TECHNICAL SPECIFICATION
Name of Work:- Strengthening & Improvement of power supply network by provision of
spare HT Cables, transformers, LT/HT cables panels, APFC panels, AMF panels and
other LT/HT switch gears over JU Division.
All the work shall be carried out as per IE rules & regulation and also as per IS-732 Code of
practice for Electrical Wiring Installation.
All electrical installations works shall conform to relevant Indian Standard Code of Practice and
carried out as per relevant safety code of Practices, Guide for Safety Procedures in Electrical
work as per I.S 5216/Pt.I & II /1982 shall be observed
1. SCOPE OF WORK INVOLVES
1.1 The work involves wiring of light points, fan points complete with switches, switchboard in
PVC conduit with PVC insulated multi strength copper conductor including of laying of
PVC insulated multi strength copper earth wire of size 1 sq mm as per specification. All
the wirings shall be carried out in PVC rigid conduit.
1.2 The work also involves supply, fixing and wiring 3/5 pin, 5Amps, 230V socket on the
existing board as per specification.
1.3 The work also involves supply, fixing & wiring of 15 Amps. Power plug on separate board
as per specification.
1.4 The contractor is also required to supply fix electronic type fan regulator 250 volt as per
specification.
1.5 The scope of work also involves wiring of main; sub main along with PVC insulated
flexible earth wire as per specification.
1.6 The work also involves G.I. pipe earthing and copper plate earthing.
1.7 The work involves provision of MDB, SDB, LT switch board panel, Automatic timer panel,
Laying of LT cables, Provision of MCB, MCCB & RCCBs. provision of LED lights etc as
per specification.
1.8 The work also involves supply and fixing of cabin fan, exhaust fan and Air circulator.
1.9 Any damage to building or railway property should be made good to the satisfaction of
railway by contractor, else it will be recovered by contractor.
1.10 The list of standard and approved make of equipments and other items is enclosed. After
completion of Electrical work the contractor will undertake the Civil Engg. Work to repatch
the wall plaster and fill up the recesses etc. in the wall occurred during dismantling of old
wiring and rewiring/fitting of the same.
1.11 Released material: - All the released material such dismantled by the contractor shall be
deposited by him in the office/ store of concern depot Engineer.
1.12 Grommet & Cable alley:-All the cables and wiring shall be with proper cable alley and
grommets etc.On completion of installation, the following tests confirming to the
relevant I.S. specification and I.E. rules shall be carried out.
a. Insulation resistance test.
b. Polarity test of switches.
c. Earth continuity test.
d. Earth resistance test.
NOTE- INSPECTION OF MATERIAL
1. For inspecting the major/high value items, Railway’s representative will visit to
manufacturer’s premises to conduct the test, if necessary. Contractor shall provide all
necessary assistance in carrying out test and inspection at his own cost.
2. For remaining items sealed samples should be submitted by contractor/supplier to site
engineer. He will submit the samples with sample register and get it approved from ADEE/
DEE/Sr.DEE.
3. Any sample, if necessary, may be sent by Railway’s representative to manufacturer/test
house for ascertaining originality /parameters as per specifications and cost of test shall be
borne by the contractor.Pre commissioning test if needed on various equipment may be carried
out jointly by the contractor.
1. Standard Specification
Wherever a reference to any I.S. specification appears in this tender paper, the same shall be
taken as a reference to the latest version of the said specification.
2. Standard Makes
(i) All items endorsed by BEE under star rated labeling scheme should be of 3 star or
above rated of BEE approved make.
(ii) Items for which RDSO specifications are available at the time of issue of NIT and
mentioned in NS item of schedule, such items will be taken as per clause by clause compliance
of RDSO specification.
(iii) Items not covered in above para should be ISI marked of reputed brand and as per
technical specifications given in tender document. List of applicable IS codes is attached. The
contractor has to supply & provide ancillary materials such as nut, bolt, clamps, brackets etc
required for the work even if they are not mentioned in the tender schedule.
(iv) If any disputes arise during execution, then decision of SrDEE/JU/NWR will be final. Any
contradiction in schedule of rate and specification; final decision of Railway authority will be
final as per railway requirement.
(v) The unit rate in the rate schedule includes supply, installation, testing, & commissioning
including all contingent material if not specified in the rates schedule.
(vi) Electrical works shall be carried out by the contractor in supervision of the railway Engineers
and contractor shall inform the railway representative before starting the work. All the hidden
work i.e. foundation work, laying of cables etc. shall be carried out in the presence of railway
supervisor / representative.
(vii) All drawings with technical details related to work should be approved by ADEE/DEE/Sr.
DEE/JU or representative before execution of work.
WIRING OF LIGHT POINT, FAN POINT, 5 AMP PLUG POINT etc.
1.1 Supply of material and wiring of light point fan point, exhaust fan point with PVC insulated
multi strand 1.5 mm2 single core 1.1 KV grade copper conductor confirming to IS-694 of 1990
or latest preferably with ISI certification mark wherever existing . The wiring of the light points
shall be carried out in 19/20 mm dia PVC conduit confirming to IS 9537 (part-III) 1987. The
PVC conduit shall have minimum wall thickness of 1.5mm and shall have ISI marking. Saddles
for fixing conduit shall be heavy gauge non metallic type with base. The Lighting point shall be
complete with 03plate ceiling rose / batten / angle holder & piano type switch, wherever
required square wooden block shall be provided of approximate size 100X100mm with
approximate 3mm thick sun mica top No joints shall be permitted in the wiring. Standard colour
code shall have to be maintained for lighting circuits such as Phase-Red, neutral-Black, Earth
wire green/grey.
1.2 Higher size of PVC conduit shall be used wherever required for accommodating more
number of wires. The colour of the PVC conduit shall be cream/white colour or other colour as
approved by the Engineer. The PVC conduit shall be fixed with raw plugs saddles at equal
distance of 50cm/60cm and should have necessary junction boxes, elbows as per requirement.
Saddles shall be fixed at a closer distance on either sides of couplers or bends or similar
fittings.
1.3 All the switches/sockets shall be of piano type. All the lighting switch board shall be of well
seasoned wood of standard sizes, shall be of normally 200mm x 250mm x 40 mm approx. with
phenolic laminated 3 mm thick sheet on the top and 6.5 mm back plank or MS board
manufactured by 18SWG MS sheet duly finished with two coats of red oxide, 3 mm phenolic
laminated sheet cover, brass screw, cup washer etc in recessed as required size
200x250x75mm approx. The Board cover shall have brass hinges with locking arrangement.
Proper space shall also be provided on the board for fixing fan regulator etc. The board shall
be well polished & varnished and shall be fixed on 4 nos. wooden gutties. The lighting
