooperative Association, a farmer owned
cooperative with 11,000 members and 600 employees will construct the
new state of the art facility to provide more efficient access to customers
in the region. The facility will support a production of 3,000 tons of liquid
fertilizer annually of which will be made available to 250 local producers.
The project is expected to create 8 additional positions.

KY Mitch McConnell (KY) Hal Rogers (KY05) Soil Carbon Partners Inc. $2,352,000 This Rural Development investment will be used to provide financing for
Rand Paul (KY) construction and equipment purchases of a production facility in Pike
County, Kentucky. The facility, operated by Soil Carbon Partners, will be
comprised of a mixing, packaging, and storage operation for soil
recharging fertilizer amendment material. The project is expected to
create additional positions in rural areas. The project anticipates a yield
780,000 tons per year of fertilizer material which will be made available
to 384 producers annually.
MN Amy Klobuchar (MN) Brad Finstad (MN01) Sustane Natural Fertilizer Inc. $2,397,792 This Rural Development funds investment will be used to enhance and
Tina Smith (MN) expand the current facility and purchase new equipment to increase
fertilizer production. Sustane is a family owned natural fertilizer
manufacturer located in Cannon Falls, Minnesota. These funds will help
accelerate growth in domestic fertilizer production and provide support
to US farms and their communities.
NC Thom Tillis (NC) Richard Hudson (NC09) Poulterra Inc. $2,947,200 This Rural Development funds investment will be used to assist
Ted Budd (NC) Poulterra Inc. expand its company by building a facility to produce a
fertilizer product from poultry litter to increase fertilizer production.
Poulterra Inc. is a poultry fertilizer manufacturer located in Maxton,
North Carolina. These funds will help accelerate growth in domestic
fertilizer production and provide support to US farms and their
communities.
ND John Hoeven (ND) Kelly Armstrong (ND00) Ray Farmers Union Elevator Company $1,491,859 This Rural Development investment will be used to assist with the
Kevin Cramer (ND) expansion of Ray Farmers Union Elevator Company in Ray, North
Dakota. The new addition will increase dry fertilizer capacity by 7,025
tons to a total of 11,425 tons. The project will benefit existing and new
customers in the North Dakota counties of Williams, Divide, Mountrail,
Burke, and McKenzie as well as improve fertilizer supply logistics.
OR Jeff Merkley (OR) Andrea Salinas (OR06) Chapul LLC $3,954,244 This Rural Development investment will be used to provide financing for
Ron Wyden (OR) Kelly Armstrong (ND00) construction and equipment for two facilities located in North Dakota
John Hoeven (ND) and Oregon. These facilities will provide a climate smart alternative to
Kevin Cramer (ND) conventional composting through the process of waste consumption via
the Black Solider Fly. The insects will consume a variety of organic
material and in turn produce a mixture of nutrient rich soil amendment
called frass. The project anticipates yielding 10,000 tons per year of
fertilizer nutrient per location and create 59 new positions.
WA Maria Cantwell (WA) Rick Larsen (WA02) Tidal Vision Products Inc. $2,327,751 This Rural Development investment will be used to help offset the costs
Patty Murray (WA) associated with the expansion of the fertilizer manufacturing facility. The
expansion will expand manufacturing, processing capacity, and storage
at their facility in Raymond, Washington and will also be used to build a
new facility in Orange, Texas. This project will be used to purchase and
install new processing equipment for both facilities, finance design
costs, and provide working capital. The facility is in Raymond,
Washington and Orange Texas. Tidal Vision was founded in 2013 and
manufactures and markets liquid fertilizers.
