Chancellor’s Message:
William Carey University, Meghalaya focuses on a unique vision. It is an institution that does not just
concentrate on academics alone but also integrate socio-economic and environmental realities of
Meghalaya in particular and the North East India in general. Universities have become academic “ivory
towers” and merely operating as degree mills, however William Carey University, Meghalaya is set to
propel a paradigm shift in this context.
Established by the Gazette of Meghalaya No.76 William Carey Act 2005, the William Carey University,
Meghalaya has been functioning since 2005 with the first batch of students coming in 2008.
William Carey University, Meghalaya has made steady progress with various programs on offer that will
fulfil our vision of facilitating youth in their journey of life.

Vice Chancellor’s Message:
Hello friends and fellow citizens,
I am happy to present to you our university and welcome you to be involved in the progress of the
University as its stakeholders. Over the past 17 years, William Carey University, Meghalaya has grown in
stature and is today recognized as one of the premier Universities in the North East India. William Carey
University, Meghalaya is University Grants Commission (UGC) recognized and Pharmacy Council of India
(PCI) approved. With a mere 4 departments to begin with on the campus today our university has 28
Departments offering various course and programs in the Diploma, Post-Graduation Diploma, Under
Graduate, Post Graduate and PhD levels.
Our University is known for conducting its academic programs and examinations as per schedule. The
credit based yearly/semester system, at the Diploma, Post-Graduation Diploma, Under Graduate, Post
Graduate and PhD working well.
Adequate infrastructure is always a priority for the University. The basic facilities available on
the campus include: Administrative section, Faculty sections, Library cum Reading Room, Student and
Hostels Assistance Linkages, Career Counselling and Placement Cell with cent percent interview assistance,
Online Admission portal as well as Offline Admission facilities, Well-equipped Computer laboratory,
Science Laboratories, Pharmacy Laboratories, National Service Scheme(NSS) and regular student
development programs, Free Computer Certification, Field trips and Internships. Multi-disciplinary and
Inter-disciplinary approach to holistic and integrated approach to life and study through field
works/projects/dissertations are imparted. Among other facilities: All the offices of our University are
computerized and we are adopting e-governance initiatives. Our teaching faculties have rendered
themselves creditably in teaching and research activities.
Research and Consultancy Promotion Cell (RCPC) has been constituted to promote and
strengthen research programs of our University. It is also felt that the consultancy programs needs to be
strengthened to encourage the faculty to work in collaboration with industries and institutions in the area of
their expertise. Faculties and departments are engaged in and conducting researches, seminars and
conferences in collaboration within situations like Indian Council for Social Science Research, North
Eastern Council and various departments of the State Government. University-Industry interactions are
being strengthened and the University proposes to start skill development programs in collaboration with
industries soon. CCTV cameras are installed on the campus for providing safe and secure environs to the
students and other stakeholders. University is also encouraging extension activities through village adoption
programs to strengthen the linkage with society. The “Swachh Bharath” program is being carried out very
effectively involving the NGOs and the local people. The International Study Centre is doing well and the
University has begun to attract International students for PG and Research programs. Life at the campus is
invigorating and wholesome. William Carey University is an integral part of nation building among cultural
diversities of the region. The University tries to reach that goal by engaging with the community and
celebrating all meaningful events and important days on campus. The processes of Admissions and
Examinations are fully computerized. The University provides a safe and peaceful environment that is
conducive to learning with the active support of students, faculty, administrative staff and the University
authorities.
The “William Carey University Alumni Connect” help stop reserve and strengthen the connection
between the alumni at home and abroad. The alumni aim to share information regarding the latest
initiatives of the institution, to honour distinguished alumni for supporting in brand building, to organize

William Carey University, Meghalaya is guiding the young generation on the right path in education. There
are experienced and learned faculty members in the university who are teaching and guiding students and
scholars not only to understand and analyse but also to help bring out new findings successfully. The
university teachers motivate and enlighten students and scholars in every sphere. Students and Scholars
implement what they learned during their studies to benefit society and humanity as a whole.