switchboard shall be fixed at an approx height of 1.5 meters from the floor level.
1.4 5 amp Plug socket -- The contractor shall have to provide with wiring 5 pin plug socket on
each and every lighting switchboard & the wiring shall be tapped from the same board where
the phase & neutral are available.
1.5 Supply & fixing 15 amp Power Socket-- The wiring of 5/15 amp. Capacity 6 pins plug
sockets shall be carried out with 4 mm2 single core PVC insulated multi strength copper
conductor of 1.1 KV grade confirming to IS 694 latest. The 15 amp. Socket shall be one of the
standard make as per the make indicated in the List of standard make of equipments/items and
shall be complete with switch and LED indicator. The 15 amp. Plug socket shall be fixed
separately on the well seasoned wooden board with phenolic laminated top of approx size
170mm x 100 mm x 40 mm or MS board manufactured by 18SWG MS sheet duly finished with
two coats of red oxide, 3 mm laminated sheet cover, brass screw, cup washer etc in recessed
as required size 100x175x60mm. The other specification of the wooden board shall generally
remain same as that of the lighting switch board. Main circuit of each of such plugs to be
provided on the separate board shall be taken from the nearest SDBs/MDBs. Maximum two
nos. 15A power plug can be provided(on separate board each) in one circuit of approved by the
Engineer.
2. MAIN SUB MAIN
2.1 The wiring of the main, both phase and neutral from MDB to SDB shall be carried out with
4 mm2 PVC insulated single core multi strength copper conductors of 1.1 KV grade confirming
to IS 694 latest. The wiring for Sub circuits i.e. Sub main from SDB or from one lighting
switchboard to another lighting switchboard shall be carried out with 2x2.5 mm2 PVC insulated
single core multi strand copper conductor along with 1 sqmm copper earth wire with circuit
confirming to IS 694 latest. Each sub circuit shall not have more than 10 points or 800watts
whichever is less.
2.2 Internal Earthing Of Points
For internal earthing of light point, Fan hooks plugs, sockets etc., a separate wire same cross
section i.e. 1 mm2 Insulated copper flexible shall also be run along with wiring in the same PVC
conduit. For earthing of higher capacity of Plug sockets and equipment, the cross section of the
earth shall not be less than the cross section of the main wiring. The color of the earth wire shall
be green or gray.
3.0 INSTALLATION & FIXING OF LED FITTINGS/ FANS, EXHAUST FANS:-
The contractor shall have to fix rail box type fluorescent/LED fittings in various rooms
either on the wall or on the ceiling as per requirement. The fittings shall be fixed on the wall on
square wooden boards (100mm x 100mm) with sun mica top after drilling hole and providing
rawl plug etc or shall have to be suspended from the ceiling with 2 Nos. 20 mm dia metallic
conduit complete with check nuts etc. on TW round block with ball & socket arrangements. The
TW block shall have to be securely fixed with the ceiling with 2 to 3 Nos. wooden screws after
drilling holes in the ceiling and fixing of PVC rawl plug. The fitting shall be connected with the
ceiling rose with PVC insulated flexible cord having multi strand copper conductor size
48/0.2mm (three core). The fitting shall remain in level with the fan blades.
The contractor shall also have to fix ceiling fan which will be required to be suspended
from the hook & connecting the same to the ceiling rose with PVC insulated flexible cord having
multi strand copper conductor size 48/0.2mm (three core). Necessary MS clamps etc. shall
have to be arranged by the contractor for suspension of the fan. Similarly exhaust fan shall
have to be fixed by the contractor, as per requirement (ceiling fans shall be supplied by
Railway). The contractor shall have to supply, install, test & commission of electronic regulator
for ceiling fan in switch size, rotary step type (04 step), including groove cutting connection /
wiring on existing lighting switch board.
TECHNICAL SPECIFICATION FOR LAYING CABLES
The cable shall be laid as per IS 1255-1983 code of practice with latest amendment for
installation and maintenance of Power Cable.
1.0 Installation
1.1 General
i) Cables with kinks, straightened kinks or any other apparent defects like defective
armouring etc. shall not be installed.
ii) Cables shall not be bent sharp to a small radius while handling or during installation.
The minimum safe bending radius for PVC/XLPE (MV) cables shall be 12 times the overall
diameter of the cable.
iii) The ends of cables shall be sealed immediately after cutting the cables. In case of PVC
cables, suitable sealing compound/tape shall be used for this purpose, if likely exposed to rain
in transit storage. Suitable heat shrinkable caps may also be used for the purpose.
1.2 Route : Before the cable laying work is undertaken, the route of the cable shall be
decided by the Engineer in Charge considering the following
1.2.1 i) While the shortest practicable route should be preferred, the cable route shall
generally follow fixed development such as roads, footpaths etc. with proper offsets so that
future maintenance, identification etc. are rendered easy. Cross country run merely to shorten
the route should not be adopted.
ii) Cable route markers of approved design shall be provided along the run of cables at
location as approved by the Engineer and generally at intervals not exceeding 100 m and
markers shall also be provided to identify change in direction of the cable and at location of the
underground joints.
iii) Cable route shall be planned away from drains and near the property, especially in the
case of LV/MV cables, subject to any special local requirements that may have to be
necessarily complied with.
iv) As far as possible, the alignment of the cable route shall be decided after taking into
consideration the present and likely future requirements of other services including cables
route, possibility of widening of roads/ lanes etc.
v) Corrosive soils, ground surrounding sewage effluent etc. shall be avoided for the routes.
vi) Route of cables of different voltages
a) Whenever cables are laid along well demarcated or established roads the LV/ MV
cables shall be laid farther from the kerb line than HV cables.
b) Cables of different voltages, and also power and control cables shall be kept in different
trenches with adequate separation. Where available space is restricted such that this
requirement cannot be met. LV/MV cables shall be laid before HT cables.
c) Where cables cross one another, the cable of higher voltage shall be laid at a lower
level than the cable of lower voltage.
2.0 LAYING DIRECT IN GROUND(IS 1255 )
2.1 Installation of cable underground include excavation of a trench of 40 to 45 cms in width
and 1m depth shall be made and while laying the cable a layer of sand 8cms. Thickness should
be placed at the bottom of trench and then the cable should be laid over it. After laying the
cable a layer of 17 cm thick sand should be placed above the cable and then for mechanical
protection good quality of brick/RCC cover should be placed on both sides and top i.e. 18 bricks
per meter, After doing this, trench can be filled up with solid/sand available there by. Brick
partition also shall be provided under the trench between the two cables.
2.2 Depth- The desired minimum depth of laying from ground surface to the top of cable is
as follows:

