Protection of Human Rights by Environmental Laws
Environmental protection and Human Rights are inter-related topics
relevant for the prosperity of humanity. A disregard for it has resulted in
environmental degradation created by unbridled human activities in the
form of industrialisation and urbanization, leading to depletion of natural
resources, global warming, drought, flood, ozone depletion etc., which have
adversely affected the health of the people along with the causing of other
environmental hazards. The crises created requires the integration of social,
political and economic factors to handle them effectively and preventing
further damage. Connecting human rights with the environment helps
create a legal system to deal with environmental protection and its
corresponding effects on the people.
The significance of environment in the fulfilment of human rights is
broadly acknowledged in International law, without a doubt. Clear
environment is indispensable to the presence and survival of humans. Yet
with the march of time, humans have caused deterioration in the
environment due to their lackadaisical attitude and self-centeredness
leading to deforestation, discharge of effluents into water bodies, improper
waste management, etc.,
The saving grace is that, humans have perceived the importance of
environmental protection and the UN made its absolute first official stride
towards it in the year 1972, where it coordinated a meeting at Stockholm
from 5th to 16th June, leading to the observation of 5th June as World
Environment Day.
At the time when natural environment is disintegrating and before it
becomes a catastrophe, attempts are being made towards sustainable
development.
Environmental Laws create rights and responsibilities to control
different activities of man with an effort to limit environmental degradation.
The Right to life being a human right as well as a fundamental right, doesn’t

just mean the presence of life, but leading a life with full pride and prosperity
in the background of a fair & healthy environment. In the series of
M.C.Mehta cases the Supreme Court emphasized on guaranteeing a right to
life in a pollution free environment.
It’s our cardinal duty to understand our responsibilities towards the
environment and give importance to its endurance through sustainable
development.
With an aim to forge a healthy relationship between humans and
natural environment, a humble effort is made by our institution in taking a
step in this direction by organizing this seminar on 21st June 2024.
ABOUT KARNATAKA INSTITUTE FOR LAW AND PARLIAMENTARY
REFORM (KILPAR)
The Karnataka Institute for Law and Parliamentary Reform was
established in the year 2005, as an initiative of the Department of Law,
Justice and Human Rights and Legislation, Government of Karnataka. It is
an autonomous institution registered under the Karnataka Society’s
Registration Act, 1960. The objectives of the institution are to develop an
advanced forum for reform of law and parliamentary practices, to undertake
research in myriad dimensions of law and suggest reforms, promote
research, draft new legislations, play a vital role in bringing about legal
awareness and educate on parliamentary procedure and practices, organize
conferences and seminars, undertake publication of research works and
similar activities. In pursuance of its objectives, the institute has published
85 books based on research, conducted more than 300 Seminars on socially
relevant law topics in collaboration with Universities, organized Model
Legislative Assembly Sessions for the benefit of students at zonal and state
level, exclusive Model Legislative Assembly for girl students, training for
Government advocates and prosecutors. The institution is marching ahead,
forging innovative activities and programmes commensurate with its
objectives.

ABOUT JANATHA EDUCATION SOCIETY
Janatha Education Society ‘JES’ was registered in the year 1972 by 12
Illustrious promoters drawn from various walks of life, including
educationists and philanthropists. JES was established with the motto of
providing quality education for students belonging to the rural and weaker
sections of the society at an affordable cost. JES is a voluntary organization
with all the members participating with zeal in rendering free service to the
general public. A Students Aid Fund of Rs.2.2 Crore has been instituted by
JES. The interest earned from the corpus fund is being distributed as
Scholarship to the students who are meritorious as well as economically
weaker in the JES run institutions. It is a matter of pride that JES celebrated
its Golden Jubilee in the year 2022.
The society has four campuses running 15 institutions in the city of
Bengaluru with a total strength of over 7000 students. The city campus
spread over an acre of land is located on Dr. Rajkumar Road, Rajajinagar 2 nd
Stage, Bengaluru, began functioning in 1972. A campus spanning over 23
acres at Gudimavu, off Mysore Road near Kumbalgodu, has housed one of
the city’s prestigious Engineering Colleges– Vivekananda Institute of
Technology. It was started in the year 1997. The campus also accommodates
Vivekananda PU College and Vivekananda Public School. Another campus
at Mahalakshmi Layout was started in 2004 which caters to the exclusive
need of girls pursuing PU and Degree Programmes. The State of Art campus
on an area of 12000 sq.ft. of land nestles Vivekananda College of Law. This
valuable piece of land has been magnanimously donated by Sri. S. T.
Narayana Gowda, distinguished member and Vice-President, JES.

ABOUT VIVEKANANDA COLLEGE OF LAW
Vivekananda College of Law (VCL), Bengaluru, Accredited with B++
Grade by NAAC, run by Janatha Education Society is recognized by the Bar
Council of India, New Delhi and now affiliated to Karnataka State Law
University, Hubballi.
VCL was started under the Bangalore University then, in the year
1983-84 with 3 Year LL.B. Programme. 5 Year B.A. LL. B. Programme was
introduced by the Bangalore University in the year 1986-87 and it was
introduced in our institution in the same year. 5 Year B. Com LL. B.
Programme was introduced in the Academic Year 2018-19. It is a matter of
great pride to state that, this is the 4th decade of imparting quality legal
education. The students have brought glory to our institution by procuring
several ranks in the examinations conducted by the University.
Our Alumni are spread across the globe and are occupying prominent
positions as Judges, Advocates on Record at the Supreme Court, Civil
Servants, Leading Advocates, Entrepreneurs and CEOs of reputed
Companies. They are assets to our institution and are supporting our
students in Internships and Placements. They also extend a hearty support
to our academic activities.
Recognizing the Noble Endeavor of our institution in furthering the
cause of education, 4 Philanthropists’ families have magnanimously donated
corpus fund, to our institution, the proceeds of which is being utilized for
conducting 4 Endowment Lectures annually. Further, the
HulkulMuniswamappa family, apart from generously constituting a corpus
fund, has also instituted two awards to be conferred every year upon an
Outstanding Student and the Best Girl Student.
Our institution has a rich tradition of regularly conducting a plethora
of academic activities. It is an established norm to conclude every semester
by conducting an invigorating academic exercise such as a Faculty
Development Programme, National Seminar, Conference, Workshop etc.

Paper Presentations during the Seminar will be held in hybrid mode.
Call for papers
Well researched papers are invited from the Academicians, Policy Makers,
Research Scholars, Professionals, Practitioners, Students and other
Stakeholders on the sub-themes of the Seminar, which are original and not
published elsewhere. All participants are requested to submit their full
length articles of around 3000 to 4000 words following ILI Rules of
Footnoting for reference
Original research papers presented in the seminar by the students will
be awarded with a cash prize and the same will be published in the upcoming
VCL Law Journal.

Guidelines For Seminar Papers
All abstracts and full papers must be submitted electronically via Email to
[email protected] in the format given below:
● The abstract should not be more than 350 words and must contain
Title of the Paper, Name of the Author, Co-author, Institution/
Organisation/University, Email Address and Mobile Number.
● The main text should be in Times New Roman with font size 12 and
spacing of 1.5.
● All references must be in the form of footnotes. The footnotes should
be in Times New Roman, font size 10 with single spacing.
● The authors should follow ILI Rules of Footnoting for citations.

Research Scholars: Rs.400/-
Academicians, Advocates & Professionals: Rs.500/-