INTRODUCTION
William Carey University was established vide The William Carey University Act, 2005 (Act No.13 of
2005) of 13 July 2005 by the Gazette of Meghalaya. The Governor of Meghalaya has accorded sanction for
the establishment of the University.
The university is founded to contribute and to unleash the genius and potential of North East India. It has an
avowed focus on offering high quality education and scope of ground breaking research to students and
scholars especially of the South East Asian region and facilitate a platform of confluence for students and
scholars of India along with a global outlook.
THE VISION
William Carey University is a unique institution where academia integrates with the socio-economic and
environmental realities in order to bring about constructive transformation in the lives of the people and their
contexts. The University brings together social, economic, environmental, cultural and academic activities in
order to facilitate integrated growth for the community. An innovative range of study programs and research
are being conducted within the distinctive context of the hill regions of NE India. Local cultures and the
natural environment are being sustained alongside socio-economic development. Food, energy, water and
their interconnection is the heart of all engagement and the university seeks collaborations and partnerships

ACADEMIC PROGRAMS
In keeping with its vision, William Carey University offers academic courses, programs, and skills that

ENVIRONMENTAL DEVELOPMENT
The region is rich in its biodiversity but its fragile ecology must be carefully handled. With significant
changes in global economic conditions and India in particular, the academia at the university has identified
areas of study that affect North East India‟s economic development alongside its environmental
sustainability. Studies conducted by the university have been able to address the changing economic, social,
and climatic perspectives that encourage environmentally sustainable economic development and also to
utilize optimally the rich biodiversity of North East India. Students and scholars are encouraged to engage in
research and propose projects for sustainable resource utilization. Northeast India offers an ideal
“laboratory” for significant study of environmental sustainability for socio-economic development and the
university is offering to pool resources with such institutions for the benefit of the students, scholars and the
community at large. Such studies must change human behaviour and actions so as to reduce on-going
damage to the ecosystem while optimizing the available promise.

SOCIO-CULTURAL DEVELOPMENT
As development is a holistic concept, the key is to infuse economic development with socio-cultural
sensitivity to nurture an integrated model of development and transformation of North East India. There is a
growing tendency in the world to consider purely physical, economic and environment factors without
reference to socio-cultural and religious realities. Studies of socio-cultural and religious factors affecting
development and grass roots issues in tribal societies of the North East India also play a vital role in the
development process.
RESEARCH PROJECTS
William Carey University encourages research projects that study tribal culture, religion, gender issues, and
management and administrative systems. The worldwide impact by globalization is all pervasive and the
current blow inflicted by COVID-19 has been life changing. Studies reflect the realities of our life and times
and how our values and behaviour transform. The various departments under the School of Study at the
William Carey University, has been in the fore front of encouraging and engaging in relevant studies and
research.
WCU NSS-CELL
William Carey University-National Service Scheme (WCU-NSS Cell) was set up in the university with the
objectives to understand the community; identify the needs and problems of the community and involve the
min the problem-solving process; develop the volunteers and install in them a sense of social and civic
responsibility. It also aims to utilize their knowledge in finding practical solutions to individual and
community problems; develop competence required for group living and sharing of responsibilities; gain
skills in mobilizing community participation; acquire leadership qualities and democratic attitude; develop
capacity to meet emergencies and natural disasters and practice national integration and social harmony.
At present WCU-NSS have 1 Program Coordinator, 3 Program Officers and 500 Volunteers. It has 3
adopted villages. Numerous social works, camps, orientation programs, workshops and competitions had
been conducted. It has also received numerous prizes and awards. The recent awards received by WCU -
NSS were Swachh Bharat Summer Internship-01 state-level 1st, 2nd and 3rd awards in 2019 and Swachh
Bharat Summer Internship-02 state–level1st and 2ndPrizes awards in 2020. The WCU-NSS volunteers
received certificates and ₹2,90,000/- for all the awards. The Program Coordinator, Program Officers and
Volunteers with the assistance and support from faculty, staff and authority in collaboration with the
government have been rendering social services in different ways especially during the COVID-19
Pandemics.
CONVOCATION
Convocations are held at regular intervals in Shillong; however, one can also receive the degree in absentia.
ALUMNI
The “William Carey University Alumni Connect” helps to preserve and strength the connection between the
alumni at home and abroad. The alumni aim to share information regarding the latest initiatives of the
institution, to honour distinguished alumni for supporting in brand building, to organize networking get-
togethers and overall development of the William Carey University.
WILLIAM CAREY GLOBAL CONNECT (WCGC)
The William Carey University, as per University Grants Commission (UGC) and in line with visions of NEP
2020 has started an initiative called William Carey Global Connect (WCGC) to coordinate matters relating
to welcoming and support foreign students desirous of admission into various departments of the university.
It is also engaged in promotion activities and brand building, disseminating information related to admission
process. It also acts as liaison between foreign students/scholars and their collaborative activities with
foreign institutions and educational institutions.