High voltage cables, 22 KV, 33 KV rating : 1.05 m
Low voltage and control cables : 0.75 m
Cables at road crossings : 1.00 m

2.3 Clearance- The desired minimum clearance are as follows:-
Power cable to power cable : Clearance not necessary, however, Larger the
clearance, better- would be current carrying capacity
Power cable to control cables : 0.2m
Power cable to communication cable : 0.3m
Power cable to gas/water main : 0.3m
Inductive influence on sensitive control cable on account of nearby power cables should be
checked.
3.0 Cable laid across Railway Tracks Shall be as per track crossing regulations 1987.
3.1 The duct/pipe joints should be covered by collars to prevent settlement of in between
pipes. It may be desirable to leave a pilot wire inside the duct.
3.2 The diameter of the cable conduit or pipe or duct should be at least 1.5 times the outer
diameter of the cable. The ducts/ pipes should be mechanically strong to withstand forces due
to heavy traffic when they are laid across road/railway tracks.
4.0 Cable over Bridges:- On bridges, the cables are generally supported on steel cable
hooks or clamped on steel supports at regular intervals. While designing a cable layout on a
bridge; expansion of bridge due to changes in atmospheric temperature should be taken into
account. On most of the rail-cum-road bridges, the cables are subjected to vibrations. For such
conditions, round wire armoured cables are preferred. Cables can be laid on bridges duly
suspended from catenary wire at regular intervals. The catenary wire should be of galvanized
steel of adequate strength and of stranded construction. The catenary wires in suitable spans,
are connected to rigid members of a bridge by means of turnbuckles. The cable is suspended
on steel/ aluminium/ leather suspenders; connected to the catenary wire by dropper wires. This
type of installation takes care of expansion of bridge and vibration problems.
It is necessary to obtain formal approval of the appropriate authorities (PWD/Railways) of the
cable layout arrangement to be adopted on a bridge.
5.0 Cables below Railway crossing- When the cables are laid under railway tracks the
cables should be laid in reinforced spun concrete or cast iron or steel pipes at such depths as
specified in the track crossing regulations-1987 but not less than 1 m measured from the bottom
of sleepers to the top of the pipe. In the case of single-core cables the cast iron or steel pipes
should be large enough to contain all the three single core cables forming the circuit in the
same pipe.
When the cables are laid under the tracks, the same shall be laid as per the track crossing
regulation 1987.
6.0 All cables should be properly terminated with standard size of lugs.
7.0 Before and after laying the cable the I.R. value should be checked, all the instruments
for testing shall be arranged by the contractor.
8.0 Armoring of cable should be earthed at both the ends.
9.0 Wherever the cables emerge out of ground at least one loop of sufficient radius should
be provided under the ground.
10.0 While laying the cable it should be ensured that no obstruction should come in way like
drainage power cables, telecommunications cables, etc. The water logging area should be
avoided. Wherever the cable routs changes or takes a turn a cable marker of approved design
should be provided.
11.0 While terminating the cable to the overhead rail pole a 3 meter long 100 mm dia heavy
duty ‘B’ class GI pipe is also provided on each Rail pole. One end of which should be grouted in
the two muffing and the other end of which should be provided with PVC bushing. M.S. flat
clamps of size 40 x 6mm shall be provided to secure the pipe.
12.0 The cable other than overhead track crossing be along the wall/pole above the ground
level and floor level should be protected by G.I. pipe up to a height of 1.5 mtrs of suitable dia to
prevent the cable from external damage.
13.0 After completing laying of cable as per above instructions remaining refilling of the
trench with soil as above proper ramming and surfacing similar to surrounding should be done
by contractor to the satisfaction of railway.
Trenching The minimum width of trench for laying single cable shall be 0.4 m x 0.8 m in case
of LT cable. The depth of trench is increase to 1.2 M in case of cable above 1.1 KV. Adequate
precaution should be taken not to damage any existing cable, pipe or other such installation in
the proposed route during excavation. The bottom on trench shall be level and free from stones,
bricks bats etc. The trench shall then be provided with a layer of clean dry sand cushion of not
less than 10cm in depth. The trench shall be than back filled in with excavated earth free from
stone and other sharp edged debris and shall be rammed in successive layers not exceeding
30 cm up to top. The cable shall be protected by HDPE pipe as a protection cover. Where more
than one cable is to be laid in same trench. Horizontal formation of the cables laying more than
one cable should be increased such that interaxia distance between the cable must be 20 cm at
least and brick is to be laid. There should be a clearance of at least 15 cm between axis of the
end cable of side of the trench. In case of more than one cable in a trench additional brick layer
is to be laid between cables to maintain inter axial distance.
Laying of HDPE Pipe
It involves laying of HDPE pipe minimum at suitable depth. It shall be possible to withdraw the
cables for repair or replacement without disturbing the Railway work. The pipes shall be laid
with a gradient to facilitate drainage of water and it shall be at right angle to the track
Drilling Method This item covers drilling of Horizontal bore by pushing method (trenchless
technology) in all types of soil/rock for laying of RCC/HDPE/DWC pipe from 150 mm to 450 mm
by pushing method in presence of Railway representative taking all necessary safety
precautions related track and movement of trains. Horizontal boring will be done at minimum
1.5 Mtr. Below from ground level at railway track portion but in case, where bank height of track
is high then boring should be such that outer side and under track RCC/HDPE/DWC pipes are
in same alignment.
All work will be done in presence of Railway representative without disturbing the
Railway track taking all necessary safety precautions related track and movements of trains.
160mm HDPE Pipe
This item covers supply & laying of HDPE pipe in already excavated trench under road/
ground/floor/railway track etc. as per requirement with technical specification 160 mm dia (OD),
wall thickness between 6.2 mm to 7.1 mm, material grade PE-80 and class of pipe should be
PN-4 with confirming to IS:4984/1995 or latest. Make:- Sangir, Dutron, NOCIL, Hasti, Reliance,
Supreme or equivalent
After laying of HDPE pipe, the trench should be refilled with same soil and restored to
original position & pipe should be laid in trench such that possible to withdraw the cable for
repair or replacement. The pipe shall be laid at Minimum 01 Mtr. depth below the ground level
with a gradient to facilitate drainage of water and it shall be right angle to the track. For each
power crossing, contractor shall have to lay two length of pipe, for 02 Nos. of cable to be laid.
Accessories related with laying of HDPE pipe like fittings, bends, joints/coupler, junction,
flange, end cap etc. as per site requirement will be provided by contractor and no extra payment
will be given for above items.
The contractor shall have to submit manufacturer’s test certificate of HDPE pipe.
SPECIFICATION OF GI PIPE
Supply fixing and laying in trench, under floor/road/railway track, alongwith pole/wall etc. as per
site requirement size 38/40/50/100 mm dia. of B class GI pipe for cable laying as per IS 1239
the pipe shall be fixed with required MS plat clamps size 40 x 4 mm and nut bolt etc. including
all bends sockets required for the work. When GI pipe is laying through/across road or “pucca’’
platform the same should be repaired with concrete-cement properly.
SPECIFICATION OF WIRE
It should be bright annealed electrolytic Copper conductor PVC insulated unsheathed cable
confirming to IS : 694/1990 for working voltage up to and including 1100 volts grade. It should
be ISI mark. Single core 1 sq.mm. P.V.C. Insulated Copper wire in preferably Green Colour to
be used as Earth Wire along with complete wiring where ever required.

RCBO to be connected in the existing/Separate board as per requirement by
making proper connection in the main board and fixing the RCBO. Any alteration
in the wiring of main board if required is to be done by the contractor.

in the Separate board as per requirement by making proper connection in the
main board and fixing the RCBO. Any alteration in the wiring of main board if
required is to be done by the contractor.

LT DISTRIBUTION PANEL
Manufacturing, supplying, testing and commissioning of wall/floor mounted (as per site
requirement) LT Distribution board 2 mm CRCA sheet steel fabricated, cubicle outdoor type IP
protection, painted by one coat of red oxide primer and with two coats of synthetic enamel grey
paint complete with top/bottom removable double compression cable gland plate as required,
earth bus, hinged and lockable doors, dust and vermin proof, complete with all interconnections.
Necessary wiring of LT panel shall be done with copper cable of adequate size & control wiring
by min. of 2.5 Sq.mm copper cable. The electrolytic Tinned copper bus bar shall be of suitable
length 415 V, 3 phase 50 Hz, 200 A, suitable for four pole system as per relevant IS (latest
version) insulated by heat shrinkable sleeves with shrouded joints.
The instrument chamber shall be separate and comprise of flush type ammeter, voltmeter,
selector switches, with CTs, feeder name plate and danger board on (approximate size of panel
1250mm x 950mm x 300 mm and electrolytic tinned copper bus bar of 25mm x 10mm for
incoming MCCB and bus coupler and 20mm x 6mm for outgoing MCCB, earth bus of suitable
size of electrolytic tinned copper)

