Project Description
Project Location
o Bridge #87 is located approx. 1.65 miles south of the Worcester/Elmore town line on VT
Route 12.
o Bridge #89 is located approx. 0.85 miles south of the Worcester/Elmore town line on VT
Route 12.
o Bridge #90 is located approx. 0.11 miles north of the Worcester/Elmore town line on VT
Route 12.
o Bridge #94 is located approx. 2.33 miles south of Elmore/Morristown town line on VT
Route 12 near the southern intersection with Camp Road.

Project description/background information.
o This project will remove the existing culverts at Bridges #87 and #94 and replace them
with precast concrete box structures, along with associated roadway approach and
guardrail improvements. At Bridge #94, the intersection with Camp Road will be
reconstructed to align with the boat launch ramp, which will also be required for traffic
management during construction
o This project will remove the existing culverts at Bridges #89 and #90 and replace them
with new bridges, along with associated roadway approach and guardrail

improvements. At Bridge #90, re-establishment of the original brook channel alignment
is also proposed to reduce the required bridge length and scour potential.
Project schedule.
o Target Construction schedule: Construction activities will likely take place beginning in
April 2025 through November 2026.
o Traffic will be maintained at each location with an on-site temporary bridge with one
lane alternating two-way traffic controlled by a temporary traffic signal for the majority
of the project duration. One-way alternating traffic through the work zone will be
required to complete approach work and final paving at the end of the project.

A TTC plan describes temporary traffic control measures to be used for facilitating road users through a
work zone or an incident area. The TTC plan plays a vital role in providing continuity of reasonably safe
and efficient road user flow and highway worker safety when a work zone, incident, or other event
temporarily disrupts normal road user flow. The TTC plan shall be consistent with the provisions of the
MUTCD and AASHTO Roadside Design Guide.

Relevant Project Discussion
• Temporary speed limit down-posting agreed to (12/16/20 Kickoff Meeting). Speed will down-
posted to 40 mph, with a 25 mph advisory warning plaque at the work zone.
• Use of Driveway Assistance Devices for control of driveways between the stop bars at
temporary traffic signals was discussed (12/16/20 Kickoff Meeting) and confirmed in a follow-up
email coordination with the Traffic Operations Engineer on 2/1/21.
• Project Level of Significance set at Level C based bicycle impacts (7/9/21 Weekly Meeting).
• There is an Annual Bike Event on Route 12 beginning in Elmore. Coordination with the Regional
Bike Group for this event will be important.
• Substantial Detour – RE should have Emergency Contact Information on hand should an issue
develop within the individual temporary bridge detours.

TMPs, and changes to TMPs, can be submitted for review by the Transportation Systems Management &
Operations (TSMO) section at AOT before they are implemented. Review of the TMP by AOT prior to
implementation is not mandatory, but is highly encouraged.