STUDENT ACCOMODATION HOSTEL FACILITIES
Student accommodation plays a vital role in the academic cycle. Hence, William Carey University has a
commitment to ensure safety, comfort, health and a welcoming homely atmosphere for students at all times.
Students may choose to stay in hostels or guest house etc. accommodations. Though the University does not
have Hostels of its own, but the University has a committee/cell that has established a working relationship
with the various Hostels and Paying Guests in the city to provide linkages for assisting and managing
student accommodation by providing information and guidance regarding accommodation option(s).
UGC RELATIONS
William Carey University is listed on the University Grants Commission (UGC), India and Ministry of
Human Resource Development as a State Private University. The University offers UGC recognized courses
and it has the approval of Pharmacy Council of India (PCI) offering Diploma in Pharmacy ([Link]) and
Bachelor of Pharmacy ([Link]) since 2020-2021 sessions onwards. The University is competent to award
degrees as per section 22 of UGC Act 1956. The University is also a member of the Association of Indian

PHARMACY COUNCIL OF INDIA
William Carey University, Meghalaya has the approval of Pharmacy Council of India (PCI) to conduct the

STUDENT GRIEVANCE CELL
A Student's Grievance Cell is established to provide a mechanism to students and scholars for redress of
their grievances with regard to their complaints on academic and non-academic matters, grievances related
to assessment, victimization, attendance, charging of fee, conducting of examinations, harassment by
colleague students or teachers etc. The Cell is led by the Dean of Student Welfare, dedicated to promote and
maintain a conducive and unprejudiced educational environment in the university so that the dreams of the
students and scholars at the William Carey University are realized. Students and scholars are requested to
note that making a complaint is serious and therefore they are to use this power in a responsible manner. At
the same time, the university assures students that once a complaint is made, it will be treated with

EXAMINATION RULES FOR STUDENTS
Students must carry their Identity Card and Admit Card every day to the Examination Hall.
Students must sit according to the seating arrangement made every day.
Students must enter the examination hall 15minutes before the commencement of the examination.
Students who come late-half an hour after the commencement of the examination will not be
permitted to sit for the examination.
Students are not allowed to go out to the washroom before one hour after the commencement of the
examination.
Students must sign the 'lavatory sheet' and mention the timing before leaving and after returning to
the examination hall.

Students cannot submit their Answer-scripts before one hour after the commencement of the
examination.
Students must not talk or discuss among themselves during the examination.
Students must not carry Mobile Phones and electronic devices (except required calculating devices
like-scientific calculator) inside the examination hall. Use of Mobile and electronic devices in the
examination hall is strictly prohibited and such usage would be confiscated and sent to Examination
Cell as evidence.
Books and bags are not allowed to keep inside the examination hall.
Students must write their Examination Roll Nos. as mentioned in the Admit Card issued by the
University, Class and subject with paper no. correctly in the Answer Scripts. If there is any wrong
entry in the answer scripts the University will not be responsible.
Examination fee is ₹500.00 per paper (is liable to change)
ASSESSMENT
All students are required to do project work and seminars. William Carey University follows Choice Based
Credit System (CBCS)with 10 scale pointers. It has semester module. All courses have both formative
assessment and summative assessment.
Formative assessment normally carries 25% of the total marks and the summative assessment carries
75%marks. The Passing pointer is 4.0. Failure to get the required pointer means that the candidate has failed
and is required to repeat the respective paper. For the award of Degree, the minimum CGPA required is 5.0
ATTENDANCE
• All students are to maintain 75% attendance all the time.
• Those who fall short of attendance will be required to do extra classes/assignments/and pay a fine.
• Students who habitually absent themselves and fall short of the required attendance may be asked to
repeat the semester.
GRADUATION REQUIREMENTS
• Completion of all required courses, projects and assessments.
• Payment of all fees.
• Clearance from the library.
LIBRARY
William Carey University Library is an academic library which caters the need of the students, research
scholars and faculty of this University. Library is a growing organism and so multiple volumes of books and
journals are added each year. Library now houses more than 6000 volumes of books, journals, articles, etc.
The print collection includes books, research reports, reference books and back volumes of periodicals etc.
In addition to the professional reading the library provides a good amount of reading like daily newspapers
and some books for soft skills development. All subjects related to the University's academic program have
been included in the library collection.
User-friendly library software called Koha has been adopted at the library. This internationally recognized
software facilitates automated circulation (issue & return) of the books and speedy access to bibliographies,
locations and availability information of the books stocked in the library.
COUNCELING, TRAINING AND PLACEMENT CELL
The Placement Cell plays a crucial role in locating job opportunities for Under Graduates and Post
Graduates passing out from the college by keeping in touch with reputed firms and industrial establishments.
The Placement Cell operates round the year to facilitate contacts between companies and graduates. The
Department of Training & Placement is the backbone of any institute. The main objective of any training
and placement cell is to assist students develop/clarify their academic and career interests, and their short
and long-term goals through individual counseling and group sessions also to assist students develop and
implement successful job search strategies. The professional world is tough. There‟s widespread competition
for jobs, and not everyone gets a great opportunity. With their final semester already and on their mind, the

