GS-1

GENERAL SPECIFICATIONS

1.0 The work, in general, shall be carried out in workman


like manner, as per drawings and to the entire
satisfaction of the Engineer- In- Charge or his
authorised representative.

2.0 The site shall be cleared off all rubbish materials and
heaps etc. and shall be handed over in neat and good
condition after completion of work.

3.0 Arrangements for proper steps or ladders for inspection


of work shall be made by the contractor, during
execution and completion of work.

4.0 The contractor will provide at his cost steel boxes of


30cm. x 30cm. x [Link] 0.0342 m3 .capacity
for the purpose of measuring ingredients like cement,
sand and aggregate etc. in the correct quantities for
volumetric system.

5.0 The contractor shall provide at his own expense


necessary roads, approach roads and haul roads,
diversion etc during the execution of work wherever
necessary and maintain at his own cost the same till
the work is completed.

6.0 Necessary night lamps and danger marks shall be


provided by the contractor to avoid accidents etc. at his
own cost.

7.0 The contractor shall make his own arrangements at his


cost for providing labour and miscellaneous materials
such as nails, pegs, coir string, forms, templates etc.

and engineering equipments like theodolite, automatic


level, measuring tape etc. for the purpose of leveling
necessary for fixing the alignment, line out and
checking of work etc.

8.0 The contractor shall provide a store near the site of


work for the materials like cement etc. with double
locking arrangements. One key shall be given to the
authorised representative of Engineer- In- Charge. All
the expenses on this account shall be at the cost of the
contractor. The cement store shall be constructed and
maintained as per SSNNL’S norms by the contractor at
his own cost. Cement register shall be kept and
maintained as per Nigam’s directives.

9.0 The work order book shall be maintained on site of


work and the contractor shall sign the orders and
instructions given by the officers or his representatives
and he shall have to carry out the instructions as per
requirement of specifications.

10.0 The contractor shall engage an authorised agent


having full authority and also experienced qualified
technical person capable of managing and executing
the work and he shall carry out the work as per the
instructions given by the supervisory staff of the
department from time to time. He shall clearly and
distinctly see that specifications are to be rigidly
enforced. No relaxations on the ground of customs
prevailing shall be allowed.

11.0 Extra charges for claim in respect of extra work shall


not be allowed, unless the work to which they relate,
are clearly beyond the spirit and meaning of the
specifications and such works are ordered in writing by
the Executive Engineer and claimed in the qualified
manner before the work is taken up on hand.

12.0 The work shall be carried out as per the specifications


specially for the items of work and in case of conflict
the specifications given in P.W.D. Hand-Book Volume
I&II of 1949 edition or as per I.S.I. standards shall be
followed. The decision of Engineer- In- Charge in case
of dispute will be final and binding to the contractor.

13.0 Medical facilities shall be provided by the contractor at


his own cost in case of accident to laborers working on
site of work. Moreover necessary first-aid facilities shall
also be provided by him on site of work. In case of
accident the rules regarding workman compensation
shall be binding to the contractor and shall undergo all
procedures laid therein.

14.0 The contractor or his authorised agent shall sign on


working cross sections as well as in field books etc. in
token of acceptance for the purpose of earthwork
calculations prior to the starting of work. No dispute in
regard to the acceptance of the levels shall be
entertained in later stages after starting of the work.
The contractor or his representative shall remain
present while taking initial and final levels of the work.

15.0 The earthwork shall be carried out after making


necessary profile as per required sections.

16.0 The contractor shall provide at his cost, laborers for


taking measurements and levels of the work, etc.
whenever necessary.

17.0 The contractor shall also, at his cost, fix permanent


bench marks on concrete blocks embedded firmly in
ground near site of work and shall be responsible for
their maintenance during the progress of work.

18.0 The information board detailing out the work


description as prescribed by the SSNNL shall be
exhibited and maintained on the work site as instructed
by Engineer-In-Charge at different location.

19.0 Diversion of natural watercourses shall be provided


and maintain so as not to endanger in the adjacent
area by the contractor at his own cost.

20.0 The dismantled useful materials shall be the


property of SSNNL. This material shall stack properly
as per instruction of Engineer in charge or his
representative.
21.0 Acceptance of work :
Before accepting the work the executed work shall be
inspected jointly by the Engineer-In-Charge and
authorized representative of contractor and all defects /
unevenness as observed shall be repaired / rectified by
the contractor at his own cost to the satisfaction of the
Engineer-In-Charge.

In case of failure from part of contractor for attending


the defects or unevenness, the Engineer-In-Charge
may rectify or remove or re-execute the work at the risk
and cost of the contractor. The Engineer-In-Charge
shall be entitled to appropriate the whole or any part of
amount of security deposit towards the expense, if any,
incurred by him in rectification, removes re-execution of
defective work.
22.0 The items for which the quoted rates are more than
10% above the overall percentage of accepted tender,
the payment of such items in the running bills shall be
made at estimated rate of that item plus or minus
overall variation percentage of the accepted tender plus
5% of the estimated rate of that item. The balance
amount as per accepted tender rate shall be withheld
from the running bills and will be released on
satisfactory completion of work in final bill. No interest
will be payable for such withheld amount. This condition
is applicable to all the items of Schedule-B for which
the quoted rates are more than 10% above the overall
percentage of accepted tender.
23.0 Execution pattern of the project.
1. The detailed work schedule prepared under the
consultation / guidance of the Engineer-In-Charge
shall have to be furnished by the agency. Strict
adherence to the work program for timely
completion of the work shall be followed.
2. Pipe diameters mentioned in the item are Nominal
diameter as per relevant I.S. standards.

24.0 Equivalency amongst different types of pipes for a


particular diameter of schedule-B would be as directed
by the Engineer in charge, whose decision shall be
binding to the contractor