Ics=100% Icu Similar to Cat No – SL98615OOOO of L&T.
1 no. of 0-500 V, 96 x 96 mm square dial flush mounted voltmeter(digital) with selector
switches protective fuses in incoming. 1 no. 96 x96 mm square dial flush mounted
ammeter(digital) of suitable range with selector switches, CTs & protective fuses, multi LED
indication lamps on each incoming and outgoing feeder and 3 phase panel energy meter type
CT-2M shall be provided with each outgoing feeder. This includes the
shifting/termination/connection of existing supply from existing point to new point with complete
lugs and glands etc.
(a) Caution board in English/Hindi shall be provided of metallic type.
(b) The contractor shall have to submit the design and dimensional drawing of the distribution
board for approval before fabrication.
(c). The contractor shall arrange inspection/testing of the board when it is completed in all
respected at his own cost.
(d). Foundation of panel and trenching work is included upto the satisfaction of site supervisor.
(e) Circuit identification by means of engraved on poly propylene sheet as per design approved
by railway shall be provided. Note:-All the LT panel shall be made from CPRI approved firms.
Fixing of fittings
The work involves assembling, fixing, hanging and making connection of Surface pendent
mounted box type tube light fitting/street light fitting as per specification. The contractor has to
collect the tube light/ street light/ LED lamp etc. from the office/ store of concerned SSE. No
transportation facility/ transportation charges will be provided to the contractor for collection of
material from SSE. All the released material which upon dismantled by the contractor shall be
deposited by him in the office/ store of concern SSE. Any wire or other electrical/ non electrical
accessories required for assembling, fixing, hanging and making connection of Surface pendent
mounted box type tube light fitting/street light fitting has to be arranged by the contractor. Any
damage to building or railway property should be made good to the satisfaction of railway by
contractor else it will be recovered from contractor.
Note:- 1. During the course of execution of above work electrical fitting, fixtures, wirings etc.
needs to be removed and dismantled, shall be done by the contractor and released material
shall be transported to store / scrap depot by the contractor for that no extra payment will be
done. Any temporary bypass arrangement for continuity of supply if required shall also be done
by the contractor under guidance of consignee.
2. All safety measures to be adopted during executing the work.
3. The work has to be carried out in Railway premises, so every precaution and safety rules
shall be taken & followed by firm/contractor to protect their labours, Railway employees,
passengers, materials, structures etc.
Supply of Phenolic top mobile charging wooden board size 6''x15'' fitted with 4 nos. switch & 4
nos. socket of 6 amps with internal wiring of 1.5 sq. mm with base plate of both side particle
board for mobile with hanging clip as per site requirement.
Foundation: The contractor shall made CC platform for installation of outdoor type LT
distribution panel or as per site requirement of mixture ratio 1:3:6, according to the suitable size
of panel, transformer etc.
The LT distribution panel shall be fix securely on the foundation by grouting the 4/6 nos. or reg
bolts or as per requirement. Diameter and length of foundation bolt shall be of suitable sizes.
Foundation of panel shall be made as per satisfaction of site engineer.
POWER SUPPLY ARRANGEMENT ASSET:-
(a): 'H' Pole: This item involves supply, fabrication & erection of ‘H’ pole fabricated from I
section MS Beam ISHB150 size 150mm x 150mm of length 10.0 Meters (weight not less than
27.1 kg/meter, Tolerance as per Relevant IS permitted ). The ‘H’ poles shall be fabricated as
directed by Railway Engineers complete and as per DEE/C/AII’s Drg.
No.DEE/C/AII/15/2005/Ajmer-Pushkar with cross bracing of M.S. angle size 65x65x6mm and
necessary fixtures like nuts, bolts, washers, clamps for cable etc. of required size. The erection
of ‘H’ pole includes digging of pit to the depth of 1/6th length of the I section MS Beam and
erected over the 15 cm thick (1:3:6) cement concrete mixture bed in a truly vertical position and
proper alignment complete with muffing made of cement concrete mixture ratio 1:3:6 with dia.
not less than 45 cm, and 90 cm height i.e.60 cm in ground and 30 cm above the ground and
proper curing. The ‘H’ pole should be painted with primer coat of red oxide and two coats of
aluminum paints including black paint upto 1.5 mtrs. from the ground level. Contractor shall
provide anti climbing devices (barbed wire of size 12x12 ) and caution board for 11 kV / 33 kV.
The contractor shall have to erect the ‘H’ pole structure, terminate and connect the existing
33/11 kV HT line and commission complete in all respect.
(b&c):Cable end box outdoor & Indoor type:
Supply, installation, testing & commissioning of Push on Heat shrinkable type cable termination
kit suitable for 11kV, 3core, 50 cycles AC supply for 70/95 Sqmm HT-XLPE cable
(indoor/outdoor). These are to be fixed in indoor & outdoor as per the site requirement.
Termination system to be provided as per manufacturer’s recommendations complete with lugs
and terminals etc.
Isolator 11kV:-Supply, installation and commissioning of 11 kV/400 Amps without EB & with
post insulators, triple pole single break, outdoor manually gang operating rocking type air break
isolator suitable for horizontal mounting. The isolator will be manufactured as per IS 1818/1972
or latest including all accessories such as operating mechanism operating pipe (No joint
allowed in GI Pipe) etc. including connections. One No. pad lock of reputed make with two keys
to be supplied with each GO switch.
11kV Horn gap fuse hardware:-Supply, fixing,installation and commissioning of 11 KV
expulsion type drop out fuses (Horn gap fuse with hardware & post insulators) suitable for
vertical/horizontal mounting and having four insulator stacks per pole. One set of spare drop out
fuses shall be supplied with each D/O set.
Lighting arrester :-The contractor shall have to Supply, install test & commission 03 set (09
Nos.) of lightening arrestors at the H/four pole structure of the overhead line complete with all
the hardware’s. The lightening arrestor shall be suitable for a system voltage of 11 KV non-
linear resistor type with metal oxide resistor elements distribution class complete with
galvanized nut bolts clamps etc. conforming to the IS: 3070 or latest. Make: Lampco or
equivalent.
Insulator :-Supply, installation, testing and commissioning of porcelain insulators Disc/pin type
suitable for 33/11 KV HT line. The insulators shall be vitreous throughout and non-observant.
Insulator shall have adequate mechanical strength, high degree of resistance of electrical
puncture and resistance to climatic conditions. The contractor shall have to remove existing
insulator and provide single string of disc insulator with connections etc. with overhead wires.
There should be no porosity and should be properly glazed with smooth finishing. Use of
insulator with any kind of crack or leakage shall be avoided. The insulators shall be properly
fitted with adequate clearances and standards.
Stay Rod/Sturt :-Supply, installation, erection and providing stay shall consist of stay rod size
19mm x 1900mm. Anchor plate size 300 x 300 x 6.4 mm, thimble stay clamps turn buckle. G.I.
Stay wire 7/4 mm and strain HT/LT insulator, etc. in cement concrete foundations, the ratio of
cement aggregate and cement shall be (1:3:6), including excavation refilling. All component of
stay set assembly shall be of MS galvanized.
Necessary stay arrangement is also required to be provided for the poles. The position of stay
pit shall normally be such that stay pit makes an angle of 30 to 60 degree with the support. The
depth of the stay pit shall be such that normally a length of 45 cm of stay rod shall project above
the ground level. Stay pit should be refilled with mixture of big stones and Soil available. The
stay rod shall be complete with stay wire of size 7/4 mm complete with stay rod, stay insulator
etc. The stay rod shall have to be embedded in a cement concrete 1:3:6 foundation 42cms x 42
cms in section, the anchor plate shall be placed on 15 cm thick cement concrete. The bend in
stay rod shall be such that stay rod and the bend portion of stay rod are in correct alignment.
Stay rod shall be protected with GI pipe, which shall not be less than 38/40 mm in dia and 1.5
meter long.
OTHER ITEMS RELATED TO SUB-STATION:-
Rubber Mat:-The Insulating of rubber matting of 2000 x 1000 and thickness of not less than 25
mm for HT/LT panel room shall be supplied and provided as per instruction site engineer.
Cable Marker:-The contractor shall have to supply & fixing of cable marker. The cable marker
shall be made of MS Sheet 1.5mm thick size 150X100mm welded with 12mm dia MS rod 85 cm
long. The lower end of rod should be turned in hooks shape and attached with the cable at the

Restoration chart:- Supply and erection of Shock Restoration Chart in Glass Frame with
suitable fixing on wall as per railway requirement.
Electrical Drawing:- The contractor shall have to prepare electrical drawing & documents of
power supply system for 11/0.415 kV electric substation required for EIG sanction, checking of
earth resistance of earthing, Meggering of all HT/LT power supply system before energisation of
substation. Drawing to be supplied in original tracing fair hard copies (in auto cad) as per
specification.
Earth Station:-
Copper Plate Earthing: Earth electrodes for grounding shall be provided with 60 cm x 60 cm x
3.15 mm copper plate (Weight of the copper plate shall be not less than 10.250Kg) and shall be
held vertical in ground with its top not less than 3.5 meters Below ground level.
A watering pipe of 38 mm dia of medium class GI pipe shall be provided and attached to the
electrodes. A funnel with mesh shall be provided on top on this pipe for watering the earth. The
watering funnel attachment shall be housed in masonry enclosure of not less than 40 cm x 40
cm x 30 cm inner size and 10 cm thick. Earthing shall confirm to IS: 3043/66 I.E. Rules no. 67
(latest). Copper strip of size 25x3 mm shall be securely bolted on the plate with two brass bolts,
nuts, chuck nuts and washers and as required. The Earth plate is embeded in alternate layers
of charcoal and common sault. A masonry enclosure for earth electrode shall be provided with
hinged MS sheet plate 8 mm thick having locking arrangement and pull out handle.
Normally an earth electrode shall not be situated less than 1.5 m from any building. Care shall
be taken that the excavation for earth electrode may not affect the column footing for foundation
of the building. In each such case the electrode may be located further away from the building.
Location of the earth electrode will be such where the soil has a reasonable chance of
remaining moist as far as possible. Entrance, pavements and Roadways are definitely to be
avoided for location the earthing electrode. The earth value to be measured and marked on
earth pit duly painted with date.
Copper Flate/Strip for earth connection: Supply & fixing/laying tinned or stove enameled black
copper flat earth strip 25 x 3 mm earth pit top to main board etc. Portion of this strip in
trench/under floor/road/ground shall be taken through GI pipe 38 mm dia medium class, buried
30 cms. below ground to guard against mechanical damage & should be clamped/fixed along
with pole/wall and connected with the help of nut, bolt, washer etc. as per the instruction of site
engineer.
Earth Station: The contractor shall have to supply of material and construct earth pits /
electrodes of G.I. Pipe as under:
General - Governing Specification – IS: 3043
Earth Pipe: 50-mm dia, “B” class, Medium, ISI marked, Approximate single piece of 03 meter
length, Galvanized coating, relevant IS, perforated holes of 12mm dia.
Protection Pipe: 12mm dia, “A” class, Light, ISI marked, Galvanized coating, relevant IS.
Wire: 08-SWG steel standard wire with Galvanized coating.
Nuts & Bolts: with Galvanized coating.
Inspection Chamber: Square earth station C.C. Block, C.C. Ratio: 1:4:8, chamber with RCC
cover & handle.
Method of Earthing: The equipment shall be connected to the main by G.I. earth wire from the
earth pit. The measurement of the earth resistance shall be carried out as per relevant IS. The
contractors at his own cost shall bring Instrument/ meters required for testing. Each earth pit
shall give a minimum resistance as specified in IE rules. Earth conductor / strip shall be properly
supported by G.I. Saddles supports by T.W. blocks grouted on the walls. Earth conductors /
strip crossing the floor shall be buried at a depth of 6” and then cemented. Earth conductors /
Strip underground laid at a depth of not less than 0.6 meter. Earth conductors / strip running
vertically along the wall also shall be embedded and to be covered with plaster. Provision of
watering the earth pits periodically shall be provided as per IS. The earth pit shall have to be
covered in a cement concrete cover and top cover of G.I. or RCC slab as per drawing. The
value of earth resistance should be written on the earth pit with date of reading as per direction
of site engineer. The contractor and Railway representatives shall measure Earth resistance at
each electrode jointly. No Earth electrode shall have a greater ohmic resistance between 5 to 8
ohms for service buildings and staff quarters in the driest of season except in the case of Sub
stations. If the above stated earth resistance is not achieved, necessary improvement shall be
made by the contractor by provision of additional electrode or by artificial treatment of soil etc.
as may be directed by the engineer in charge. The Earth pipe should be covered by suitable
metal threaded cap/top.
Automatic Power Factor Correction Control Panel (70 kVAR):
70 kVAR Automatic power factor correction panel consisting of following:-