students can be under a lot of pressure when it comes to placements. It can be very tough for the students
mentally. That is why a university needs to have a good placement cell in place.
University placements cells will help students prepare for their upcoming step into the professional world,
and also help relieve a major part of the stress they have. They have been established by the university
mainly as a place for guidance that will help them get placed in a job profile they want according to their
qualifications and skills. Along with preparation, university placement cell help get the right people to the
right place. If left alone, students could really hamper their careers by getting into the wrong place.

HISTORY
UG COURSE: BACHELOR OF ARTS(HISTORY)

PG COURSE: MASTER OF ARTS (HISTORY)
M.A. in HISTORY is a post graduate degree course of four semester duration.
The minimum eligibility criterion of the course is B.A. in respective subject or its
equivalent degree with a minimum aggregate listed under a recognized board.
Duration: 4 semesters.
Eligibility: Graduation in relevant subject from a recognized university.
The Department of Political Science endeavors to generate new knowledge &

Duration: 2 semesters.
Eligibility: Graduation in any stream from a recognized board.
PG DIPLOMA (PEACE & CONFLICT RESOLUTION)
Post Graduate Diploma in Peace & Conflict Resolution is a full-time diploma
program, the duration of which is two semesters. The eligibility of the course is
passing of 10+2+3 examination or qualifying any graduation examination with a
minimum aggregate listed under a recognized board.
Duration: 2 semesters.

PhD Registration:
On the successful completion of the six month mandatory Course Work examination and approval of the
research proposal, the candidate will be issued a Registration Number which allows the candidate to pursue
research. Without the Registration Number, a candidate will not be allowed to proceed with the research.
Submission of Thesis:
• The thesis shall be an original work produced by the candidate with evidence of authenticity.
• Each candidate shall include a statement bearing his/her signature along with the thesis, thereby
declaring that the thesis is a bonafide work of the candidate.
• The thesis should consist of about 60,000 words, excluding the bibliography.
• The candidate should submit one page curriculum vitae, along with the thesis.
• The thesis should be written in English or in a regional language provided the candidate presents
1/3of the thesis in English.
• The candidate should submit a 1000 word abstract of the thesis in English.
• Five copies of the thesis should be submitted to the institution after completing all the formalities.
Research Advisory Committee (RAC):
The Research Advisory Committee (RAC) will consist of the research guide/mentor; two experts from the
field of study, with an additional member appointed from the branch other than that of the field of
specialization to encourage an interdisciplinary and integrated approach. The Research

Evaluation of Thesis:
The thesis will be evaluated by a panel of two examiners as recommended by the Research Guide/
Supervisor/ Mentor.
The examiners shall have to submit their evaluation reports within stipulated time period.
Public Defence of Thesis:
• On the recommendation of the examiners, the candidate is invited for Public Defence of the thesis.
• The panel for the Public Defences hall consists of the Vice Chancellor, Dean of Faculty, Members of
the Research Committee and the examiners.
• The examiners will have to send questions for clarification by the candidate two weeks prior to the
Public Defence.
• A copy of the abstract shall be made available to the members of the Panel two weeks prior to the
Public Defence.
• A copy of the thesis will be kept in the library and copies of thesis will be sent to the UGC by the
university after the award of degree.
Clearance Certificate:
The candidate is required to obtain clearance certificates from the library, accounts department, hostel, and
the sports department before the degree could be awarded.
Consolidated Recommendation:
Based on the report of the External Examiner and the performance of the candidate in the Public Defence,
the following recommendations may be made:
• The thesis is successfully completed and the Ph.D. degree can be awarded.
• The thesis needs revision in certain areas. (The areas for revision will be specified and set a time
before which the candidate will need to resubmit the thesis).
• If the thesis did not meet the required standard, the candidate cannot be awarded the Ph.D. degree.
Publication of Thesis:
The candidate is encouraged to publish the thesis but with the prior permission of the institution as it
reserves the right to publish.

