REBUILD: (Restoring Empowerment Building Unity


Infrastructure Livelihoods and Development)
1. REBUILD will conduct comprehensive assessments of infrastructure
damage, economic loss, and community needs, focusing on education,
healthcare, housing, and public services. Germany will lead this effort in
collaborations with UNDP, World Bank, and regional development banks to
support technical expertise, capacity-building, and knowledge sharing in
reconstruction.
2. National authorities will execute REBUILD with international financial
assistance, the fund will be allocated by Germany, USA, Canada and like-
minded states
3. Initial assessments will be completed within six months, establishing a clear
understanding of immediate needs and strategic priorities. Phased
reconstruction projects will commence within a year, allowing for a
targeted approach to rebuilding essential infrastructure. Quarterly progress
reviews will enable ongoing evaluation, providing flexibility to adapt
projects as conditions evolve.

4. The REBUILD framework will establish central offices in the capital cities of
affected regions to coordinate large-scale reconstruction efforts and ensure
cohesive management
5. Intelligence Sharing, Enhancing real-time information exchange among
nations
6. Empower local communities by involving them in development planning,
ensuring that projects address local priorities and respect cultural values
7. Creating a sustainable path forward by combining international support,
community empowerment, and targeted investments, enabling a resilient
and self-sustained recovery in post-conflict zones.
STRIVE: (Stabilization, Transparency, Resilience,
Infrastructure, Viability & Empowerment)
1) To establish a structured, multilateral approach to mitigate the impact of proxy wars, civil conflicts,
and weakened governance in Lebanon, Syria, and Yemen, focusing on stabilization, rebuilding
infrastructure, and empowering local institutions
a) De-escalate hostilities through facilitated negotiations among local factions and foreign actors
involved in proxy conflicts to secure ceasefires and promote peace talks.
b) Build capacity within local governance structures to foster transparency, inclusivity, and
effective public administration that can address the needs of diverse communities.
c) Ensure efficient distribution of humanitarian aid and resources to crisis zones, prioritizing areas
with displaced populations and acute shortages of food, water, and medical supplies.
d) Form an independent committee with representatives from the United Nations, regional
bodies, and international NGOs to oversee the implementation of peace agreements and
governance reforms.
2) Implementation of these frameworks will be supported by international organizations;
a) The frameworks should be developed with guidance and support from entities such as the
United Nations UN, and NGOs
b) The initial phase of peace negotiations and ceasefire agreements within the first three months
and Launch governance capacity-building programs and vocational training within six months.
3) Engage with key international stakeholders, including donor countries, the UN, and NGOs, to
provide financial and logistical support for all aspects of STRIVE’s mission.
4) Funding for the initiative will be secured from multiple sources; Financial and technical support will
be provided by donor countries, international organizations, and public-private partnerships,
5) Advanced countries will be encouraged to share resources and expertise with those in need,
fostering a collaborative approach to strengthening global capacity against the middle eastern crisis ;
a) Funding contributions from specific countries will be as follows, based on GDP, United States, $2
million USD, (0.0001 % of GDP), Germany, €1.5 million EUR, (0.00004% of GDP) and European
Union, €1 million EUR, (0.007%)
6) Civil society and NGOs will play a crucial role in supporting the framework;
a) Organizations such as International Rescue Committee (IRC) will provide community-based
insights and facilitate effective monitoring of aid distribution, governance initiatives, and
development projects.
b) Local civil society groups will play an active role in reconciliation efforts, creating
forums for dialogue and promoting sustainable peace
7) Initial and ongoing activities will be strategically located to maximize impact;
a) Regional offices will be established in Beirut, Damascus, and Sana’a to coordinate regional
activities and facilitating coordination with international bodies
b) The headquarters will be in Berlin, Ottawa and Washington D.C, facilitating coordination with
international bodies