Technical Requirements of Capacitor Bank- The Capacitor units shall comply with IS 13340 /
IEC 831 for self healing type and other components such as Contactors, MCCB’s, MCB’s HRC
Fuses etc., shall comply with the latest versions of relevant Indian Standards.
Ratings: The rating of the Power Factor Correction equipment shall be 3 phase, 50Hz, 440
Volts: APFC kVAr = 70 kVAR.
OPERATING LIMITS/OVERLOADS:: Each capacitor shall meet the following requirements:
Maximum permissible over-voltage: Each capacitor shall be capable of operating continuously
at 110% of the rated voltage (3 phase, 440V, 50 Hz ).
Maximum permissible over current: The permissible increase in current loading due to any or all
of the following shall not exceed 30% of the rated current: Increased voltage Increased
frequency Non-sinusoidal voltage. Test voltage: All routine tests shall be conducted at 2.15 Un
for each element as well as the assembled capacitor unit. The capacitors shall be suitable for
operating in temperature category:- 25/D (Category: Max.Temp. 55 0C) as per relevant IS / IEC
temperature category.
CAPACITOR CELLS (MANUFACTURE & CONSTRUCTION):
Individual Capacitors shall be made up of single phase elements internally delta connected to
form a 3-phase capacitor Heavy Duty Metallised Polypropylene as a dielectric with electrodes of
special material. The capacitor shall be provided with safety device in the form on INTERNAL
FUSE. Capacitors shall be contained in heavy duty metallic enclosure. The capacitors shall be
provided with Thermal equalizers & the Heat Dissipation shall be through conduction via metal
enclosure. Dielectric material shall have loss less than 0.5 watts per KVAR. This shall enable
longer life and lower capitalization of losses in the long run. The capacitors shall have current
carrying capability of 200 x In and there shall be no need for providing inrush current limiting
inductor coil. The encapsulation medium shall be a thermo-plastic material. Nominal design life
of individual capacitor cells shall be 15 years. The capacitor shall have threaded terminals for
wire connection OR cables brought out for direct termination on contactors.
DISCHARGE RESISTORS-Capacitor cells shall be provided with discharge resistors to reduce
residual voltage to less than 50 volts within one minute of disconnection. Resistors shall be
chosen to ensure a 20 year minimum life.
CONTROLS:-All controls shall be mounted on enclosure door for easy inspection and service. :
Automatic POWER FACTOR CONTROLLER / Relay :The APFC RELAY shall be
microprocessor based VAR Sensing type and not PF or current sensing type. Controller shall
be able to sense the reactive current requirement and switch on the required VAR providing
intelligent switching based on actual value of KVAR and Bank Sizes 7.6.15: The relay shall
have LED display. The relay shall be easily programmable from front panel itself.
It shall have provision of both Auto and manual operation.
A built in settable time delay function shall be provided and the controller shall have provision to
automatically set itself for a time delay of 40 – 60 secs in the event of Power Outage. C/K ratio
shall be automatically settable
The switching sequence shall be so chosen as to minimize the wear and tear of contactors. The
equal step of capacitors shall be switched in rotation to achieve this feature.
The relay shall be able to recognize the connection of CT and Voltage and be able to
automatically adjust itself to the phase angle difference. It shall be single phase sensing type.
The target PF setting range shall be 0.8 lead to 0.8 lag.
The operating temperature shall be upto 70 deg C.
SWITCHGEAR COMPONENTS: CAPACITOR DUTY CONTACTORS: Heavy Duty Contactors
shall be used. These shall be suitable for capacitor switching of 25 / 50 KVAR capacity. The
contactors shall be able to withstand 200 In inrush currents. The contactors shall be provided
with damping resistors.
INCOMER MCCB: APFC panel shall be provided win the an incomer MCCB of adequate rating
and shall be provided with overload and short circuit release. The short circuit breaking capacity
of the MCCB shall be 36/50 KA. STEP PROTECTION: Each step of capacitor panel shall be
provided with adequately rated Fuses.
SET OF STANDARD EQUIPMNETS
Supply, testing and demonstration of the set of the equipment for the general maintenance of a
substation. The set of equipment is to be got approved from Competent Authority (Railways
Official). The set comprises the following equipment:
1. Instrument capable of measuring lux, sound level, humidity, temperature and multi meter.

measuring tape 2 mtrs.,scale, oil can, pistol type portable drill machine with drill bits for 2 mm, 4
mm, 8 mm, 10 mm, 12 mm & 20 mm bore dia holes. The above tools should be in a single kit
box. If a readily available kit box is supplied from the market then make ELEIMECO or similar.
6. Rechargeable torch capable of working continuously for 3 hours minimum. Make ELEIMECO
or similar.
7. Multi-meter with software with attachment to download measured data in computer. Make
ELEIMECO or similar.
8. Digital Insulation tester for LT equipment. 20 G ohms. Make ELEIMECO or similar.
9. Hand cum motor operated high voltage insulation tester housed in a wooden box, for HT
equipment.
10. Highly insulated FRP telescopic earthing rod minimum height 15 feet in 2 or 3 pieces with

LT Panel shifting :- Shifting, carrying, transportation, installation, testing and commissioning
of LT panels, APFC panels from old location to new location situated nearby area including
cabling, trenching, connection to panel and c/c foundation for panels if required as per site &
under site supervisor supervision with including all necessary accessories for carried out the
work etc . (Cable will be supplied free of cost by railway)
Shifting of transformer -Shifting, carrying, transportation, installation, testing and
commissioning of Transformer Cap 500 KVA(C.S.S.) from old location to new location situated
nearby area including termination and connection to panel and c/c foundation if required etc
with including all necessary accessories for carried out the work as per railway requirement

Shifting of HT panels- Shifting, carrying, transportation, installation, testing and
commissioning of HT panels (6-way RMU) from old location to new location situated nearby

On load changeover :- Supply and installation of On load changeover switch, 800 Amps, 4-

Supply, installation, testing & commissioning of Push on Heat shrinkable type cable termination
kit suitable for 11kV, 3core, 50 cycles AC supply for 70/95, 120,185Sqmm HT-XLPE cable
(indoor/outdoor). These are to be fixed in indoor & outdoor as per the site requirement.
Termination system to be provided as per manufacturer’s recommendations complete with lugs
and terminals etc.