Convocation is held at regular intervals by the University at Shillong. One can also receive the degree in
absentia.

NOTIFICATION ON ANTI-RAGGING
Ragging may be defined as any disorderly conduct whether by words spoken or written or by an act which
has the effect of teasing, treating or handling with rudeness a fresher or a junior student. It may also be
referred to indulging in an undisciplined activity which causes or is likely to cause annoyance, hardship or
psychological harm or to raise fear in a fresher or a junior student. Asking the students to do any act or
perform something which such student will not do in the ordinary course and which has the effect of causing
or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a
fresher or a junior student is also considered as ragging.
To curb the menace of ragging on higher educational institutions the University Grants Commission has
framed anti-ragging regulations in pursuance to the judgment of the Honourable Supreme Court of India
dated 8.5.2009 in Civil Appeal No. 887/2009. These regulations are to be mandatorily to be followed by all
universities and colleges. To eliminate ragging in all its forms, William Carey University has also adopted
the „Zero Tolerance Policy‟ towards ragging since its inception. No act of ragging, major or minor shall go
unnoticed. No ragger, male or female, student or non-student, shall go unpunished. Strict action will be
taken against those who indulge in ragging as per the guidelines given by the UGC.
William Carey University has taken several steps to curb the menace of ragging at it premises.
First and Foremost, the prospectus for admission issued to the aspirants for admission has clearly
mentioned that ragging in any form is banned in the institution and anyone indulging in ragging is
likely to received deterrent punishment.
The university has setup a dedicated Anti-Ragging Cell to encourage the students for reporting
against any incidents of ragging.
CCTVs have also been installed at vital points around the university and constant Counselling of
students are being done to prevent any such incidents.
Workshops and Seminars are held every once a year to create awareness among the students.
Surprise inspection of student accommodation, canteens, recreational rooms etc. are done on regular
basis by the members of the Anti-Ragging Cell.
Anti-Ragging posters are displayed at all prominent places like Admission Centre, Departments,
Library, Canteen, Common Facilities etc.
Each student and every parent are advised by the university to submit an online undertaking every
academic year at [Link] is in accordance to the 2nd amendment in UGC
regulations.
Strict action will be taken against those who indulge in ragging as per the guidelines given by UGC.

Admission Form and are advised to check general information, eligibility criteria and fee structure details.
• The applicant desiring for applying in more than one programme shall submit separate Admission
forms.
• The Application Fee is Non- Refundable.

INSTRUCTIONS FOR ONLINE ADMISSION
Applicant is required to apply at the online admission portal in the university website
[Link] after making the requisite payment of ₹100/- (Rupees One hundred only).
The applicant is not required to send the hardcopy of online admission form/ acknowledgement to the
University; however applicant is advised to keep a copy of the online admission acknowledgement for
further reference.

INSTRUCTIONS FOR OFFLINE ADMISSION
Applicant can take offline admission either by visiting University office or by Postal Service.
B1. By visiting University office-
Applicant is required to visit University office i.e. Monday-Friday; 10:00am-3:00pm (excluding holidays)
and collect the admission form by paying ₹100 (Rupees One hundred only) in cash.

Applicant is required to send a demand draft with the payment of 200/- (Rupees Two hundred only) along
with one self-addressed A4-size envelope to The Admission Officer, William Carey University,
Nongmensong, Umkdait, Shillong – 793019, Meghalaya.

Applicant will receive the Admission form by post. The applicant is required to send the duly filled
Admission form to the University at above cited address along with all necessary documents.

ADMISSON PROCEDURE
Based on the application received by the University either online or offline mode, the University will
intimate the selected Applicant by email or telephone.
Applicant is advised to complete the admission procedure within 10 days after receiving of the
admission confirmation e-mail.
For the payment of the admission fee cum 1st semester fee installment facility is available i.e.,
student can pay the semester fee in 2 equal installments.
If an applicant fails to complete the admission procedure by the prescribed date, his/ her admission
will be automatically cancelled.
Admission of an applicant may be cancelled at any time, if any information furnished by the
applicant at the time of admission is found to be incorrect or and the applicant has concealed
information(s).
If any Applicant desires to change the course/ subject after the admission, they have to apply within
10 days from the date of admission and need to pay ₹200 (Rupees Two hundred only) for
documentation.