Meter should function correctly when phase and neutral connection are interchanged.
Meter should record correctly under reverse current connections.
Meter should record correct energy when load is connected to earth instead of neutral. Class1.0

Temper indication on the name plate of the meter to two LED’s (One each for current
reversal connection and earth load connection). The energy meter is to be fixed on the main
board by contractor including fixing on board and connections and connecting leads if
required. The meter should be ISI marked if available or otherwise meter should confirm to IS
13779.Sample of the meter should be got approved from ADEE before bulk supply
installation.
Supply, erection, testing and commissioning of 1000KVA 11/0.440 V 3 Phase 50Z
transformer -
1. GENERAL SPECIFICATIONS:
Terminology: Terms and definitions mentioned below are taken from IS 1180 Part 1:
2014(Fourth revision) or latest revision.
Service Conditions - The provisions of IS 2026 (Part 1) shall apply.
Transformer rating: 1000KVA, 50Hz
Sealed type transformer, 3 phase.
Nominal system voltage: HV 11kV, LV 415V
Rated basic insulation level: 75kVp
No load Voltage ratio: 11000/433V
Winding connection and phase displacement: Dyn11, positive phase displacement of 30°
from primary to secondary vectors of the same phase. The neutral of the secondary winding
shall be brought out to a separate insulated terminal.

2. PERMISSIBLE FLUX DENSITY AND OVER-FLUXING: The maximum flux density in any
part of the core and yoke at rated voltage and frequency shall be such that the flux density
with + 12.5 percent combined voltage and frequency variation from rated voltage and
frequency does not exceed 1.9 Tesla. No load current shall not exceed 2 percent of the full
load current and shall be measured by energizing the transformer at rated voltage and
frequency. Increase of 12.5 percent of rated voltage shall not increase the no-load current by
5 percent of full load current
3. LIMITS OF TEMPERATURE-RISE: The type of cooling shall be ONAN as per IS 2026
(Part 2). The permissible temperature-rise shall not exceed the limits of 45°C when
measured by resistance method for transformer winding and 40°C measured by thermometer
for top oil when tested in accordance with IS 2026 (Part 2).
4. STANDARD MATERIALS: Major material used in the transformer shall conform to the
relevant Indian Standards or IEC standards.
5. TERMINAL ARRANGEMENT: The high and low voltage side must be suitable for adoption
of PVC/XLPE cables of suitable size. A suitable cable-end box to be provided on the high
voltage end and low voltage side.
6. RATING, MARKING AND RELATIVE POSITIONS OF TERMINALS: Appropriate
characters in accordance with IS 2026 (Part 1) shall be indelibly marked upon or adjacent to
terminals. For transformers with air filled cable-end box/connection chamber, the phase-to-
phase and phase-to-earth clearance shall be 130mm and 80mm, respectively.
Rating Plate: Each transformer shall be provided with rating plate made of anodized
aluminium/stainless steel material securely fixed on the outer body, easily accessible,
showing the information given in Fig. 1 for 3 phase Transformers as given in IS 1180 Part 1:
2014(Fourth revision) or latest revision. The entries on the rating plate shall be indelibly
marked by engraving. Each transformer shall be provided with a terminal marking plate in
accordance with Fig. 4 of IS 1180 Part 1: 2014(Fourth revision) or latest revision. The
distribution transformer may also be marked with the Standard Mark.
7. MOUNTING ARRANGEMENT: The under-base of all transformers beyond 200 kVA shall
be as per Fig. 7 of IS 1180 Part 1: 2014(Fourth revision) or latest revision to make them
suitable for mounting on rollers.
8. TRANSFORMER TANK: Transformer tank must be constructed as mentioned in IS 1180
Part 1: 2014(Fourth revision) or latest revision. corrugated panel transformer tank-
transformer must be supplied. For three phase sealed type transformers with cover welded to
the curb of the tank shall be of sound and robust construction to withstand pressure of 80
kPa without any deformation. All bolts/nuts/washers exposed to atmosphere shall be as
follows: Size 12 mm or below — stainless steel.
Above 12 mm — steel with suitable finish like electro galvanized with passivation or hot dip
galvanized. Gaskets wherever used shall conform to Type III as per IS 11149/Type C as per
IS 4253 (Part 2)
Inside of tank shall be painted with varnish or oil resistant paint. For external surfaces one
coat of thermos- setting powder paint or one coat of epoxy primer followed by two coats of
polyurethane base paint shall be used. Table 12 of IS 1180 Part 1: 2014(Fourth revision) or
latest revision shall be referred to for paint thickness for normal to medium corrosive
atmosphere.
PERFORMANCE: The performance of transformer under external short circuit conditions
shall be in accordance with IS 2026(Part 5). When statements of efficiency and regulations
are required, they shall be based on specified loading at the rated kVA and unity power
factor and computed in accordance with Annex B and Annex C respectively of IS 1180 Part
1: 2014(Fourth revision) or latest revision. The tolerance on electrical performance excluding
losses shall be as given in IS 2026 (Part 1). Overload capacity as per IS6600 or latest.
10. FITTINGS: The standard fittings as mentioned in IS 1180 Part 1: 2014(Fourth revision) or
latest revision shall be provided. Apart from the standard fittings, the following must be
provided. Terminal connectors if required. Oil temperature indicator and winding temperature
indicators. Protection relay for sealed type transformers for internal parameters that is
pressure, temperature, oil level and gas detection.
11. TESTS:
All routine, type and special tests as described in IS 1180 Part 1: 2014(Fourth revision) or
latest revision. All the test certificates must be submitted while delivering the transformer to
the location. The GA drawing must be approved before supply of transformer.
Inspection- By RITES. All the charges for inspection & testing shall be borne by Contractor at
factory premises or manufacturer place. The contractor shall arrange & will carry out the
foundation and other civil work as per site requirement if required for installation of
transformer and other associated items as per rly requirement under supervision of site
supervisor.
NOTE: The transformer shall be supplied from CEA or CPRI approved OEMs.
Mounting arrangement of transformers: -Transformers should be mounted on 1-Mtr high
platform with steps from one side toward door above ground level size 2x2M (approximately)
having foundation of 0.5M made of CC size 50x50cm or as per site requirement. Other items: -
(1) Fire buckets 3 Nos. capacity 20 litre or more each with mounting stand/arrangement
(2)CCL4 (dry chemical powder) fire extinguishers 8 Nos.
(3) Shock treatment charts 6 Nos. (4) Danger boards 5 Nos.
5) Highly insulated PVC mate 2 No. 6x4 feet size or more
LT DISTRIBUTION PANEL
Manufacturing, supplying, testing and commissioning of wall/floor mounted (as per site
requirement) LT Distribution board 2 mm CRCA sheet steel fabricated, cubicle outdoor
type IP protection, painted by one coat of red oxide primer and with two coats of
synthetic enamel grey paint complete with top/bottom removable double compression
cable gland plate as required, earth bus, hinged and lockable doors, dust and vermin
proof, complete with all interconnections. Necessary wiring of LT panel shall be done
with copper cable of adequate size & control wiring by min. of 2.5 Sq.mm copper cable.
The electrolytic Tinned copper bus bar shall be of suitable length 415 V, 3 phase 50 Hz,
200 A, suitable for four pole system as per relevant IS (latest version) insulated by heat
shrinkable sleeves with shrouded joints.
The instrument chamber shall be separate and comprise of flush type ammeter,
voltmeter, selector switches, with CTs, feeder name plate and danger board on
(approximate size of panel 1250mm x 950mm x 300 mm and electrolytic tinned copper
bus bar of 25mm x 10mm for incoming MCCB and bus coupler and 20mm x 6mm for
outgoing MCCB, earth bus of suitable size of electrolytic tinned copper)

LED indication lamps on each incoming and outgoing feeder and 3 phase panel energy
meter type CT-2M shall be provided with each outgoing feeder. This includes the

(a) Caution board in English/Hindi shall be provided of metallic type.
(b) The contractor shall have to submit the design and dimensional drawing of the
distribution board for approval before fabrication.
(c). The contractor shall arrange inspection/testing of the board when it is completed in
all respected at his own cost.
(d). Foundation of panel and trenching work is included upto the satisfaction of site
supervisor.
(e) Circuit identification by means of engraved on poly propylene sheet as per design
approved by railway shall be provided. Note:-All the LT panel shall be made from CPRI
approved firms.
SPECIFICATION FOR MAIN DISTRIBUTION BOARD
400A LT Distribution Panel
1. The contractor shall have to design, supply, install, testing & commissioning the Main
distribution board. The main distribution board shall be fabricated out of 2mm thick MS
sheet and standard angle/channels as required in design.
2. The main distribution board shall be pillar type, cubical type self supporting floor
mounted dust &vermin proof. The board should be with hinged doors & locking
arrangements at the front & bolted for hinged cover at either side/back side. It should
also be provided with bottom opening of removable gland plates. The board should be
suitable for 3 phases, 4 wires, 415 volt 50 cycle AC supplies. The board shall be treated
with rust protection such as degreasing, phospating & painted with two coats of red
oxide primer & final two coats of leaf green paint.
4. The bus bar shall be electrolytic tinned copper having cross section area as main bus
bar of MDB 300mm2 & branch bus bar 200mm2 respectively. The bus bar shall have to
be suitably mounted with PVC sleeve/taps.
5. The contractor shall have to submit the design & dimensional drawing of the
distribution board for approval before fabrication.
6. Adequate space inside the board shall be provided for bus bar, the cable alley shall
be provided to accommodate the incoming & out going cables separately in a proper
manner. Knock out gland plates as applicable shall be provided in the distribution board
for incoming & out going cable.
7. Circuit identification & cable size by means of engraved on poly prop lane sheet as
approved by Rly. shall be provided.
8. All power connection shall be secured adequately with spring washer, flat washer,
bimetallic washer wherever applicable, G.I. bolts, tined brass washer. Caution board &
danger notice in English & Hindi shall be provided & shall be of metallic type
approved by Rly.
9. Minimum two earth terminal shall be provided & a separate earth GI earth strip at the
back side of distribution board minimum of 25x6mm shall be provided with two earthing
terminals.
10. The contractor shall arrange RITES inspection or specified by Railway from time to
time. The contractor shall have to submit manufacturer test certificate of all the
component used in the fabrication of the board and also submit the calibration test
report of all the meters used in the board.
11. Main distribution board shall be provided with incoming & out going as under:
a) Incoming side- MCCB 4 pole 400 Amp. 35 kA = 02Nos. (with adjustable T&M setting)
b) Outgoing side-. MCCB 4 pole 250 Amp. 35 kA = 06Nos. (with adjustable T & M
setting)
12. The distribution board shall be provided with suitable 3 phase Electronic energy
meter with CT,Voltmeter size (96x96mm) 0-500 Volt, LED type indication lamp for OFF
& ON & trip on incoming side and Ampere meter (size 96x96mm) 0-300 Amp. With CTs
on outgoing side.
13. The distribution board shall be completed in all respect with wiring. The board shall
be mounted above 1.1/2 to 2’ (feet) above the ground level with cement concrete base
with proper grouting.
14. The distribution board shall be provided with standard cable entry for incoming & out
going cables & suitable hole shall be drilled at site for accommodating the incoming &
out going cables. The bus bar shall be covered with PVC adhesive colored tape.
Supply, fabrication, installation, testing and commissioning of LT panel. The drawings of
the panel are to be got approved from SrDEE/JU before fabrication. The make of
switchgears, metering, measuring and indicating instruments shall be from the approved
makes. The make and the particular model numbers shall be particularly mentioned in
the drawings being furnished for approval.
Note:-All the LT panel shall be made from CPRI approved firms.
Techno Modular Enclosure:The techno modular enclosure shall be procured from the
firm/manufacturer bearing CPRI test certificate.
1.1 The enclosure shall bear techno modular construction, fully compartmentalized (if
required), bolted construction (in order to enhance further on requirement).
1.2 The main frame of the enclosure shall be built from 2mm CRCA and the doors and
covers from 1.6 mm CRCA. The mounting plates shall be of 2mm thickness. Cable
entry plates of 3mm. Lifting angles 75 x 75 x 6 mm.
1.3 The enclosure shall be dust proof and vermin proof with IP protection for outdoor
installation. Use of PU foam gasket shall be made to ensure proper IP protection.
1.4 Temperature withstand capacity shall be as per relevant standards. Test Certificate
from authorized agency may be asked to produce during factory inspection. The
enclosure shall be resistant to mild acids and solvents.
1.5 The enclosure shall be powder coated with epoxy based paint of 500 hours certified.
The colour shall be of Grey structure finish for enclosure. The powder coating thickness
shall be 65 to 80 microns.
1.6 The enclosure shall comprise top cover, front door and rear door. Proper cuttings
/openings shall be provided in order to operate the switchgears without opening any
door. The metering and measuring instruments shall be provided in front properly
flushed with the surface.
1.7 The size of the enclosure shall be sufficient enough to incorporate all the
components given below with proper clearance as per IER and latest standards keeping
in view the safety aspect.

3 panel vacuum circuit breakers for 11 kV system
1. The contractor has to supply, install, test and commission of 11 kV VCB
switchgear with control panels metal clad, floor mounting, extendable unit type for
indoor installation for use on 11 kV 3 phase 3 wire, 50 cycles AC effectively
earthed system having breaking capacity level of 350 MVA complete with a set of
3 phase air insulated electrolytic copper bus bars of 630 Amps capacity as per
specification detailed below:-

The electrical switchgears and the relevant equipment shall be designed,
manufactured and tested according to the latest version of:

The design of the switchgear shall be based on safety to personnel and
equipment during operation and maintenance, reliability of service, ease of
maintenance, mechanical protection of equipment, interchangeability of
equipment and ready addition of future loads.
3. Service condition
The equipment is intended for use in a tropical coastal area with normal polluted
atmosphere with the following ambient conditions:-
(a) Minimum ambient air temperature - 45 degree C (in shade)
(b) Maximum daily average ambient - 30 degree C (in shade)
(c) Maximum ambient air temperature - 50 degree C (in shade)
(d) Relative Humidity - 65% to 95%
(e) Lightening - The area is subject to sever lightening during
monsoon season.
4. Rating and other particulars
The switchgear shall be vacuum type and shall be designed for following rating and
other particulars:-.
Vacuum circuit breaker
a) Nominal system voltage - 11kV±12.½ % AC 3 phase system
b) Rated Current capacity - 630 Amps.
c) Rates symmetrical breaking capacity Min3) - 50 MVA at 11kV/12kV
d) Rated frequency - 50 HZ + 3%

f) Rated lighting impulses with stand voltage - 75kV (Peak)
g) Rated one minute power frequency - 28 kV with stand voltage.
h) Rated short circuit breaking current - 26.3 kA at recovery voltage of 12 kV.
I) Rated making current - 50 kA
j) Rated short time current - 26.3 kA for 3 second
5. The switchgear shall be indoor vacuum type, floor mounted in free standing,
vermin proof sheet steel cubicles of horizontal isolation, horizontal draw out type
with independent motor spring charge operating mechanism. All instruments
indication device, relays etc. shall be mounted on the front side of the panel. The
design and arrangement of the equipment shall be such that adequate space is
available for easy inspection and maintenance. The panel shall be for 1 incoming
feeder and two out going feeders DC motor operated spring assisted closing
mechanism and shunt trip coil suitable for operating on 110V +20 VDC shall be
provided as detailed in the foregoing pares.
5.1 It shall be possible to test the breakers in racked out position to check closing and
operating mechanism. Suitable automatic closing shutter arrangement shall be
provided to cover the plugging sockets automatically operated by the breaker truck
roller and a simple lever mechanism so that accidental contact with live portions
when the circuit breaker is racked out is prevented. The circuit breaker panel shall
be provided with adequate casters for racking out circuit breakers smoothly. The
racking in and racking out operation should normally be possible to carry
out by a single person.
5.2 A steel lockable door shall be provided in the front and design of the door shall be
such that it shall allow breaker to be withdrawn to the test position without opening
the door. The hinged door shall be interlocked with breaker in such a way that
(a) The door cannot be opened unless the breaker is in isolated position (drawn
out position) and
(b) The breaker cannot be racked into ‘In’ or ‘Test’ position unless the door is
closed.
6. The contractor shall also provide a power pack system of 100 VA, 110 Volt AC to
110 Volt DC with 65 AH, 110 Volts Batteries with suitable 230 V, single phase
battery charger of constant voltage and variable current (12A boost charging and
6A trickle charging).
7. The circuit breaker shall be trip free.
8. An individual vacuum circuit breaker panel, vacuum interrupter shall be self
contained unit suitable for inter change ability.
9. The breaker poles shall be provided with draw able type main plug and socket
contacts with suitable support insulator/bushing.
4 pairs of auxiliary contacts – 2 pairs normally open and 2 pairs normally closed
position shall be provided for use in the control and interlocking circuit. 12 poles
auxiliary plug and socket contact for control wiring shall also be provided
10. OPERATING MECHANISM.
The circuit breaker shall be power operated by means of motor operated spring
charging mechanism. The motor rating shall be such that it does not require more
than 20 seconds for full charging the closing springs. Other modes of closing will
also be considered.
11 COMMON BUS.
The bus bars shall be of electrolytic copper of adequate size and assembly of
switchgear of all the panels shall form a common bus, which should be air
insulated. The breaker chamber shall be segregated from the bus chamber by
means of through insulator bushings and shall be housed in a separate housing.
The bus bars shall have PVC sheathing. Further, the bus bar assembly shall be
extendable on either side for future expansions. The bus bar arrangement shall be
suitable for individual switchgear also.
12. INTERLOCKS
Mechanical interlocking shall be provided to trip the breaker in case of wrong
operation at the time of racking out.
12.1 It shall not be possible for the circuit breaker to be racked out while it is closed,
not possible to be moved until the circuit breaker has been opened out.
12.2 The circuit breaker shall be design to be closed only when it is in the FULLY
HOME, the TEST or the FULLY WITHDRAWN position.
12.3 Alarm Indication:- It shall consist of :-
(i) One common alarm audible on faults connected to fault target indicator and
on flasher relay for flicker indication.
(ii) Accepting arrangement to silence alarm and to make flicker indicator
steady.
(iii)Testing arrangements for indication lamp and alarm this arrangement shall be
provided on the front panel.
13. VACUUM SWITCHES.
The incoming feeder panel shall consist of vacuum switches 11 kV 630 Amps
350 MVA load fault make load break type. The vacuum switches shall have
earthing arrangement by isolator so that the outgoing portion can be earthed with
the help of this isolator. Isolator will be interlocked with the load break vacuum
switch. Vacuum load break switch will have spring charged closing mechanism
and can be made ON/OFF of both electrically by 110V DC motor and manually.
14. 1 No. incoming panel shall consist of:-
14.1 11kV 630 Amps.350 MVA vacuum circuit breaker, Horizontal isolation, horizontal
draw out having “ON” - “OFF” - “EARTH” Mechanical indications. It shall have all
the manufacturer’s standard accessories such as automatic safety shutters
withdraw able type and auxiliary plug and socket contacts, safety interlock etc.
14.2 96 mm2 digital type ammeter of suitable capacity with selector switch.
14.3 96 mm2 digital type voltmeter 0-15KV with selector switch.
14.4 Epoxy resin cast CTS-1 set of 3 Nos. C.T. ratio 100/50/5/5 with 15 VA burden and
accuracy class 1.0 on 11 KV, 3 Phase, 50 HZ solidly earthed system C.T. shall
confirm to IS 2705 latest.
14.5 One No. three phase epoxy cast resin wound type indoor potential transformers
of ratio 11 kV /110V, 100VA rating class 1.0 for metering to IS: 3156
latest LT & HT HRC fuses of adequate rating shall be provided.
14.6 Three indication (multi LED type) for P.T. supply indication shall be provided.
14.7 1 No. Red and 1 No. Green indication (multi LED type) for ON / OFF position.
14.8 1 No. main 2 Pole D.C. supply isolating switch for indication lamp at item
No.14.7.
14.9 1 No. Circuit breaker engraved lable for the breaker.

15. Out going feeder breaker panels.
2 Nos. outgoing panel each consisting of 1-630 Amps. 11kV Horizontal isolation,
horizontal draw out vacuum circuit breaker with independent 110 V DC motor operated
spring charged closing mechanism. Each circuit breaker shall have all the
manufacturer’s standard accessories such as automatic safety shutters withdraw able
type, auxiliary plug and socket contacts and mechanical inter locks etc. as under.
(i) 1 No.110 V DC motor charged spring closing mechanism.
(ii) 1 No. 110 V DC shunt trip coil.
(iii) No. Close/Trip switch spring return to normal. (TNC switch)
(iv) 1 No. Red & 1 No. Green lamp indication for ON/OFF position.

(xiv) One heater of suitable capacity with thermostat control and switch suitable to
work on 230V A.C. Supply.
(xv) Fault target indicator to indicate faults on which the breaker has tripped.

(xvii) Mechanical counter to indicate number of tripping.
(xviii) Each outgoing feeder breaker panel shall have alarm annunciation circuit with
clear visual audible indication in the event of tripping of the breakers on fault
condition. One hooter/buzzer having adequate level should be provided one in
the switchgear room and one in the staff duty room. The location of the
hooter/buzzer will be decided at the time of execution of the work. Necessary
auxiliary relays accept/test/reset push buttons and indication lamps shall be
provided. The alarm annunciation scheme shall cover the following: Buchholz
alarm and trip
(xix) One set of potential free auxiliary contacts NO-NC duly wired up to Tag block for
extending “OFF” and “ON” indication on remote control.
(xx) One Anti pumping Relay (VAA-11 E.E. make or equivalent)
(xxi) One 96 mm2 digital type Ammeter-50A range with 3 way and OFF selector
switch, suitable for use on CT ratio of 100/50/5/5.
(xxii) One test block for CT & PT circuits.
(xxiii) One cable end box suitable for 11KV XLPE cable 70 sq mm.
(xxiv) One set of 3 pole inverse time O/C& E/F relay Two O/C & one E/F with every
inverse time characteristic of 5A rating :-
Current range for O/C unit:- 50 to 200% in steps of 25% & time range 0 to 1
seconds fitted with instantaneous element.
(xxv) One no. electronic tri vector meter.
(xxvi) Epoxy resin cast CTs one set of 3 Nos. of CT ratio 100/50/5/5 with 15 VA
burden & accuracy class-1 on 11 kV, 3 phase, 50 Hz solidly earthed system.
CT shall confirm to IS-2705 latest.
NOTE:-
(a) All the switch gears and accessories shall be from reference list for make.
(b) Caution board in English/Hindi shall be provided of metallic type.
(c) The contractor shall have to submit the design & dimensional drawings with
all relevant papers of VCB panel for approval before fabrication.
(d) The contractor shall arrange inspection/testing of the VCB panel at
manufacturer’s works when it is completed in all respect at his own cost.
(e) Foundation of panel and trenching work is included upto the satisfaction of
Supervisor.
(f) Circuit identification and cable size by means of engraved on poly proplane
sheet as approved by railways shall be provided.
(g) All power connections shall be screwed adequately with spring washer, flat
washer, bimetallic washer, wherever applicable, GI bolt, tinned brass washer.
03 Nos. “men at work” board (Danger notice) in Hindi & English shall be
supplied.
(h) The contractor shall have to submit manufacture test certificate of all
components including switchgears, calibration certificate of meter also be
submitted, used in the fabrication of the panel board.
(I) The contractor shall supply two copies of maintenance and operating manual of
the switchgear. Details catalogue of protection relays, set of drawings,
comprising of schematic drawings, wiring diagram etc. spare part list &
specifications is also to be supplied.
Feeder pillar - Supply, fixing, testing and commissioning of fabricated Feeder Pillar
distribution box made of MS sheet 1.6mmthick size 600x300x600mmwith suitable MS
stand Copper bus bar of 200Acapacity and 2x63A MCB 4pole as per railway
requirement.
